1. INTRODUCTION
1.1 Scope of specification
The specification covers the minimum technical requirements for the design, engineering,
fabrication, testing, documentation, supply and installation of the Power Transformer for the
LPG REFRIGERATED STORAGE PROJECT in Baria-Vungtau, Vietnam.

The Supplier shall comply with the requirements of this Specification and documents
referenced herein. The Supplier shall submit full technical details of equipment that meets the
requirements detailed herein. Where the Supplier can provide standard equipment with
proven operability, safety and longevity then this standard equipment shall be offered.

1.2 Definitions

3. GENERAL REQUIREMENTS

3.1 General
The transformer unit designs shall be the responsibility of the Vendor.

The design of transformer shall meet all the requirements defined by this Specification
including Appendices, Data Sheets and any other documents concerned.

The Vendor shall be responsible for ensuring that all components including those that have
not been manufactured by them, meet this Specification and are compatible with each other
and the process medium in all respects.

The Vendor shall give full details of the technical changes and deviations from specifications
for the Purchaser’s review where the standard or preferred design option does not meet any
defined requirements in this Specification.

3.2 Operation & Design life

The design life for the Power transformer at the LPG Refrigerated Storage shall be a
minimum of 30 years in the environment and for duty specified herein.

3.3 Environmental data

• The extreme air temperature at the Refrigerated LPG Terminal will be :

Maximum : 40oC

Minimum : 13.8oC

Annual average temperature: 27.2 oC

• Outdoor Electrical Equipment & Material Design Temperature shall be:

Minimum : 40oC

• The relative humility will be:

3.4 Noise

Maximum noise emissions shall be in accordance with Vietnamese legislation Standards .

The design of the facility shall minimize the noise levels to the lowest practicable. Maximum
noise levels for external areas shall be 85dBA measured at 1m.

The equipment located within equipment rooms (if applicable) shall not generate a noise level
exceeding 45dBA at 1 metre, laterally, from the source and 1.5m, vertically, from the floor.

4. TECHNICAL REQUIREMENTS

4.1 General
The intent of the Standard specification is to define the general requirements to manufacture,
assembly, testing at vendor works of the (As per “Electrical Data sheet – Transformer”) KVA,
22 / 0.4 kV transformer for the Refrigerated LPG Terminal.

The transformer shall be ONAN (oil-immersed and natural cooling). Type of connection shall
be 3 phase, 2 winding, Dyn-11, 50 Hz.

The transformer shall be capable of continuous duty at full load, any voltage / frequency within
the tolerances stated in this specification. It shall be rated at the maximum ambient
temperature with Insulation system temperature shall be Class A.

The transformer shall supply mainly inductive motor loads but shall be designed for
unbalanced loading conditions.

The transformer shall be fed from the local electrical Power Company supply and suitable for
associated switching transients. The secondary winding neutral shall be solidly earthed at the
transformer..

The transformer shall be provided with off-load manual tap changers at primary (22kV) of
transformer, having 5 steps of 0%, ±2.5% and ±5% tap positions. The transformer shall be
capable of operating at its rated power output at its specific tapping.

The transformer shall be designed to withstand without damage the thermal and dynamic
effects of external short circuits.

The HV panel including HV Circuit beaker, lightning protection device and kWH meter will be
supplied, locked and sealed by the Local Electric Authority Power Company ( Power
Company of EVN ).

The HV Switchgear including VCB (high voltage Vacuum circuit breaker), meter devices and
protective relays shall be supplied.

The LV side of transformer shall be connected to the LV switchboard by 400V, 3 phases, 4


wires Busduct system

4.2 Protections

The HV lines side coming to the power transformer shall be protected by fuses and lightning
arresters. Valve type lightning arresters shall be used.

The LV side of the transformer shall be protected by air circuit breaker (ACB) at the main LV
Switchgear.

4.3 Skid Design


The transformer in system steady state shall have voltage and frequency tolerances detailed
below:

• Primary Voltage 22 kV

• Secondary Voltage 400V/230V ±5%, 3 phase, 4 wires.

