EXHIBIT - PW - SPECIFICATION FOR WTP PIPING

1.0 Scope of supply

1.1 The supply of piping, fittings, flanges, instrument stubs, drain and vent stubs,
drain pots, branches, coupling, half coupling, sockolets, weldolets, threaded
fittings, all integral attachments, impulse piping & its fittings, bolts, nuts,
gaskets, plates, structures, saddles, reinforcement requirement, etc. shall be as
required for the piping system. The scope also includes complete pipe supporting
structures and pipe rack structures and pipe supports hardware such as clamps,
saddles, tie rods, etc. Also the supply of all piping shall be in accordance with
this technical specification. The BIDDER / SUPPLIER shall actually supply all
the material for piping based on the piping layout carried out by the BIDDER /
SUPPLIER during detailed engineering to make the piping system complete.

1.2 The scope of supply shall also include all materials that are required for erection
& commissioning activities including that of cleaning, hydrotesting of piping
system.

1.2.1 Paints including anti-corrosive paint

1.3 BIDDER / SUPPLIER shall supply all necessary drains and vents with necessary
isolation valves as required for the safe and effective draining / venting of the
piping systems. It must be noted that the flow diagrams may not indicate all the
drains and vents that would be required. As stated elsewhere, it is BIDDER's /
SUPPLIER’s responsibility to identify the requirement of drains and vent
whether the same have been shown in the flow diagrams or not and supply the
necessary pipe work, fittings, hangers and supports etc. The drains and vents
shall be led upto the nearest floor drain.

1.4 Wherever uninsulated pipes cross walls or roofs, the necessary weather hoods
shall be supplied by the BIDDER / SUPPLIER as directed by PURCHASER.
Wherever required, BIDDER / SUPPLIER shall make openings in floors, walls,
gratings etc. for routing the pipes and provide proper finishing after piping is
erected.

1.5 All materials such as necessary spool lengths, consumables etc. required for
conducting welding/procedure qualification tests for pipe work shall be arranged
by the BIDDER/ SUPPLIER himself.

1.6 Miscellaneous erection & cleaning Materials.

1.7 All erection material such as bolt, nut, washer, gaskets, electrodes, filler material,
welding gas, consumables, accessories and miscellaneous specialties required for
proper installation of the piping, valves and other online specialties.

1.8 BIDDER / SUPPLIER shall supply necessary non-standard transition pieces as


may be required for connecting the piping with the equipment. Similarly non-
standard pieces may also be required if BIDDER / SUPPLIER offers different
size pipes or pipes of different materials than those envisaged earlier, after
award of the contract.
1.9 BIDDER / SUPPLIER shall supply / provide the following items for the purpose
of fabrication, erection, commissioning of the piping system.

1.9.1 All welding consumables like welding electrodes, filler rods and wires, gases
like oxygen, acetylene, argon, carbon-di-oxide, backing rings etc.

1.9.2 Films of radiographic examination of welds wherever required.

1.9.3 X-ray and Gamma-ray equipment including isotopes, dye penetrants, and other
required non-destructive testing materials and equipment wherever required.

1.9.4 All heating and stress relieving equipment, thermocouples, asbestos, blankets,
cables, temperature recorders and charts, heat sensitive chalks and crayons etc.
wherever required.

1.9.5 All machinery, equipment tools and tackles as required for transportation,
handling, fabrication and erection.

1.9.6 All equipment and materials as required for cleaning, flushing, blowing out and
testing of the piping systems. These shall include but not be limited to pumps
and compressors with prime movers; instruments; pipe work with supports;
valves, strainers and other specialties, blanks, plugs, spool pieces, dummy
plates; electrical accessories etc.

1.9.7 All scaffolding materials

1.9.8 On completion of erection, cleaning and testing, the plant will be placed under
trial operation by the PURCHASER. During this period, all adjustments and
repairs such as required shall be made by the BIDDER / SUPPLIER. On
completion of the satisfactory operation, the plant will be placed on commercial
operation by PURCHASER. The system supplied and/or erected by the BIDDER
/ SUPPLIER shall perform satisfactorily and continuously after the unit has
attained its rated full load for a period of seven days. During this period, if any
adjustment or repair is required found necessary due to faulty workmanship, the
same shall be carried out by the BIDDER / SUPPLIER at no extra cost to
PURCHASER.

