INFORMATION FOR APPLICANTS
14 Brief Description of Individual National Consultants for the following positions:
Assignment:
SD5(iv) Audit and Accounts Specialist [Nos.-1]: Audit and Accounts Specialist will be required to
provide input into Requirement Analysis in collaboration with nominated consultants and all
stakeholders through: Overseeing the requirements of financial issues of each of the selected
offices; Review of present practices in preparing quarterly, biannual and annual financial
statements of the selected offices; Review of maintenance of Designated Account in accordance
with the Government’s procedures being followed in the selected offices; Review of the chart of
accounts of the selected offices; Review of annual budgeted funds versus actual expenditures of
the selected offices; Review of present practices being followed in the selected offices for safe
custody of all financial records for review by higher authority and External Auditors; Review of
present practices being followed in the selected offices for VAT, TAX and AIT management;
Review of present practices being followed in the selected offices for Managing Asset or
inventory accounting; Performing such other duties as may be required.
SD5(vii) Financial Specialist-1 [Nos.-1]: Requirement analysis is being carried out in selected
Govt./Semi-Govt./Autonomous Organization by the software Development Firm for e-Government
ERP Software. Financial Specialist will be required to provide support to Project Director on all
aspects of finance, internal control and accountability; Design reporting format in conformity with
the reporting requirements of the government and the Foreign Aided project; Supervise all budget
preparation and implementation, finance and accounts activities of the project and provide
guidance to the project; Ensure timely and efficient administration of allocated funds in accordance
with the approved work plans and the applicable financial regulations, rules and resolutions. Also
monitor flows of funds from Bank to the project and ensure that appropriate procedures are
followed; Prepare annual and quarterly disbursement forecasts; Prepare and consolidate financial
reports for inclusion in the periodical Financial Statements and Reports to be submitted to Steering
Committee, Implementation Committee, PD and others; Guide PD to implement accounting/
financial related software designing the chart of accounts and the reporting formats for the
accounting software for Bangladesh e-Government ERP; Prepare TOR for outsourcing of internal
audit as per the financial management arrangement with the Bank; Carry out assessment and
provide necessary advice and guideline to PD on financial management capacity of the other
institutes for any fund flow from the project to these institutions under non consulting services for
the purpose of the project. Assess the need for additional financial monitoring reports under the
project, and track project progress in relation to overall budget allocations and spend under each
components/subcomponents; Ensure all compliance of the laws, rules and regulations of the
concerned Ministries, Governments and the Financing Agreement. Such other functions as may be
assigned by higher authority.
15 Educational and Experience SD5(iv) Audit and Accounts Specialist: Bachelor/Master’s degree with major in Finance/Accounting or
Requirements, Resources and equivalent from a reputed university. Professional Certification in Finance or Accounting (e.g. CA,
Delivery Capacity Required: ACCA, CMA etc.) will get preference. Experience: 15 (Fifteen) years of relevant and progressive
experience in government audit. Experience and expertise in implementing accounting/financial
management software in an organization will get preference; In case of otherwise exceptional
candidates, this requirement may be relaxed; Familiarity with public financial guidelines and
procedures is desirable.
SD5(vii) Financial Specialist-1: Bachelor/Masters degree in Finance, Accounting or Business
Administration from a reputed university. Professional Certification in Finance or Accounting (e.g.
CA, ACCA, CFA, CACC etc.) will get preference; Practical experience in ERP development in
private and public sector is a must. Experience and expertise in using/ customizing/ implementing/
configuring accounting/ financial management module of ERP software will get high preference.
Minimum 12 years of relevant and progressive experience in national or international
organizations. In case of otherwise exceptional candidates, this requirement may be relaxed;
Familiarity with public financial guidelines and procedures is desirable; Excellent interpersonal and
communication skill, combined with the right attitude towards good teamwork, is required; Strong
documentation skill is required.
16 Other Details: Further information can be obtained from the Project Office from 10:00 AM to 4:30 PM in any working day
before the closing date. Applicants shall have to submit EOI with their CV and forwarding letter in sealed
envelope labeled with Individual Consultant for one of the above mentioned positions under
Bangladesh e-Government ERP Project to the office of the undersigned.
The Standard Request for Application (SRFA) for each position will be found at www.bcc.gov.bd
Interested candidates can apply by submitting the filled up SRFA through preferred email and/or sending
the hard copy. The applicant may be asked to submit/present the original copy of any certificate or
document by the authority.
