UNSC: Discussing comprehensive measures to tackle proxy wars in the
Middle East

Guided by the United Nations Security Council Mandate,


Recognizing the need for stability in the Middle East,
Noting with regret the lack of action taken against
Alarmed by the humanitarian crisis across the middle east,
Affirming the need to protect all civilians affected by the conflict,
Aware of the instability of the Governments of the respective states,
Recognizing the need for humanitarian assistance,
Deeply distubed by the mass casualties,
Reaffirming the need for a policy of non-interventionism,
Guided by article 2.4 within the UN Charter,
Realizing the need for a regulation of arms,

Agriculture and food-


1. Calls for the gradual Conversion of Khat fields, a hunger suppressing narcotic,
to wheat and rice crops;
1. This will be done through the assistance of the Food and Agriculture
agency of the United Nations (FAO), China, and Russia alongside any
other willing countries providing agricultural scientists and
professionals to the region
2. Recommends the WFP to engage with Yemeni citizens and the government
to work towards the eradication of Hunger;
Aid
3. Suggests the deployment of the Counter-terrorism Commitee in Syria and
Yemen, and the SCHR to ensure the security of Aid Shipments and prevent
interception by terrorist groups;
4. Recommends all nations in the security council to pledge aid packages to
Yemen and Syria, and send them to the SCHR which will deal with the effective
distribution and accountability of Aid;
5. Recommends that the CDC (center for disease control) works alongside the
Yemeni government to handle the administration of medical aid and assistance to
control the Cholera Outbreak in the Region;

Economic
6. Recommends the donation of 5 million Yuan in Chinese Currency (Renminbi)
to the Yemeni government so as to ensure that the citizens have a valuable currency
that can replace the extremely inflated Yemeni Riyal;
Reduction of Foregn Intervention
7. Calls for the Office of Disarmament Affairs to ensure an immediate
termination of weapon shipments to any actors within the Yemeni or Syrian conflict;
1. A special AD HOC committee will be created under the mandate of the
Security council to overlook sanctions against all violators
8. Calls for release of all individuals arbitrarily arrested/ detained aside from
terrorists or recognized members of extremist organizations;
9. Demands a gradual Removal of Foreign troops from Yemen and Syria
through each country removing 1/5th of their troops each month;
1. This removal will be monitored by the UNPKO to ensure that a fair
withdrawal takes place without any country attempting to take
advantage of the withdrawal

Social and Infrastructural


10. Demands all nations involved in air-strikes against Yemen and Syria to cover
the costs for infrastructural reparations;
11. Requests that UNICEF sets up medical and educational camps for children in
both Syria and Yemen;
12. Emphasizes on the importance of health and sanitation and asks that the
World Health Organization work towards policies and measures to improve health
and sanitation in the Yemeni and Syrian population;

Working Paper- Syria (Main points)

Gradual withdrawal of all


Redeveloping Infrastructure- China and Russia have already taken
initiative to redevelop the region, but request increased financial support
from the United States, and other countries that funding
Block all supply of arms and Ammunitions
Emphasize the need for the government of Syria to be decided by the
people to of Syria
Counter-Terrorism Task force should be deployed to tackle ISIS
Requests an increase of foreign investments into the region to increase job
opportunities.
Create zones of control/protection to ensure safety of Syrian people.
China will engage with the Syrian government to negotiate terms of its
inclusion in the belt and Road initative.
Urges funds to improve federal and police infrastructure to help Syria
independently combat the Islamic State on the ground level.