Chapter 1 Scope of Services

1.10 Piping basic engineering consisting of process flow diagram, P & I diagram, line
list, schedule of valves, piping layout, pipe stress isometrics, pipe stress analysis

mainly for GRP piping and pipe support engineering including preparation of pipe
support arrangement drawings, pipe support schedule indicating the node No.,
tag No., design load, operating load, etc. as called for in the RFQ document.

1.11 Schedule of instruments, control schematics, control logic diagram in Boolean


format, I/O list, etc.

1.12 Piping design engineering consisting of preparation of fabrication isometric


drawings, design calculations for pipe branches, pipe attachments etc.

1.13 Design and engineering of all temporary piping.

1.14 Performing all shop tests as per ASME codes and other statutory codes if
required.

1.15 Drawings, design calculations Sheets as called for in the Request for Quotation.

1.16 Complete packing at works, forwarding, shipment including transit insurance and
delivery of all plant, piping and equipment.

1.17 Complete erection service, cleaning, including chemical cleaning, testing at site,
commissioning of all piping & equipment, as specified.

1.18 Providing all field labour, supervision, transport, handling vehicles as required for
erection of equipment, scaffolding, staging equipment, temporary supports,
pulleys, hoists, spacers, jigs, etc.

1.19 Unloading at site all items despatched Unpacking, inspecting and repacking,
storing and providing protection during storage.

1.20 Reloading and transporting to the point of erection of all piping and equipment to
be installed.

1.21 Erection of site office, temporary storage facility etc., and removal of the same.

1.22 Fabrication, pre-fabrication, site assembly of all piping systems including pipe
supports, pipe support auxiliary steel structure and pipe rack structures.

1.23 Erection of all piping & appurtenances, tanks & vessels and OWNER supplied
equipments as specified.

Minor chipping and grouting of foundation, fixing of insert plate by expansion


bolt and are welding to the re-bars in the concrete structure are specifically
included in BIDDER’s / SUPPLIER’s scope.

1.24 Inspection of all pipe supports shall be carried out before hydraulic test, after
hydraulic test, operating condition etc.

1.25 Application of painting for above ground steel piping & its appurtenances,
supports etc., shall be as specified in Detailed Technical specification for painting
– TS-Q03 of this RFQ.

1.26 BIDDER / SUPPLIER shall make openings in floors, walls, gratings etc. for
routing the pipes and provide proper finishing after piping is erected, wherever
required.

1.27 BIDDER / SUPPLIER shall carry out blue matching of all high pressure flanges
(greater than ASME class 300 rating or equivalent) erected by him. Any defect in
the surface of flanges shall be rectified by him, by lapping as directed by the
PURCHASER.

1.28 BIDDER / SUPPLIER shall check all fabricated components reaching site from
his own works or components supplied by other BIDDER / SUPPLIER and
ensure that they correspond dimensionally to the fabrication drawings / layout
drawings. In the case of any defect in the piping components supplied by his
works, he shall take necessary steps to rectify the defective components. In the
case of components supplied by others, he shall notify PURCHASER
immediately of the defects observed in order that timely action can be taken or
the corrective measures to be adopted well in advance of erection.

1.29 Where BIDDER’s / SUPPLIER’s scope ends adjacent to equipment or piping


installed by others, the final joint shall be made by the BIDDER / SUPPLIER.
If at his terminal connections or at connections to online specialties, the same
shall be erected by the BIDDER / SUPPLIER.

1.30 BIDDER / SUPPLIER shall also install small accessory piping and any
specialties furnished with or for equipment such as relief valves, built-in-bypasses
etc.

1.31 BIDDER / SUPPLIER shall perform necessary internal machining of pipe for
installing flow meters, straightening vanes etc.

1.32 BIDDER / SUPPLIER shall thoroughly inspect and clean all valves and
specialties, thermowells and other instruments before erection on the piping.

