MESSAGE
On January 26, 2001, Republic Act 9003, the Ecological Solid Waste Management
(ESWM) Act of 2000 was approved. LGUs opted to implement the Ecological Solid Waste
Management by segregation at source, segregated collection, materials recovery facility
establishment, composting facility establishment and/or final disposal facility establishment.

With the view of generating greater multi-sectoral interest and partnership in


addressing garbage problem, the Municipal ESWM Board was reorganized, the Board
developed the Municipal ESWM Plan, integrating the plans and strategies of the barangay to
ensure long term ecological solid waste management. The Board also tasked to adopt
measures, mechanics and guidelines to promote and ensure the viability, effectiveness,
sustainability and relevance of the Municipal Ecological Solid Waste Management Plan,
undertake monitoring, and initiate close supervision to ensure smooth implementation and
recommend specific measures to provide authority for the collection, transfer, storage,
processing, recycling or disposal of solid wastes.

With the 10-year Ecological Solid Waste Management Plan of the Municipality of
Santiago, vital programs, projects and activities will be implemented, thereby providing the
local communities with the opportunity of having increased household incomes, and
attaining effective and efficient collection of solid wastes. The plan also offers better
opportunity for other stakeholders in the extension and delivery of basic services and other
socio-economic related services to the community effecting increased community
awareness and socio-economic status of the local residents. Furthermore, the introduction
of the plan lay down the powers and functions of LGUs the right and obligations of
stakeholders.

M E S S A G E

The Philippines, dubbed as The Pearl of the Orient Seas, is generally


recognized as a country with magnificent endowment of natural resources. However,
because of the onset of continuous industrialization and the menacing aftermath of
reckless human activities that carry along little environmental conservation, our natural
resources have gradually been placed under crucial threat. Our country suffers from
major human-caused environmental degradation caused by water and air pollution,
improper disposal of solid and toxic wastes and abuse of coastal resources, to name a
few.
With the goal to protect our environment from annihilation, the
Philippine government has enacted RA 9003, otherwise known as the National Solid
Waste Management Act of 2001 that aim to provide sound and vivid direction for
environmental management and conservation. The said law envisions an integrated and
community- based approach that involves the different sectors of society which serve as
the strong pillar on its implementation.
The entire Doña Telesfora Elementary School (DTES), along with its
faculty and supportive stakeholders, is one with the government in spearheading
significant activities that are vital to the implementation of RA 9003. To create and
intensify educational program that promotes effective solid waste management is just
one of the programs that the school constantly adheres to. Emphasis on the integration
of environmental principles and practices of waste segregation and minimization in the
daily lessons is likewise carried out. These initiatives sprang from the school’s goal to
bring about strengthened social responsibility among teachers and pupils as potent
instruments of helping conserve the environment. Thus, the entire school community
fervently hopes that when everyone continues to work hand in hand along with a
definite clear objective, it will eventually lead to a far- reaching sense of environmental
protection and conservation.

BRIEF SCHOOL PROFILE

Dona Telesfora L.Ong Oh Elementary School (DTES) is located


7 kilometres away from the District Office .It is a complete non
central elementary school with a population of 440.DTES has 14
classes including the regular kindergarten.

It has 12 standard classrooms, 1 E Classroom, 1 Mini stage, and 1


Home Economics Building use for 1 class for Grade V and
Kindergarten.

The school has an area of 10,000 square meters; one half of the
area is utilized as GPP, agricultural production area of banana,
coconut and other crops. The school has an area for school playground
in front of the school building.

The Barangay officials and other stakeholders are the schools


partner in accomplishing all its program and projects.

Whereas, on January 26, 2001, Republic Act 9003, the Ecological Solid Waste
Management (ESWM) Act of 2000 was approved.

Whereas, Baranggay are opted to implement the Ecological Solid Waste


Management by segregation – at source, segregated collection, materials recovery facility
establishment, composting facility establishment and/or final disposal facility establishment.

Whereas, Barangay shall be responsible in providing services related to general


hygiene, beautification and sanitation, waste collection and segregation, establishment of
materials recovery facility, creation of a Barangay Ecological Solid Waste Management
Committee and the formulation of its 10-year ESWMP.

Now therefore, I Elmer P. Monteclaro, Punong Barangay of San Isidro, Santiago,


Agusan del Norte, by virtue of the power vested in me by law, do hereby order:

A RESOLUTION TO ADOPT MUNICIPAL ORDINANCE NO. 2 S. 1990 ENTITLED, “AN


ORDINANCE PROHIBITING REFUSE DISPOSAL FOR ALL SOLID WASTE PRODUCTS
CONSISTING OF GARBAGE RUBBISH, ASHES, NIGHT SOIL, MANURE, READ ANIMALS,
STREET SWEEPINGS AND INDUSTRIAL WASTE.”

WHEREAS, the Sangguniang Bayan of the Municipality of Santiago, approved such ordinance
with the conformity of the Sangguniang Panlalawigan of Agusan del Norte.

WHEREAS, such municipal ordinance is very appropriate to sustain the cleanliness the
surroundings municipal-wide particularly in barangay San Isidro.

