Dear Ms. Reilly,

Visa shares your sadness and frustration by the series of tragic incidents of gun violence and the
devastating toll they have on our communities. We agree with SumofUs that more needs to be
done to stem the violence.

It is Visa’s fervent hope that state and federal lawmakers will aggressively work on legislative
solutions to tackle gun violence in America. Given the complexity of this issue, we believe that
any truly effective solution must come from thoughtful changes to laws and regulations by
those elected to establish the laws of our country.

As a global payments technology company, Visa connects consumers, businesses, financial


institutions and governments, to facilitate legal commerce. It is our role do this securely, reliably,
and in compliance with the local laws and regulations of more than 200 countries and territories.
Maintaining a neutral stance under the law is vital for the free flow of commerce.

It is important to note that we do not have an item-level view of consumer purchases. For
example, when a shopper makes a purchase at a sporting goods store, Visa does not know what
was bought and, as a result, we cannot track or flag purchases of guns or any other product sold
at that store. We believe that asking payment networks to serve as self-appointed arbitrators of
which legal goods can be bought sets a dangerous precedent of us acting as the moral
authority on what controversial, but legal, purchases should be allowed or denied.

While Visa should not be in the position of imposing restrictions on the sale of lawful goods or
services, we are committed to transparency and dialogue on this difficult issue. Like you, we also
wish there were more tangible actions taken in the United States to prevent gun violence, but
believe those changes should come from the leadership of our government.
