REQUEST FOR PROPOSAL

Subject: Facility based activity to gather information on maternal and reproductive


health, and gauge perceptions, usage and attitudes on FP products and services

According to the last PDHS conducted in 2017-18, modern Contraceptive Prevalence


Rate (mCPR) in Pakistan is around 25% and nearly 17% are Married Women of
Reproductive Age (MWRA) with unmet need for Family Planning (FP). Since 2007,
Greenstar Social Marketing (Greenstar) has expanded access to high-quality,
affordable family planning (FP) services post pregnancy family planning (PPFP)
uptake in Pakistan. Greenstar has reached the end of implementation of Phase III
(January 2014 – May 2018). In Phase IV of the project, started from August 2018,
(2018-2021), Greenstar will continue to provide a range of long term and short term
methods through Foundation-supported providers. To maximize the potential of Phase
IV, Greenstar will review and remove/replace providers based on productivity and
quality. Overall a network of 2,300 Foundation supported Family Planning providers
will be maintained.
The expected outcomes of this Private sector intervention are:
 Increased access, availability and quality of post pregnancy family planning
 Increased access, availability and quality of Long Term Methods (LTM) of
family planning
 Generate and disseminate evidence based information on the effectiveness of
programmatic interventions

Research Objectives
Greenstar Social Marketing Pakistan is seeking proposals from interested
consultants/entities to conduct a baseline survey of the project. The consultant will
work under the direction of the GSM Evidence and M&E team, to implement the
following:

 Design and implement a facility-based study in minimum 40 project districts in


Sindh, Punjab, and KPK to
o measure use of modern contraceptive methods (mCPR) among women age
15-49, and ,
o along with % of young women age 15-24 who use of modern methods of
contraception
o Contraceptive method mix
o % of clients satisfied with FP services, disaggregate by age (15-19, 20-24,
25+)
o %of postpartum contraceptive uptake amongst women of reproductive age,
including age 15-24

The baseline firm will be expected to collect data for 6532 clients from
intervention sites. The intervention sites will be Greenstar associated provider
clinics, and Greenstar will provide a detailed list accordingly.

 The overall goal of the client satisfaction study is to determine the proportion of
clients who were satisfied with FP services received from proposed project
supported health facilities. 2310 clients are required for this assessment.

 Design and Enroll for a prospective observational cohort study 1000 clients
who are provided services at project’s provider clinics in 6 districts in Sindh,
Punjab, and KPK to measure incidence and reasons of long term modern
contraceptive method discontinuation, and switching, and client satisfaction for
FP services among women of reproductive age (15-49). The consultant will be
responsible to enroll the required sample size of 1000 for a non-comparative
prospective observational study. The participation of women will be subject to
voluntary acceptance and medical eligibility. All respondents will be interviewed
at baseline and recruited for subsequent follow-ups, which will be part of a
separate study not related to this contract. Side effects, complications and adverse
events, if any, will be recorded for every participant at each visit to the facility.
The consultant will be responsible to provide the final recruitment data set for the
study

Study Approach

Facility based study using structured questionnaire with a sample of MWRA from
across the provider landscape of Greenstar

Procedure

18 to 49 year of married women, visiting Greenstar clinics, and who are able to
provide informed consent (do not have any physical/mental/emotional disabilities
which affect their ability to consent to participate) and Consent to be interview

The response to this RFP should include

a) Detailed Technical proposal and Cost estimation.


b) Timeline for various phases of this study (e.g. instrument design, training, data
collection, data analysis, report preparation (including recommendations).
c) Description of information to be collected
d) Description of how interview tool will be designed
e) Description of how interviews will be conducted
f) Sampling techniques, sample size calculation with rationale
g) Description of approach to analysis /Report writing / presentation.
h) Duration needed to complete the study
i) Description of the type of personnel who will conduct the study

j) Name(s) of the Principal Investigator (PI), Technical people, or Project In-charge
(PI) and of individual team-members who will be assigned to each activity, the
qualifications and the experience of the PI and other team members in
conducting similar activities in the past, and the proportion of the time of the PI
and individual team members that would be assigned to activities.
