Chapter-1: Introduction

1.1 Background

The Government of Nepal (GoN) and External Development Partners supporting Nepal's
rural and renewable energy sector have designed National Rural and Renewable Energy
Programme (NRREP) to be implemented by AEPC for five years from mid-July 2012 to mid-
July 2017 in a single program modality. The Community Electrification Sub-component of
NRREP is one of the major components responsible for coordination and implementation of
community electrification activities throughout the country in demand driven and public-
private-partnership approach. The component aims to install 25 MW of Mini/Micro
Hydropower to provide electricity to 150,000 rural households during this period.

National Rural and Renewable Energy Programme/Alternative Energy Promotion Centre


(AEPC/NRREP), through its Community Electrification Sub-Component (CESC), assists
Micro-Hydropower Operators/ Managers and Pico hydropower operators in enhancing their
capabilities by providing various supports including trainings. CESC has developed training
manuals for conducting such trainings. One of them is a Pico Hydro Operation and
management Training Manual. Providing training to the operators of pico-hydropower
(PHP) plant is a regular process.

Each year a number of plants come into the operation. Turnover of the trained and
experienced operators are very high, thus new operators need to be trained also in the
existing plants.

In this regards AEPC/NRREP is going to conduct Pico Hydro Operation Training based on the
already existing guideline, practices and call for proposal to select the suitable training
firms.

In this context, AEPC/NRREP awarded D L Energy Concern Pvt. Ltd. to conduct a training
program on “Pico hydro operation training at Biratnagar”. The consultant had jointly
worked with the AEPC/NRREP and RSC personnel in selecting training participants,
communicating and providing the training. The consultant conducted the training at Hotel
Carpedium, Biratnagar. The duration of the training was 8 days (from 22 to 29 June,
2013). There were 27 participants were participated.

1.2 Objectives

The overall objective of the assignment is to update (refine) a coherent way of supporting
implementation of mini-grid projects. The specific objective is to:
 Ensure availability of skilled and competent human resources for operation of Pico-
hydro projects.

 Conduct one-batch Pico-hydro Operation Training at Biratnagar by using Pico Hydro


Operation and Management Training Manual developed by AEPC/NRREP.

1.3 Approaches and Methodology

Training design and the preliminary exercise had done at desk study level in consultation
with CESC, AEPC/NRREP. The defined approaches had applied during the training period
for fulfilling the intended goals.
At the time of the training, participatory approach had adopted. In order to collect the
necessary feedbacks, experience gained and lesson learnt, the group discussion method
had adopted.
The training was basically conducted on a participatory approach with thrust on practical
hands-on skills, group discussions and practical exercises where the trainees were capable
for house wiring, operation and maintenance of the pico hydro project.

1.4 Training module and Course Contents

The training course and modules was based on the updated pico hydro training manual
developed by AEPC/ESAP. The course of contents for the training was as follows. The

Chapter-2: Organization and Management of the Training

2.1 Selection of Trainees


The training program was designed for 25 participants (however 27 participants were
participated) who have been involving as an operator of pico hydro project. The
participants had selected from the respective user committee of pico hydro projects with
the support of CESC/RSC.
As per the discussion with the concern officials of RSC, the list of selected participants
from different pico hydro projects had send to AEPC/NRREP through respective RSC and
the list of participants had forwarded to consultant (DLEC). RSC had confirmed and
informed the participants to participate in the training programme. The consultant had
necessary follow-up and further communication of participants in this matter.
27 participants were participated at the training programme.

The figure No 1 shows that the district wise number of participants. 7 participants were
participated from Panchthar district. Similarly 6 participants were participated from
Udayapur district. Likewise, 3/3 participant was participated from Ilam & Kavre districts
respectively.

All participants are male (Figure No. 3). The consultant has focus to invite the female
participants also at the time of the communication. However no one was participated.

Figure no 4 shows the distribution of participants by cast/ethnicity. 52% of the


participants were from Rai community. Like as 29% of the participants were Tamang, 11%
were Magar, 4 % were Limbu and 4% Gurung. This data shows that almost of the MHP
operators are from Janajati.

The name, PP size photo and attendance sheet of the participants has been presented in
annex.

2.2 Venue and date of training


The training programme on “Pico Hydro Operation” had organized in Hotel Carpedium,
Roadcess Chowk, Biratnagar.
The one day exposure visit at Peltric Set manufacturing workshop located at Itahari
(Singhabahini Engineering Works) was conducted at the time of the training. The training
had conducted from June 22-29, 2013.

