ABOUT CHANAKYA NATIONAL LAW UNIVERSITY

CNLU is widely acclaimed and regarded as one of the premier National Law Schools, and
merely within ten years of its establishment, it has cultivated not only some of the best
legal minds but also leaders in virtually every sphere of life. The institution prides itself
on giving its students the ability to develop skills not just in regard to advocacy and legal
reform, but also in various literary and cultural spheres in order to provide an
environment of all-round development, with the intention of fostering leadership and
character building in each of its students. With this objective in mind, the students and
administration of CNLU have been organizing the CNLU National Parliamentary Debate
for the past 10 years.
ABOUT CNLU NATIONAL PARLIAMENTARY DEBATE

CNLU National Parliamentary Debate presently in its 11th edition, is a 3-day national debating
event which witnesses participation from premier institutions from across the country. The
tournament being an open tournament, invites people from all across the country as debaters
and adjudicators. This ensures highest standards of debating by bringing in the best possible
competitors as well as meticulous judging in the tournament, highest standards of debating is
ensured. The event has been expanding ever since its inception and it is rapidly gaining
popularity on a national level.

It would be Chanakya National Law University's privilege to collaborate with you this year in
hosting this event. We offer you the following packages to invest in and we promise you an
amazing audience and debating tournament with a huge footfall, which will provide a huge
advertising bonus to your organization.

I. Format of the Tournament

The CNLU National Parliamentary Debate, 2019 will follow the ‘3-on-3’ Asian parliamentary
style of debating governed by the following rules, regulations, and guidelines:

a) Each debating match will consist of two teams; one to propose the motion and one to
oppose it. The team proposing may be known as ‘The Proposition’, ‘The Affirmative’ or
‘The Government’. The team opposing may be known as ‘The Opposition’ or ‘The
Negative’. Teams will be designated as the Proposition or the Opposition for each
round of the competition.

b) Each debate shall be adjudicated by a panel comprising of an odd number of


adjudicators. One of these shall be designated as chairperson. in exceptional situations,
and only in Pre-Break Rounds, a debate may be adjudicated by a single experienced
adjudicator.

c) Each debate shall be timed by a timekeeper. In the absence of a timekeeper, a member


of the adjudication panel will time the speeches.
d) A team will comprise of the following members:

Proposition:

Prime Minister (P.M.).

Deputy Prime Minister (D.P.M.).

Government Whip.

Opposition:

Leader of the Opposition (L.O.).

Deputy Leader of the Opposition (D.L.O.).

Opposition Whip.

e) Debaters will speak in the following order:

 Prime Minister.

 Leader of Opposition.
 Deputy Prime Minister.

 Deputy Leader of Opposition.

 Government Whip.

 Opposition Whip.

 Opposition Reply Speech (to be given by either the 1st or 2nd Opposition Speaker).

 Government Reply Speech (to be given by either the 1st or 2nd Proposition Speaker).
