Certified Employee Job Descriptions

Job Title: Superintendent of Schools


Department: Administration
Reports to: Board of Education
Classification: Exempt

Terms of Employment: Twelve month contract, salary and work year to be established by the
Board. Benefits according to Board policies

Summary
The Superintendent is responsible for the day to day operation of the district in accordance with
Board policy and the district’s Comprehensive School Improvement Plan. The Superintendent
provides information and recommendations to the Board and serves as the liaison between the
Board and the public.

To perform this job successfully, an individual must be able to perform each essential duty
satisfactorily. The requirements listed below are representative of the knowledge, skills and

Essential Duties and Responsibilities


An individual who holds this position is required to:
● Serve as the instructional leader for the district
● Ensure the district is accredited pursuant to the Missouri accreditation process
● Promote student achievement as the primary focus of all district staff
● Facilitate and attend Board meetings
● Develop agendas for Board meetings in consultation with the Board president and provide
Board members necessary information in advance of all meetings
● Maintain district records
● Implement Board policy through written administrative procedures
● Manage the financial affairs of the district and provide the Board with financial reports
monthly or as requested
● Advise the Board on matters of finance, policy, facilities and personnel
● Submit all reports and data required by state and federal law
● Maintain facilities that are safe, adequate, efficient and conducive to learning
● Direct the acquisition of instructional materials, supplies and other equipment necessary
for effective instruction
● Direct hiring, assignment and training of staff
● Direct a performance-based evaluation program for all staff
● Hear staff complaints and grievances
● Delegate duties to members of the administrative team as appropriate

● Serve as an advocate for the district to the public and state lawmakers
● Participate in a standards-based performance evaluation at least annually

Supervisory Duties
The Superintendent has supervisory responsibility over all district staff and immediate supervisory
responsibility for the following positions
● Building Principals, LCACTC Director, Director of Special Services
● Directors (Maintenance, Technology, Transportation, Activities)
● Executive Administrative Assistant to the Superintendent/Human Resources
● Bookkeeper/Board Secretary
● School Nurse
● Food Service Bookkeeper
● SRO
● School Social Worker

Education
Specialist degree or higher in educational administration
Certificates, Licenses, Registrations
Valid Missouri superintendent certificate

This position requires strong written and verbal communication skills. The individual who holds

Job Title: Director of Special Education/Federal Programs


Department: Administration
Reports to: Superintendent
Classification: Exempt

Terms of Employment: 12 months (260 days). Salary reviewed annually and benefits according
to Board policies.

Summary
The Director of Special Education/Federal Programs is responsible for leadership, management
and coordination of programs that prevent academic failure of students at risk and provide specific
intervention models for students with special needs. This is to include but not limited to; special
education, child welfare, residency, intervention programs, Section 504, Federal Programs, gifted
instruction, discipline and psychological services. The Executive Director ensures that educational
and related support services and resources are provided according to local policy, state regulations,
and federal regulations.

Essential Duties and Responsibilities


An individual who holds this position is responsible for:
● Administration of Individuals with Disabilities Education Act 2004, and Rehabilitation
Act of 1973, Section 504 for students.
● Administration of all ESEA Federal Programs; Titles I, II, III, IV, andV.
● Administration of gifted education.
● Keeping informed of all the legal requirements governing special education and ESEA
Federal Programs, and shares this information with administration and staff.
● Preparation and administration of the local compliance Plan for the Individuals with
Disabilities Education Act and Section 504 of the Rehabilitation Act..
● Maintaining compliance with Board Policy regarding Seclusion, Isolation and Restraint.
● Serving as the Compliance Officer responsible for implementation of Board Policy AC:
Prohibition Against Discrimination, Harassment and Retaliation.
● Serving as the district’s Anti-bullying Coordinator, compiling all documentation
associated with reported incidents of bullying.
● Serving as the district liaison for programs for Homeless, Migrant, English Language
Learners and Homebound Services, and assisting with management of homeschool
records.
● Serving as the District Test Coordinator
● Preparation and distribution of the District Assessment Plan

● Preparation for and overseeing the administration of all state and district assessments.
● Preparation of core data and similar reports necessary for reimbursement of funds, receipt
of entitlements grants, and similar fiscal matters, including program monitoring reports.