• Frequency 50 Hz nominal ±2%


Further, the transformer and associated equipment shall be able to function through the
following short-term transient variation:

Voltage Nominal ±15%

Frequency Nominal ± 10%

4.4 Ingress Protection


The minimum acceptable degree of ingress protection (IP) for the associated electrical
equipment and Cable boxes enclosures of transformer shall be IP 56

4.5 Safety and Reliability

The transformers shall be designed and installed in such a manner that all components shall
be operated and maintained safely and shall not present a hazard to personnel or cause
damage to other equipment.

All equipment supplied shall be of proven reliability and suitable for the application.

4.6 Construction

Transformer tank shall be of welded sheet steel construction and provided with gasket steel
cover plates. All seams, flanges, lifting lugs, braces and other parts attached to the tanks shall
be welded. Base shall be suitably reinforced to prevent any distortion during lifting. Base
channels shall be provided with skids and pulling eyes to facilitate easy handling.

Maximum flux density in the core with the core excited to 110% rated voltage shall not exceed
1,6 Wb /sq. meter.

All live parts including the internal winding ends shall always remain under the oil.

All covers and seats shall be oil and airtight and shall not be affected by mineral or synthetic
oil action.

Detachable radiators equipment with air vent drain plug and lifting plugs shall be provided with
top bottom cut off valves to permit removal of any radiator without emptying the tank.
Radiators shall be securely braced to prevent undue vibration. For smaller rating of the
transformer up to 400kVA fixed radiators shall be acceptable.

All fastener bolts etc. shall be galvanized cadmium plated or zinc galvanized. All surfaces to
be painted thoroughly cleaned, displaced, made free from rust and give a priming coat of rust
resisting paint followed by two finishing coat of rust resisting paint followed by to fishing coast
of approval shade paint shall be suitable to withstand specified atmospheric conditions.

The transformers shall be provided with a HV/LV terminal bushing on the side/top respectively
and at right angles to each other as specified in data sheet

Conservator-Type Transformer

The oil immersed transformer rated above 1600 kVA and up to 3150 kVA may be either
hermetically sealed or of the conservator type, and the transformer rated above 3150 kVA
shall have a conservator.

The capacity of the oil conservator tank shall be such that it will amply cover the expansion of
the oil volume of the transformer for all operating conditions.

The oil conservator shall be provided with an oil level indicator with an ample scale to cover
the total oil contraction and expansion.

At its lowest part, the oil conservator shall have provisions to collect and remove water and
sludge.

A breather shall be provided with a silica gel dehydration capsule and a suitable air lock.

One filling/filter connection valve of adequate capacity shall be located in the tank cover and
provided with sealing plug or cap and padlock facilities.

One drain/filter connection valve of adequate capacity shall be located in the lowest part of
the tank wall and provided with sealing plug or cap and padlock facilities.

4.7 Terminals and connections


Cable connections

Windings shall be brought out and terminated on outdoor bushings as specified on the data
sheet.

When outdoor bushings are specified they shall be supplied completely with adjustable spark
gap and terminal connectors suitable for the specified conductor size.

Cable shall be supplied with cable lugs cable connections as specified in data sheet.

Cable lugs shall be non-soldering crimped type.

Cable boxes shall be air insulated/shrouded live parts. Terminals shall be marked in
accordance with IEC 616.

Main cable boxes shall preferable comply with BS 2562 or BS 6435. Where island layers are
specified , they shall be provided by means of an insulating gland plate.Gland plates for single
core cables shall be non-magnetic material.

The design shall avoid the need for bending conductors in cable boxes however the Supplier
shall adequate clearances within the cable boxes.

Adequate space shall be provided to terminate cables in the main terminal boxes.

Transformer shall be complete with cable supports, glands, etc. for the termination of all
cables required, including protection, control and alarm cables.

Separate cable boxes shall be provided for the high voltage side and the low voltage side of
the transformer. Enclosures shall provide a minimum degree of protection IP 42 for indoors or
IP 56 for outdoor installation.

