1.0 GENERAL

1.1 This specification defines conditions and requirements for furnishing all engineering,
design, manufacture, testing, packing, supply and delivery of packing of Mobile
Substations Trailer type for Quebrada Blanca 2 Project.

1.2 This technical specification with the material requisition, the mobile substation data
sheets and the attached drawings are intended to define a clear scope of work to the
SELLER. The SELLER shall be fully responsible for the detailed engineering design and
assembly of the mobile substations including supply of all equipment mounted on the
mobile skid/trailer and/or contained within its electrical room, as described in these
documents. The equipment arrangements shown on the attached drawings have been
prepared to establish approximate physical space requirements and basic concepts.
The SELLER’s engineering and design shall address issues, such as:

• Safety of the operators with respect to the overall equipment arrangement when
operating equipment.
• Safety of equipment with respect to exposure to potential hazard.
• Ability to maintain and access equipment
• Portability of the mobile substations from one location to other based on
deployment requirement during the 20 years life cycle of the project.
• Fulfillment of applicable codes and regulations.

1.3 Equipment and devices which are not specified or shown, and which are required to
make the electrical mobile substation complete and fully functional are to be supplied by
the SELLER.

1.4 Major electrical equipment, which will be supplied and installed in the mobile
substations, includes all or part of the following:

• MV Gas/Vacuum Insulated Circuit Breaker


• Power/Distribution Transformers
• MV Switchgears/Motor Control Center
• VDC Battery Bank and Battery Charger
• Lighting and Power Distribution Panel Boards
• Instrumentation Panel Boards
• Dry Type Transformers
• UPS
• Communication Panels with protocol IEC 61850 2nd edition (for SCADA)

In addition, following equipment (supplied by others) will be installed inside the electrical
room, when is it specified in data sheets.

• Remote Terminal Unit (if applicable)

1.5 The SELLER shall provide to the BUYER complete preassembled mobile substations
with all equipment installed on the skid/trailer and/or contained inside its electrical room,
wired, functionally tested, and secured prior to shipment. The SELLER shall make
provision for installation and interconnection wiring of BUYER supplied equipment within
electrical room and shall complete the mounting and interconnection wiring termination
when this equipment is delivered at SELLER’s shop. It shall be possible for the BUYER
to install BUYER supplied equipment and terminate interconnecting wiring at site.

1.6 The mobile substations, all equipment and materials supplied, shall be the
manufacturer's latest standard design, proven in service to meet the requirements and
intent of this specification, the attached drawings, and of the Material Requisition.

1.7 All components and materials shall be new, unused, and of current manufacture by
generally recognized well established firms in the industry. For all equipment supplied
by the SELLER, replacement parts for normal maintenance shall be readily available
from stock.

1.8 All references to "data sheets" in the material requisition and this specification refer to
the specification data sheets which are attached to the Material Requisition.

1.9 For the purposes of this specification, the word "should" shall be replaced with the word
"shall" wherever it appears in the above referenced standards. Any conflicts between
the referenced documents shall be identified to the BUYER in writing for resolution. In
general, when resolving conflicts, the following order of precedence shall apply:

• Purchase Order/ Material requisition


• One Line Diagram/ MCC Tabulation
• Data sheets
• This Specification
• Other Referenced documents

1.10 Each mobile substation shall be designed for shipment by truck, trailer, rail, and sea
without regard to the location of its intended original installation.

1.11 All equipment supplied shall meet the requirements for the service conditions specified
for the project and equipment on attached technical data sheets and Technical
Specification for General Site Conditions, N° 25800-220-3PS-G000-00001.

2.0 CODES AND STANDARDS

Work shall conform to Chilean Official Standards including aspects related to safety,
health, or local municipal laws or decrees, and with the latest edition of the following

3.0 GENERAL

3.1 The mobile substation shall be constructed of highest quality materials and
workmanship of industrial quality. All materials and equipment shall be inspected prior
to installation to ensure that they are free from defect or damage from shipment. Unless
otherwise indicated specific features of the mobile substation structure/configuration
shall be as follows:

• The mobile substation shall generally be trailer mounted type for ease of
transportation and handling.

• Each mobile substation shall comprise a weatherproof electrical room and outdoor
type transformer(s) mounted on a common skid or trailer, with tightness testing.

• The mobile substation and its contents shall have an arrangement and/or layout to
provide a safe neat, substantial and functional installation. Personnel and

equipment safety considerations shall be inherent in all systems. All equipment


shall be arranged to facilitate adequate access for maintenance.

• The mobile substations shall be designed to be transportable and shall be fully


fabricated and tested offsite. All equipment shall be factory installed and tested
prior to leaving the SELLER’s shop.

3.2 All equipment, structural systems, finishes and materials shall be designed and selected
to withstand the stresses of transport and redeployment of the substation at different
locations during its 20-year life cycle. Design life shall include availability of spare parts
for the product supplied.

3.3 The mobile substation is intended for continuous duty at the specified ratings under the
specified ambient conditions 24 hours a day, 365 days a year at 4 400 m.a.s.l. unless
indicated otherwise.

3.4 The mobile substation assembly shall be suitable for outdoor installation either on
leveled gravel base or on concrete pad as specified in the data sheets.

3.5 The electrical room shall be used to contain equipment and auxiliary devices as
identified in the material requisition. It shall be designed as a complete, free standing
module constructed of a metal superstructure and anchored or welded to structural steel
base of the mobile substation trailer.

3.6 Mobile substations will be located in a dusty environment and measures to minimize
ingress of dust inside electrical room and enclosures shall be incorporated into the
design. These measures shall include, but not limited to:

• Positive pressure ventilation systems


• Appropriate filters on ventilation system air intakes
• Sealing of all ceiling and roof spaces to prevent dust migration to internal spaces.
• Approved seals to all external doors and other openings

The design shall incorporate appropriate solutions for:

• Vermin proofing
• Low maintenance
• Minimizing heating and cooling load

3.7 If the construction of the mobile substation is composed of several sections by transport
limitations, the splitting between sections shall be so arranged to minimize the
interconnection or reassembly requirement. The SELLER shall indicate clearly in its bid
if the offered substation has more than one section that requires interconnection and
reassembly at site.

3.8 Manufacturer’s standard design arrangement is preferred subject to BUYER’s approval.

3.9 The Mobile substations and all its equipment shall be suitable for operation at the
elevation specified in the data sheets. The maximum service elevation shall be marked
on the equipment and substation nameplate(s).

3.10 Rated utilization voltages at mobile substation are as follows:

• For lighting and other loads: 220 VAC, 1phase, 50Hz, 3wire, solidly grounded
• For Convenience Outlets: 220 VAC 1phase, 3wire, solidly grounded
• For control and Instrumentation: 120 VAC, 1phase, 50Hz
• Control voltage for MV Switchgear circuit breaker: 125 VDC
• Control Voltage for MV MCC and LV MCC; 120 VAC, 1phase, 50Hz
• For Relays, Communications and Meters: 115 VAC, 1phase, 50Hz/125 VDC

4.0 SUBSTATION CONSTRUCTION REQUIREMENTS

4.1 Skid or Trailer

4.1.1 The skid or trailer shall be of welded construction utilizing structural steel members, sized
and arranged for proper strength and able to withstand the stress and loads that results
when lifting the complete assembled trailer with equipment.

4.1.2 The skid or trailer structure must be able to withstand a non-leveled floor and transport
stress without deformation inside the e-room.

4.1.3 All panels, plates and structure joints and seams shall be continuously welded.

4.1.4 The skid or trailer and all equipment anchoring/support shall be designed to meet the
seismic load condition specified in Technical Specification for General Site Conditions, N°
25800-220-3PS-G000-00001.

4.1.5 The skid or trailer shall have arrangement for containment of transformer liquid spill. The
sump shall have provision for using portable pump to takeout the spilled liquid.

4.1.6 Handling and Transporting:

• Four box type removable lifting brackets or lugs shall be provided for off-loading
and general handling, suitably mounted on the unit to prevent it becoming top
heavy when lifted and to prevent damage to the unit when rope slings are used
during the lifting operation. The center of gravity for complete substation with
transformer filled with liquid shall be permanently marked/ indicated on each side
or face of each mobile substation.

• The unit shall be designed to withstand severe robust handling and shall be
supported to permit transportation at a position of not less than 15 degree to the
horizontal.

• Complete instructions for moving, rigging, and lifting equipment shall be provided
by the SELLER and shall be in accordance with the lifting requirements indicated
in the material requisition.

4.1.7 Towing bracket and Wheels

• The trailer mounted unit shall be provided with two robust towing brackets, wheels
with pneumatic tires, air brakes, fitting for connecting the brake system to the
tractor/driving vehicle, choke blocks for holding the trailer stationary, four heavy
duty screw jacks for levelling and removing the load from tires.

• The trailer chassis shall be designed to meet with applicable road regulations.

4.1.9 Provision for grounding of the mobile substation structure shall comprise minimum four (4)
external stainless-steel pads welded at each corner of the sub-frame section, capable to
receive up to 4 compression connectors for size #4/0 AWG copper cable.

4.1.10 All metallic parts of the mobile substations shall be effectively bonded to the trailer sub-
frame. This includes; fence, landings, stairs, handrails, doors and door-frame.

4.2 Electrical Room

4.2.1 The interior of the electrical rooms shall provide a clean, easily maintained and robust
working environment.

4.2.2 All floor, roof, wall and ceiling materials of the electrical room shall be non-combustible
and non-toxic.

4.2.3 Floor

The deck of the mobile substation shall be used as electrical room floor.

The floor shall be fabricated of 6.00 mm minimum thickness steel plate, covered with non-
slipping coating and designed to provide a solid and uniform structure, adequate to
support the weight of the equipment. The floor plates shall be welded together and to the
substructure. The interior floor plate joints shall be continuously welded and ground
smooth.

All exposed internal surface of the building floor shall be covered with abrasive material to
provide a non-slip surface for foot traffic, and epoxy painted as per color coding marking
safe operating and traffic areas.

The floor structure shall have at least F60 fire resistance of one (1) hour. SELLER shall
provide the certifies fulfilling this requirement.

4.2.4 Walls

The walls of the electrical room shall be manufactured of minimum 1.9 mm thick steel
continuously welded interlocking panels, with the inner being 1.5 m thick steel. For walls
insulating material the manufacturer shall use mineral rock wool or equivalent fireproof
incombustible material and the wall structure shall have at least F60 fire resistance of one
(1) hour. SELLER shall provide the certifies fulfilling this requirement.

The housing sealed and supplied with air conditioning units shall be insulated to a
minimum value of R11 for the walls and the roof.

All housing seams shall be continuously welded.

4.2.5 Roof

The roof of the electrical room shall be sloped downward from middle to side at enough
grade to provide drainage of rainwater and foreign debris. Roof overhangs shall be
provided, where required, to protect equipment installed on the outside walls from damage
by formation of ice.

The roof shall be constructed of 1.9 mm minimum thick steel sheet panels with all seams
completely welded to obtain a full rigid and hermetic cover.

An air space shall be provided between the interior and exterior linings of the roof and
shall contain non-combustible insulation to a minimum value of R11 and the roof structure
shall have at least F60 fire resistance of one (1) hour. SELLER shall provide the certifies
fulfilling this requirement.

4.2.6 Doors

Each electrical room shall be furnished with lockable access doors. At least one of the
doors shall be sized to remove and replace the largest single piece of equipment in the
module. Access doors shall be equipped with kick plates and panic exit bars whose
operation shall override the door locks. Internal partitions and doors shall be provided in
compliance with governing fire regulations. All doors shall be equipped with stops to hold
them in the open position.

All doors shall contain non-combustible insulation to a minimum value of R11 and the door
structures shall have at least F60 fire resistance of one (1) hour. SELLER shall provide
the certifies fulfilling this requirement.

Door hardware and steel plates that cover openings shall all be stainless steel. Stainless
steel panic hardware with quick release latch mechanism to permit opening the doors
even when locked shall be mounted on the inside surface of each door for emergency
exit. When indicated on the data sheet, door locks shall be provided.

The doors shall be provided with automatic closures and kick plates. When specified on
the data sheet, a rain canopy shall be installed over each outside door.

Where electrical equipment is installed against an exterior wall and rear access is
required, full-height, hinged gasketed lockable doors covers shall be provided. Access to
the rear of the equipment shall be unobstructed.

4.2.7 Penetrations

Conduit, cable tray, and busway penetrations of the electrical room enclosure shall be
provided as required for external connections to the electrical room. Conduit entrance
sealing plates shall be installed and shall be removable for field modifications. A fire stop
sealant shall be provided for these penetrations.

