IRR 1.1 The Academics Big Day shall be composed of 6 Quiz Bees. The
table below shows the topics covered for each Academic Quiz Bee
and the requirements for eligibility in order to join each

IRR 2.0 QUALIFICATIONS
IRR 2.1 The competitions in Academics Big Day is open to students
enrolled in any accounting-related courses. Provided, s/he
must be a bona fide member of the NFJPIA R4 FY 2018-2019,
and a pre-registered delegate of the convention.

IRR 3.0 CLAUSE ON LIMITS TO PARTICIPATION


IRR 3.1 Each contestant shall only be allowed to join one (1)
academic event in the Academics Big Day. This is to avoid
any conflicts in the schedule because the quiz bees are held
simultaneously.

IRR 4.0 REQUIREMENTS


IRR 4.1 The Vice President for Academics of each local chapter must send
the following to the Regional Vice President for Academics:

● Official Master List indicating the names of their participants


with their respective competitions;

● Scanned Certificate of Registration in his/her respective


school certifying that he/she is currently enrolled in their
school’s BS Accountancy Program for the current semester or
term;

● Scanned school IDs of all the participants used in the current


semester or term; and

● Soft (scanned) copy of the endorsement letter of all the


participants duly signed by the local chapter’s vice president
for academics or equivalent, local chapter’s president and
the local chapter’s adviser. (Note: 1 endorsement letter for all
the participants listed)

IRR 4.2 Softcopy of all the requirements must be compressed in one zip file
and shall be sent to nfjpia1819.r4vpacademics@gmail.com on or
before January 21, 2019. The subject format to be used shall be
ABD-QB2019_<local chapter> with a file name and format: ABD-
QB_<local chapter>.zip.

● Soft copy of School ID’s of all participants must be in one


folder named “School IDs”.

● Soft copy of participants’ Certificate of Registration must be


in one folder named “Certificate of Registration”.

IRR 4.3 In all cases when there will be changes with regard to the
delegates of local chapters, the vice president for academics or
the president of the LC must send again to the regional vice
president for academics the revised master list of their delegates.
The subject format to be used shall be ABD-QB2019_<local
chapter>_Revised with a file name and format: ABD-QB_<local
chapter>_Revised.zip.

IRR 4.4 Contestants must present their school ID’s and their waiver
(included in the ABD Packet file) upon registration during the event
proper.

IRR 4.5 Strictly, no walk-ins will be allowed. All (including advisers, deans
etc.) are required to pre- register online and to register properly at
the event proper.

IRR 5.0 GENERAL CONTEST RULES


IRR 5.1 Contestants are advised to be at the designated places of their
events at least thirty (30) minutes before the time schedule.

IRR 5.2 Contestants must be properly registered and must sign in the
provided registration machine before proceeding to the
competition proper. Certificates of participation shall also be
distributed upon registration.

IRR 5.3 Contestants must strictly wear corporate attires (no denim pants,
rubber shoes, slippers, casual wear, etc.). Noncompliance of the
conduct as to proper attires shall prohibit the participant/s to join
the competition.

IRR 5.4 Late contestants are still allowed to join the competition. However,
he/she shall no longer be allowed to answer the questions he/she
might have missed.

IRR 5.5 The Committee for Academics shall be composed of the Regional
Vice President for Academics, Education and Research Committee
Chairperson and its Committee Members. While NFJPIA-R4 Council
shall be composed of the Regional Executive Officers of the NFJPIA
which shall serve as the monitoring personnel and question
distributors (QD).

IRR 5.6 Aside from the Regional Executive Officers, members of the
standing committee and assigned work force members for the
different events may also serve to act as QDs.

IRR 5.7 Any member of the Board of Judges and NFJPIA Council shall be
vested with the power to give sanction to any contestant he/she
has witnessed violating any of the said provision in this IRR.

IRR 5.8 After reading the contest rules and mechanics, contestants are
given the chance to raise questions/clarifications regarding the said
rules and mechanics.

IRR 5.9 In case of any concern, clarification, or protest which is not


governed by the Implementing Rules and Regulations (IRR) of the
said provision, the Regional Vice-President for Academics, or the
chairman of the Education & Research Committee (subject to
proper authority), shall have the absolute power to objectively
decide, upon consultation to NFJPIA-R4 and/or Regional Adviser, on
matters which are deemed necessary to preserve and protect the
integrity of the event. His decision is final and irrevocable.

IRR 6.0 CONTESTANTS AND THE CONTEST MECHANICS

IRR 6.1 The Regional Academic Cups are composed of different quiz bees
to be played individually. The distinct quiz bees are as follows:

● Financial Accounting and Reporting Quiz Bee


● Advanced Financial Accounting and Reporting Quiz Bee
● Management Accounting, Services and Control Quiz Bee
● Regulatory Framework for Business Transactions Quiz Bee
● Auditing Quiz Bee
● Philippine Tax Quiz Bee

IRR 6.2 Each distinct quiz bees will be composed of 2 phases– the
Elimination phase and the Final phase.
IRR 6.2.1 ELIMINATION PHASE

IRR 6.2.1.1 This phase is a written 70-item exam which participants are to
answer within 2.0 hours only. The exam is composed of both
theoretical and computational questions. The Top 20
participants of each distinct quiz bee shall be determined
through the results of the written examination. These
participants will then face each other in the final phase.

IRR 6.2.1.2 Participants that have drawn/tied for the last spot for the pre-
final phase shall be given clincher questions. Points will be
given to the participant who answers the fastest.

IRR 6.2.2 FINAL PHASE

IRR 6.2.2.1 Each distinct quiz bee will have a Final phase. It is to be
competed by the Top 20 participants of each distinct quiz
bee from the elimination phase. Answering will be through
board-raising.

IRR 6.2.2.2 Contestants shall be provided with a copy of the question for
every item. The QDs shall distribute copies of the question
upside-down, and the contestants are strictly not allowed to
flip the copies subject to the provision of IRR 6.2.2.3.

IRR 6.2.2.3 Upon the announcement of the quizmaster of the question


number, the contestants may flip their own copies, & start to
read and answer the questions provided. Penalties for
violation are as follows:

Warning shall be given for the 1st offense. On the 2nd offense,
the contestant shall mean disqualification from the question
at hand. 3rd offense entails disqualification from the
competition in general.
IRR 6.2.2.4 The Final Phase has 15 theoretical and computational
multiple-choice questions and 5 straight problem questions.
The allotted time per question type and the pointing system
for each round is as follows:

IRR 6.2.2.5 In case of a tie during the Final phase, clincher questions shall
be asked by the quizmaster. Difficulty can vary from easy,
average or difficult. The time is still based on the table above.
The first to raise his/her board shall be entertained first. A
chance for a steal will be given when the first participant to
raise the board failed to give the right answer. If still the 2nd
answer is wrong, the quizmaster will move to the next
question until a participant gets the correct answer.

IRR 6.2.2.6 All the questions in the Final phase quiz bees will be read
once. Request to repeat a question shall not be entertained
unless there is an approval from the member of NFJPIA- R4
council present on the contest proper.

IRR 6.2.2.7 Contestants are only allowed to manipulate their calculators


after the quizmaster says “GO”. Warning shall be given for the
1st offense. 2nd offense shall mean a disqualification from the
particular question while, 3rd offense entails disqualification
from the competition.

IRR 6.2.2.8 Contestants who shall insist in stating his/her answers


ambiguously, abbreviated or illegibly may still claim points for
correct answers only upon the discretion of the Judge or the
panel of Judges.

IRR 6.2.2.9 In case where a question was voided upon the


recommendation of the Board of Judges or by the
Academics Committee, questions coming from those
reserved in anticipation of a clincher round shall be arbitrarily
taken to replace the voided question. The question shall be
read twice by the quiz master, as an exception to the general
rule.