Bus Duct

Where a bus duct connection is specified, appropriate detail of BS 2562 including bushing
details, clearance and creepage distances shall apply.

4.8 Neutral point

The neutral point on star connected windings shall be brought an insulated bushing which
shall be enclosed in an enclosure separate from the phase terminals.

On four wire systems, the neutral point shall be brought out through an insulated bushing and
two terminal shall be provided, one as above and the other in the power cable or bus ducting
terminal box.

When a neutral current transformer is specified to be mounted in the transformer star point for
earth fault protection, the current transformer shall be located such that it only measures the
earth fault current flowing back to the transformer star point.

4.9 Cooling

Type of cooling shall be ONAN in accordance with data sheet.

The transformer shall be naturally air-cooler type cooling shall be by means of radiator fixes to
the tank wall. Radiation shall be fitted with pad-lockable isolating valves air vents and plugs.
Radiation shall be suitably sized to limit the temperature rise of the transformer to specified
values with continuous maximum loading of 6 rating and maximum ambient temperature.

4.10 Transformer oil.

Transformer shall be supplied with first filling of oil and minimum 10 percent extra oil shall be
supplied in non-returnable drums if not specifically specified in data sheet.

Oil shall be of the mineral type complying with BS 148 (IEC 296) unless otherwise specified.
Maximum water content shall be as specified in IEC 296 Table 1.

4.11 Windings and Cores


Insulation

All windings including the neutral ends and connections shall be fully and uniformly insulated
at a level normally appropriate to the nominal voltage of the system to which the winding will
be connected.

The winding insulation level shall comply with the equipment in IEC - 60076

Winding Connections

Distribution transformers shall be connection symbol Dyn 11 with the neutral brought out.

Transformer shall be double wound. Windings shall be of copper and shall be designed to
withstand the thermal and dynamic short circuit stresses due to loading of transformers and
short circuit currents.

Core type with cold rolled grain oriented laminations perfectly insulated and clamped to
minimize vibration and noise. Care should be taken to insulate core-fastening bolts to reduce
losses and avoid hot points. All parts of magnetic circuit shall be bonded to earth system.

Impedance

If the impedance is not specified, it shall comply with BS 171 (IEC 76) recommended values.
When required the Supplier shall guarantee a reduced (5%) negative tolerance on
impedance.

Ability to withstand Short Circuit

When the Purchase specification indicates primary system faults levels higher than BS 171
(IEC 60076), the requirement shall also apply to a tap changer and all tapping where provided
and also to the busbars, terminals and other live parts of the primary and secondary
connections.

4.12 Tapping and control

The transformer shall have constant flux voltage variation (C.F.V.V.) with all tappings rated at
full kVA.

The tapping shall be provided on high voltage side and connected to off circuit as specified in
data sheet. Under conditions of external short circuit, the tap changing equipment must be
capable of carrying the same current as the windings.

A manually externally operated off – circuit tap changer shall be provided and it shall be meet
the following minimum requirement:

• The tapping ranger shall be ± 5% in 2,5 % steps.

POWER TRANSFORMER SPECIFICATION

• The tapping switch shall be positively located in each tap position and shall be located in
those positions.

• Mechanical end stops shall be provided.

• Top position shall be clearly marked in line with the data given on the rating plate.
Voltage control topping shall be provided on the HV winding of the transformer.

4.13 Ancillary Equipment

Ancillary equipment shall be included in the scope of supply. Following points shall specifically
be noted :

General

- Dial Type thermometer for transformer fitted with conservator. Dial type thermometer shall
be provided with one pair of contacts to close on maximum naturally cooled temperature to
operate a remote alarm.

- Gas and liquid actuated relays shall be fitted for the protection of conservator type liquid-
immersed transformer. They shall be of the Buchholz type, that shall be double float type
with separate normally open trip and alarm contact.

- Pressure relief and indication devices to be provided when recommended by the Supplier.

- Alarm and trip contacts on protection relays,e.g Buchholz gas. Gas and overpressure and
rate of rise of pressure contacts shall be independent and preferably be changeover
contacts.