1.33 BIDDER / SUPPLIER shall furnish as built drawing for all piping.

2.0 Equipment for erection and testing to be arranged by the BIDDER /


SUPPLIER

2.1 Welding machine, chain pulley blocks and welding materials such as welding
electrodes, oxygen, acetylene, argon, drilling machine, drill bits, taps, power

hacksaw blades, gas cutting equipment, grinding machine with disk grinding,
grinding wheel and pencil grinding and other consumable materials, as required.
All electrical machines shall have inbuilt isolators and three pin plugs for safe
operation.

2.2 Liquid dye penetrants and other testing materials as required.

2.3 Necessary equipment including pumps instruments etc., required for hydro
testing.

2.4 Other erection tools and lifting tackles, workshop equipment, construction aids
etc., as required.

2.5 Safety gadgets such as safety belts, helmets, safety shoes, goggles, hand gloves
and welding shield, etc.

2.6 All non-consumable items shall be taken away by the BIDDER / SUPPLIER
after successfully executing the Contract within the scheduled date. However, all
temporary piping and valves shall be left with the PURCHASER.

3.0 Facilities provided by the PURCHASER

3.1 Site facilities listed below are provided by PURCHASER in good faith on terms
indicated hereunder. No claims whatsoever arising out of use or misuse or
failure of these facilities will be entertained by the PURCHASER.

3.2 Open storage space for storage of all equipment will be made available by
PURCHASER. BIDDER / SUPPLIER shall make necessary arrangements for
closed, semi-closed structures where necessary, including provision of any air
conditioning equipment and ovens required for storage of equipment, security,

approach roads, lighting etc.

3.3 Open space for construction of site office. Necessary site office, lighting, fire
extinguishers, security, approach road facilities etc., shall be arranged by the
BIDDER / SUPPLIER. Power and water will be given at one terminal point.
Any further connections and distributions required shall be arranged by the
BIDDER / SUPPLIER. All the structures built in the allotted area shall be
cleared by BIDDER / SUPPLIER on completion of his work.

3.4 Compressed air for erection, workshop facilities, material handling facilities etc.,
shall be arranged by the BIDDER / SUPPLIER.

3.5 Providing water and electricity supplied by PURCHASER for construction


purposes will be to the extent agreed by the PURCHASER.

3.6 Cement required for grouting of equipment would be supplied at PURCHASER's


stores at issue rates on payment.

3.7 Steam for steam blowing of piping and water (including DM Water, where
applicable) for hydro testing of piping will be provided by the PURCHASER at
nearest available point. However, temporary piping from PURCHASER's
terminal point and pressurizing units for hydrotesting shall be arranged by the
BIDDER / SUPPLIER.

3.8 Fire extinguisher will be provided at strategic locations by PURCHASER and the
same shall be used by the BIDDER / SUPPLIER in case of fire accident with
their own trained crew.

4.0 General requirement of piping engineering:

4.1 All piping systems including sub-contracted materials shall comply with all

currently applicable statutes, regulations and safety codes in the locality where
the equipment will be installed. The piping shall also conform to the latest
editions of the codes and standards as listed in clause 6.2 below. Nothing in this
specification shall be construed to relieve the BIDDER / SUPPLIER of his
responsibility.

4.2 The equipment and work under this contract shall conform to the following
standards / codes, as applicable:

4.2.1 Indian Regulations of Inspector of Explosives.


4.2.2 Applicable Standards for Structural Steel.

4.2.3 IS:800 - Codes of Practice for use of Structural Steel in general Building
Construction.

4.2.4 American National Standard ASME code for “Power Piping " - ASME B 31.1 and
all other associated ASME Standards.

4.2.5 Manufacturer's Standardisation Society (MSS) USA Standard Practices.

4.2.6 American Society of Testing and Materials (ASTM) Specification.

4.2.7 American Society of Mechanical Engineers (ASME) Codes.

4.2.8 Pipe Fabrication Institute (PFI) USA, Standards.

4.2.9 American Petroleum Institute Standards (API).

4.2.10 British Standard Code of Practice - CP 3003 - Part-1 - Lining of Vessels and
Equipment for Chemical Process.

4.3 Other national standards viz., German, British, Japanese are also acceptable if
they are established to be equal to or superior to the above listed standard. The
BIDDER / SUPPLIER shall furnish English versions of codes and standards
applicable.

4.4 The design, fabrication, assembly and testing of the complete piping system and
pipe supports shall generally conform to the latest edition of ASME B 31.1.
However, the portion of piping that requires statutory approval, shall in addition
comply with the requirements of the statutory requirement, as a minimum.