budgets for Special Education, Federal Programs and support services.
● Keeping informed regarding state and federal financial aid for federally funded services.

other programs. Serves as the building administrator for Bright Beginnings, including
staffing, evaluation, curriculum development and instructional implementation.
● Supervision of the Parents as Teachers program, including program implementation,
staffing, evaluation, and completion of state reporting requirements.
● Working with faculty, school counselors, and administrators to adapt curriculum and
instruction to meet the needs of identified at-risk and special needs students.
● Supervision of staff within Special Services Department.
● Participating in the recruitment and employment activities of all special services staff,
including screening, interviews and employment recommendations.
● Evaluation of individual job performance of special services staff, collaborating with
building administrators in the job performance evaluation of special services staff
assigned to school sites.
● Providing orientation program for new staff concerning special education services and
Section 504.
● Communication with parents of eligible students regarding special education and federal
program procedures and provision of services, including mediation and resolution of
parent complaints
● Conducting annual needs assessments to determine the needs and priorities of parents and
district personnel regarding federal programs (special education and ESEA).
● Administration and implementation of professional development activities designed to
improve staff and personal skill for educating exceptional and at-risk children.
● Cooperating with, assisting and supporting other administrators in the analysis and
solution of their administrative problems when appropriate.
● Working to implement the vision and mission of the district..
● Demonstrating professionalism and appropriate judgment in behavior, speech, dress, and

Qualifications
Missouri Advanced Administrative Certificate Qualify for Special Education Administrator’s
endorsement. A minimum of 3 years successful teaching experience in Special Education
preferred. Successful administrative experience excellent communication skills. Desire to continue
career improvement by enhancing skills and job performance.

Summary
The LCACTC Director provides leadership in developing, achieving and maintaining the best
possible Career and Technical education for students. Responsible for instructional leadership,
educational programming, professional and classified staff, student development, facility
maintenance and management, fiscal management, and developing effective community relations.

An individual who holds this position must have the ability to:

● Read, analyze and interpret professional journals, Board policy, administrative

Ability to compute ratios, percentages and create and interpret graphs and figures

An individual who holds this position must have:
● Basic computer word processing, research, and internet skills
● An ability to effectively integrate available technology into the curriculum
● An ability to access and create reports using the district’s student information software

Physical Demands
An individual who holds this position must have the ability to transmit information, in both
verbal and written English, in an environment where numerous conversations and activities may
be taking place simultaneously. They must have finger dexterity to work with small component
parts. The individual must also have close vision to be able to look at a computer screen for long
periods of time.

Conditions and Environment


The individual who holds this position will regularly work in a school setting. Occasionally the
individual will be required to work outdoors for short periods of time.

Brookfield R-III Employee Fringe Benefits 2017-2018

Health insurance - Health insurance is provided for each eligible employee paid 100 % by the
school district.

Group Life Insurance - $10,000 life insurance on each eligible employee is paid for by the school
district

Sick Leave Pay - Full-time employees receive eleven (11) sick leave days per year. Part-time
employees are prorated accordingly. Sick leave days may accumulate to 180 days. When
an individual leaves the District he/she is reimbursed according to policy.

Personal Leave Days - Employees are provided three (3) personal leave days annually. The
employee may use personal for any purpose. Personal leave days, not used, convert over to
Sick Leave Days.

Retirement Plan - Joint-contributory retirement plans (Public School Retirement or Non-Teacher


Retirement) is mandatory for all school employees.

TIPS (Teacher Incentive Plan)– The District participates in the Teacher Incentive Plan or TIPs,
for the 2017-2018 school year it is implemented at 50%.

NBC (National Board Certification)- Teachers who successfully complete their National Board
Certification and maintain will receive $2000/year stipend for as long as their certification is
current.

Liability Insurance - The Brookfield School District maintains liability insurance for all school
employees.

Annuity Plan/Tax Savings Plan - A voluntary Tax Savings Plan is offered to eligible employees.

Flexible Spending Plan – Allowing for deductions for health care and child-care costs prior to
determining taxes which helps in paying less taxes.

Direct Deposit- All employees can choose to have their monthly paychecks deposited directly into
the bank account of their choice.