For rodent protection fine-screened stainless or galvanized steel mesh shall be provided
for any opening over 1/4 inch and the opening area shall be increased such that the total
amount of ventilation shall not be compromised.

4.3 Outdoor Switchgear Enclosures

4.3.1 Outdoor switchgear shall consist of outdoor rated switchgear or be provided inside an
outdoor rated non-walk in type housing unless specified otherwise on the data sheets.

4.3.2 All outdoor enclosures shall be weatherproof and shall be fabricated from free-standing
steel frames and steel panels with doors formed to provide a strong and rigid structure.
The roofs shall be sloped to provide full drainage in the direction away from the door.

4.3.3 Joints in the outer steel housing shall be designed and fabricated to prevent the entry of
dust and moisture. All gaskets shall be held in metal containers such as channels.

4.3.4 All removable panels shall be secured with captive slotted or shaped-head fasteners,
machine screws or machine bolts engaging captive nuts or tapped holes in structural
members. Self-tapping sheet metal screws shall not be used.

4.3.5 Doorstops shall be provided to maintain doors in the open position and a stop release
shall be provided no higher than 6 feet above the floor. Door latches shall engage the steel
frame at three points (top, bottom, and side) to latch the doors closed, and shall have a
rolling or smooth sliding action when engaging the frame to aid in operating the latches.

4.3.6 All exposed handles, screws, and hinges shall be non-corrosive material or be galvanized.

4.3.7 Enclosures shall have louvered ventilation openings at the top and bottom, unless
designed to be non-ventilated. Such openings shall be equipped with replaceable filter
elements. The filter elements shall be accessible for replacement while the equipment is
in normal service.

4.3.8 At least one duplex convenience receptacle outlet shall be provided inside each outdoor
enclosure. The maximum distance between receptacles shall not exceed 30 feet.

Receptacle configuration, rated current, and rated voltage shall be as specified on data
sheets.

4.3.9 At least one welding receptacle with 400V, 3 phases should be provided outside of the E-
Room.

4.3.10 The isolating switches or circuit breakers shall be provided for each space heaters, lights
and receptacles circuit. The devices shall be completely wired from the trailer mounted
power distribution panel. All wiring in the same raceway shall be insulated for the highest
voltage in the raceway.

4.3.11 Aisle-less enclosures shall have individual outer doors for each section. Doors shall have
provision for padlocking.

4.3.12 The enclosure shall be compatible with arc-resistant switchgear.

4.4 Design Loading Criteria

4.4.1 The loads of structural design and earthquake resistant shall consider the requirements
established for seismic requirements NCh 2369-2003, “Earthquake Resistant Design of
Industrial Structures and Facilities” and “Structural Design Criteria” N° 25800-220-3DR-S15-
00001.

4.4.2 Wind load shall be as indicated on the data sheet.

4.4.3 The roof shall be designed to support an average load as stated in specific electrical room
data sheet.

4.5 Substructure

4.5.1 The base shall be fabricated of structural steel H-beam and I-beam members welded
together to form a solid and rigid foundation to support the structure and its contents.

4.5.2 All floor mounted electrical equipment located within the electrical room shall be bolted to
the substructure in the positions shown on the drawings.

4.5.3 Structural members shall be located to avoid interference with bottom entry bus-duct or
cable access openings to the equipment located within the electrical room, and with the
space allowed for future equipment.

4.5.4 The maximum permissible floor deflection during transportation shall be 5 mm in 4 m in


all directions. During installation it shall be possible to achieve a level floor within 3 mm in
10m.

4.6 Platforms, Landings and Stairs

4.6.1 The elevated deck on the skid/trailer shall be supplied with suitable stairways and platform
landings for each exterior door. Landings shall be at the same level as the building floor.

4.6.2 Platforms and landings, as well as stairs treads shall be fabricated with removable hot dip
galvanized steel serrated welded bar grating surfaces, bolted to appropriated painted steel
structures, with colors as stated in data sheets. Expanded metal mesh grating is not
acceptable.

4.6.3 Platforms, landings and stairways shall have removable handrails with kick plates and
painted with colors as stated in data sheets.

4.6.4 For servicing wall mounted HVAC and air pressurizing equipment, auxiliary platforms with
catwalk ladder may be required, depending on equipment arrangements.

4.7 Control and Instrument Supplies

4.7.1 The control and instrumentation supply for the mobile substation equipment shall be
derived internally within the substation using dry type isolation transformer and panel
boards.

4.7.2 125 VDC battery and charger must be provided for control and protection supply of the
mobile substation equipment.

4.8 Cable and Wiring

4.8.1 The mobile substation shall be complete with interconnecting wiring between equipment
within the trailer. This will include all medium voltage and low voltage power cables, control
cables, instrument cables and any special cables. Cables for different service voltages
shall be laid on separate raceway.

4.8.2 The incoming and outgoing power cable termination shall be plug-in type. The outgoing
control and instrument cable termination shall be provided to one marshalling box on the
trailer outside electrical room.

4.8.3 All power, control and instrument cables for external connection shall be wired to the plug-
in type power terminal point and control & instrument terminal box. Complete plug-in unit
with male-female connector shall be supplied for the specified site of cables on line
diagrams.

4.8.4 All cables should be halogen free and UV Resistant when it goes outside for the E-Room.

4.8.5 Equipment cable entry compartments shall be provided with thermostat controlled anti-
condensation heaters.

4.9 Lighting, Power and Grounding

4.9.1 An internal power distribution system shall be provided for HVAC, space heaters, lighting
and receptacle circuits. Appropriately sized dry type lighting and auxiliary services
isolation transformers and lighting and power distribution panel boards as required in data

sheet shall be provided. Each type of load shall be on separate independent circuits. All
wiring between the panel board and the loads shall be provided.

4.9.2 Surface mounted fixtures and hardware shall be firmly attached to the inner liner and wired
to the panel board. Inside guarded and sealed 220 Volt, 50 Hz lighting fixtures shall be
provided in the electrical room, each with electronic instant start low-loss ballasts with two
(2) 40-36 Watt fluorescent cool white lamps or equivalent LED type, with minimum power
factor of 0.90. Three-way (9/24) control switches for the interior lighting shall be located
near each end door. The lighting level in the module shall be 500 Lux on the service aisle
floor.

4.9.3 Fixtures at the outside doors shall be photocell controlled through a hand-off-auto switch,
LED wall lighting fixture 47 Watt, mounted above and to the opening side of the door (Do
not install over the door). The outdoor equipment area on the trailer shall use LED 47 Watt
fixtures comply with DS43, photocell controlled through a hand-off-auto switch. The
lighting level of 100 Lux shall be maintained in outdoor equipment area.

4.9.3 Emergency Lighting for the electrical room shall be achieved through the use of
autonomous individual battery-operated emergency lighting units. These battery packs
shall be fed from wall outlet from the normal lighting circuit. The units shall be wall mounted
type with two LED lamps, 3 W each, 12 VDC, automatic turn-on, automatic electronic
battery charger with charge indicator. Sealed 12 VDC batteries shall be maintenance free
and suitable for operation at the installation site altitude.

4.9.4 Wiring for power and lighting circuits shall be with stranded copper conductors, minimum
#12 AWG (4 mm2).

4.9.5 The SELLER shall provide all feeder and branch circuit connections of the equipment and
devices in the electrical module, in accordance with the Material Requisition. The SELLER
shall provide calculations of the final total connected and demand loading of the A.C.
branch circuit panel boards in the electrical module.

4.9.6 The panel boards shall be pre-assembled with appropriated main and branch circuit
breakers, single pole and multiple poles as required for their respective loads. All non-
used spaces in the panel boards shall be filled with 20 Amp single pole circuit breakers.
All main and branch circuit breakers shall have provision for padlocking them in the off
(open) position.

4.9.7 When required, a wall penetration seal shall be installed inside the electrical room.

4.9.8 Conduit and fittings shall be ¾” RGS minimum trade size.

4.9.9 Convenience 10/15 Amp. 3 pin, 220 Volt receptacles shall be provided in the electrical
room along each wall and outside each access door. Convenience receptacles shall be
located within 25 feet (7.6 m) of any location inside the electrical room and shall be
installed at 3.3 feet (1.0 m) above the finished floor. The configuration of the convenience
receptacle/socket-outlet must be IEC Type L. All convenience receptacles located
outdoors or in outdoor enclosures shall either be ground fault circuit interrupter (GFCI)

type or shall be supplied from GFCI circuit breakers; they shall be equipped with
weatherproof, self-closing, gasketed covers.

4.9.10 The 600 mm wide (and 150 mm when required) galvanized rigid steel cable trays with 100
mm high rails shall be used for cabling system in the mobile substation. The cable trays
shall be provided with barriers their entire length for separation of different service levels
and classes of cable. The fire barriers shall be UL approved. The cable tray system shall
be robust and shall endure stress while transporting or redeploying the mobile substation.

4.9.11 The electrical room cable trays shall be installed in different levels, each separated
vertically by 12” (300 mm), above the equipment around the perimeter of the room. The
cable trays shall be ladder type with rungs spaced at 12” (300 mm) intervals maximum.
All cable trays shall be supported at 1.5 meter intervals maximum. Each cable tray shall
be provided with a #2/0 AWG (67.4 mm2) bare copper ground conductor installed along
the entire length. The ground conductor shall be connected to each cable tray section and
to the electrical room grounding bar at two opposite ends of the room.

4.9.12 A bare copper ground bar 2” x 1/4” shall be provided around the full perimeter of each
electrical room shipping section. The ground bar shall be installed separated from wall
with brackets at 120” (3 000 mm) above the floor and shall be perforated for 3/8” diameter
bolts. Breaks in the ground bar shall be provided as required to accommodate the
equipment layout of the electrical room with copper bonding jumpers provided between
ground bar sections. The ground bar shall be connected at each corner of the shipping
section to the ground pads of the associated structural steel base, using size #4/0 AWG
copper insulated conductors.

4.9.13 Four (4) stainless steel ground pads shall be provided outside each mobile substation and
shall be welded to each corner of the structural steel base. Each pad shall be able to
accept an exothermically welded or bolted compression connection using size #4/0 AWG
copper conductor from the electrical system ground grid.

4.9.14 For external connections of the (controls, instrumentation, communications, alarm, data),
all the cables shall be brought outside the room to the external marshalling box through
conduits. Conduit used shall be galvanized rigid steel conduit sized for 50% spare
capacity.

4.9.15 All the power, control and instrument wires and cables used for the electrical room
installations, as well all the galvanized steel cable trays and fittings, galvanized rigid steel
conduits, fittings and accessories shall conform with Technical Specification for Electrical
Bulk Materials No. 25800-220-3PS-EYM0-00001.

4.9.16 UL approved flexible metallic conduit (maximum length of 24 inches) shall be used to
isolate the transmission of vibration to the conduit system, and/or for connection to
equipment, which may be periodically removed.

4.9.17 Exposed conduit shall be run vertically, horizontally, or parallel to the structure line (plumb,
square and level). Conduit runs over 10 feet vertically shall have vent fittings at the top
and drains at the bottom.

4.9.18 Lightning protection shall be provided for the mobile substation as per NFPA 780.

4.10 HVAC

4.10.1 The electrical room shall be supplied with air conditioning unit(s) when indicated on the
datasheet. The heating and air conditioning shall be thermostatically controlled and sized
to maintain the inside temperature of the electrical room between specified range and with
an outside ambient temperature as indicated on the data sheet, and complying with the
document indicated in the Part 2 of the Material Requisition.

4.10.2 The HVAC equipment for the electrical module shall be installed on the outside walls of
the housing to allow maximum use of the interior wall space by the BUYER, or shall be
installed on the top of roof with ducting to the electrical room. Where HVAC equipment is
to be located outside the conditioned space, the equipment shall be suitably insulated and
protected to prevent damage from extreme weather conditions.

4.10.3 Electrical heating coils for the HVAC units shall be adequately sized to maintain inside
temperature at minimum level without the benefit of the heat generated by the electrical
equipment.

4.10.4 The air injection turbine, cabinet and ducting system shall have noise isolation and
insulation features and injection air velocity shall be determined to obtain electrical room
internal sound pressure level below 70 dBA, when measured at 1.5 meters from air
injection grille.

4.10.5 Supporting calculations to determine HVAC requirements and manufacturer’s data shall
be supplied with the proposal.

4.10.6 The HVAC system shall have alarm contacts wired to terminal blocks to monitor system
failure.

4.10.7 The HVAC shall have shutdown input terminals, wired to auxiliary relays driven by contact
signal coming from Fire Alarm Control Panel, to stop the equipment upon fire alarm signal.
The HVAC shutdown contact must stop the equipment as indicated in the supplier
procedures and does not disconnect them from power.

