Former President of Colombo Cesar Gaviria to Head Up Electoral

The Secretary General of the Organization of American States (OAS), José Miguel Insulza,
has appointed former Colombian President César Gaviria Trujillo as Chief of the Electoral Observation Mission
(EOM) that will accompany the Mexican federal elections on July 1.

The former Colombian leader will make an initial preliminary visit on May 8, at which time he will meet with
election officials and candidates.

The mission is intended to accompany the Mexican electoral process from its preliminary stage until the
announcement of its results, as well as the behavior of the protagonists of the election in the framework of the
electoral law of the country and the Constitution. The day of the election, the Mission will accompany the
process of voting, vote counting, computation, transmission and tallying of results.

The EOM/OAS will observe the organization and preparation of the elections and will cooperate with the
electoral authorities and political actors in a joint effort to achieve the greatest transparency, integrity and trust
in the federal electoral process. At the same time, any complaints that may be received will be forwarded to the
appropriate authority for resolution.

César Gaviria Trujillo has had an extensive political career. In his term as President of Colombia between 1990
and 1994, he convened a National Constituent Assembly that enacted the Constitution of the country in 1991.
The economist was Secretary General of the OAS from 1994 to 2004 and National Director of the Colombian
Liberal Party a year later.