IRR 6.2.2.10 Any contestant caught cheating shall be automatically


disqualified in the competition. He/she shall no longer be
allowed to participate in the other academic events.

IRR 6.2.2.11 Before proceeding to the next question, contestants shall be


given an allotted time of 10 seconds to raise a protest/
clarification, to request for a new marker or scratch paper, to
change their calculator if it encounters a technical problem
or other concerns. After the allotted time has elapsed, the
quizmaster shall read the next question thus protest shall no
longer be entertained.

IRR 6.2.3.12 The Regional Academic Cup Champion shall be determined


through the accumulated results of the Elimination, Pre-Final
and Final Phase given the following percentages:

Total 100%

IRR 7.0 VIOLATION AND SANCTION GUIDELINES

IRR 7.1 The above-mentioned Regional Academic Cup Implementing


Rules and Regulations are for NFJPIA-R4 and related persons
information exchange only. The council maintains the relevance
and reliability of this document through the strict implementation
of its rules and regulations.

IRR 7.2 Any questions raised by the contestants that are not included in
the IRR shall be subjected to the jurisdiction of the Regional Vice
President for Academics and NFJPIA-R4 Executive Officers. The
decision of the Regional Vice President for Academics and the
NFJPIA-R4 Executive Officers will be final and irrevocable.

IRR 8.0 ENFORCEMENT OF THE IMPLEMENTING RULES AND


REGULATIONS

IRR 8.1 It shall be the primary duty of the Regional Vice President for
Academics and the Regional Executive Officers to effectively
enforce the provisions of this Implementing Rules and Regulations.
The Executive Officers also has the sole right to interpret the
contents of this Implementing Rules & Regulations and their decision
will be binding and irrevocable.

IRR 8.2 The Regional Adviser or his duly designated representative shall act
as legal adviser to the Regional Vice President for Academics and
the Regional Executive Officers and shall render legal assistance as
may be necessary in carrying out the provisions of this Implementing
Rules and Regulations

IRR 9.0 AMENDMENTS OR REVISIONS

IRR 9.1 The Regional Executive Officers shall be vested with the exclusive
power to revise and amend the Implementing Rules and
Regulations.

IRR 9.2 Any amendments to or revisions to this Implementing Rules and


Regulations may be proposed by any member of any regional
council upon a written request of the local chapter, stating the
reasons thereto.

IRR 9.3 Any request for amendments and revisions as well as proposed
amendments must initially be reviewed by the Regional Vice
President for Academics then to be forwarded to the Regional
Executive Officers for discussion, editing and final approval and to
be noted by the Regional Adviser.

IRR 9.4 The Regional Executive Officers shall have the right to debunk any
proposed revisions and amendments, submitted to them by the
Regional Vice President for Academics, which are deemed
unnecessary. The final decision on any inclusions and exclusions to
this Implementing Rules and Regulations must be determined by a
majority vote of all Regional Executive Officers in which the
Regional Vice President for Academics is included.

IRR 9.5 Amendments to particular provisions in this Implementing Rules and


Regulations shall be allowed provided that such amendments will
be communicated to stakeholders at least two weeks before it
could take effect.

IRR 10.0 SEPARABILITY CLAUSE

IRR 10.1 If any clause, provision, paragraph or part of this Implementing


Rules and Regulations shall be declared unconstitutional or invalid,
such judgment shall not affect, invalidate, or impair any other part
hereof, but shall be merely confined to the clause, provision,
paragraph or part directly involved in the controversy in which such
judgment has been rendered.

IRR 11.0 REPEALING CLAUSE

IRR 11.1 Any rule and regulation or resolution or part/s thereof inconsistent
with the provisions of this Implementing Rules and Regulations are
hereby repealed or modified accordingly.

IRR 12.0 EFFECTIVITY

IRR 12.1 This Implementing Rules and Regulations shall take effect
immediately after its presentation and approval