4.10.8 The HVAC shall be electrically fed from Auxiliary Services power distribution panel board
and isolation transformer provided by SELLER, as described in paragraph 4.7.1.

4.11 Fire Detection System

4.11.1 The fire detection system shall be provided with auxiliary two (2) contacts for remote alarm
when indicated in the data sheet. The fire detection system and all components should be
standardized for the entire project. BUYER will inform model and manufacturer to be
supplied with the room; however, supplier shall base his proposal on the following
components inside each electrical room:

• Local emergency warning horn with strobe light over each access door, mounted
inside and outside e-room.
• Multi-Sensor base mounted temperature and ionization/photoelectric smoke
detectors as required per code standards.
• Microprocessor based Fire Alarm Control Panel, 4 zones, fully configurable.

4.11.2 The electrical module structure shall have a 1-hour fire rating.

4.11.3 Combined fixed-temperature and rate-of-rise thermal detectors, ionization/photoelectric


smoke detectors, manual pull stations, combination audio and visual alarm devices
installed both inside and outside the electrical module, and a Fire Alarm Control Panel
shall be provided for the electrical module by the SELLER.

4.11.4 The device contacts shall be wired, and clearly marked, to the local fire alarm panel.

4.11.5 All wiring of Fire Detection System devices within the Electrical Room shall comply with
NFPA-70/ NEC Code, using power-limited fire alarm FPL rated cables, as per NEC Article
760.61.

4.11.6 The devices, wiring and all hardware provided shall be compatible with the plant fire
detection system.

4.11.7 When specified on the data sheet, there shall be a portable fire extinguisher mounted
inside the electrical module and outside of the e-room, adjacent to each doorway and
complying with the documents indicated in Part 2 of the Material Requisition.

4.11.8 The Fire Alarm Control Panel shall have 2 form C available remote alarm dry contacts,
provided for fire, smoke and high temperature detection. In addition, an HVAC shutdown
contact shall be provided to stop HVAC and pressurizing units.

4.11.9 The Fire monitoring system must be communicated with Centralized System.

5.0 MV CIRCUIT BREAKER SECTION

5.1 General Requirements

5.1.1 This section of the specification covers the design, manufacture and testing of metal-
enclosed, Vacuum Insulated Circuit Breaker in accordance with IEEE Standard or Gas
Insulated Circuit Breaker in accordance with IEC standards, where specified in the one-
line diagram and the data sheets.

5.1.2 The Circuit Breaker Section shall have a design life of at least 30 years. Design life shall
include availability of spare parts for the product supplied.

5.1.3 The electrical arrangement of the Circuit Breaker Section, including protection, metering,
control, interlocking (other than the manufacturer’s standard safety interlocking), and inter-
tripping, shall be as shown on the single line diagrams.

5.1.4 When installed outdoor in the mobile trailer the Circuit Breaker section shall be outdoor
rated or provided inside an outdoor rated non-walking enclosure as specified in section
4.3 of this specification.

5.1.5 Supporting structures for Section and termination modules associated with cable
connections or transformer connections shall be supplied by the SELLER.

5.1.6 Circuit Breaker shall be suitable for close coupled transformer connection.

5.1.7 Internal arcs shall be limited by subdividing the equipment into individual arc- and gas-
proof compartments that shall, as a minimum, include the following:

• Bus bar(s)/Transformer connection end


• Circuit Breaker
• Voltage transformers (Star Connection)

5.1.8 The Circuit Breaker enclosure must be capable of withstanding the thermal effects of an
internal arc at the full withstand rating of the equipment for the duration specified on the
data sheets.

5.1.9 Interlocks shall be provided to prevent incorrect or unsafe operation of the equipment.
Interlock mechanisms shall be mechanical where possible and manual operators shall be
provided with labels that give clear instructions and are readily visible. Electrical interlock
shall be implemented in the control circuit where mechanical interlock is not feasible.

5.1.10 Circuit Breaker shall be designed and constructed to facilitate inspection, cleaning, repair
and maintenance and to ensure absolute safety during such work. The arrangement of
the section shall provide adequate access and clearances around the equipment for
maintenance and operation.

5.1.11 The Circuit Breaker and its support framework shall be designed for the seismic zone
specified without permanent damage, deformation of parts, or any resulting mal-operation
which would be destructive to the section or to other equipment which is connected to the
section. The SELLER shall provide facilities for bolting the section to the trailer.

5.1.12 The connection between all switching device contacts and the operating mechanism shall
be such that drive is positive in all directions and under all conditions. Positively driven
indication of the position of all switching devices shall be provided for all positions and
shall be conspicuously located in the operational area of the switchgear. The indication
must be electrical and mechanical.

5.1.13 Each circuit shall be provided with test facilities to allow for:

• Voltage testing of the circuit with all parts connected to the facility compatible with
the full test voltage for cables that can be connected to the switchgear.
• Protection testing using secondary current injection
• System Phasing and Sequence Determination
• Each trip, current and voltage circuit shall include test block
• Currents and trips should be connected to the same test block
• In case of differential protections, both currents and trips must share the same test
block

5.1.14 In case of SF6 use:

5.1.14.1 SELLER shall specify the type, required quantity, and operating pressure for any gas
filled compartment or equipment the maximum acceptable rate of leakage shall be 0.5%
per annum at the nominal filling pressure. Connections between switchgear modules
shall be sealed with O-rings. All gas compartments shall be fitted with moisture
absorbing filters and such filters shall be capable of absorbing the by-products of arcing
in compartments containing switching devices.

5.1.14.2 Quick acting filling couplings shall be provided for compartments suitably arranged to
avoid inadvertent gas loss. Couplings shall be corrosion resistant and suitable for use
with the fill gas.

5.1.14.3 All gas compartments shall be fitted with filter material which absorbs the residues and
moisture inside each medium voltage compartment. Filters in gas compartments with
switching devices shall also be capable of absorbing the gas decomposition products
resulting from the switching arc. To provide adequate safety in case of maintenance, the
gastight bushing must be able to withstand twice the service gas pressure at one side
against 0 bar (absolute) on the other.

5.1.14.4 If despite all safety measures an arc should occur, the following is required:
• The effects of an internal arcing fault must be limited to the related gas
compartment.
• Each gas compartment must have its own pressure relief device to provide instant
and safe discharge of accidental overpressure during an internal arc. Rupture
diaphragms shall be preferably used as pressure relief mechanisms. Such gas
discharge must be directed away from the normal operation position of the
switchgear so that persons standing there are not endangered. If necessary,
diverter nozzles shall be provided to ensure that the gas is directed away from this
position. Internal relief devices between adjacent compartments are not
acceptable.
• All earthing connections must remain operational.

5.1.15 In case of Vacuum Insulating:

5.1.15.1 The compartments must be segregated and the evacuation must be through common
plenum.

5.1.1.2 Mobile parts must be bolted to fixed structures to resist the pression generated during
an arc.
5.1.15.3 In the test position, line and load stabs shall be disconnected, ground and control wire
connections shall be maintained and power stab shutters shall be closed. Mechanism
Operated Contacts (MOCs) shall not operate in the test position.

5.1.15.4 Circuit breaker auxiliary contacts, MOC and Truck Operated Contacts (TOCs) shall be
supplied as specified on the data sheet and wired out to terminals for future use by Buyer.

5.2 Circuit Breakers

5.2.1 Circuit breakers shall be drawout for vacuum insulated circuit breaker or fixed for gas
insulated circuit breaker, three phase type.

5.2.2 Circuit breakers must be equipped with minimal voltage relays, so they open when dc
voltage is under 80 V or less.

5.2.3 Vacuum/SF6 circuit breakers shall be used and the insulating medium surrounding these
and other live parts shall be SF6 or air.

5.2.4 Circuit breakers shall be stored energy spring type, electrically operated with motor-spring
operation and be provided with an anti-pumping facility in the circuit breaker closing circuit.
Pneumatic or hydraulic mechanisms are not acceptable.

5.2.5 The operating mechanism shall be capable of a complete O-0.3s-CO-3min-CO sequence


per IEC Standard. Tripping of the circuit breaker shall be possible in the event of drive
motor failure or loss of auxiliary voltage supply.

5.2.6 Mechanical indicators shall display the position of the main contacts of the circuit breakers.

5.2.7 The circuit breakers are intended for extended mechanical endurance. The number of
permissible mechanical operations is 10 000 (class M2 IEC 62271-100).

5.3 Earthing Switches (For SF6 use)

5.3.1 Earthing switches when specified on the data sheet and/or one-line diagram shall be
three-phase motor operated type. Motor auxiliary voltage shall be as indicated on the data
sheets.

5.3.2 Earthing switches shall only be operable from the switchgear local control panel location,
and interlocking shall be provided to prevent earthing live equipment.

5.3.3 Earthing switches on feeders shall be equipped with high-speed operating mechanisms
and fault making contacts.

5.3.4 The earthing switch shall be capable of hand crank operation. Insertion of the hand crank
shall disable the electrical operation of the earthing switch.

5.3.5 Earthing switch position shall be displayed locally by mechanical indicators directly
connected to drive mechanism shaft and by view ports for direct observation of the contact.

5.4 Bus Bars

5.4.1 Bus bars and connections shall be manufactured from electrolytic copper. Both the
conductors as well as the contacts for the conductor connections shall be designed for the
continuous rated current of the switchgear under the ambient conditions specified and
shall not exceed the permissible temperature rise stated in the data sheets.

5.4.2 The three phase bus bars shall be enclosed either in a single gas filled compartment or
individual compartments per phase as dictated by the manufacturer’s standard design
and/or rated voltage. The final configuration of available alternatives is subject to the
approval of the BUYER.

5.4.3 All bus bars and connections shall be sized, braced and supported to withstand the
mechanical forces and thermal effects resulting from the switchgear rated short circuit
current and carry certification from a recognized Testing Authority. Thermal rating for all
current carrying parts and insulating materials shall be a minimum of 1 second for the
rated short time withstand current.

5.5 Primary Terminations

5.5.1 Termination modules shall be provided by the SELLER for connection to transformers as
indicated on the drawings and data sheets. The final configuration shall be subject to the
approval of the BUYER.

5.5.2 Cable or transformer termination modules shall provide the means for isolating the cable
or transformer bushing from the switchgear to allow for Hi-Pot testing.

5.5.3 The section shall be suitable for either plug-in type or bar type terminations as indicated
on the data sheets.

5.6 Instrument Transformers

5.6.1 All instrument transformers shall be suitable for continuous operation at rated and short-
circuit conditions and under the ambient conditions specified on the data sheets.

5.6.2 Current transformers shall be either toroidally wound, ring-type or encapsulated block-
type, and shall be mounted external to the gas enclosure. Current transformers shall be

of the single or multi-ratio type with either one amp or five amp secondary windings and
the accuracy class as indicated on the one line diagrams and/or data sheets.

5.6.3 Current transformer secondary terminals shall be brought outside of the high-voltage
enclosure to a dedicated terminal box, mounted on the switchgear structure in an
accessible location for each bay. All secondary leads, including intermediate taps of multi-
ratio current transformers, shall be wired to shorting type terminals in the low voltage
control cubicle of each bay. Each current transformer secondary winding shall be earthed
via a sliding link isolation terminal in the local low voltage control cubicle. Unused cores
(not connected to a secondary load) shall be shorted across the full secondary winding.

5.6.4 Voltage transformers shall be housed in a separate compartment or enclosure and shall
be mounted directly on the switchgear. The connection to the high voltage terminals shall
be made with plug-in type connectors. All secondary windings shall be connected to
BUYER terminal blocks in the associated bay low-voltage control cubicle. Primary and
secondary ratios and accuracy classes shall be provided as indicated on the one line
diagrams and/or data sheets. Each voltage transformer secondary winding shall be
earthed via a sliding link isolation terminal in the local control cubicle.

5.7 Low Voltage Control Circuits

5.7.1 Local control functions shall include:

• Section interlocking functions


• MCB for low voltage equipment protection and isolation
• Local operation of the section
• Indicating and measurement equipment

5.7.2 Control equipment shall be located in the local control cubicle of each bay. These cubicles
shall form an integral part of the section supply, have a degree of protection of at least
IP31 and housed in outdoor rated NEMA 4 enclosure.

5.7.3 The equipment shall be supplied with one or two trip coils as indicated on the data sheets.
Trip coil monitors shall provide isolated output contacts for local and remote alarm
indication. The trip circuit(s) shall be directly connected to the associated auxiliary supply
without over current protection or other isolating means.

5.7.4 All control circuits other than the trip circuits shall be supplied with two-pole miniature
circuit breakers to provide isolation from the auxiliary supply to which they are connected
and shall be sized to properly coordinate with the upstream auxiliary supply protection
device. These circuit breakers shall be supplied with one normally closed auxiliary contact
which shall, in turn, be connected in series with other auxiliary contacts to provide a
common bay “MCB Tripped” alarm.

5.7.5 Section control shall be interlocked to provide absolute protection to prevent potentially
harmful operation of the switchgear, and the logical operating sequence of the circuit
breaker, isolators, disconnections and earthing switches shall be such as to inhibit unsafe

operations. Interlocks shall be active regardless of local or remote operation of the


equipment and failure of the interlocking device(s) shall revert to a “safe” operating mode.

5.7.6 Facilities for local control of the switching devices shall be provided by a local operator
control panel in each bay low voltage control cubicle. The local operator control panel shall
be equipped with an integrated key switch to allow bypassing of the bay interlocks by the
maintenance operator.

5.7.7 In case of SF6 use, independent gas compartments shall be monitored by gas pressure
monitors with two-stage operation, the first stage providing alarm contacts, and the second
stage providing lockout of switching circuits under conditions of insufficient gas density for
safe operation of the equipment. Indicating gauges shall be provided at the front of each
bay or in the local low voltage control cubicle for monitoring the condition of the gas in
each compartment. The SELLER shall provide a common gas pressure alarm per bus
(open on alarm), wired to terminals in the control section of the incoming cubicles, for
BUYER’s use.

5.7.8 Anti-condensation heaters shall be provided in the local control cubicle and in the
operating mechanism housings of switching devices as indicated on the data sheets.

5.8 Earthing

5.8.1 All metallic non-current carrying parts of the switchgear and its supporting framework shall
be bonded together by the SELLER as per the SELLER’s standard design. Connection
points in the form of welded, drilled and tapped earthing pads or threaded earthing bosses
shall be provided by the SELLER to allow connection to the BUYER’s safety earthing
system.

5.8.2 The doors of all auxiliary cubicles shall be bonded to the main structure of the enclosure
by means of a flexible copper connection arranged so that it cannot be damaged when
the door is opened or closed.

5.8.3 Provision shall be made adjacent to the cable termination for connecting cable armor to
the section earthing system.

5.9 Auxiliary Power and Control Wiring

5.9.1 Power and control wiring shall be PVC-insulated, flame retardant, free halogen, 600V
switchboard wire with fine-stranded copper conductors. Minimum cross-sectional area
shall be 1.5 mm2 for control wiring and a minimum of 2.5mm2 for current and voltage
transformers.

5.9.2 Power and control wiring within the switchgear shall be securely held in position (either
loomed or run in plastic wireways). Plastic wireways should be halogen free. SELLER
shall adequately size all wireways to accommodate internal wiring and field cabling as
necessary.

5.9.3 Wiring identification shall be by number and/or letter imprinted, interlocking ferrules of
insulating material, and shall be located adjacent to the terminals. The ferrules shall be
indelibly marked and removal without disconnecting the wire from its terminal shall not be
possible.

5.9.4 Flexible cables shall be used for connections to door mounted equipment. Wiring shall be
loomed/wrapped in flexible PVC conduit and be firmly clamped at both ends to prevent
movement at terminations.

5.9.5 All wiring for external connections shall be brought out to individual terminals on a readily
accessible terminal block. Terminal blocks shall be of a high-density design that allows
multiple connections to the same electrical node with no more than one wire per
connection. Jumper links between adjacent terminals, where required, shall be of the
terminal manufacturer’s design. Wire ends for control wiring shall be fitted with crimp on
ferrules.

5.9.6 A minimum of 20% spare terminals shall be provided on each terminal block for BUYER’s
use.

5.10 Metering, Protection, and Control

5.10.1 Metering, protection and control shall be provided as shown on the single line metering
and relaying diagram and/or as required in the data sheets.

5.10.2 Metering and protection devices shall be housed on the front face of the control panels.
Panels shall be designed to be bolted together into a suite, with enclosed sides included
only on the panels at each end of the suite. Panels shall be designed for front access only,
with apparatus requiring rear access or visual inspection mounted on a swing frame on
the front of the panel.

5.10.3 Unless otherwise indicated on the data sheets, integration of bay control and protective
relaying into a common device is preferred. The control functions shall include the
following capabilities:

• Provide the means for programming logic functions for control and interlocking
• Provide for inter-bay communications with other bay controllers of the switchgear
• Provide a connection port for programming using the SELLER’s application
software
• Provide a system port using the communications protocol indicated in the data
sheets for remote communications to, and control capability from a remote,
centralized facility
• Provide synchronization capability from an external GPS clock
• Provide a sufficient number of digital inputs, suitable for continuous operation at
the specified auxiliary voltage, as required to implement the control and status logic
• Provide a sufficient number of discrete, isolated relay outputs for operation of the
switchgear and signalling purposes

• Provide loss of communications detection for any of the communications ports, in


addition to the failure of the device itself, via isolated alarm contact(s)
• Provide a front-panel LCD screen for an interactive mimic diagram of the
switchgear, including control functions and measured values
• Provide internal configurable logic to associate digital inputs with relay outputs for
control and interlocking purposes

5.10.4 All primary protective relays shall be of the digital, multifunction, numerical type unless
otherwise indicated in the data sheets, and shall incorporate the following features as a
minimum:

• Provide the protection functions indicated on the metering and relaying one-line
diagrams and/or data sheets
• Provide variable setting groups to cater for changes in network configuration
• Provide a connection port for programming using the relay manufacturer’s
application software (supplied by SELLER)
• Provide synchronization capability from an external GPS clock
• Provide internal configurable logic to associate protection functions with discrete
relay output contacts and front panel LED indicators
• Provide two independent relay output contacts for each trip circuit
• Provide oscillographic records with selectable pre- and post-fault recording
intervals
• Provide an auxiliary port for download oscillographic records via Ethernet LAN
utilizing the relay manufacturer’s analysis software (supplied by SELLER)
• Provide for selectable protection functions (from the available set of functions
available in the purchased model). Functions that are not selected shall not require
configuration.
• Provide front-panel reset capability to extinguish fault LED’s and reset lock-out
function
• Provide LCD readout of measured values, alarms, and fault indications

5.10.5 Bus bar protection, when specified, shall be numerical type and shall be arranged in either
a centralized or distributed configuration.

5.10.6 Protective relays shall be flush-mounted with test switch to ensure isolation of the relay
for testing. The dimensions of flush mounted devices shall not impede the swing frame
opening over its full travel.

5.10.7 Protective relaying circuits shall be equipped with a means of secondary injection, in the
form of test blocks, which provide for shorting and isolation of the CT secondary and
isolation of trip circuits. If more than one protection relay is supplied from a single CT, the
test block shall provide isolation and bypass of the intermediate relay without affecting the
operation of the end relay.
5.10.8 Digital instruments are preferred where separate metering is required. If the use of
analogue instruments is specified on the data sheets, external zero adjustment shall be
possible without dismantling the instrument. Ammeters shall be scaled such that full load
corresponds to between 50 and 80% of the angular deflection.

5.10.9 Instrument transformer windings used for metering purposes shall have metering accuracy
classes as indicated on the data sheets.

5.10.10 Instrument transformers shall be supplied with a nameplate in accordance with IEC
60044-1 and IEC 60044-2 for current and voltage transformers, respectively. For current
transformers under gas, the nameplates shall be affixed in a conspicuous location to the
exterior of the gas filled chamber housing the CT’s, and shall indicate the CT orientation
with regard to terminal markings.

5.10.11 All protection relays shall be fully configured by SELLER prior to factory acceptance tests
and shall provide the functionality detailed in the single line diagrams and elsewhere. A
complete set of software and manuals shall be provided by the SELLER for the protection
relays supplied. The supplied software shall include both relay configuration and fault
analysis capabilities and shall operate in the Microsoft Windows® environment.

5.11 Labels

5.11.1 Labels shall identify switchgear cubicles, compartments and components. Nameplates,
rating plates and labeling of equipment and wiring shall be in accordance with the relevant
IEC Standards. External labels shall be engraved on laminated plastic and attached with
stainless steel machine screws into tapped holes.

5.11.2 All devices including relays, meters, push buttons, lamps, fuses, contactors, and timers
shall be clearly labeled to indicate their purpose. Relay labels shall reflect the configured
protection functions using IEEE Standard function codes. Labels shall be positioned to
provide easy identification and correspond to the designation on the SELLER’s drawings.
Internal labels shall be secured adjacent to the equipment but not on removable covers.

They shall be positioned to allow replacement of labels, equipment or fixings, and may
make use of a durable proprietary labeling system unless specifically indicated otherwise.
MCB labels shall include the rating of each device in addition to identifying marks.

5.11.3 Door mounted devices shall be labeled next to the device on both sides of the door.

5.11.4 Labels shall have black characters on a white background. Danger labels shall have white
characters on a red background. Warning labels shall have black characters on a yellow
background. Labels must be in Spanish.

5.12 Finish

5.12.1 The colour and finish shall be in accordance with the Manufacturers standards for the
service conditions specified in the data sheets unless the data sheets indicate otherwise.

5.13 Accessories

5.13.1 A complete set of special tools required for operation, maintenance and testing of the
circuit breaker section shall be provided.

5.13.2 SELLER shall provide for SF6 insulating option an initial filling of the circuit breaker section
with SF6 gas for all gas tight compartments of each circuit breaker section bay to facilitate
factory acceptance testing. A supplemental filling shall be supplied by the SELLER for
filling/topping up compartments and bus enclosures if required at site.

5.13.3 SELLER shall provide one complete set of test plugs, adapters, and connecting leads
required by the relay manufacturer for testing of the relays via the test blocks or test
switches indicated in Section 5.9.5.

5.14 Arc Resistant

5.14.1 Circuit breaker section assemblies shall be designed, manufactured and tested in
accordance with the applicable sections of the latest edition of IEC 62271.

5.14.2 Circuit breaker section shall be provided with arc-resistant designs or features at the freely
accessible exterior (front, back, and sides) of the equipment.

5.14.3 Light, sound, and/or pressure detection shall be provided when indicated on the data
sheet.

5.14.3 Partial discharge monitoring shall only be provided when indicated on the data sheet.

5.14.4 Facilities for Remote control shall be provided for operation of switching elements.

6.0 POWER DISTRIBUTION TRANSFORMERS

6.1 General

6.1.1 Power and Distribution Transformers and auxiliary equipment shall be the SELLER's latest
design, proven in service to meet the requirements and intent of this specification, the
Material requisition, and the attachments.

6.1.2 The loads of structural design and earthquake resistant shall consider the requirements
established for seismic requirements NCh 2369-2003, “Earthquake Resistant Design of
Industrial Structures and Facilities” and “Structural Design Criteria” N° 25800-220-3DR-S15-
00001.

6.1.3 For three windings transformers: they shall be suitable for operation at the specified
tertiary winding load ratings under the specified conditions given in the data sheets. The
rating of the primary or secondary winding shall be increased to meet the requirements of
the tertiary winding operating over the full range of the specified load conditions.

For two windings transformers: they shall be suitable for operation at the specified
secondary winding load ratings under the specified conditions given in the data sheets.
The rating of the primary winding shall be increased to meet the requirements of the
secondary winding operating over the full range of the specified load conditions.

6.1.4 Rated transformer impedance shall be the impedance between each transformer winding
pair with the transformer no-load tap-changer(s) on the nominal (principal) voltage tap(s)
and the on-load tap-changer(s) on the neutral voltage tap(s).

6.2 Tanks

6.2.1 Each liquid immersed transformer shall have a tank of welded steel construction.

6.2.2 The joints between terminal bushings and the transformer tank, and the joints of all bolted
covers which are in contact with liquid or gas, shall be provided with suitable gaskets
installed in gasket retaining recesses and provided with metal to metal stops to control
compression of the gaskets. All joints shall be weather and moisture proof and liquid and
gas tight in all respects.

6.2.3 Tanks shall not be compacted in design. Tanks shall have four flat sides. Unless permitted
otherwise by the data sheets, covers shall be flat and top mounted bushings shall be
mounted essentially on the cover (i.e., bushings shall not be mounted on turrets and
bushing current transformers shall not be mounted inside turrets).

6.2.4 The base of each transformer shall include provisions for bolting the transformer to its
foundation using ASTM grade A307 bolts. The anchoring of each transformer shall be in
accordance with IEEE C57.114 (withdrawn) or an equivalent standard approved by the
BUYER and be rated for the seismic zone stated in the data sheets. A seismic qualification
is not required; but the SELLER shall certify that the transformers have been designed for
the seismic service conditions specified in the data sheets.

6.2.5 The tanks of transformers having sealed tank construction shall meet the requirements of
the ASME Boiler and Pressure Vessel Code (BPV) whenever the tank pressure under
rated conditions may exceed two atmospheres (203 kPa).