2.3 Preparation of handouts

Training is not just a verbal and practical class only. In this training, the trainees were
provided relevant handouts for all course/subject matters. In this regard, the handouts of
the sessions of the respected resource person were provided to the participants, the task
were achieved in consultation and coordination with the respective resource persons.

2.4 Team Composition


The following multi-disciplinary team having ample experience in the field of Pico/Micro
hydropower sector was involved at the time of training.
As resource person, highly experienced engineers and technical personnel on Pico
Hydro/MHP sector were invited.
The list of resource persons were as follows:
1. Mr. Basanta Raj Lamichhane, Training Coordinator/ Pico Hydro Expert
2. Mr. Puspakhar Lamichhane, Sub-Engineer
3. Mr. Hiramani Timilsina, Electrician
4. Ms Raj Kumari Gurung, Gender Expert

2.5 Proceeding of the training session

2.5.1 First Day (22 June, 2013)


The opening session of the training was conducted informally. The training program was
started with the welcome remarks by Mr. Basanta Raj Lamichhane, training coordinator of
DLEC. He welcomed the participants and briefed about the training program and its

objective. He also requested for their active participation from the participants in the
training. The introductory session was run in participatory way. In this session, all the
training team and the participants introduced themselves.

In opening session, Mr. Rana Bahadur Thapa from AEPC/NRREP had given his opening
remarks. He delivered his congratulatory remarks to the participants for getting success
and better opportunity in the field of pico hydro operation & management. He also added
AEPC/NRREP have focused this type of capacity building activities for the sustainability of
the pico hydro. After his opening remarks, pre test was conducted to know the capacity
level of the participants.

In order to assess the interest and expectation of the participants from the training
program, participants were asked to write their interest, expectations from the training
and how they were going to utilize the knowledge gained from this training.
The training had its specific objectives and the team was dedicated for the assigned
responsibility. The participants also had their own expectations from the training. In order
to assess the interest and expectation of the participants from the training program,
participants were asked to put forward their interest, expectations from the training and
how they were going to utilize and disseminate the knowledge gained from this training.
After the collection of expectations from the participants, a brief presentation was made
to identify their queries.
The first session of the first day about introduction of pico hydro and main compoments
of pico hydro was facilitated by Mr. Basanta Raj Lamichhane. He briefed about the pico
hydro and its main components. Almost of the participants were aware about the pico
hydro but not about the main components of pico hydro power. He also briefed about the
head & discharge measurement and power calculation.

The second session was scheduled for the gender issues on pico hydro project. This session
was facilitated by Ms. Raj Kumari Gurung, Gender expert. She briefed about the definition
of sex & gender, gender related issues on pico hydro, gender mainstreaming on pico hydro
like as equal participation of male & female on community meeting, female
representation on user committee and pico hydro operation etc.

2.5.2 Second Day (23 June, 2013)


As per the group formation on the previous day, Mr. Ujar Bahadur Rai, one of the group
members of the reporting group of this training recapped the first day’s session. He

briefed the activities of previous days and made some recommendations on the previous
day’s activities so as to make the training more effective.

The first session of the second day was concentrated on socio-economic benefits of pico
hydro projects. This session was facilitated by Mr. Sujan Gurung. He briefed about the
socio-economic benefit of pico hydro project participatory way. In this session the
participants were acquired knowledge about the social impact and economic benefit of
the pico hydro.

The next of the second day was concentrated on civil components as well as electro-
mechanical components of pico hydro project such as weir, intake, spill way, settling
basin, headrace canal, forebay, powerhouse and tailrace. In this session participants
acquire knowledge about the civil, mechanical and electrical components of the pico
hydro project. This session was facilitated by Mr. Basanta Raj Lamichhane.

After the short break, Mr. Lamichhane solved the overall issues/problems arise by the
trainees related to the operation (open & close Syetem) of pico hydro project.

2.5.3 Third Day (24 June, 2013)


At the morning of the 3rd day, review of second day's sessions was presented by Mr. Shanke
Tamang. He briefed about the activities of previous days and made some
recommendations on the previous day’s activities so as to make the training more
effective. From the trainer's team Mr Basanta Raj Lamichhane had recapped the previous
day’s session in a participatory way.

The first session of the third day was facilitated by Mr. Puspakhar Lamichhane. He brief
about the transmission and distribution system of pico hydro. In this session the trainees
acquired knowledge about the types of conductors, overhead and underground
transmission system, types of insulators, types of poles and conductor laying technique.