4.5 Notwithstanding the recommendations and stipulations of the Codes and


Standards, the requirements of this specification shall be deemed to be
considered as minimum and fully complied with.

4.6 The design, manufacture, fabrication, erection, testing, inspection and


commissioning of the piping systems and pipe supports shall conform to the
latest edition of the Codes and Standards, specified elsewhere in this document.

4.7 In general, Pipe Fabrication Institute (PFI) Standards and ASME standards shall
be referred for fabrication and tolerances. In addition, all applicable statutory
codes shall also be referred and shall be met over and above the PFI and ASME
standards.

4.8 All piping systems and pipe supports supplied under this package shall be
designed to operate without replacement and with normal maintenance for a
plant service life of 30 years and shall withstand the operating parameters’
fluctuation and cycling which can normally expected during this period.

5.0 General requirement of Material

5.1 The material for various piping systems shall be as per the Table-TPW-1 of this
detailed technical specification.

5.2 All materials shall be supplied with certified material test certificates. All material
test certificates shall carry heat number or other acceptable references to enable
identification of the certificate with the corresponding material. The heat
number shall also be indicated on the material certified.

5.3 BIDDER / SUPPLIER shall ensure before bidding that they would be able to
supply all materials to the sites and specification as called for in the Piping
Material Specification Sheets. If a BIDDER/ SUPPLIER is unable to offer any
specific item due to its non-availability and wishes to bid for an alternative, he
may do so in which event he shall submit with his bid details of the alternate
offer with price variations, if any, for PURCHASER's review. PURCHASER
however reserves the right to accept or reject such alternate offers and insist
upon compliance with the specification as called for. BIDDER / SUPPLIER
finds that any of the materials specified in the Piping Material Specification
Sheets along with deviation agreed upon during the bid stage it is not available
indigenously, it shall be BIDDER's / SUPPLIER’s responsibility to import such
materials without any adverse effect on quoted prices and delivery. Necessary
import permits for the same shall also be arranged by the BIDDER /
SUPPLIER.

5.4 All materials shall be procured directly from the manufacturers. Material
procurement from traders or stockists shall be only with prior approval from
PURCHASER / CONSULTANT.

6.0 Specific requirement for pipes, fittings & flanges

6.1 Pipes

Stainless steel

6.1.1 All stainless steel pipes shall conform to ASTM specification A 312 “Standard
specification for seamless, welded and heavily cold worked austenitic stainless
steel pipes”. The construction of ASTM A 312 pipe shall straight seam welded for
water and air. For chemicals it shall be ASTMA312 seamless pipe.

6.1.2 All the stainless steel pipes to ASTM A 312 shall meet the requirement of ASTM A
999 “Specification for general requirements for alloy and stainless steel pipes”.

6.1.3 The pipes shall conform to the requirements specified in ASME B 36.19 “Stainless
steel pipes”.

6.1.4 The minimum thickness of the stainless steel pipe shall be Schedule 10S.
Wherever threaded portions are used, the thickness of that portion of the pipe
shall be minimum Schedule 40S.

6.1.5 The thickness of that portion of pipe where flexible mechanical pipe joining
method is adapted like Victaulic coupling shall be as recommended by the
flexible coupling manufacturer.

Carbon steel

6.1.6 The frontal piping and the piping from SAC to SBA shall be of seamless carbon
steel with rubber lining. The carbon steel pipe shall be to specification A 106 Gr.
B (or) IS 1239, Part – 1 seamless for size upto NB 150 and as per IS 3589
seamless for size above NB 150.

6.1.7 In case of carbon steel pipe to specification A 106 Gr. B, the minimum thickness
of the pipe shall be Schedule 80 for size upto NB 50, Schedule 40 for size upto
NB 65 to NB 250 and standard valve for size NB 300 and above. The pipe shall
meet the requirements of ASME B 36.10.

6.1.8 In case of carbon steel pipe to specification IS 1239, Part – 1, seamless, it shall
be of heavy grade. In case of carbon steel pipe to specification IS 3589, the
minimum thickness shall be 6.0 mm for size NB 200 & NB 250 and 8.0 mm for
size NB 300 upto NB 700.

