COA DECISION NO. 1998-322

RE : Request of the Members of the Sangguniang Panlalawigan, Province of Bohol, for

Authority to Write Off Dormant Accounts of the Provincial Government of Bohol with
the Philippine National Bank (PNB), Manila, in the Amount of P47,516.18

Respectfully forwarded, to His Excellency, the President of the Philippines, Malacañang, Manila.
It is represented herein that the Provincial Government of Bohol carries in its books Cash-in-Bank amounting
to P47,561.18 representing pre-war deposits with the Philippine National Bank (PNB), Manila, under Account
No. 8-70-322. Under a letter dated June 16, 1997, Mr. Josefino R. Gamboa, Senior Vice President, PNB,
Manila, informed the Provincial Treasurer, Province of Bohol, that verification made by PNB with the records
of its head and branch offices does not show any outstanding pre-war deposit of the Provincial Government
of Bohol. It was further informed that said deposits may have been among those escheated by the bank in
favor of the National Government citing the Unclaimed Balances Act as authority therefor. The validity of
said deposits cannot be ascertained and withdrawal thereof appears to be nil as the same are not in the
records of PNB. Neither does the Province have any record or document to show or prove the validity of the
subject deposits. Hence, the instant Resolution No. 348 series of 1997 of the Members of the Sangguniang
Panlalawigan, Province of Bohol requesting authority to write off said accounts.
In view of the representations herein made by the Members of the Sangguniang Panlalawigan of the
Provincial Government of Bohol in its Resolution No. 348, supra and considering the favorable
recommendation of the Provincial Auditor of the said province under his 4th Indorsement dated October 29,
1997, and considering further that amount involved is more than P10,000.00 but not exceeding
P100,000.00, which is within the authority of the President of the Philippines to approve the writing-off
thereof pursuant to Section 36 of P.D. 1445 , this Commission hereby recommends the writing-off of the
amount of P47,561.18 representing the dormant accounts of the Provincial Government of Bohol with the
Philippine National Bank, Manila.
