Creation of the Seal of Good Local Governance for Barangay (SGLGB) City/Municipal
Assessment Team of the City/Municipality of ________________

WHEREAS, Section 2, Article II of the 1987 Philippine Constitution of the Republic of the
Philippines declares that the maintenance of peace and order, the protection of life, liberty,
and property and the promotion of the general welfare are essential for the enjoyment by
all the people of the blessings of democracy.

WHEREAS, Section 3 (h) and (m) and Section 16 of the Republic Act No. 7160 otherwise
known as the Local Government Code of 1991, provide that there shall be a continuing
mechanism to enhance local autonomy not only by legislative enabling acts but also by
administrative and organizational reforms, that the national government shall ensure that
decentralization contributes to the continuing improvement of the performance of local
government units (LGUs) and the quality of community life, that each LGU shall exercise its
powers essential to the promotion of the general welfare and provisions of basic services
and facilities.

WHEREAS, the Department of the Interior and Local Government Memorandum Circular
2018-194 dated November 6, 2018 states that cognizant of the important role of the
barangay in the overall development and transformation of the community and of the
nation, the Department undertakes to implement the Seal of Good Local Governance for
Barangay (SGLGB) to encourage and challenge barangays to scale up its performance and
practice of good governance that accord primacy to the principle of accountability,
transparency, performance and effectiveness.

WHEREAS, the SGLGB is an award and incentive program for performing barangay
governments in the areas of Peace and Order, Financial Administration, Disaster
Preparedness, Social Protection, Business-Friendliness and Competitiveness and
Environmental Management and shall institutionalize a system of recognition and incentive
awards for barangay governments and to provide mechanics for possible access to the
Performance Challenge Fund (PCF) and other incentive mechanisms available;

NOW THEREFORE, I, __________________________, City/Municipal Mayor of ___________________ by

virtue of the powers vested in me do hereby create the SGLGB Municipal Assessment Team
(MAT) as follows;

SECTION 1. Composition. The SGLGB-MAT shall be composed of the following:

Members : Liga ng mga Barangay President

LGU Representative
Civil Society Organization

SECTION 2. Roles and Functions. The City/Municipality__________________________ SGLGB-

CAT/MAT shall assume the following functions:

1. Collect the data for SGLG as the means of verification prepared by the barangays;
and
2. Conduct validation and provide certification through documentary review,
interviews and onsite inspections to ensure the veracity of data of the barangays
presented.

SECTION 3. EFFECTIVITY. This Executive Order shall take effect immediately and shall be
valid until revoked or amended.
