The Ontario Securities Commission (OSC) is the statutory body responsible for regulating

Ontario’s capital markets in accordance with the mandate established in the provincial
Securities Act and the Commodity Futures Act. The Commission’s mandate is to provide
protection to investors from unfair, improper or fraudulent practices and to foster fair and
efficient capital markets and confidence in capital markets.
The Information Services Group supports the full spectrum of OSC employees' information
needs, ensuring that the organization can effectively regulate Ontario's capital market.
Specifically, Information Services is responsible for system development and support
services. Branch staff partner with managers and directors to develop solutions that both
streamline operations and consolidate efforts to best effect across all points of information
technology.
Summary
The role of the OSC Manager, Enterprise Architecture is to enable business and information
technology leaders to make investment decisions that balance and prioritize our current
operational demands and opportunities with the longer-term strategic vision of the
organization. Furthermore, the Manager, Enterprise Architecture provides technology
guidance, road maps, principles, standards, and best practices.
The Manager, Enterprise Architecture is responsible for translating OSC business needs and
requirements into systems and solutions under the umbrella of an overall Commission
Technology Architecture. They will identify technology and solutions that align with the
organization’s mission, strategy, and objectives. The Manager of Enterprise Architecture is
responsible for maintaining strategic architectural models and for setting Information
Technology standards and guidelines related to software, hardware, cloud and software-as-a-
service technologies.
Key Duties and Responsibilities:
• Provides overall direction, guidance, and definition of IS architecture to effectively
support the corporate business strategy.
• Supports all architectural disciplines and champions’ architectural initiatives.
• Reviews existing business processes and establishes metrics to improve business
processes, as well as support of all architectural disciplines under their direction.
• Establishes and oversees the architecture team, including the recruitment,
development, and maintenance of the architecture staff.
• Leads programs to develop, maintain, and govern the enterprise architecture across
the organization.
• Works on highly complex projects that require in-depth knowledge across multiple
specialized architecture domains.
• Establishes and leads the EA review board and ensures that the solutions are
compliant with target-state architecture models.
• Aligns architecture strategy with business goals.
• Defines, explains, and advocates technology strategy.
• Develops and communicates architectural policies, standards, guidelines, and
procedures.

• Responsible for maintaining blueprints and roadmaps representing the architectural


view of OSC technology
• Promotes the EA process, outcomes, and results to the organization and senior
leadership.
• Leads and facilitates the creation of governing principles to guide EA decision
making.
• Establishes and leads the EA governance processes.
• Manages exceptions to architectural standards at an enterprise level.
• Reviews and/or analyzes and develops architectural requirements as needed for the
organization.
• Ensures the conceptual completeness of the technical solutions.
• Leads teams in developing technology plans.
• Contributes to the planning and development of the commissions overall IS strategy
• Approves modification of the enterprise architecture to accommodate project needs.
• Provides strategic consultation to business and IS managers.
• Advises on options, risks, costs versus benefits, system impacts, and technology
priorities.
• Works with business leaders to understand business requirements and help them
understand how technology tradeoffs influence strategy.
• Develops requirements and specifications for new products and services, software
offerings and applications.
• Consults with project teams to fit projects to enterprise architecture, as well as to
identify when it is necessary to modify the enterprise architecture.
• Develops a communication plan for architecture at the enterprise level.
• Directs the research and evaluation of emerging technology, industry, and market
trends.
• Ensures recommendations are based on business relevance, appropriate timing, and
deployment.
• Approves the tools and components used within the enterprise.
• Collaborates with project management and IS managers to ensure progress towards
architectural alignment with project goals and requirements.
• Provides consulting services to large and small projects related to solution and
application architecture.
• Defines the skills, competencies in the skills, and talents for architecture team
members, and works with human resources and to acquire staff.
• Responsible for the overall training and development of the architecture team.
• Performs vendor management when as required.

• Good consultation skills are critical, with the ability to convey technical ideas to both
technical and non-technical audiences and contribute within a team environment.

• Advanced business analysis, architecture and design skills


• Experienced in performing stakeholder interviews, requirements gathering, and user
research.
• Experience in establishing guidelines, frameworks and best practices.
• The ability to develop and implement standards and processes for ensuring data
quality.
• Bachelor’s degree in computer science, information systems, computer engineering,
system analysis, or a related field, or equivalent work experience.
• 8 or more years of IT and business/industry work experience including architecture
design and deployment, systems lifecycle management, and infrastructure planning
and operations.
• Leadership experience in managing multiple, cross-functional teams or projects, and
influencing senior level management and key stakeholders.
• Requires exposure to multiple, diverse technologies and processing environments.
• Knowledge of all components of holistic enterprise architecture, business re-
engineering principles and processes, and basic knowledge of financial models and
budgeting.
• Expert knowledge in application and database design and Service Oriented
Architecture
• Proven ability to research and integrate emerging/advanced technologies.
• Strong knowledge of Java, IBM WebSphere software, IBM Case Manager, relational
database management systems, data and process modeling, data analysis, logical
and physical database design tools and techniques, and SQL procedural language
• Knowledge of regulation and regulatory activities
