ORIENTATION ON MASA MASID PROGRAM AND REPORTING MECHANISM FOR MASA


MASID TEAMS (MMTs) and MASA MASID VOLUNTEERS (MMVs)
An Activity Design

I. Rationale

The Department (DILG) is mandated to promote peace and order, ensure public safety,
strengthen local governance aimed towards effective delivery of basic services to the
citizenry. As such, the Department has formulated plans, programs to reinforce this mandate.

One of the current programs implemented is the MASA MASID (Mamamayang Ayaw Sa
Anomaliya, Mamamayang Ayaw Sa Illegal na Droga) project under the Memorandum
Circular No. 2016-116. However, there were significant changes as the project is being
implemented. With these changes, the existing policy has to be enhanced so as to address
other concerns of the project like violent extremism. Hence, a new Revised Memorandum
was created (MC No. 2017-112.)

The MASA MASID project promotes community involvement to contribute in addressing


problems on corruption, illegal drugs, criminality, violent extremism and other threats to
peace and security. Multi-sectoral and mass based approach shall be adopted to ensure an
effective and efficient implementation of the project.

One of the main functions of this project is the creation of the so-called MASA MASID
Groups in the community/barangay level. MASA MASID groups in the communities will be
formed through MASA MASID Teams (MMTs) and MASA MASID Volunteers. They will
be organized to bring together the government and the private sector to achieve peaceful,
orderly and safe communities. The MASA MASID Groups in the barangay play a crucial
duty in ensuring the attainment of the project objectives.

However, to attain such vision, they should be trained and capacitated to be fully functional
and understand their specific roles and responsibilities under the MASA MASID project.
Hence, one way to do such thing is the conduct of an orientation by cluster which guarantee
full understanding of the program through interactive discussions.
II. Objectives

Through this orientation, the following specific objectives will be achieved:

 Capacitate the MASA MASID groups in the community/barangay level;


 Enjoin and encourage the participation of the civic society organizations such as
faith-based, non-government and people’s organizations;
 Understand their function in intensifying the government’s campaign against
corruption, illegal drugs, criminality, violent extremism and other threats to peace
and security through setting up a reporting mechanism in the community level.

III. Methodology

The said orientation is a one day activity which will be done through clustering approach.
Considering that there are 70 barangays in Maasin City. It will be divided into ten cluster
leaving 7 barangays per cluster. The said orientation will be done through interactive
discussion and conduct of small activities.

V. Budgetary Requirements and Cost Estimates

Food:
2 snacks (AM & PM) @ P40.00 x 81 pax - P 6, 480.00
Lunch at P140.00 x 81 pax - 11, 340.00

Materials:
Brown envelope @ P5.00 x 70 pax - P 350.00
Notebook @ P 10.00 x 70 pax - 700.00
Tarpaulin 3 x 5 - 600.00

Grand Total: - P 19.470.00 (budget per cluster orientation)

VI. Date/Venue

The orientation will be conducted within the month of November 2017 probably second or
third week of this month. The venue will held in the most strategic location among the
concerned barangays through consultation.

VII. Source of Fund

The expenses of this activity will be charged to the MASA MASID project (DILG Province)
and through the counterpart support of the LGU (City) as specified below:
