Government Procurement Reform Act Reaction Paper

The video was about the budget processing in our country, it was shown in different formats
and smart visuals that you could understand and interpret accordingly. It mainly focuses on the
procurement of the budget of the government. And in here the process is imperceptible and
chances in corruption are high, which results in no transparency and checking of balance.

The GPRA or the Government Procurement Reform Act was implemented on 2003 for the
uniformities of the procurement and for it to be balanced in the international standards with
COSs. They are bidding process the procurement should be followed which creates stability.
This was implemented for the transparency and for the trust of the community in terms of
procurement. What is critical about the government procurement is transparency, it has to be
transparent and honest and completely unsealed in bidding, and in order to be transparent it
has to be efficient, it has to be fast because projects that the government wants to implement
all relate to people and people’s needs cannot wait. The bidding and the procurement was
implanted fast using the Government Procurement Reform Act, with no shortcuts, and
everything is transparent but efficient.

In procurement planning, the projects are planned and studied advanced. It consists of Cost-
Benefits Analysis, Feasibility Studies and Market Study that is used to analyze whether the said
project is need.

Next is the Project Procurement Management Plan or the PPMP that contains Technical
Specifications, Scope of Work, Terms of Reference, and also the Approved Budget for the
Contract (ABC). The PPMP are being consulted for the annual procurement plan or APP.

Unfinished business in terms of TOR is the result of failed biddings and incompetent bidders.

The next thing to do is the Pre-Bid conference for the bidders to know what are the
requirements, terms and conditions and specifications in terms of the projected programs.

Opening bids is being done in the exact place and time that is written in the bidding document.

In terms of this procurement the public will know and see whether the projected programs are
being discussed and procured transparently and efficiently. So there will be no complications in
terms of implementing the said project.

But in other cases, the implanted project must be in the right and specific schedule, is it in good
quality or is there any contracts that we can use in the next procurement.

Procurement is detailed and particular for the transparency and because it is the money of the
public.