6.2.6 The SELLER shall propose with his bid applicable nationally recognized seismic and
welding standards by number for approval by the BUYER.

6.3 Cable Connections

6.3.1 Transformers Connection Box

6.3.2 Primary and Secondary Connections for Three Windings Transformers or Primary
Connections for Two Windings Transformers:
The power transformers will be connected with cables, connector type is indicated in data
sheets. The SELLER shall have to verify that enough space is considered for cable
connectors per phase.
The Distribution Transformers will be connected via cables, Connector or terminations
type is indicated in data sheets.

6.3.3 Secondary Connections for Three Windings Connections or Secondary Connections for
Two Windings Connections:
The power transformer will feed MV Switchgear/MCC. Bushing terminals shall be
furnished with clamp type lugs that are appropriated for use of cable terminations or
special connectors.

6.3.4 All external terminals and cable joints operating above 75°C shall be silver-plated.

6.3.5 Cable Terminals shall be permanently identified with their terminal numbers by means of
nameplates or painted characters placed immediately adjacent to the terminals.

6.3.6 Grounding Connections


The transformer shall include at least two points in the tank and one point in the control
box for grounding connections.

6.4 Insulating Liquids

6.4.1 Enough quantity of insulating liquid shall be furnished with each transformer for filling each
tank, cooler, and radiator to the proper level.

6.4.2 The initial factory filling of each transformer shall be done under full vacuum.

6.4.3 SELLER shall state the commercial name(s) and specifications of the insulating liquid(s).

6.5 Insulating Liquid Preservation

6.5.1 The liquid preservation system shall be either an inert gas pressure system, a diaphragm
sealed liquid expansion tank, or sealed tank type as indicated in the data sheets.

6.5.2 When an inert gas pressure system is specified, the SELLER's standard equipment for
automatically maintaining an atmosphere of dry nitrogen gas in the space above the liquid
level in the transformer shall be provided. The equipment shall be complete with a cylinder
of nitrogen, necessary valves, gauges and all connections, and contact-making devices
for signaling low and high transformer gas pressure and low cylinder pressure. All
components shall be located in a steel weatherproof cabinet that shall be mounted on the
side of the transformer tank in such a manner as to facilitate replacement of the nitrogen
cylinder.

6.5.3 When a liquid expansion tank is specified it shall consist of an external transformer
mounted liquid expansion tank containing a flexible, expandable, liquid resisting
diaphragm permitting the liquid volume to expand and contract without direct contact with
the atmosphere. SELLER’s standard equipment for providing sufficient space with
minimum height for transformer liquid expansion shall be provided. The equipment shall
be complete with necessary valves, gauges and all connections, pressure-vacuum
bleeder, and, for diaphragm protection, a mechanical pressure relief device equipped with
alarm contacts for signaling excessive internal pressure. There shall be provision for a
future gas analyzer when a gas analyzer is not specified.

6.5.4 When a sealed tank type is specified it shall be complete with the necessary valves and
connections and a pressure-vacuum bleeder. There shall be provision for gas purging.

6.6 Cooling

6.6.1 The data sheets may require transformers that are self-cooled only, or may require forced
cooling with additional output, or provision for future forced air cooling. The ratio of the
kVA rating with forced cooling to the self-cooled kVA rating shall be as required by the
data sheets.

6.6.2 Cooling radiators shall be grouped into banks with each bank supplied from separate top
and bottom headers. When specified the radiator banks shall be removable.

6.6.3 Radiator banks shall not be located beyond the ends of the tank in any way that requires
headers with bends for connection.

6.6.4 Removable radiator bank headers shall be attached to the tank body by means of bolted
and gasketed flanges at top and bottom with shutoff valves between the tank body and
each flange. Shutoff valves shall be designed so that packing glands can be serviced
without removing the valves.

6.6.5 Each removable radiator or radiator bank shall be provided with a drain plug at the bottom
and a combined vent plug and vacuum fitting at the top.

6.6.6 When future forced cooling is indicated on the data sheets, the capacity of all current
carrying parts shall correspond to the highest future kVA rating. There shall be provision
for future automatic control by winding temperature or top oil temperature control
equipment depending on the control accessories specified on the data sheets.

6.6.7 Provision shall be made in the control circuit for fan shutdown by transformer protective
relay operation.

6.7 Cores

6.7.1 The cores shall be of non-aging, cold rolled, grain-oriented, high permeability annealed
steel. The core laminations shall be properly stacked and free of burred edges and folds.
Each sheet shall have an insulating surface treatment or coating to provide the necessary
interlamination resistance. The cores shall be assembled and rigidly clamped to ensure

adequate mechanical strength to support the windings and to prevent shifting of the
laminations during shipment, and to reduce vibration to a minimum under operating
conditions.

6.8 Windings

6.8.1 The windings shall be designed to withstand tests in accordance with the standards. Coils
shall be constructed, shaped, and braced to provide for expansion and contraction due to
temperature changes to avoid abrasion of insulation. End coils shall have additional
protection against abnormal line disturbances.

6.9 Off-Load Tap Changer

6.9.1 When the data sheets specifically state that a no-load tap-changer is required, and then
each transformer shall be equipped with an externally-operated tap-changer with full
capacity taps to be used when the transformer is de-energized. The tap-changer wheel or
handle shall be mounted on the side of the tank at a convenient height for operation from
the ground. The handle shall have provision for locking in any desired position. The taps
and tap-changer contacts shall be capable of withstanding the full short circuit current of
the transformer without injury. The indicating pointer and dial shall be visible from ground
level.

6.9.2 Bidders are advised that the BUYER will evaluate all alternates for the net present value
of their cost of operation, maintenance and lost production. Other factors such as
operating time for the full tap range and through fault capability during tap changer
operation will also be considered.

6.10 Auxiliary Power Supply

6.10.1 The auxiliary power supply at voltage(s) indicated in the data sheets will be supplied by
the BUYER.

6.10.2 The SELLER shall supply all auxiliary transformers, as required, when the SELLER's
design requires voltage levels that are different from the power source specified by the
BUYER.

6.11 Control Wiring

6.11.1 A control cabinet/terminal box shall be located at an accessible point on the side of the
transformer in the segment indicated in the data sheet. BUYER's control conduits will enter
from below. Each door shall have a two or three point latch and provision for padlocking.

6.11.2 Electrical leads from all transformer-mounted devices shall be brought out to terminal
blocks in the control cabinet. External wiring shall be run in rigid metallic raceways except
that device connections may include up to 36 inches (914 mm) of type UA liquid tight
flexible interlocked steel conduit or 600 V type SO Hard-Service Oil-Resistant cord in

conjunction with watertight cable seal connectors. The maximum free lengths of cords and
flexible conduits shall not exceed 18 inches (457 mm).

6.11.3 All control and auxiliary power, circuits shall be wired by the SELLER who shall be entirely
responsible for the correctness of the internal wiring and for the proper functioning of all
components. Wiring shall not be smaller than #14 AWG (2.5 mm2) and shall be stranded
copper conductor with 600 V type SIS cross-linked polyethylene or ethylene propylene
rubber insulation. SO cords may use #16 AWG (1.5 mm2) conductors for integral
connections to components when larger conductors are not available for the product.

6.11.4 All connections to BUYER's external circuits shall be brought to approved terminal blocks
in the control cabinet having pressure type connectors and laminated dust covers suitable
for engraving. Terminal blocks shall be provided with markings corresponding to those of
SELLER's wiring diagram and shall have space provided on the marking strip for
inscription by BUYER. Terminal blocks shall have at least ten-percent spare positions.

6.11.5 Terminals for BUYERs control cables shall be arranged on the basis that the BUYER will
have only one wire connected to each terminal point.

6.11.6 If required on data sheet, forced cooling motor circuits shall have motor controllers located
in the transformer control cabinet. Each motor controller shall include a lockable circuit
breaker, magnetic contactor(s), and a hand-off-automatic selector switch for each cooling
stage, and motor overload relays. The motor overload relays are not required if the motors
are equipped with integral temperature switches.

6.11.7 The control cabinet shall be provided with at least one duplex convenience receptacle at
a convenient location, and with guarded space heaters controlled by a thermostat. The
space heaters shall operate at half of rated voltage. The receptacle rating and
configuration shall be as required by the data sheets. The control cabinet shall be provided
with a light and a switch when required by the data sheets.

6.12 Alarms

6.12.1 Transformer alarm contacts will be wired to terminal as spare for BUYER future use.

6.13 Indicating and Control Accessories

6.13.1 Transformer mounted indicators shall be mounted either at near eye level or tilted for easy
viewing from the ground.

6.13.2 All contacts shall be double throw (type C) or convertible. The contacts shall have an AC
and a DC rating and be wired out to the control cabinet terminal blocks.

6.13.3 When required by the data sheets, an electronic type simulated winding temperature
indicator with contacts for forced cooling control and winding hot spot temperature alarm
shall be provided. The indicator sensing RTD shall be in a well immersed in transformer
top liquid. The winding hot spot temperature shall be calculated from the liquid

temperature and the winding current that shall be supplied from an internal current
transformer. The indicator shall be a high contrast LCD or LED type that selectively shows
the current temperature and the maximum temperature since last reset. Three sets of
independently adjustable contacts for alarm and two stages forced cooling control or two
sets of contacts for alarm and single stage cooling control shall be furnished.

6.14 Neutral Grounding Resistors

6.14.1 When specified in the data sheets, the SELLER shall provide a grounding resistor for
mounting on the transformer.

6.14.2 The resistor elements shall each consist of stainless-steel strap edge wound over a
ceramic core on a longitudinal stainless-steel bar, insulated to the specified voltage level.
The resistor shall be provided with a grounded, screened enclosure.

6.14.3 On an outdoor transformer, a transformer-mounted resistor is preferred when the resistor


and/or the enclosure will not:
• Infringe on the required air distance between live parts or between a live part and
ground.
• Block access to a manhole, hand hole or access box of any kind.

6.14.4 In the case of a transformer mounted resistor, the SELLER shall provide an insulated
copper strap between the transformer neutral and one terminal of the resistor and a copper
ground strap between the other resistor terminal and a transformer ground pad. Both
straps shall have ratings corresponding to that of the resistor.

6.14.5 Neutral Current Transformers shall be either provided on the neutral terminals or in the
Neutral earthing enclosure. The neutral current transformer is required of rating as
specified in data sheet.

6.15 Losses

6.15.1 Each Bidder as part of the proposal shall provide guaranteed maximum load and no-load
losses. No load losses shall be taken at rated voltage. Fan and pump losses shall be
stated separately as load losses.

6.15.2 Load losses as normally reported are referred to a temperature equal to the rated winding
temperature rise plus 20°C. However, on evaluating guaranteed and measured losses,
the BUYER will refer them to a standard reference temperature of 85°C in accordance
with Clause 5.9 of ANSI/IEEE C57.12.00, e.g., 65 °K rise plus 20°C or 55 °K rise plus
30°C (note: this also applies to transformers furnished in accordance with the IEC
standards).

6.15.3 The SELLER’s guaranteed maximum no load and load losses will be evaluated by the
BUYER.

6.16 Nameplates

6.16.1 Each transformer shall carry at least one stainless steel rating plate and one stainless
steel nameplate permanently attached. The rating plate shall have the information
required by ANSI C57.12.00 for a type C nameplate or the information required by
IEC 60076-1 for rating plates.

The nameplate shall give the BUYER's transformer equipment identification number in
characters at least 2 inches (50 mm) high. In addition, one of the plates shall bear the
BUYER's purchase order number and the purchase order item number.

6.16.2 In addition, the operation altitude shall be indicated in the nameplate.

6.17 Center of Gravity

6.17.1 For each transformer and each shipping container, the horizontal location of the center of
gravity of each shipping section shall be marked permanently on each side or face of each
shipping section and on the outside of all packaging materials. Each transformer tank shall
be marked permanently with the centers of gravity for the following three conditions: the
transformer tank, core, and coils without liquid and any accessories removed for shipping
(e.g., bushings, surge arresters, and liquid expansion tanks); the transformer tank, core,
and coils with liquid and without any accessories removed for shipping; and the complete
transformer including liquid and all accessories. Complete instructions for moving, rigging,
and lifting equipment shall be provided by the SELLER and shall be in accordance with
the lifting requirements indicated in the Material Requisition.

6.18 Miscellaneous

6.18.1 Enclosures shall not have sharp edges or pointed objects, such as the pointed ends of
sheet metal screws, on the exterior or inside any wireways.

6.18.2 Adhesives shall not be used for mounting any devices, parts, or components. All devices,
parts, and components including nameplates, wireways, and wire supports shall be
mounted with screws or bolts.