6.2 Pipe fittings & pipe branches

6.2.1 For pipe size NB 50 & below, the branches shall be only by socket welded
straight tees or reducing tees as per ASTM A 234 / ASTM A 403 / ASME B 16.11.
No branch welding shall be used.

6.2.2 For pipe size NB 65 & above, for equal branch, only butt welding straight tee as
per ASTM A 234, ASTM A 403 and ASME B 16.9 shall be used.

6.2.3 For NB 65 & above, branch welding is permitted, only when the bore of the
branch divided by the bore of the main is 0.8 and less.

6.2.4 For pipe size upto NB 50, socket welded elbows as per ASME B 16.11, ASTM A
234 and ASTM A 403 shall be used. For pipe size NB 65 & above, butt welding
elbows as per ASME B 16.9, ASTM A 403 & ASTM A 234 shall be used. The
elbows shall have radius of R = 1.5D.

6.2.5 The butt welding elbows, tees and reducers shall be seamless type. Welded
elbows, tees and reducers made by butt welding of two halfs is permitted only
for size NB 500 onwards upto a thickness of standard wall only.

6.2.6 Socket welded half coupling as per ASME B 16.11, ASTM A 234 and ASTM A 403
upto size of NB 50 shall be used for branches in piping.

6.3 Flanges

6.3.1 All flanges shall be as per ASME B 16.5 only for sizes upto NB 600. For sizes
above NB 600, the flanges shall be ASME B 16.47, Series B.

6.3.2 All flanges of pressure class 300 and above shall be of only weld neck type as
per the above standards.

6.3.3 All flanges shall be of forged construction.

6.3.4 In case of stainless steel flanges, upto size NB 50, full stainless steel flange shall
be used. For NB 65 & above, stainless steel stub ends with carbon steel loose
flanges can be used.

7.0 Piping Engineering requirement

7.1 Pipe sizing

7.1.1 All piping shall be sized considering the allowable velocity and allowable pressure
drop in the system. The indicative maximum flow velocities in pipes shall be
limited to the following values. However, if the available pressure drops are to
be maintained in the piping system, lower velocities than those indicated below
shall be selected.

7.1.2 The range of velocities indicated below shall mean that lower velocity in the
range shall be selected for the lower diameter pipe and the higher velocity in the
range shall be selected for the higher diameter pipe.

Notes:

 The above velocity values are indicative and showing the maximum limits of the flow
velocity. Lower velocities may be selected if found necessary.
 In the velocity range indicated above, lower velocity to be considered for the lower
pipe size.
 The design flow considered in pipe sizing shall not be less than the rated capacities
of equipment to which the piping is connected.
 For all pumps, the suction pipe shall be sized considering the NPSH requirements.

7.2 Pressure drop

7.2.1 The pressure drop calculations shall generally be based on the guidelines given
in various handbook. While doing the pressure drop calculations for the elbows,
resistance factor has to be considered for a rough elbow. The pressure drop
calculations shall be carried out based on the resistance factor given in the
Handbooks and not by the equivalent length method. The actual pressure drop
calculated shall be restricted to a maximum value of 90% of the available
pressure drop and the 10% shall be considered as a margin over the pressure
drop, to account for possible variation in the actual resistance factors.

7.3 Layout requirements

7.3.1 All piping shall be routed so as to avoid interference with other pipes and their
hangers and supports, electrical cable trays, ventilation ducting, structural

members, equipment etc. Adequate clearances shall be ensured with respect to


the above to accommodate insulation and pipe movements. It is suggested to
maintain a minimum clearance of 100 mm between pipe to pipe or pipe to
structure or any other thing in operating condition. Wherever insulation pipes
are considered, the clearances shall be from the outer of the insulation.

7.3.2 All piping shall be grouped where practicable and shall be routed to present a
neat appearance.

7.3.3 The piping shall be arranged to provide clearance for the removal of equipment
requiring maintenance and for easy access to valves and other piping accessories
required for operation and maintenance.

7.3.4 Piping shall generally be routed above ground but where specifically indicated /
approved by the CONSULTANT, the pipes may be arranged in trenches or
buried. Pipes at working temperatures above the ambient shall however not be
buried.

