Let us begin with some simplified definitions that can illustrate the distinction between these two terms.
Politics is the process through which policy makers allocate scarce resources. Administration is the
process through which that policy is executed.

The distinction between these two concepts is often referred to as the politics-administration
dichotomy. As a practical matter, however, there are overlaps, particularly with regard to
administrators’ roles in helping formulate policy. Nevertheless, the dichotomy serves to illustrate some
key distinctions, particularly in the U.S. political system.

Politics is seen as primarily the purview of elected office-holders as they go about the business of
addressing concerns of constituents, parties and interest groups, among others. It is more of an art than
a science.
In contrast, administration is seen as a professional undertaking with an accepted body of knowledge,
practice, and values shared by its practitioners. Administrators are expected to demonstrate a
commitment to scientific management and neutral competence and to refrain from aligning themselves
with a particular political point of view.

In the real world, however, things are rarely that simple. Politicians occasionally attempt to influence
administrator’s choices and actions. Administrators, particularly those in executive roles, play a role in
policy-making and must acknowledge that politics can and does influence their decisions.

Perhaps the largest difference is the ability to call upon and execute deadly force. Although, I think the
other answers are more complete. And, perhaps less cynical.

Politics is a decision making process which occurs in a social environment. Politics is the building of
consensus through discussion, threats, extortion, trading favors, bribery, and all the other ways people
try to get things they want.

Politics occurs everywhere.

“Administration” is simply management of an existing structure.
