MINUTES OF THE 21st FINANCIAL EVALUATION COMMITTEE (FEC)

MEETING HELD ON 21.05.2014 AT 3.00 PM IN THE CONFERENCE HALL,
4TH FLOOR, ‘H’ BLOCK AP SECRETARIAT, HYDERABAD.

21st Financial Evaluation Committee (FEC) met on 21.05.2014 at 3.00 PM in

the Conference Hall, 4th Floor, ‘H’ Block, A.P. Secretariat, Hyderabad to discuss and
finalize the Bid for the work of “Restoration of Kruthivennu Saline Embankment (Tidal
Bank) to the original standard from Km.3.000 to Km.14.300 in Kruthivennu Mandal of
Krishna District” under National Cyclone Risk Mitigation Project (NCRMP) which were
earlier submitted to the Government by Engineer-in-Chief (Irrigation), I&CAD
Department, Hyderabad along with the recommendations of the Technical Evaluation
Committee (TEC).

2. Engineer-in-Chief (Irrigation), I&CAD Department has submitted the Bid Evaluation

Report (BER) for the work of “Restoration of Kruthivennu Saline Embankment (Tidal
Bank) to the original standard from Km.3.000 to Km.14.300 in Kruthivennu Mandal of
Krishna District” for placing before the FEC with the following information.

i. Bids were invited vide Bid Notice No. IFB No.:34/2013-14(NCRMP)

Dt.25.02.2014 for “Restoration of Kruthivennu Saline Embankment (Tidal
Bank) to the original standard from Km.3.000 to Km.14.300 in Kruthivennu
Mandal of Krishna District” through online in Central Public Procurement Portal
(CPPP) http://eprocure.gov.in of National Informatics Centre and the bids were
opened on 07.04.2014 at 15.30 Hours.
ii. In response to the Bid Notice the following four bidders have participated.
1. M/s P.V.Ramanaiah & Co., Nellore.
2. M/s Raghava Constructions, Narayanapurm (V), Kallur (M),
Khammam (D).
3. M/s HES INFRA INDIA Pvt., Ltd., Rajahmundry
4. M/s G.V.V Constructions Pvt. Ltd., Secunderabad.

iii. On scrutiny of bids, the bids of the following two bidders are found to be
disqualified.
a) M/s. P.V. Ramanaiah & Co., Nellore.
b) M/s.Raghava Constructions, Narayanapurm (V), Kallur (M),
Khammam District.

Reasons for disqualification:

iv. The bid of M/s P.V. Ramanaiah & Co., Nellore is disqualified due to the
following reasons.
 The stone pitching quantity executed by the bidder is only
3156.00 Cum as against 9000 Cum as per Clause 4.5 A(c) of
bid document.

 The bidder has the required turn over only in one financial
year i.e. 2012-13 for Rs. 5415.62 Lakhs as against the
requirement of two financial years.

v. The bid of M/s Raghava Constructions, Narayanapurm (V), Kallur (M),

Khammam (D) is disqualified due to the following reasons.

 The quantity executed by the bidder is only 5365.89 Cum

for the year 2008-09 as against 9000 Cum as per Clause 4.5
A(c) of bid condition.

 The bidder has not uploaded the Engineer and availability of

the key and critical equipment of this work and other key
staff as per Clause 4.5 B(b) bid condition.

The following are the Technically qualified bidders.

1. M/s. HES INFRA INDIA Pvt. Ltd., Rajahmundry.

2. M/s. G.V.V Constructions Pvt. Ltd., Secunderabad.

vi. Among the two qualified bidders, M/s HES INFRA INDIA Pvt., Ltd.,
Rajahmundry has quoted the lowest bid with (+) 2.514% excess at a Tender
Computed Value of Rs.34,02,70,354/-.

vii. Technical Evaluation Committee meeting held on 17.05.2014 at 11.30 AM to

discuss the Technical and Financial evaluation and opined that M/s HES INFRA
INDIA Pvt., Ltd., Rajahmundry as the lowest responsive Bidder among the 4
bids as per World Bank Norms and the bid is quoted at (+) 2.514% excess
over Estimate Contract Value of Rs. 3319.27 lakhs.

viii. The Technical Evaluation Committee recommended the lowest bid of M/s. HES
INFRA INDIA Pvt., Ltd., Rajahmundry, at (+)2.514% excess over Estimate
Contract Value of Rs. 3319.27 lakhs and the Tender Computed Value comes to
Rs. 34,02,70,354/-. The validity of Bid is up to 03.07.2014.

ix. In the light of the recommendations made by the Technical Evaluation

Committee (TEC) and as per G.O.Ms.No.11, Revenue (DM-III) Department,
Dated 12-12-2012 the Financial Evaluation Committee (FEC) has to approve
the tenders for packages under NCRMP costing Estimate Contract Value above
Rs.2.00 Crores.

x. In the present case, the qualified lowest bid of M/s. HES INFRA INDIA Pvt.,
Ltd., Rajahmundry is received for Rs. 34,02,70,354/- i.e., at (+)2.514% excess
over Estimate Contract Value of Rs. 33,19,27,000/-.

a) The estimate is prepared with S.S.R 2013-14.

b) The bid prices quoted by the bidder is inclusive of all duties,
taxes and other levies payable by the contractor under the
contract or for any other cause as per clause No. 13.3 of ITB.
c) As per Clause 13.4 of ITB, the rates and prices quoted by the
bidder are subject to adjustment during the performance of
the contract in accordance with the provisions of Clause 47 of
the conditions of contract (Price Adjustment).

3. The above BER has been placed before FEC for discussion and finalization. FEC
examined the BER and made the following observations.

i. TEC recommended the lowest qualified bid received from M/s. HES INFRA
INDIA Pvt., Ltd., Rajahmundry for Rs. 34,02,70,354/- i.e., at (+)2.514%
excess over Estimate Contract Value of Rs. 33,19,27,000/- for acceptance of
FEC.

ii. The Engineer-in-Chief (Irrigation) reported that the trend of tenders of

Irrigation Department works varies from (-) 5.00% up to (+) 5.00 Crores.
iii. The World Bank ISR Mission team visited Hyderabad on 19.05.2014 and
reviewed the status of procurement of this work and requested to entrust the
work at an early date as the procurement process is already delayed.
iv. FEC unanimously decided to approve the lowest qualified bid of M/s. HES
INFRA INDIA Pvt., Ltd., Rajahmundry with the following details.