7.3.5 Overhead piping shall have a minimum vertical clearance of 2.3 meters above
walkways and working areas, measured from the bottom of pipes or structure.
For insulated pipes, it shall be 2.5 meters above walkways and working areas,
measured from the bottom of insulation.

7.3.6 At road crossings, the overhead pipe shall have a minimum vertical clearance of
8 meters measured from the bottom of pipes or bottom of insulation or bottom
of structure unless otherwise approved by the CONSULTANT.

7.3.7 All overhead piping outside the building i.e., in the yard shall have a minimum
vertical clearance of 3 M above the road level or finished ground level, measured
from bottom of pipe or bottom of structure. If it is an insulated pipe, it shall be
measured from bottom of insulation.

7.3.8 Drains shall be provided at all low points and vent at all high points as per actual
layout regardless of whether the same have been shown in the flow diagrams
are not. Piping shall be sloped towards the drain points. All water piping shall
have 1:500 slope towards the drain point. Vinasse piping shall have a slope of
1:50.

7.3.9 While preparing piping layout, sufficient upstream and downstream lengths shall
be provided for flow measuring devices, control valves, safety valves and other
specialities, as required.

7.3.10 Piping shall be routed with adequate flexibility in order to maintain the stresses
within the limit due to temperature variation. For providing flexibility for the
piping system, pipe loops can be used. However, the pipe loops that will be
provided shall be horizontal type. Vertically up or vertically down pipe loops shall
not be used. Special care shall be taken in routing UPVC, CPVC and GRP / FRP
piping and sufficient flexibility shall be provided to take care of expansion due to
temperature variation as the expansion of these pipes are generally six to seven
times as that of steel.

7.3.11 The pipe rack width shall have 25% additional space for future modification and
expansion.

7.3.12 In the pipe rack, the bigger pipe shall be routed in the extreme ends of the pipe
rack.

7.3.13 If flange joints are used in the pipe rack, the minimum gap of 100 mm shall be
maintained between the flange OD to the adjacent pipe OD.

7.3.14 All valves shall be located on piping to operate them from the nearest available
platforms and for easy access for maintenance.

7.3.15 All local instruments shall be located on piping as to render them observable
from the nearest available platforms and accessible for maintenance.

7.3.16 The design and engineering of all temporary pipe work as required for erection,
cleaning, flushing, blowing out, testing and commissioning of the piping systems
installed by the BIDDER / SUPPLIER is the responsibility of the BIDDER /
SUPPLIER.

7.3.17 The BIDDER / SUPPLIER shall design and prepare all fabrication isometric
drawings for all piping of NB 50 & above. BIDDER / SUPPLIER shall also
submit orthographic drawing with Bill of Material for piping of size lower than NB
40 and below.

7.3.18 Piping of size NB 40 and below are regarded as field run piping. It is BIDDER's
/ SUPPLIER’s responsibility to plan suitable layouts for these systems in-site as
per the requirement of this specification. BIDDER / SUPPLIER shall prepare
layout drawings for the field run pipe work based on PURCHASER's P & ID and
general arrangement drawings for the field run pipe work based on P&ID and
general arrangement drawings.

8.0 Pipe stress analysis requirement

8.1 Flexibility analysis shall be carried out wherever GRP / FRP pipes, UPVC and
CPVC pipes are used.

8.2 The flexibility analysis shall be carried out as per the requirement of ASME B
31.1.

8.3 The flexibility analysis shall be carried out using the latest version of software
Caepipe or Caesar or approved equal.

8.4 Flexibility analysis shall be carried out for sustained load, operating load and
thermal loads.

8.5 The installation temperature for stress analysis shall be considered as 21 Deg.C.,
unless otherwise specified.

8.6 The piping system design pressure and the design temperature shall be
considered for flexibility analysis.

9.0 Drains & Vents

9.1 At all high points and low points of the piping system and wherever required as
per system requirement, drains and vents shall be provided. The minimum size
of the drain and vent shall be NB 25 and NB 15 respectively.

9.2 Each drain & vent tapping taken from a piping system of design pressure above
40 bar (g), shall be provided with two root valves. Each drain & vent tapping
taken from a piping system of design pressure 40 bar (g) and less shall be with
one root valve.

