1. ROUTINE TEST
1.1 PURPOSE: The purpose of this instruction is to define the methods used in performing Factory
Acceptance Test on medium voltage electrical switchgear.
1.2 OBJECTIVE: To verify that the products manufactured conform to the requirements specified in
IEC 62271-200 and IEC 60694.
1.3 GENERAL RULES
- The objective is to verify the general operation of the product after assembly and in-line
inspection of an assembly or sub-assembly.
- The in-line inspection points are to be defined by the partner according to their process
- The test reports and values to be recorded and retained are specified in the traceability
requirements.

2. ROUTINE TEST PLAN

2.1 VISUAL INSPECTION: Before commencement of routine testing, the equipment fitted to the cubicles
should be checked against the requirements of the specifications, data sheets and drawings.

Typical checks should include:

- Overall size of panels


- CT ratios and class
- Instrument and meter scales
- Protection relays types and configurations
- Label designations
- Auxiliary voltages
- Painting color

2.2 DIELECTRIC TESTS ON THE MAIN CIRCUIT

Clause 7.1 of IEC62271-200 refers.

Generally, the following test voltages will apply:

The high voltage test should be performed:


- On each phase and earth in turn, with all other conductors connected to earth
- The equipment will have successfully passed the tests if at any time during the 1 minute period there
has been no disruptive discharge.
- An Insulation Resistance check (minimum 2.5kV Megger) should be done before and after the
Dielectric Tests to verify that there has been no deterioration of the insulation during the test.
An acceptable insulation resistance figure is 100GΩ or greater for each panel.

2.3 TESTS FOR VOLTAGE PRESENCE INDICATION

Clause 5.2 of IEC61958 refers: This test should be carried out during the HV tests described in Clause 2.2
above to avoid repeated HV tests on the equipment insulation.
Phase concurrence between main conductors and the VPIS should also be checked at this time.

2.4 TESTS ON THE AUXILIARY AND CONTROL CIRCUITS

Clause 7.2 of IEC62217-200 refers.

2.4.1 Inspection of auxiliary and control circuits and verification of conformity to the circuit
and wiring diagrams

- A visual inspection of all actuators, interlocks etc should be made.


- Components shall be checked for correct mounting.
- Checks shall be made to ensure that there is sufficient space for external wiring to be
accommodated, fitted and terminated
- Wiring shall be checked for correct routing, support and protection from mechanical
damage
- Identification of all devices, terminals and wires shall be checked against the diagrams
2.4.2 Functional tests: Functional tests of all low voltage circuits shall be made to verify the
correct functioning of auxiliary and control circuits in conjunction with the other parts of the
equipment.

- Each line of the schematic diagram must be function checked to ensure correct wiring has
been carried out during production phase.
- These tests should be carried out at the upper and lower values of the supply voltage.

2.4.3 Dielectric test: The test voltage will be 2kV/ 1minute AC 50Hz.

- Test: between the auxiliary and control circuits connected together, as a whole, and the
frame of the cubicle.
- The equipment will have successfully passed the tests if at any time during the 1minute
period there has been no disruptive discharge.

2.5 MEASUREMENT OF THE RESISTANCE OF THE MAIN CIRCUIT (BY PASS CTs)

Clause 7.3 of IEC62271-200 refers.

The complete cubicle with circuit breaker closed should be subject to resistance check with a 100A DC test set.

2.6 CURRENT TRANSFORMER PRIMARY INJECTION TESTING

Current transformer primary injection tests are performed in order to ensure that the correct CTs have been
fitted, that no damage has occurred to these during assembly, and to confirm that all the secondary
wiring has been correctly installed and terminated
The current transformers are each tested at 100% of rated primary current and to verify:
- Polarity
- Secondary current

2.7 MECHANICAL OPERATION TESTS

Clause 7.102 of IEC62271-200 refers.


In addition, the following checks should be made to verify the correct operation of interlocks and
equipment.

4. TESTING TOOLS:

- Portable AC HIPOT TEST SET 0-50kVAC (PFT-503CMF): dielectric testing for Main Circuit.
- Relay Test Unit (Sverker 750): for protection relay testing.
- Contact resistance meter (CRM 100): for check contact resistance.
- Digital Transformer ratio meter (DTR8510): for current transformer ratio testing.
- High voltage Insulation Tester 0-2500VDC (Kyoritsu 3121B): for check insulation resistance
- AC HIPOT/INSULATION RESISTANCE TESTER 0-2kVAC (AN9632H): dielectric testing for
control circuit.