6.18.3 Each wire outside of the tank shall be marked at each termination. Marking jumpers on
devices or the integral ends of wires, which are factory prewired to standard devices, is
not required.

6.18.4 Each transformer shall be cleaned, primed and finish painted in accordance with the
SELLER's Standard specification for the specified service. The exterior colour of the
equipment shall be as required by the data sheets. The inside of the control cabinet shall
be painted white. One gallon of touch up paint shall be supplied with each transformer.

6.18.5 When required by the data sheets, electrical equipment shall receive the SELLER's
standard tropical protection as approved by the BUYER.

7.0 MV SWITCHGEAR / MOTOR CONTROL CENTER

7.1 General

7.1.1 This section of the specification covers the design, manufacture and testing of metal-
enclosed switchgear and motor control center for use in mobile substation and shall be
read in conjunction with the one-line diagram (s), data sheets (s) and Material requisition.

7.1.2 The assembly shall consist of main incoming power circuit breaker, NEMA class E2
controllers and fused load-interrupter switches in metal-enclosed, arc resistant, free-
standing vertical steel structures containing power buses, ground bus, auxiliary control
devices, protective relays and accessories in accordance with the attached data sheets
and one-line diagrams.

7.1.3 Switchgear located outdoor shall be outdoor rated switchgear or, be provided inside and
outdoor rated non-walk-in enclosure as specified in the data sheet(s).

7.1.4 Back-to-back assemblies shall not be accepted.

7.1.5 Equipment shall be shipped completely assembled.

7.1.6 A minimum of one complete medium voltage motor starter, including all hardware,
protective relays and auxiliaries, assigned as spare, shall be provided per MCC.

7.1.7 Unit assigned as “blank or empty” shall be furnished complete with all hardware ready for
installation of MV starter or load disconnect switch, not provided in this case.

7.1.8 Seal off plates shall be provided for both top and bottom cable entry areas.

7.1.9 It is the intent of the BUYER to use plug in type of connection for termination of field power
cables at the switchgear/motor control center. Necessary arrangement shall be provided
for routing the field cables within the mobile substation trailer up to the equipment terminal
points.

7.1.10 Each enclosure shall be provided with barriers to segregate medium and low voltage
systems.

7.1.11 Each draw out controller shall be equipped with grounded automatic safety shutters.
These shutters shall automatically close when the device is in “Disconnected”, “Test” and
“Withdrawn” positions, effectively isolating all primary connections.

7.1.12 The medium voltage motor control center shall be of two high constructions.

7.1.13 Enclosures shall not have sharp edges or pointed objects, such as the pointed ends of

7.1.14 As required by Article 490.33 of ANSI/NFPA 70, “Energized bare parts mounted on doors
shall be guarded where the door must be opened for maintenance of equipment or
removal of draw-out equipment”.

7.1.15 All drawout carriages and trunnion-mounted devices shall be accessible only from the front
of the switchgear.

7.1.16 Components mounted on the front door of the switchgear compartments shall be flush
mounted unless noted otherwise and shall be mounted at a height not exceeding 2 m to
the top of the components and arranged in a logical and symmetrical manner.

7.1.17 All doors shall be hinged where applicable and shall employ door handle mechanisms.
Positive acting door stops shall be provided to hold the doors in the fully open position for
breaker removal.

7.1.18 All removable components of same type and rating shall be interchangeable. Means shall
also be provided to prevent removable components of dissimilar ratings from being
inserted in to the wrong locations.

7.1.19 Equipment shall be designed and shall be suitable for the type of cables and cable entries
requested in the technical data sheets.

7.1.20 All hinged panel doors located on the front of the switchgear whose enclosure contains
circuit interrupters, terminations or bus-work at medium voltage potential (i.e., >1000 V)
shall be equipped with a padlocking feature.

7.1.21 A label indicating the location of the manual circuit breaker trip feature shall be included
on the front panel of each circuit breaker cubicle.

7.1.22 Switchgear assembly including all circuit breakers and contactor modules shall be self-
cooled. Openings for pressure relief or ventilation shall be arranged so that the gas or
vapor escaping during normal operation will not endanger personnel operating the
switchgear.

7.1.23 All draw-out units shall have facility to racking the unit in and out with the door closed.

7.1.24 Provide viewing windows in the enclosure to allow temperature monitoring of cable
terminations using an infrared sensing device, only when indicated on data sheets.

7.2 Power Circuit Breakers

7.2.1 The power circuit breakers shall be electrically operated, three poles, drawout type with
self-aligning line-side, load-side and ground stabs.

7.2.2 Power circuit breakers must be equipped with minimal voltage relays, to trip under a low
dc control voltage.

7.2.3 In the test position, line and load stabs shall be disconnected, ground and control wire
connections shall be maintained, and power stab shutters shall be closed. Mechanism
Operated Contacts (MOCs) shall not operate in the test position.

7.2.4 Circuit breaker auxiliary contacts, MOC and Truck Operated Contacts (TOCs) shall be
supplied as specified on the data sheet and wired out to terminals for future use by
BUYER.

7.2.5 Circuit breakers of the same rating and control voltage shall be interchangeable.

7.2.6 Each breaker shall be equipped with the stored energy type, anti-pump operating
mechanism to open and close the breakers manually or electrically, and, in the case of
air-magnetic breakers only, to "slow close" for maintenance purposes.

7.3 Motor Controllers

Each motor controller unit shall contain the following:

7.3.1 Three-pole, gang operated disconnect switch complete with external operating handle.
(Note: In lieu of gang operated switch, the isolating means may be provided in accordance
with Section 13 of UL 347)

7.3.2 Three pole vacuum contactor magnetically held type.

7.3.3 Protection against single-phasing, including blown fuse indicator.

7.3.4 Three current-limiting power fuses, R rated, coordinated with the interrupting capability of
the contactor and with the overload protective devices and sized to interrupt the fault level
specified on the data sheets. The fuses shall include visible fuse condition indicator, all
fuses shall be easily to be inspected and replaceable without controller disassembly.

7.3.5 Control power transformer (CPT) with a line-voltage rated primary winding and a 120 volt
rated secondary winding. CPT protection shall consist of two current-limiting primary fuses
connected to the load side of the power fuses, and thermal magnetic circuit breaker in the
ungrounded leg.

7.3.6 Three current transformers with a ratio and accuracy as indicated on the data sheets and
One-Line Diagrams.

7.3.7 Window type zero sequence ground fault current transformer with a ratio and accuracy as
indicated on the data sheets and One-Line Diagrams.

7.3.8 In addition to seal-in and other auxiliary contacts used in the operation of the controller, a
minimum of two N.O. and two N.C. spare "M" contacts shall be wired out to the control
terminal block for use by the BUYER.

7.3.9 Means of testing the controller in the withdrawn position from an external source of control
power. This shall include an interlocking means to prevent voltage feedback through the
CPT.

7.3.10 Latched contactors shall be equipped with a means for mechanically tripping a latched
contactor in the event of a loss of control power or a faulty trip coil.

7.3.11 Each controller shall be hard-wired for provision of remote control and in addition shall
contain a via communication controller for monitoring of the electrical parameters (voltage,
current, power, power factor, status, alarm and fault conditions) and relaying them to
remote stations via the client’s communication link.

7.3.12 The “open” or “close” status of power system circuit breakers will be monitored and
displayed on the SCADA. Generally, circuit breaker control will be local. Some remote
breakers may be controlled remotely via soft communication.

7.3.13 Power (kW), reactive power (kVAr) power factor (pf), current (A) and voltage (V) at main
circuit breaker cubicles of medium voltage MCC and all medium voltage feeders and motor
starters will be monitored and displayed at PCS.

7.4 Fused switch feeders for transformer

7.4.1 Fused switch feeders shall be used to cater the power to distribution transformers.

7.5 Bus bars

7.5.1 Horizontal main power buses shall be high conductivity copper, non-tapered with a
continuous UL current rating as required by the material requisition.

7.5.2 Bus-bars shall extend through all vertical sections to each end of each motor control
center.

7.5.3 The bus bars and bus connections system and bus supports shall be designed and braced
to withstand the momentary and short-time current ratings as specified on the data sheets.

7.5.4 Primary power buses shall be insulated, flame retardant, track resistant and non-
hygroscopic materials. Bus bars and bus connection system shall be marked with color-
coding for phase identification.

7.5.5 All bus connections within each unit shall have continuous current ratings at least equal
to the rating of the power circuit breaker or load interrupter switch in that unit.

7.5.6 Bus joints shall be equipped with reusable insulation covers.

7.5.7 Bus bar connections shall be mechanically secured with reusable fasteners. Fasteners
shall be SAE grade 5 hardware minimum and include split lock washers.

7.5.8 Air gaps between live parts shall at least be the minimum required without considering any
allowance for the insulation.

7.5.9 A 1/4-inch by 2-inch (6.35mm x 50.8mm) minimum copper ground bus shall be provided
throughout the entire length of the assembly.

7.6 Instrument Transformers

7.6.1 The current transformers shall be mechanically and thermally rated for the maximum short
circuit capacity of the switchgear as specified on the data sheets.
7.6.2 To ensure proper operation of protective relaying, the current transformers shall have a
relay accuracy class rating of at least twice the expected voltage across their burden at
the maximum short circuit capacity of the switchgear. SELLER must be prepared to
demonstrate the proper selection of CT accuracy classes.

7.6.3 The secondary terminals of the current transformers shall be wired to shorting type
terminal blocks located in accessible position. One point of each secondary winding shall
be grounded through a removable link.

7.6.4 Window type zero sequence residual current CT’s for ground fault protection shall be
mounted inside the cable termination compartment. The window opening size shall be
coordinated with BUYER for cable diameters.

7.6.5 Voltage transformers shall be mounted on a drawout or trunnion mechanism in a separate


compartment or superstructure. With the compartment door closed, the transformers shall
be completely connected and the primary and secondary disconnect contacts shall be
engaged with their respective stationary contacts to complete the circuit. Upon
withdrawing the drawout or trunnion mechanism the transformer primary and secondary
connections shall be broken and the primary fuses shall be momentarily grounded to
discharge the residual energy in the circuit.

7.6.6 Each voltage transformer shall be designed to withstand the basic impulse level (BIL) tests
of the switchgear.

7.6.7 Fuses shall be mounted to disengage when the VT truck is drawn out.

7.6.8 Potential transformers shall be of group -1 type suitable for application of line to line or line
to neutral voltage across the winding. Each voltage transformer shall be rated 1000 VA in
a 55 °C ambient.

7.6.9 Each transformer shall have a 120 V fused secondary winding. The fuses shall be so
located as to permit safe replacement while the switchgear is energized.

7.7 Switches

7.7.1 Breaker control switches shall have "pistol grip" handles and shall not be mounted
adjacent to meter switches.

7.7.2 When required on the data sheets, meter switches for discrete analog meters shall have
"knurled knob" handles. Ammeter and voltmeter switches shall be "three position and off"
type.

7.8 Relaying and Metering

7.8.1 Protective relays in general shall be of microprocessor based programmable type


incorporating key pad and alphanumeric display functions.

7.8.2 Protection function characteristics and settings shall be selectable by programmable


software and without the need to disconnect the primary wiring. All protective relays shall
be provided with communication facilities in accordance with the attached data sheets.

7.8.3 Protective relays shall be fixed or drawout type, as specified on the data sheets.

7.8.4 Relays and meters shall be semi-flush devices mounted on the front of the MCC.

7.8.5 Unless stated otherwise on the data sheets, protective relays shall be hand reset type.

7.8.6 Relays combining protective features with measurement functions for display purpose can
be provided in lieu of separate measuring instruments, when permitted by the data sheets.

7.8.7 All analog indicating instruments shall be flush mounted, one percent (1%) accuracy, taut
band switchboard type with a minimum 250-degree scale.

7.8.8 Isolated electromechanical contacts shall be furnished for all external interfaces. Alarm
contacts shall open for alarm.

7.8.9 Each lockout relay operating coil and its control circuit shall be monitored by a white
indicating light connected at the end of the circuit.

7.9 Auxiliary Power Supplies

7.9.1 Auxiliary power supply voltages used for control and protection purposes shall be as
indicated on the data sheets.

7.9.2 The auxiliary power supplies shall be produced by the SELLER. SELLER shall use the
auxiliary power supplies generated within the mobile trailer for all electrical equipment
within the trailer. SELLER shall distribute auxiliary power supplies to various feeders as
required by providing auxiliary power bus. Interpanel connection by cable is acceptable.
Power supplies shall be separately fused or molded case circuit breaker (MCB) protected
for each individual feeder.

7.9.3 Close and trip circuits for each breaker shall be separately fused or MCB protected. Fuse
blocks shall be dead front, pullout type that provides the means of disconnecting the
control power.