9.3 Besides at low points, tell tale drains shall be provided wherever necessary.
Further, necessary drain shall be provided in a system to depressurize for
removal of valves and specialities for repair and replacement.

10.0 Instrument tapping

10.1 All pressure & flow measurement tapping provided in piping system whose
design pressure is above 40 Bar(g) shall have the tapping size of NB 25 with two

root valves.

10.2 All pressure & flow measurement tapping provided in piping system whose
design pressure is 40 bar (g) and less shall have the tapping size of NB 15 with
one root valve.

10.3 All pressure gauges shall have a needle valve or gauge corks in addition to the
root valves.

10.4 All thermo well stubs shall be of size one (1) inch NPT. During despatch, the
thermo well stubs shall be provided with 1” NPT plug, which will be removed at
site for installation of thermo well.

Chapter 2 Fabrication, Site Assembly and Erection

10.5 The BIDDER / SUPPLIER shall design and prepare all fabrication isometric
drawings for piping of size NB 50 and above based on the piping layout. The
BIDDER / SUPPLIER shall ensure that the design is as per ASME B 31.1. The
BIDDER/ SUPPLIER shall furnish the calculations for reinforcement for nozzle
openings and calculations for welded attachments carried out on the piping.

10.6 Piping NB 50 and above size shall be fully fabricated at BIDDER's /


SUPPLIER’s Works or in the pre-fabrication yard in the site, which shall be
adequately equipped with the required machinery, templates, gauges, tools and
tackles etc. BIDDER / SUPPLIER shall indicate in their offer details of the
facilities available at their works for fabrication of pipe work. The extent of
fabrication at works shall be such as to restrict field welding to circumferential
line joints alone. Further, the number of circumferential line joints to be
performed in the field shall be held to a minimum, limited by transport
considerations and erection constraints.

10.7 Piping having size NB 40 and below are deemed field run and are hence
fabricated in site.

10.8 All welded attachments on Piping shall be of same material as the parent Piping
and shall be subjected to the same fabrication and welding procedures as the
associated piping.

10.9 The use of companion flanges to connect two pieces of pipe and the use of odd
or short pieces of pipe in making up long runs is prohibited.

10.10 Where welded pipe or fittings are used, longitudinal welds in adjoining sections
shall be staggered to a minimum of 90 degrees during fabrication. All piping
shall be fabricated true to lines and elevations as indicated on the piping
drawings.

10.11 No welding shall be carried out on lined pipes.

10.12 Neither butt nor branch joints shall be closer than twice the pipe diameter to any
other joint in the same pipe except where "weldolet" type fittings are used in
which case the branch weld must be made to the "weldolet".

10.13 All threads on piping components shall be taper pipe threads as per applicable
standards.

10.14 No external support shall be welded on valves and specialities except as provided
by the Manufacturer.

10.15 All pipe flanges and contact surfaces shall be concentric with the axis of the
piping. All flanges and fittings shall be accurately machined and drilled true to
the template.

10.16 No welding / gas cutting shall be done locally near the soft seated to prevent
distortion of the soft seats.

10.17 No pipe bends shall be used. Only seamless butt welding elbows & socket
welding elbows shall be used.

10.18 Gas cutting for bolt holes including for U clamp supports shall be prohibited.

10.19 Screwed end pipes and pipe fittings shall be threaded as per NPT.

10.20 For hole size NB 50 and below on pipes, shall be done by drilling only.

10.21 Welding ends for butt welding shall be as per ASME B16.25. For any other type
of weld end, specific approval have to be obtained from PURCHASER /
CONSULTANT.

10.22 All GI screwed pipes / fittings are not to be welded and shall be sealed with
suitable sealing material.

10.23 At all screwed valves and screwed connections on equipment, unions shall be
provided to facilitate disassembly. Likewise, unions shall also be provided at
suitable points on straight lengths of screwed piping.

10.24 The selection of electrodes shall be as per Welding Specification for Piping –
Exhibit – PW.

Chapter 3 Welding and Non-destructive Examination

10.26 Welding, non-destructive examination for pressure vessels and tanks shall be as
per Exhibit-WV Welding Specification for Pressure Vessels and Tanks.