WHEREAS, the said municipal ordinance is certainly applicable in the area of jurisdiction of
Barangay San Isidro to promote health and safety, enhance the right people to a balance
ecology.

NOW THEREFORE, on motion presented by Hon. Martin Corporal, duly seconded by all
members present, BE IT.

We, Barangay Poblacion 1 with good environmental management and
improved public health brought about by responsible and disciplined citizens fully

GENERAL OBJECTIVES
To sustain good environmental management and improved public health through
implementation of SWM best practices by major waste generators within the Barangay.

To capacitate and strengthen collaboration among barangay in the implementation

To sustain waste collection service in Barangay San Isidro and expand its coverage to
include other parts of the Barangay;

To establish and operate barangay MRF, with composting facility and storage for
recyclable wastes;

To close existing open dumpsite within the year;

To establish Residual Containment Area (RCA) within 2n quarter of 2017;

To enact Comprehensive BSWM Ordinance within 2nd quarter of 2017 and fully
enforce the said Ordinance within the same quarter;

To increase participation of private sector, including schools, in waste diversion


activities; and

To mobilize barangay purok leaders and Barangay Solid Waste Management


Committees (BSWMCs) in implementing BSWM Plan at the purok level in the barangay.

Municipal Ordinance has been enacted yet to provide for mandatory waste
segregation at source. Thus, no information. Education and Communication (IEC) activities
have been conducted yet to promote waste segregation and reduction at source. However,
the Barangay has initiated campaign for practicing on-site composting.

Collection and Transport


The Barangay San Isidro waste collection service covers all puroks of the barangay
every Wednesday and Friday. A number of households, commercial establishments, and
institutions in Barangay San Isdro are being served waste collection service. Additionally,
mixed waste collection is still being practiced in the barangay. Wastes are being collected
through barangay collector vehicles.

Materials Recovery and Processing


There are operational composting facility and Material Recovery Facility (MRF) for
recyclable wastes within the barangay. Functional barangay MRFs can also be found within
the schools, and in every puroks. These are located in different puroks in the Barangay.
Recyclable materials traded are scrap metals, PET bottles, selected glass bottles and PVC
plastics. These are segregated.

Disposal
The barangay San Isidro still maintains an open dumpsite at San Isdro, Santiago,
Agusan del Norte. It is located in a 1,400 sq. m. lot. This facility has been used since May
2016. The dumpsite area is a temporary dumpsite with no nearby residential area and water
source. No staff is assigned to manage the dumpsite.

ECOLOGICAL SOLID WASTE MANAGEMENT ACT OF 2000


Republic Act 9003 (R.A. 9003)
I. INTRODUCTION

The Ecological Solid Waste Management Committee of Santiago District work


corporately to launch this ten-year Ecological Solid Waste Management (ESWM) Act of
2000.

Its mission and vision are hereby stated, embodied and documented to serve as
basis and guiding principle to any innovative technologies to be adopted which be beneficial
both to school heads, teachers, pupils and the community thus attaining quality education
in a sustainable environment managed by God-loving empowered citizenry governed by
committed leaders.

This Ecological Solid Waste Management Plan address to the existing problems such
as biodegradable, recycle, non-biodegradable and special waste shall be segregated at
source.

Each stakeholders of Santiago District are joined to play their role thereby making
Elementary/Secondary education motivating effective, functional to protect and preserve
the environment and its biodiversity, proper utilization of its natural resources.

This is a plan for action.

II, DEFINITION OF ECOLOGICAL SOLID WASTE MANAGEMENT

 Refer to the systematic administration of activities which provide for segregation it


source, segregated transportation storage, transfer, processing, treatment and
disposal of solid waste and all other management activities which do not harm the
environment.

III. PURPOSE OF ECOLOGICAL SOLID WASTE MANAGEMENT

 To prescribe the procedures and guidelines for the implementation of the Ecological
Solid Waste Management Act of 2000, RA 9003 in order to facilitate compliance
therewith and achieve the objectives thereof.

IV. DECLARATION OF POLICIES

It is the policy of the school to adopt a systematic comprehensive and ecological


solid waste management program which shall:

a. Ensure the protection of public school health and environment

b. Utilize environmentally – sound methods that maximize the utilization of valuable


resources and encourage resources conservation and recovery.

c. Set guidelines and targets for solid waste avoidance and volume reduction through source
reduction and waste minimization measures, including composting, recycling, re-use,
and recovery.

d. Ensure the proper segregation, collection, transport, storage, treatment and disposal of
solid waste through the formulation and adoption of the best environmental
practices in solid waste management excluding incineration.

e. Promote national research and development program for improved solid waste
management and resource conservation techniques, more effective institutional
arrangement and indigenous and improved methods of waste reduction, collection,
separation and recovery.

f. Institutionalize public participation in the development and implementation of national


and local integrated comprehensive and ecological solid waste management
programs and,

g. Strengthen the integration of ecological solid waste management and resource and
recovery topics into the academic curricula of formal and non-formal education in
order to promote environmental awareness and action among the citizenry.