- If the current transformer are specified to be mounted in the transformer, they shall not be
mounted in the main tank and they shall be housed in a separate section having its own oil
system. Current transformers for protection shall have accuracy Class 10P or Class X as a
minimum.

- Transformer shall have Volt free contacts using for STATUS/ALARM signal as mentioned
above :

a) Temperature switch

b) Buchholz relay switch

c) Oil level switch

Temperature measurement

- Transformer shall be fitted with an oil temperature indicator and winding temperature
indicator and in the case of large transformer, these indicators shall be provided for both the
HV and LV windings.

- Oil temperature indicator and winding temperature indicator shall be calibrated in degrees
Celsius and fitted with a hand-reset red maximum indicating pointer to register the highest
temperature attained. Adjustable alarm and trip contacts in the range 70-1000°C shall be
provided

- The indicators shall be mounted at eye level behind a reinforced glass window in the
transformer local marshalling, when provided.Otherwise, indicators with enclosure
classification IP 56 or better shall be mounted on the transformer tank. The mounting height
shall be approximately 1.5m above ground level.

Wiring and cabling

- The Supplier shall provide all inter-wiring and cabling between equipment mounted on the
transformer

- All cable cores shall be provided with interlocking, numbered ferrules to indicate to which
terminal they are connected and all terminals shall be numbered.

Fittings

The following fittings shall be supplied on the liquid filled transformer:

- Bottom drain valve of suitable diameter to drain off complete oil in ten minutes.

- Thermometer pocket with mercury in glass thermometer (0 – 120 0C)

- Jacking lugs on ratings above 500 kVA.

4.14 Earthing

All metal parts of the core, frame and tank etc. shall be maintained at earth potential.

Two earth terminals shall be provided on the outer casing of the transformer. The earth
connection shall be consist of earth bosses together with M10 bolts and shall be located on
the lower section of the transformer easing in opposite corners.

5. PERFORMANCE REQUIREMENTS
Adequate margins shall be observed in the ratings of all components and devices to ensure
reliable operations across all specified environmental ranges and power fluctuations.

6. MATERIAL REQUIREMENTS

6.1 Materials
Selection of materials used for parts of the transformer shall be based on:

• Suitability for the process conditions and environment

• Plastic components shall be non-toxic and fire resistant, ultra violet stabilized, and
compatible with the environmental conditions.

All materials for electrical containing parts shall be provided with certificates proving that the
material furnished meets the requirements of the material specification. Material certificates
shall conform to ISO 10474 / EN 10204 3.1b

6.2 Material Certificates

The Vendor shall be responsible for acquiring the material certificates from the original
equipment or component manufacturer for transformer equipment and accessories and
providing them to the Vendor.

7. MANUFACTURING REQUIREMENTS

7.1 General
The Vendor shall be responsible for the coordination of the design and for the satisfactory
functioning of the complete unit. The Vendor shall be responsible for ensuring components
that are not manufactured by it but which form a part of the equipment, are compatible with
the other components of the equipment such that a fully integrated and functional unit is
achieved. The satisfactory functioning of the complete unit shall be the Vendors responsibility
and shall be part of the equipment Vendor’s contractual guarantee.

The Vendor shall submit an Inspection and Test Plan (ITP) for approval prior to manufacture.
The Purchaser will mark up the ITP with Witness and Hold Points and nominate an Inspector.

As a minimum, the Purchaser’s Inspector will witness equipment testing as part of a Factory
Acceptance Test.

The Vendor shall also submit Inspection and Test Procedures, schedule and recording forms
for approval. The approval shall be obtained prior to commencement of inspections and tests.

The Purchaser reserves the right of access to all facilities at which work is being carried out,
such access being made available to the Purchaser’s Inspector for the purpose of conducting
surveys, audits, tests and inspections of work in progress.

The Vendor shall notify the Purchaser and the Inspector in writing at least seven calendar
days prior to the commencement of inspections and tests nominated as Purchaser’s Witness
and Hold Points.