Chapter 4 Cleaning, flushing and blow-out

10.27 All piping including valves and specialities shall be cleaned by the BIDDER /
SUPPLIER before and during erection to remove grease, dirt, dust scale and
welding slag.

10.28 Before erection all fabricated pipe work, assemblies, sub-assemblies, fittings and
components etc. shall be thoroughly cleaned internally and externally by blast
cleaning or by power driven wire brushes. The brushes shall be of the same or
similar material as the metal being cleaned.

10.29 After erection, the piping shall be mass flushed with water. The cleaning
velocities in water lines shall be 1.2 to 1.5 times the operating velocities in the
piping. Use of standby pumps wherever available can be used for this purpose.

10.30 All compressed air pipe work shall be cleaned by blowing compressed air.

Chapter 5 Inspection and testing

10.31 On completion of erection, the inside of all pipes, valves, fittings etc, shall be
clean and free from loose scale and foreign matter before subjecting the line to
any test / inspection.

10.32 All piping systems shall be tested hydrostatically by the BIDDER / SUPPLIER
after erection, at pressures as calculated by the applicable codes. The test
pressures shall be maintained until all welded/flanged joints are inspected for
leakage or atleast for ten minutes.

10.33 Mechanical equipment and pressure relieving devices should be blanked-off or


removed from the line during pressure testing and control valves should be set in
the open position for the duration of the test.

10.34 Orifice plates should not be erected until hydrostatic testing and cleaning
operations are completed.

10.35 Lines having check valves should have the source of test pressure located on the
upstream side.

10.36 Instruments, filters and similar equipment for which the maximum permissible
cold test pressure is lower than the hydrostatic test pressure applied to the
system, shall be removed or blanked off from the line before testing. The
BIDDER / SUPPLIER shall consult the PURCHASER / Engineer for specific
guidance.

10.37 Test pressure readings may be taken at the lowest point of the system being
tested provided the effect of static head is taken into consideration.

10.38 When conditions require a test pressure to be maintained for a period of time,
during which the testing medium in the system might be subject to thermal
expansion, provision may be made for the relief of excess pressure thereto.

10.39 After hydrostatic test any leaky joints shall be cut out and repaired or completely
replaced and test repeated until the test has been satisfactorily passed. If any
valve is found to be leaking in the bonnet joint or in the gland packing,
BIDDER / SUPPLIER shall replace the gasket or gland packing and retest the
system to the satisfaction of PURCHASER.

10.40 After completion of hydrostatic test, orifice plates shall be erected as per
recommendation.

10.41 Clean water at a temperature of not less than dew point or 10 Deg. C whichever
higher, nor exceeding 50 Deg. C should be used for hydrostatic test.

10.42 The rate of pressure increase must not exceed 7 bars per minute.

10.43 No one should be allowed near piping/equipment under test when the test
pressure is near the yield strength or when test pressure over 35 bars are being
applied. The pressure should be lowered by 10% before inspection for the leaks.

10.44 When draining the fluid, the piping should be vented slowly to avoid excessive
vacuum.

10.45 A block valve is required on the line from the test pump to the piping/equipment
under test.

10.46 Only calibrated test gauges should be mounted in the upright position. Pump
discharge gauge must be visible to the pump operator for the duration of the
hydro test.

10.47 Other items shall be inspected as per quality plan.

11.0 Painting

11.1 All piping & its appurtenances shall be adequately protected against corrosion by
appropriate protective paint. Use of grease or oil for this purpose is prohibited.

11.2 Unless otherwise stated elsewhere in the specification, after installation, all
above ground pipe work which are neither galvanised nor insulated shall be
finish painted with two coats of synthetic enamel paint of approved make.

11.3 All supports including associated auxiliary steel on all piping including galvanised
piping shall be finish painted with two coats of synthetic enamel paint of
approved make.

11.4 The two coats of finish paint shall have slightly differing shades for purposes of
identification.
11.5 For detailed specification for surface preparation, mixing & application of paints
including colour coding for piping and structures shall be as referred in this
specification.

11.6 Prior to applying finish paint, all painted surfaces shall be furnished with two
coats of primer recommended by the manufacturer of the finish paint. All
insulated piping shall be applied with two coats of primer.

11.7 All painting materials such as paints, varnishes, primers, solvents, thinners etc.