7.10 Control Power Transformer

7.10.1 When the ac control power supply is connected to the incoming line for a Switchgear
Section, the control power transformers shall be single-phase with three-wire solidly
grounded neutral, 240/120 V secondary rating. The transformers shall be drawout or
trunnion mounted dry type with disconnecting-type current limiting primary fuses in both
legs. Secondary circuit breakers shall be provided on the ungrounded legs.

7.10.2 The drawout truck shall always be positively grounded and the primary fuses shall be
momentarily grounded when the transformer is withdrawn. When drawout feature of
complete transformer is not feasible due to restriction of size, drawout primary fuses shall
be provided.

7.10.3 The SELLER shall properly coordinate the primary fuses with the magnetizing inrush
current and with the secondary protection of the control power transformer. An interlock
shall be provided to prevent the control power transformer primary fuses from being
withdrawn until after the transformer secondary breaker is opened.

7.10.4 The kVA rating of the control power transformers shall be determined by the SELLER,
considering any additional loads external to the switchgear as indicated on the data
sheets.

7.10.5 The BIL rating for the control power transformer shall be as specified in the data sheets.

7.11 Space Heaters

7.11.1 When space heaters are specified on the data sheets, a panel type space heater ammeter
complete with thermostat shall be provided for each controller enclosure. The ammeter
shall be “red lined” at the normal full-load current of all heaters in that enclosure. The
heaters shall be arranged to operate when the controller is de-energized and shall be
rated at 220 VAC.

7.11.2 When motor space heaters are specified on the data sheets, the controller control circuit
shall be arranged such that the space heater shall be de-energized when the motor
controller is closed and energized when it is opened or disconnected.

7.11.3 When power to motor space heaters is specified on the data sheets to be supplied from a
source external to the motor controller, circuit breakers shall be furnished for each heater
circuit. These breakers shall be connected to readily accessible connections to external
power wiring for motor space heaters.

7.11.4 When power to motor space heaters is specified on the data sheets to be supplied from
the CPT of the motor controller, the SELLER shall take into account this load when sizing
the CPT.

7.11.5 When the specified full-load current of the motor space heater exceeds the capability of
the controller auxiliary contact, the SELLER shall install an interposing contactor, wired
through the auxiliary contact.

7.11.6 MCC assembly including all circuit breakers and contactor modules shall be self-cooled.

7.12 Power Factor Correction

7.12.1 When power factor correction capacitors are specified on the data sheets, two hole-long
barrel compression lugs for #2-2/0 AWG copper cables shall be furnished by the SELLER
at the load side of the controller's overload device.

7.12.2 When power factor correction capacitors are specified to be furnished and mounted by the
SELLER as an integral part of the controller, they shall be connected to the controller by
the SELLER. The capacitors shall be fused and complete with insulating caps and
discharge resistors.

7.13 Grounding

7.13.1 Provide a ground bus rated for full fault current. The minimum size of the ground bus shall
be 1/4-inch by 2-inch copper. The ground bus shall be provided throughout the entire
length of the assembly and shall afford connections in each vertical section. Each
stationary unit shall be grounded directly to the ground bus. The frame of each circuit
breaker shall always be grounded through heavy multiple finger contacts except when the
breaker primary disconnecting devices are separated a safe distance. Each end of each
ground bus shall be provided with a clamp type lug for BUYER's 250 Kcmil (120 mm2)
bare copper ground cable.

7.13.2 The ground bus shall also permit grounding of cable armor and shields.

7.14 Wiring and Terminations

7.14.1 Low voltage wiring shall be flame retardant, 600 volt (Minimum), stranded tinned copper
and shall be continuous from terminal to terminal without splices. And tagged at both ends
with plastic sleeve-type wire markers.

7.14.2 Wiring for CT secondary leads shall be crimped in self-insulated compression ring-type
lugs and terminated on shorting screw-type terminal blocks located remote from the high
voltage compartment. The minimum conductor size shall be #10 AWG.

7.14.3 All wiring harnesses shall be securely bundled and supported and shall be protected from
rubbing against other parts within the enclosure.

7.14.4 SELLER’s wiring shall be connected to only one side of all field wiring terminal blocks and
no more than two wires per terminal shall be permitted.

7.14.5 Terminal blocks shall be supplied and clearly marked for wiring that will be installed by the
BUYER, including wiring between shipping sections. A minimum of 15 percent spare
terminals shall be furnished for BUYER’s use.

7.14.6 When metering and protective relaying are connected from common CT circuits, test
switches shall be installed in the CT circuit such that the metering can be disconnected
for maintenance without affecting relay operation.

7.14.7 Each indicating light shall be connected to the end of its control circuit to supervise the
continuity of the wiring in the circuit.

7.14.8 Control wiring, except for current transformer (CT) circuits, shall be crimped in self-
insulated compression spade-type lugs and terminated on screw-type terminal blocks. The
minimum conductor size shall be #14 AWG.

7.14.9 The controls of all circuit breakers shall be wired to outgoing terminal blocks to allow for
remote trip and close operation and/or remote interlocks.

7.14.10 When TOC contacts are required by the data sheets, then four electrically separate TOC
switch contacts (device 52H) shall be wired to the outgoing terminal blocks and be set to
operate when the breaker is withdrawn from the operating position. The individual sets of
52H contacts shall be wired to permit ready connection in series with local “close” and
remote “trip” and “close” control contacts and the remote-control contacts shall be
connected to operate only in the operating position. The controls shall be wired to the
terminal blocks in a manner which permits changing from local close control only in the
test position to local close control in the operating and test position by adding jumpers on
the terminal blocks. The fourth contact shall be closed in the breaker operating position
and shall be wired to the terminal blocks.

7.15 Primary Power Cable Terminations

7.15.1 Terminal lugs suitable for the incoming line, load and ground conductors defined in the
data sheets shall be provided by the SELLER. They shall be the two hole compression
type with long barrel tin-plated cast bodies. A minimum of 36 inches vertical space shall
be made available for the termination of cables.

7.15.2 Provide adequate space for terminating cables of the type, sizes and numbers indicated
on one-line diagram.

7.15.3 The equipment shall be provided for top or bottom cable entrance, as specified in data
sheets and/or one-line diagram.

7.15.4 Bus connections to cables and bus duct shall be rigid. Termination bus arrangement shall
allow 36 inches minimum for primary cable terminations and stress cones.

7.15.5 Provide removable gland plates having enough area for cable terminations. Gland plates
terminating single core cables shall be of non-magnetic material.

7.16 Nameplates

7.16.1 Permanent nameplates in Spanish shall be provided to identify each controller assembly,
individual controller, meter, relay, control switch, controller pilot device, and auxiliary

compartment and to identify all equipment and terminal blocks within the compartments
except space heaters. Nameplates shall be machine engraved laminated white plastic
with black letters. Adhesives shall not be used for mounting any devices, parts, or
components. All devices, parts, and components including nameplates, wireways, and
wire supports shall be mounted with screws or bolts. Use acorn nuts to prevent screws
from protruding on either the exterior or the interior of the MCC.

7.16.2 Door mounted devices shall be identified from within the compartment in addition to the
external identification.

7.16.3 Relays shall be identified by IEEE device number as well as by phase to which they are
connected. Multi-function relays shall not be covered by these requirements.

7.16.4 A red nameplate with 1/4 inch high white letters shall be attached to the door of each
compartment where wiring fed from an external power source is accessible. The
nameplate shall be in Spanish and shall read as follows:

7.16.5 Nameplates shall be prominently displayed at each of the access doors to the incoming
line and outgoing feeder terminations, and shall be red with 1/2 inch high minimum

7.16.6 Lettering for the overall MCC/Switchgear assembly shall be white with 1 inch (25.4mm)

7.16.8 Nameplate information shall be provided by the BUYER.

7.16.9 When voltage transformers are connected at the line side of the incoming breaker, a red
nameplate shall be located near the transformer and shall be engraved with 3/16 inch high
minimum white lettering as follows:

7.16.11 Where a manufacturer does not already indicate the location of the circuit breaker manual
trip feature, a white nameplate with 3/16 inch high minimum black lettering indicating the
location of the manual circuit breaker trip features shall be included on the front panel of
each circuit breaker cubicle.

7.16.12 A nameplate shall be affixed to the switchgear indicating an “Arc-Flash Hazard” in


accordance with the NEC, when required by data sheet. Label shall be Brady product #
94913 or equivalent. The label shall be installed by SELLER at front and rear end of main
incomers, tie breaker section and each vertical section.

7.16.13 In lieu of installing the labels on the switchgears at factory, SELLER's detail drawing
showing position of labels and a complete bill of materials showing the number and type
of labels supplied by the SELLER are acceptable. In lieu of separate labels for ‘Voltage’
and ‘Arc flash hazard’, a combined label is also acceptable.

7.17 Painting

7.17.1 Each enclosure shall be primed and chemically treated to prevent rust, and painted light
gray, Munsell 8.3G 6.10/0.54 (ANSI 61), inside and out for indoor equipment.

7.17.2 The SELLER shall provide two 1-liter cans of paint, matching each color used, for field
touch-up after installation of the equipment.

7.17.3 All metal work shall be thoroughly pre-cleaned, phosphatized, de-greased, completely de-
rusted, passivated and painted either with enamel paint or a powder coating process.
Finish to supplier’s standard colors unless specified otherwise on data sheet.

7.17.4 The SELLER shall supply paint, matching each color used, for field touch-up after
installation of the equipment. Two 1-pint cans of each color shall be supplied.

7.18 Arc Resistant Motor Control Center

7.18.1 When specified on the single-line diagram or data sheet, the metal-enclosed MCC shall
include the following construction, features, and performance attributes.

7.18.2 MCC assemblies shall be designed, manufactured and tested as far as possible, in
accordance with the applicable sections of the latest edition of the following standards:

8.0 MISCELLANEOUS EQUIPMENT

8.1 Dry Type Isolation Transformer

8.1.1 Technical data for three and two windings transformers is shown in Data Sheets.

8.1.2 The dry type isolation transformer shall be static self-regulating, double wound with copper
wire and with earth screen designed to prevent primary side transients appearing on the
secondary or tertiary side.

8.1.3 The design load on transformer bushings shall not exceed 80 percent of the rating of each
bushing after adjustments have been made for waveform, altitude, ambient temperature,
and unequal division of current between bushings operating in parallel.

8.1.4 The cores shall be of non-aging, cold rolled, grain-oriented, high permeability annealed
steel. The core laminations shall be properly stacked and free of burred edges and folds.
Each sheet shall have an insulating surface treatment or coating to provide the necessary
interlamination resistance. The cores shall be assembled and rigidly clamped to ensure
adequate mechanical strength to support the windings and to prevent shifting of the
laminations during shipment, and to reduce vibration to a minimum under operating
conditions.

8.1.5 The windings shall be designed to withstand tests in accordance with the standards. Coils
shall be constructed, shaped, and braced to provide for expansion and contraction due to
temperature changes to avoid abrasion of insulation. End coils shall have additional
protection against abnormal line disturbances. Sheet windings shall be manufactured from
single full height sheets. Sheet windings operating in parallel shall not be stacked end-to-
end.

8.1.6 When the data sheets require a de-energized tap-changer, then each transformer shall be
equipped with taps to be used when the transformer is de-energized. All taps shall be full-
capacity taps.

8.2 Panel Boards

8.2.4 Where specified, a distribution board separated, wall mounting type, shall be provided.

8.2.5 All poles of the supply including the neutral pole shall be switched by means of linked
switches.

8.2.6 Shunt tripping and earth leakage detection shall be as required by the data sheet.

8.2.7 For separately mounted distribution boards, an incoming feeder circuit breaker shall be
provided which shall have an auxiliary contact for alarm purposes.

8.2.8 When a double output voltage is required, a power transformer can be considered to
obtain a second output voltage. In this case, the SELLER shall verify if this arrangement
is compatible with the supplied UPS, if not compatibility, the SELLER shall provide an
alternate solution.

8.2.9 At least, the following requirements shall be considered in the distribution board supply:

The panels shall be furnished complete, wired, assembled and organized with devices
and controls, in accordance with the requirements of the data sheets.
• The panel’s enclosures shall be steel manufactured, for class NEMA 12
environment protection, unless otherwise specified on the data sheets.