The Vendor shall furnish one-week notice to Purchaser for the following:

• Open-end inspection to verify attachment of internal components prior to closure

• Routine test (Insulation, no - load, over - load, etc..)

• Final inspection prior to shipping.

7.2 Painting and Protection coating.


All internal and external parts of body and all metal parts likely to come in contact with the
surrounding air shall be protected by suitable paints that will resist the particular ambient
condition in accordance with the requirements of the Supplier’s standard painting and coating.

7.3 Nameplate and Tagging


Transformer unit shall have a stainless steel nameplate, which shall be permanently attached
to the body in a visible location. The name plate shall be stamped with the Manufacturer’s
name, model, serial number, date of manufacture, design pressure, design code and
equipment tag number.

• Tag No. TR – 101

• Location: Transformer Shed at Refrigerated LPG Terminal.

Letter shall be of upper case bold characters and the size shall be as follows:
• Equipment designation label 25mm

• Warning labels 25mm

• Component labels 6 mm

Colours shall be permanent and free from fading.

Indicating labels shall have black characters on a white background and warning labels shall
have white characters on a red background.

A rating plate shall also be provided with the following details as minimum:
• Manufacturer’s name

• Type designation

• Purchaser order number

• Year of manufacture

• Rated KVA and voltage ratio

• Rated frequency and number of phases

• Rated current

• Impedance voltage

7.4 Inspection and Testing

7.4.1 Quality assurance/ Requirements

Quality Assurance for this equipment package shall be detailed in the Purchase Order Quality
Requirements Documents.

7.4.2 Inspection and Testing

The Purchaser and/or the Client Representative reserve the right to witness any or all tests as
specified in the data sheets either as the Suppliers and or sub-supplier’s works and/or during
fabrication and installation. The Supplier shall give the Purchaser and/or Client
Representative fourteen (14) days in advance when the tests are to be performed.

All inspection and testing shall be in accordance with the data sheets, this specification and
other referred specifications, code and standards.

The minimum inspection and test requirements shall be performed on transformer as follows:

Inspection and testing shall be carried out in accordance with the IEC and/or relevant Codes
and Standards, and shall include but not be limited to the following:

• Measurement of winding resistance and voltage ratio

• Measurement of impedance voltage and load losses

• Measurement of no-load losses and current

• Measurement of zero sequence impedance

• Partial discharge test

• Vector group conformity

• Insulation Resistance Test

• Quantitative Check of all items

• Functional tests on alarm/trip devices

• AC voltage/power frequency one minute test

• Tank hydrostatic pressure test

Typical test certificates shall be provided for the following Type Tests on similar type of

Transformers:

• Temperature Rise Test in accordance with IEC 60076-2 for the transformer ONAN
nameplate rating. The test shall be carried out on the tap with maximum losses to be
selected by agreement of the Manufacturer. The test shall include verification of the over
fluxing withstand capability.

• Dielectric Tests in accordance with IEC 60076-3 as described below :

- Full-wave lightning impulse test (to IEC 60076, Part 3). This test shall be applied to
each H.V terminal and L.V terminal.

- Chopped-wave impulse-voltage withstand test on each H.V and L.V terminal.

In carrying out the above dielectric tests, the two (2) extreme taps and the principal tap shall
be used, with each of the three phases being tested on a different tap. The impulse shall be
applied in the following order :

- One reduced full impulse

- One 100% full impulse

- One or more reduced chopped impulses

- Two 100% chopped impulses

- Two 100% full impulses.

• Noise

• Short circuit withstand

All test reports/certificates shall be submitted to Purchaser within fourteen (14) days of the

completion of such tests. Test reports and certificates shall be approved by the Purchaser

prior to the equipment leaving the factory.

If the test results show that any equipment of the purchase order is not met, Supplier shall
make necessary correction to the satisfaction of the Purchaser before acceptance is made.

7.4.3 Tests after Installation

The following tests shall be performed on transformer after installation :

• Measurement of winding resistance in accordance with IEC 60076
