Event –Bihar’s legislators conclave on child rights and well-being of children

Organized by- Child rights centre,CNLU

INAUGURAL SESSION

The event started at 10:30 am with the welcome and felicitation speech of Ms. Sneha, centre
coordinator, CRC,CNLU.

After the lamp lightening, Ms. Nipurnh gupta addressed the event. She highlighted the objectives
of this conclave. The objective of this event was to have a interaction session of legislators with
the law students as well as UNICEF for the child rights.

After that there was release of Child Rights Centre Newsletter by the faculties and the editorial
committee of CNLU.

This conclave is organized with the collaboration of child rights centre,cnlu and UNICEF in
order to have chain of conversation with the UNICEF/CNLU law students and legislators. She
also gave reference of Article-39 for the implementation of various child rights. Everyone is
aware of child rights. In India, population of child is more than the population of adults and
there are a large population of child who are deprieved of food , shelter and no one is there to
look after them.She enunciated this by saying “unke aansu pochne wala koi nahi hai”.

Now a days television encourages lots of competition between the childrens through singing and
dancing reality shows. This creates lots of competition and dissatisfaction among the childrens.
These things should also be stopped and the conditions of childrens should be recognized by
their representatives.

Legislators can also take help from the law students. Law students have high potential and they
can be assigned research work. We will be very happy if these initiatives would be taken by
you(legislators). Students of CNLU can help the legislators in research work and data analysis.

Bihar legislators conclave have come togethrer to leadership of speaker in


championing/encouraging legislators conflict.

He highlighted various works done by the UNICEF in the field of survival, health care of
children, promoting early child education,protecting children from sexual abuse,monitoring
evaluation, child marriage Adolescent Development, Child Protection, Communication for
Development, Early Childhood Development, Education, Education, Environmental and Climate
Change, Gender, Health, HIV/AIDS, Human Rights, Immunization, Innovation, Nutrition,
Planning, Monitoring and Evaluation, Water, Sanitation and Hygiene, Social and Economic
Policy, Social Inclusion, Emergencies and Humanitarian Affairs.

In Bihar, UNICEF have made notable progress in various fields. Quality of education is
concerned. Bihar is still a victim of child marriage.

Parliamentarians/legislators plays a crucial role in these developments . By the help of


Parliamentarians we can achieve more. Hon’ble MLA’s can help in development area of child.

Every person is entitled to some rights. According to him four fundamental rights should be
provided to the childrens; right to protection, right to survival,right to development, right to
participation. He further stated that the DPSP(directive principles of state policy) also provides
for the socio-political rights of childrens. He mentioned sec.82 and 83 of IPC as an exception of
child offenders. He also mentioned sec-370 and 312 as a reference of punishment procedure. He
also told about the sec.27 according to which a separate system of trial is provided. With
reference to these legal aspects he also told about the actual scenario of the child in our society
like that many girl child are kept and sold in border areas. He often quoted one of the slogan of
Nalsen mandela.

Since this topic is very crucial,anyone can connect to this. We always tried to recognize these
social issues like child rights. I was also present at the time of inauguration of child rights
centre,CNLU. I am happy to say that we have a body known as CPA.. Thereafter he told about
the CPA(commonwealth parliamentary association). There are 9 zones of CPA in the world and
one of its zone is India. Initially Bhutan and Bangladesh was also included in the Indian zone but
after that it was excluded as India is itself a vast country.this is quite active body and it has its
branch in Bihar also. This association is very much active.

There is a wide gap in our understanding that is why we are not getting benefit. Parliamentarians
are also for benefitting people and the NGO’s are also working for the benefit of the people so
why not to work together. As VC mam told us to work with full capacity. We all are working
separately(UNICEF and legislators) so why not come together and work together. Working with
full capacity and with collaboration will be helpful.If we do work together,the result will be
more. All the legislator will help whenever needed. The ngos which are working under various
constituencies should provide their results and analysis to the representative of that particular
area or constituency and instead of third party analysis or assessment they should consider their
representatives. We also work for the people so why not work together.

Bihar has many reasons for its backwardness. It is a kind of poor state. It is geographically
unfortunate state. We do not have much resources, but by the help of hard labour, we are
succeeding and still developing. We see child working in dhaba 30 yrs before people used to
ignore this and consider this as a usual thing but now-a-days,people used to call it a “societal
evil”

He concluded by the Rabindra nath tagore’s quote-“ jab bacha iss duniya mein aata hai to wo
sandesh bhejta hai ki bhagwan abhi insano se nirash nhi hue hai”

Mind set of people has changed. They have a mind set that no one can help them from
developing. Few years back in bihar , there was a poor condition of electricity. They used to keep
their clothes in refrigerator as they was regular breakdown of electricity and the breakdown
lasted till 20 days.

There should be a conversation between different units like NGO and government bodies for the
welfare of people.

We have challenges in the field of health, care, education etc. we have many laws and
enactments which defines children and these laws defines them differently.but in the new
enactment like JJ Act, psychologically child betwenn 0-18 are considered as children.
Adolescence are 18 yrs.

Why do we need to care and protect children ?

Children are vulnerable and it is our responsibility and culture for their protection.

How will it help the society?

It will reduce poverty. Children are not mature enough to differentiate between good or bad. So
their rights are very important.

She presented various data from the surveys and also highlighted various hardships incurred by
the childrens in Bihar. Bihars child population is equal to afghanistans child population.

This is our kartavya, parampara, vidhi, to save and protect these childs. With these words she
concluded.