1. SOLID WASTE MANAGEMENT COMMITTEE

 Shall spearhead the implementation of the Solid Waste Management Plan and
prescribe policies to achieve the objectives of this RA 9003.
 Shall oversee the various efforts to be undertaken for the program such as
Advocacy, Segregation, Disposal and Composting, Recycling and Recreation.

2. ADVOCACY AND MARKETING COMMITTEE


 Promote public awareness and encourage involvement in Ecological Solid Waste
Management by conducting extensive awareness campaign banners, symposium,
bandillo, and etc.

3. SEGREGATION, DISPOSAL AND COMPOSTING COMMITTEE:


 Provide for every classroom a designated area and containers in which to
accumulate source separated recyclable materials to be collected.
 Inform the following minimum standards and requirements for segregation and
storage of solid waste pending collection like:
a. there shall be a separate container for each type of waste from all sources;
and
b. the solid waste container depending on its use shall be properly worked or
identified for on-site collection as compostable, non-recyclable or “special
waste”.

4. RECYCLABLE AND RECREATION COMMITTEE:


 Shall undertake a study of existing markets for processing and purchasing
recyclable materials and the potential steps necessary to expand these markets.
a. Identifying potential purchasers of the recovered materials through standard
market research techniques.
b. Directly, contacting buyers and determining the buyer’s quality specifications,
potential transportation agreements and any minimum quantity criteria.

To: ALL DTES Teachers

1. The Doña Telesfora L. Ong Oh Elementary School having so concerned with the
pressing issues and problems in the proper collection, transport and disposal of Solid
Waste and in consideration of the national mandate for the implementation of the
RA 9003 otherwise known as the Solid Waste Management Act of 2000, hereby
formulated and adopted doable strategies under waste segregation, storage,
collection, transfer and transport, processing and disposal.

2. SCHOOL ENVIRONMENTAL POLICIES

A. SOURCE REDUCTION

1. Biodegradable, recycle, non-biodegradable and special waste shall be segregated


at source.
2. The source must provide separate and covered trash receptacles for different
types of waste and properly mark labelled for easy location.
3. Backyard composting for biodegradable waste must be provided/required.
4. Food wastes in the Canteen shall be used as garden plant fertilizers.
5. Agricultural and garden waste shall be disposed or dumped in the backyard for
composting.
6. Implementation of “No Segregation, No Collection Scheme”.
7. Giving of awards and incentives to model classroom implementers.

B. STORAGE COLLECTION, TRANSPORT AND DISPOSAL

1. Regular collection of schedule of bio-degradable waste is twice and once a week


for non-biodegradable waste.
2. Conduct of training in the proper storage and collection of waste.
3. Collect all the biodegradable, recyclable and non-biodegradable waste shall be
properly deposited at the GPP area.

4. Placing of garbage at the designated collection point shall be done 45 minutes


before collection time by garbage collectors.
5. Supreme Pupil Government (SPG) officers and Agricultural teachers will be the
garbage collectors.
6. Garbage collectors shall be in their proper uniform with safety masks, gloves, hat
and boots to avoid too much exposure to hazardous wastes.
7. Seek linkages on local and foreign investors for financial assistance in the
promotion of solid waste utilization and recycling projects.

C. COMPOSTING AND FINAL DISPOSAL

1. Establish and operate a composting facility inside the school proposed dumpsite.
2. Functional school Gulayan sa Paaralan (GPP) as model in the use of organic
fertilizers or biodegradable waste.
3. Establish proper planting of plants and trees for ecological and maintenance of
fresh surroundings in school premise.

CONDUCT OF SCHOOL – BASED TRAINING – WORKSHOP FOR ESWM

To: Teaching and Non-Teaching Staff

1. Pursuant to Deped Order No. 23, s.2015 re: Guidelines on Student – Led Watching and
Hazard Mapping, Doña Telesfora L. Ong Oh Elementary School is mandating all teaching
and non-teaching staff for full participation and attendance of the school – based
training workshop on June 16, 2017 at the E-Classroom.
2. Participants to this INSET are the Kindergarten to Grade 6 teachers and non-teaching
personnel in this school.
3. A registration fee of P200.00 shall be collected to each participants to cover expenses
for lunch/snacks and materials chargeable against ESWM subject to usual accounting
and auditing rules.

TRAINING DESIGN
I. TITLE
One – Day School-based Training-Workshop on ESWM

II. RATIONALE

In order to realize the commitment to provide safety and child-friendly school


for the school children, the school will conduct a One-day School-based Training-Workshop
on ESWM, for the school believe that through constant updating and reengineering of the
people in an organization will lead to continuous improvement.

III. OBJECTIVES

This training aims to:


1. train teachers, pupils and other personnel about Proper Waste Segregation; and
2. promote public awareness and encourage involvement in Ecological Solid Waste
Management.

IV. DESCRIPTION

The said school-based training is a one-day activity which is scheduled on June


16, 2017 at Doña Telesfora L. Ong Oh Eleemntary School, San Isidro, Santiago, Agusan del
Norte. The training expenses include the cost of materials needed for the training and for
the meals and snacks of the participants which is composed of 40 teachers, 1 facilitator and
9 PSG.

V. BUDGETARY REQUIREMENTS