The second session about the introduction of basic electricity was facilitated by Mr.
Basanta Raj Lamichhane. He briefed about the source of electricity, introduction of
current, types of current, basic unit of current.

After the lunch break, the third session about the induction generator controller and
control/protection system was facilitated by Mr. Lamichhane. At this session the trainees

were able to known about the induction generator, its working principle, induction
generator controller, mcb, switch, fuse, earthing etc.

After the tea break next session related to the role & responsibilities of the
operator\manager was taken by Mr. Sujan Gurung. In this session the trainees got
knowledge about the main role and responsibilities of operator like as the operation of
pico hydro, safety measures, log book maintain, repair & maintenance of the pico hydro
plant, tariff collection, coordination with user committee, installation company.

2.5.4 Fourth Day (25 June, 2013)


At the morning of the fourth day, review of third day's sessions was presented by Mr.
Kumar Lama. He briefed about the activities of previous days and made some
recommendations on the previous day’s activities so as to make the training more
effective.
The first session of the fourth day was facilitated by Mr. Basanta Raj Lamichhane. He
briefed about the pico hydro operation procedure, opening and closing methods of the
peltric set. In this session the participants were able to known about the pico hydro
operation procedure.
After the tea break, the second session about the repair and maintenance was facilitated
by Mr. Puspakhar Lamichhane. The main outline of this session was maintenance of civil
components, repair and maintenance of electromechanical components, major Problems
and their solution, maintenance of transmission and distribution system. In this session the
trainees were acquired the knowledge about the general repair & maintenance of the
main components of the pico hydro project.
The third session was scheduled for the tariff determination and collection. The session
mainly focus the procedure of the tariff determination, factors to be consider while tariff
determination, procedure of tariff collection and importance of tariff collection. One
example was illustrated about the tariff determination. In this session the trainees was
able to determine the tariff rate and acquired knowledge about the tariff collection.
The last session of the fourth day was concentrated about the end use and end use
management. This session mainly focus to the definition of the end uses, types of end
uses, end use management and importance of the end uses.

2.5.5 Fifth Day (26 June, 2013)
The review of fourth day's sessions was presented by Mr. Rajendra Rai. He briefed about
the activities of previous days and made some recommendations on the previous day’s
activities.

The fifth day was scheduled for the exposure visit at the pico hydro manufacturing
workshop located at Itahari (Shighbahini Engineering Works) prequalified company up to 5
kW capacity. All the training team was departure to visit the manufacturing workshop
after the lunch at 10 am from training venue. Mr. Tanka Timilsina, Proprietor/Managing
Director of the Shighbahini Engineering Works bried about the technical details of IGC in
his workshop.
The main objective of this exposure visit was to develop the practical knowledge about
the electro-mechanical components of pico hydro projects. General repair maintenance
procedure of the electro-mechanical components of the pico hydro projects.

At the time of workshop visit, the HDPE pipe joining exercise was done by the trainees.
Mr. Basanta Raj Lamichhane facilitated this practical session. The angular and straight
joints of HDPE pipe were done by the participants using heating plate.

2.5.6 Sixth Day (27 June, 2013)


At the morning of the sixth day, review of fifth day's sessions was presented by Mr. Mailan
Rai. He briefed about the activities of previous days and made some recommendations on
the previous day’s activities so as to make the training more effective.
The sixth day mainly focuses to the house wiring. In first session was done by Mr. Hiramani
Timilsina. He briefed about the introduction of house wiring, types of house wiring, main
equipments of house wiring, techniques of house wiring etc. After this session the
participants were divided in to the four groups for the practical session of house wiring.
Mr. Timilsina facilitated the trainees to done the house wiring practice. All four groups
successfully done the wiring and electrified the CFL lamp. The participants were actively
participated at the practical session.

2.5.7 Seventh Day (28 June, 2013)


The first session of the seventh day about the financial and project management was
facilitated by Mr. Deepak Adhikari. He briefed about the introduction of project
management and financial management, importance of financial management, income &

expenditure of the pico hydro project. In this session the trainees were able to calculate
the income and expenditure of their own pico hydro project.

The second session of the seventh day was scheduled for the safety measures and first aid.
In this session the trainees acquired knowledge about the safety precaution, factors to
keep on mind while doing the electrical works, protection system, first aid technique.

The next two sessions was mainly concentrated the account keeping and practical exercise
on accounting system. The main contains of this session were introduction of account
keeping, accounting terminology, types of ledger, voucher, accounting system etc. In this
session the participants acquired the knowledge about the account keeping system.

2.5.8 Eighth Day (29 June, 2013)


At the morning of the eighth day, review of seventh day's activities was presented by Mr.
Raju Tamang. He briefed about the activities of previous days.

The last session of the third day concentrated about the log book maintain and office
management. Almost of the participants unaware about the log book and they have not
maintain the log book yet while operating the pico hydro project. In this session the
participants were able to known about the log book, the main contains in log book, fill of
log book and office management.

The second session of the eighth day was facilitated by Mr. Basanta Raj Lamichhane. He
brief about the introduction of clean development mechanism (CDM), CDM on micdro
hydro, benefit on CDM and role of operator for log book maintain and sustainability of the
project. In this session the trainees were able to known about the basic knowledge on CDM
and importance of CDM.
The closing session was conducted informally. Mr. Basanta Raj Lamichhane, training
coordinator, had conducted brief discussion with the trainees about the overall aspect of
the training programme. He delivered his congratulatory remarks to the participants for
getting success and better opportunity in the field of pico hydro operation & management.
From the participants Mr. Gaur Bahadur Tamang presented his views about the training. In
his view, he found that they were very satisfied with the training. He also thanked to
AEPC/NRREP and DLEC for organizing such type of training. He added that all the
participants had a lot of knowledge gained on various aspects of Pico hydro operation and
management.

After completion of congratulatory remarks, Mr. Gaur Bahadur Tamang, the oldest
participants distributed the training completion certificate to the trainees.
At last Mr. Basanta Raj Lamichhane, training coordinator, presented his view about the
training and thanked to all concerned persons of AEPC/NRREP, RSC, resource persons,
participants and organizations, who helped the team to complete the training
successfully.

Chapter-3: Training Evaluation, Conclusion & Recommendation

3.1 Training Evaluation


The evaluation of training was achieved from the overall process of training conduction,
comparison with similar trainings provided in previous times. The feedback provided from
AEPC and the participants had incorporated in the evaluation process which was very
useful to conduct much better training in future. The evaluation of skill of trainees before
and after training was also reflecting the quality of training.
After completion of the training a training evaluation was conducted to reveal the overall
performance of the training. The evaluation of the training from the participants is
presented as under.

Figure no 5 shows that 17 participants out of the total 27 participants stated that the
training duration was medium neither short not long. 5 participants out of total 27 stated
that the training duration is long whereas 5 participants stated the training period short.

B. Course Contains
Course contains/module is the main outline of the training. The course module should be
relevant to the training objectives/goals.

Table No 1 shows that most of the trainees (56%) express their view that the course
contains/module are relevant.

C. Training session facilitation process


Figure No 6 shows that the training session facilitation process/methods. Almost of the
participants (63%) stated that the training facilitation process was best from their point of
view. 37% trainees replied that the training facilitation process was good.

D. Fulfill the expectation of participants
At the 1st day of the training the expectation collection had done from the participants. At
the time of the closing the participants expressed their view about the fulfillment of their
expectation

Table No 2 Shows that 59% trainees stated that their expectation was fully fulfill whereas
41% trainees said their expectation was partial fulfill. From their views the practical

E. Practical Exercise

The practical exercise about the house wiring, HDPE pipe joining, open and close system
of pico hydro, exposure visit were scheduled at the training program. However, table no 3
shows that only 44% of the trainees stated that the practical exercise was sufficient
whereas 56% said the practical exercise was adequate.

F. Evaluation of overall training programme
At the end of the session the evaluation sheet had provided to participants. As per the
participants view, 18 numbers of trainees out of 27 (67%) stated the overall training
programme was best. Other trainees (33%) replied that the training programme was good
neither best nor worst (Figure No 7).

3.2 Conclusion/Recommendation

 27 participants were participated in training programme from the respective pico


hydro projects.
 The evaluation of the training by the participants shows that the training has been
quite useful and practicable.
 The participants have provided certain comments and suggestions at the time of
training evaluation. They need to be considered in future.
 Positive Aspects
Subject matter and topics were related and useful.
The participants acquired the knowledge about the pico hydro operation and
management aspect.
Self confidence builds up to the participants due to the training for the
operation and repair maintenance of pico hydro project.
The arrangement of the overall training was best.
The training team and all the resource persons very professional and had very
positive attitude towards the participants and were very flexible and friendly
with the participants.

 Improvements to be made for better conduction of training in the near future


The more practical exercise should be done at the time of training.
The training should be organized in other season except rainy season.
The training should be organized near to pico hydro site which may easy to
exposure visit.

 The training program on “Pico Hydro Operation and Management” has been
successfully completed.