• Each unit shall have a hinged door provided with handle, key and single or double
bars lock type.
• Each panel shall be provided with terminal blocks wired to the distribution circuits,
marked and grouped according to the distribution circuit designation.
• Terminal blocks shall be for the wire size, in accordance with the required by the
data sheets.
• The field side of the terminal blocks shall be completely free of wires and jumpers.
• Each panel shall be equipped with a cooper bus, with 40 kA of bracing capacity as
minimum and ampacity as is specified on the data sheet.
• The minimum control wire size shall be # 14 AWG stranded, type THWN, insulated
for 600 V and 90°C.
• The panel shall have provision for top or bottom cable entry, unless otherwise
specified on the data sheets.
• Each distribution circuit shall be marked with lamicoid plastic, according to the
number and description, as shown on the data sheets.

8.3 Battery and Battery Charger

8.3.1 All components shall be rated for the electrical system characteristics, voltage and
frequency variations as stated in the data sheet.

8.3.2 The battery and charger shall operate in following mode:

• Normal Mode
• Emergency Mode
• Recharge Mode
• Battery Maintenance (Eliminator) Mode

8.3.3 The equipment shall be metal enclosed for indoor service, free standing, dead front, with
hinged doors for front access. The enclosure shall accommodate both top and bottom
cable entry. The interior shall be designed to allow all normal maintenance to be performed
from the front hinged and lockable door. The degree of protection (type of enclosure) shall
be as stated on the data sheets. All cabinets shall be provided with suitable lifting lugs.

8.3.4 Cooling shall normally be by natural convection. Where an air circulation fan assists
natural convection, redundant fans with filtered input air shall be provided. Each cooling
fan shall be equipped with a rotation sensor having an alarm contact that indicates the
loss of a fan. Filters shall be easily removable for cleaning or replacement.

8.3.5 Gland (drill) plates for external cables shall have adequate space for gland
accommodation and be removable. The plates shall be located to provide ease of access
for terminating the size and type of cable specified.

8.3.6 The charger shall be a constant voltage, current limiting, self-regulating, static semi-
conductor type and shall be sized to supply a 120% of the dc load current as well as to
recharge the battery to 95% of rated capacity within 8 hours unless otherwise specified on

the data sheet. All rectifiers shall be full wave rectifiers and all controllable rectifiers shall
be fully controllable type rectifiers.

8.3.7 The output voltage of charger at the distribution board shall remain within the specified
tolerances during both float and boost charge operation. Voltage dropping diodes are an
acceptable method for limiting the voltage appearing at the DC load terminals during boost
charging, but they shall not be in circuit during float charge operation.

8.3.8 The design of the charger shall be such that repair/replacement can reasonably be carried
out within the specified battery backup time.

8.3.9 Each charger shall be provided with an input circuit breaker, surge suppressors such as
metal-oxide varistors to protect against supply side switching transients, and the design
shall incorporate an input isolation transformer.

8.3.10 The charger output ac ripple shall not exceed 5% rms total harmonic distortion for voltages
+10% to -20% of the steady state values for external dc load current of 0 to 100% of the
rated value unless otherwise specified on the data sheet. It shall be compatible with the
battery requirements in every respect.

8.3.11 If manual boost charging is specified it shall revert automatically to float charge in a pre-
selected time or when the battery is fully charged, whichever is the sooner. Boost charging
shall not be available if sealed re-combination battery cells are being used.

8.3.12 All chargers shall be capable of working in parallel and sharing the load within 10% of the
combined load. A blocking diode shall be provided in the output of each unit.

8.3.13 If two chargers are specified to work in parallel, they shall both be fully rated and shall
normally operate load sharing to within 10% of the combined load. On failure of one unit
the total load and battery charging shall be supplied by the healthy unit. A blocking diode
shall be provided in the output of each unit.

8.3.14 Chargers shall provide for battery equalize charging and they shall have voltage and
current protection logic with the appropriate fault annunciation output.

8.3.15 All alarms shall provide 2 dry contacts per signal; 1 NO plus 1 NC, both rated at 115Vac,
2 Amp. Alarm signals are specified on the datasheet.

8.3.16 There shall be separate controls for setting equalizing and floating voltages, including a
manually set timer that automatically resets charger to float voltage from equalizing
voltage.

8.3.17 The batteries shall be Valve Regulated Lead Acid GEL type, “maintenance free”,
recombinant gas-type.

8.3.18 The battery shall be sized in accordance with IEEE 485, using temperature correction,
aging, and design margin factors provided in the datasheet included with the MR to yield
a design life as specified in the datasheet included with the MR.

8.3.19 The batteries shall be sized to supply the 120% of the full rated load for the time specified
on the data sheet.

8.3.20 Supplementary cells shall not be used as a means of dc voltage control.

8.3.21 Cubicles housing batteries shall be freely ventilated. The smaller sizes may be
incorporated in the rectifier/charger suite, subject to BUYER's approval.

8.3.22 For the sealed cells a steel battery rack, painted with two coats of corrosion resistant paint,
shall be furnished. Metallic stands shall have grounding terminals and be provided with
adjustable insulated feet for leveling.

8.3.23 The size of interconnecting cable between battery and charger shall be recommended by
the SELLER.

8.3.24 Each battery shall comprise a group of cells connected in series to give specified nominal
voltage. Each cell shall identify the polarity, manufacturer, type, ampere-hour capacity,
hour’s basis and date of manufacture, all appearing in a plain and durable manner. All
cells shall be made of flame-retardant material of high impact strength.

8.3.25 The method of grounding shall be as specified on the data sheet.

8.3.26 Means of disconnecting the battery connection to the rectifier/charger shall be provided at
the rectifier/charger cabinet.

8.3.27 To disconnect the battery at the source, a fused disconnects switch (or circuit breaker),
rated for full battery capacity, and shall be provided by the SELLER for installation at the
battery rack or cabinet. When a circuit breaker is specified, it shall be provided with a shunt
trip feature.

8.3.28 The Battery Rack shall be made of steel and shall have a seismic resistance specified on
the datasheet. It shall be demonstrated the Rack structure satisfy the seismic
requirements.

8.4 Uninterruptible Power supply (UPS)

8.4.1 The UPS shall operate in following mode:

• Normal Mode
• Emergency Mode
• Recharge Mode

Static Bypass Mode


• Manual Bypass Mode
• Battery Maintenance Mode

8.4.2 The UPS system shall include all components specified in data sheet(s), and all other
circuit protective devices, regulators, filters, instrumentation, and related components
required to insure the integrity and reliability of the system.

8.4.3 All components shall be rated for the electrical system characteristics with voltage and
frequency variations as stated on the data sheet(s).

8.4.4 The UPS system type may be either ferro resonant or pulse width modulation (PWM),
unless a type is specified on the data sheet(s).

8.4.5 A shielded, self-regulating, isolation transformer, compatible with the alternate AC source
and UPS output voltages, shall be provided unless otherwise specified on the data
sheet(s).

8.4.6 The UPS enclosure shall be NEMA 12 for indoor service, free standing, dead front, with
hinged doors for front access. The enclosure shall accommodate both top and bottom
cable entry. The interior shall be designed to allow all normal maintenance to be performed
from the front hinged door.

8.4.7 Cooling by natural convection shall be preferred. When the UPS ventilation system is
assisted by forced air, redundant fans with filtered input air shall be provided. Auxiliary
voltage for fans and relays shall be provided from the UPS, when required.

8.4.8 When the UPS system has single phase three wire, or three phase four wire outputs, the
neutral conductor shall be the sized for 100% unbalanced load.

8.4.9 Wires shall be continuous from terminal to terminal without splices and tagged at both
ends with plastic sleeve-type wire markers. Wire numbers shall match the SELLER's
interconnection drawing.

8.4.10 Wiring routed to hinged panels or doors shall be highly flexible and neatly bundled in a
strain-relief configuration.

8.4.11 Terminal blocks shall be supplied and clearly marked for wiring that will be installed by the
BUYER. SELLER's wiring for external connection shall be terminated to only one side of
terminal blocks and no more than two wires per terminal shall be permitted.

8.4.12 All terminal blocks shall have 20% spare terminals. The minimum terminal size shall be
2.56 sq. mm or # 14 AWG.

8.4.13 UPS connectors shape shall allow only one connection position in order to avoid inverted
connections.

8.4.14 If stated on data sheet(s), thermostatically controlled anticondensation heaters shall be


installed, with a fusible disconnect switch or circuit breaker for maintenance and testing.

8.4.15 The SELLER shall confirm that the UPS system will not generate significant radio
frequency interference, as stated in IEC 62040-2 for Category C3 UPS.

8.4.16 The UPS system shall include protection against supply system and load switching
transients.

9.0 DESIGN COORDINATION

9.1 It is the intent that this specification will govern the construction of the mobile substation.
The primary supplier of the mobile substation shall provide a completed pre-assembled
unit with all internal equipment located, wired, functionally tested, and secured prior to
shipment.

9.2 Components that are wall mounted shall be secured to the unit and provided with a sound,
rigid support that will endure for the life of the equipment and shall withstand the
transportation stresses.

9.3 Components that are wall mounted shall be secured to the unit and provided with a sound,

9.4 Motor control centers and other floor mounted equipment and hardware (including any
panels, cabinets and/or racks) shall be anchor bolted to the steel floor in their final
locations critical and precision equipment shall be leveled with the use of steel shims
before securing to the floor.

10.0 PAINTING AND COATING

10.1 Roof, walls and doors, floor and base structure, platforms, ladders and handrails shall be
painted using external and internal finishing colors as stated in corresponding data sheet
after the completion of the assembly. Surfaces preparations, primers and paintings shall
conform to technical specification No. 25635-220-3PS-NX00-00001 “Shop Priming and
Painting” with Coating Schedule Class A-2. Other painting and coating materials and
procedures are permitted only after BUYER’s approval. The painting and finishing of the
equipment are covered in respective equipment section.

10.2 Doors and frames shall be painted with finishing color as stated in data sheet.

10.3 Stainless steel plates and hardware shall be left unpainted.

10.4 A coat of fireproof intumescent paint shall be applied to the underside of the housing
foundation trailer structure with appropriate thickness to assure 60-minute fire resistant
rating.

10.5 For each module, four liters of each color and type of paint shall be furnished for touch-up
repairs.

10.6 Proposals shall include a detailed description of the metal surface preparation process.

10.7 A ten-year corrosion guarantee against blistering, peeling or chipping shall be offered.

11.0 ASSEMBLY INSPECTION AND TESTING

11.1 The equipment installed in the preassembled mobile substation shall be tested in
accordance with the requirements of the applicable Material requisition. Equipment not
originally furnished by the SELLER shall have certified test reports from the manufacturer
stating compliance with Project documents.

11.2 All defects detected as a result of testing shall be replaced or repaired and retested by the
manufacturer(s) at own expenses before shipment.

11.3 Material improperly detailed, fabricated, or assembled, so that its installation at the field
requires extra work, shall be the responsibility of the SELLER, who shall pay the entire
cost of correction of shop errors and replacement of incorrectly fabricated parts.

11.4 The equipment installed in the preassembled mobile substation shall be designed to
survive the maximum design earthquake for the seismic zone specified in data sheet and
in Site Specific Information of the Material requisition without permanent damage,
significant permanent deformation of parts, or any form of misoperation which would be
destructive to the equipment. The SELLER shall provide appurtenances for bolting each
piece of equipment to its foundation. Such appurtenances shall be suitable for the
specified seismic service. A seismic qualification is not required; but the SELLER shall
certify that the equipment has been designed for seismic service as specified.

11.5 Authorized representatives of the BUYER shall always be allowed free access to the
manufacturer’s shops for purposes of inspection or obtaining information on the progress
of the work.

11.6 The SELLER shall perform a functional test of all systems in the prefabricated electrical
room to the referenced standards.

11.7 The SELLER shall notify the BUYER two weeks prior to when the final tests are to be
performed. The BUYER or his representative reserves the right to inspect the unit(s) and
witness the tests at the factory.

11.8 A certified test report shall be submitted to the BUYER.

12.0 PACKING AND SHIPPING

12.1 The equipment shall be shipped assembled to the maximum extent possible as allowed
by shipping limitations. Heavy or unstable equipment and installations shall be
appropriately braced with temporary removable cushioned wooden or similar braces, to
prevent movements or damages during transit. Equipment containing in its interior heavy
or delicate components, such as batteries, electronic boards or similar, shall be prepared

with additional internal supports, ties or bracings to withstand the shipping and lifting
stresses. Impact recorders shall be installed to measure horizontal and vertical
accelerations during shipment.

13.0 DEVIATIONS

13.1 Deviations from this specification are only acceptable where the SELLER has listed in his
quotation the requirements he cannot or does not wish to comply with, and the BUYER
has accepted in writing the deviations before order is placed. If the manufacturer can offer
alternatives resulting in technical or price advantages without sacrificing operability, safety
and maintainability, he should submit a supplement to the main tender with a separate list
of deviations.

13.2 In the absence of a list of deviations, the BUYER will assume that the SELLER fully
complies with this specification.
