the global trends and parameters are analyzed. We believe that
the potentials of the Skyway corridor can only be sustained by
strengthening the value of the space and its relations with its
environment through flexible and sustainable design solutions.
Within this context, the Buffalo skyway should be designed
holistically to elaborate contemporary approaches, integrate the
latest technologies and preserve the site’s unique cultural and
natural values as well as Buffalo identity.

ACCOMMODATING ACCESS CURRENT CONDITION EVALUATIONS AND THEORETICAL APPROACHES
The data provided by GBNRTC were used to evaluate the impact on traffic. One of the three scenarios
produced with the request of ESDC for the Skyway traffic scenario, which is“Full removal of the Skyway
from its terminus south of Ridge Road to I-190” approach is employed.
According to The Regional Transportation Plan published by GBNRTC in 2018 (Moving Forward 2050),
%90 of the commuting trips to work are carried out by private vehicles and %82 of these trips are
made alone [2]. Although this is not a big surprise due to the long-standing car culture of Western New
York, it shows the magnitude the problem has reached and obviously, it is quite difficult to manage [3].
Traffic congestion due to the excessive use of private vehicles has always been a problem in the
metropolitan cities and New York residents are no stranger to these problems. In this sense, removing
the Skyway might also serve for an indirect aim and help discourage the use of motor vehicles. Even
though this will happen in a limited fashion, combined with the design of the Buffalo Skyway Project
that promotes active transportation modes, people could use their cars less. Of course, this could only
happen if essential improvements in the transit system are made. Indeed, in Moving Forward 2050
[2], based on the forecasts for the future of transportation it is stated that private vehicle trips can be
reduced by establishing a multi-modal and integrated public transportation system and autonomous
vehicle technologies. Apparently, it is not always correct to base a transportation system analysis on
old habits especially for mode choices.
In order to represent the average travel demand, Mobility Report [4] prepared by NYCDOT in 2018, The forecasted flows reveal that planned improvements in the existing network will be insufficient in the future. However, gradual

SUSTAINABILITY
ANALYSIS
When the 2050 projection of the city and the traffic data of today are compared, it is seen that there will
not be a significant increase. When the AADT data of the road traffic close to Skyway, which is one of the
daily traffic data related to Scenario-1, is examined, it also can be seen that the estimates for 2050 on
I-190 are about 110,000 vehicles while the 2011 and 2015 data are around 90,000 vehicles. Considering
that the 2040 projection population will decrease by approximately 16% according to the US Census
Bureau data, it can be said that the projected increase in traffic is at normal levels.
In this case, it is seen that the only thing that is not taken into account in the future projections is the
demand generated by the recreational area. Niagara Falls (US Side) receives 10 million visitors annually
[8]. Similar theme parks in the United States are known to receive approximately 3 million to 20 million
visitors. The projection is that there will be 3 million visitors in the short term and 10 million visitors in the
long term. Considering the impact of this number of visitors on the traffic, it can be said that depending
on the driving habits, it will increase the annual average daily traffic (AADT) on the main roads by a total
of 10,000 to 20,000 vehicles.
The trip generation potential of the proposed re-design of Buffalo Skyway Corridor is estimated
by associating predominant land uses and establishments in the project area with the ones given
in the ITE Trip Generation Handbook [9]. A total of 10 different land uses that represent the land
uses in the project are selected and included in the calculations with relevant units of measure,
as mentioned in the Handbook. One of these land uses is for the industrial establishment that is
planned to be built in the area. The purpose of this analysis is to determine whether the additional
motor vehicle traffic generated from the proposed project would create congestion problems on

not only for transportation but also defined as a walking

are placed. Renting a bike will be provided with the app.
This encouraged the use of bicycles for visitors as well as
the locals. The entire REC axis was pedestrianized, and

of the pedestrian corridor would meet with the vertical
circulation elements from the surrounding roads and
service elevators and stairs were in certain areas. In order
to provide vehicle entry in case of emergency, vehicle

and again were capillarized by creating alternative axis in
order to establish relations with the surroundings.
