 The weight slabs mentioned in the tariff are for gross weight of containers i.e.
(Cargo weight + container tare weight).
 The acceptance and movements over these streams will be as per adequate
materialization of full train loads only, that too after Railway’s clearance. CONCOR
shall not be responsible for any indirect/consequential losses on account of
transportation delays owing to reasons beyond CONCOR’S control.

Note: a) The gross weight will be as per RTO regulations and the above rates include
transportation charges only.The terminal handling charges would be levied separately.
b) Service tax applicable as per government rules.

4TERMINAL SERVICE CHARGES:

In order to provide efficient services at ICD, it is necessary to ensure that the

containers being used for export or import cargo do not stagnate at ICD. Adequate
Free Time has been provided for obtaining Customs clearance and completing
commercial formalities for various categories of containers.
After expiry of the Free Time, the exporter/importer/his agent shall be liable to pay
Terminal Service Charges as described below:
 The rates for 20’ containers are given below. The rates for 40’ containers will be
double these rates.
 The day of unloading/arrival/stuffing/de-stuffing of container will be EXCLUDING
while calculating Free Time.
 In the case of back to town containers/shipment cancellation, no free time will be
granted and proposed TSC will be applicable.
 The free time in case of import loaded movement (all cycle) will be counted up to
the date of issue of exit permit for cargo/containers. Similarly, for export, the free
time will be up to the date of booking.

5. WHARFAGE CHARGES

I. FOR EXPORT CARGO:

Free time of two working days, including the day of arrival of cargo in the warehouse,
will be given for obtaining stuffing permission from Custom & after Customs
examination and for issue of Job Order for stuffing. Thereafter, Wharfage @ Rs. 50/-
per day or part thereof for 1 to 13 days and @ 100 per day or part thereof from 14 th day
onwards for twenty feet container and @ Rs. 100/- per day or part thereof for 1 to 13
days and @Rs.200/- per day or part thereof from 14 th day onwards per forty feet
container will be charged. For export cargo the Wharfage will be calculated, billed and
collected for the entire cargo of a particular Shipping Bill from the date of arrival of the
first portion of the cargo till the last portion of cargo from that particular Shipping Bill is
stuffed for export.

II. FOR IMPORT CARGO:

Free time of one working day, only the day of de-stuffing of imports cargo in ICD, will
be given for obtaining “Out of Charge” from Custom (after Customs examination and
payment of duty) as well as for removal of cargo. Thereafter, Wharfage @ Rs. 100/-
per day or part thereof for 1 to 6 days, @ Rs. 200/- per day or part thereof for 7 to 14
and 15th day onwards @Rs. 300/- per day or part thereof for twenty feet container and
@Rs. 200/- per day or part thereof for 1 to 6 days, @Rs. 400/- per day or part thereof
for 7 to 14 and 15th day onwards @Rs. 600/- forforty feet container will be charged.
For import cargo, Wharfage will be calculated, billed and collected for the entire cargo
of a particular Bill of Entry from the date of de-stuffing of first cargo till the last portion of
cargo from that particular Bill of Entry is moved from the ICD.

III FOR SHUT OUT/EXCESS CARGO:

The wharfage will be leviable after expiry of free time @ Rs.5/- per quintal or part
thereof per day. The free time for shut out/excess cargo will be two working days
excluding the day of unloading of cargo in ICD,

6.Out of cycle handling activities

 IV BONDING OF CARGO IN WAREHOUSE

Consignor who wants to keep their import cargo in bonded ware house will have to
give their written space booking request in advance to CONCOR ICD-Malanpur. The
request should contain:
a) Total requirement of ground space in Square Meter
b) Period of days for which the space is requiredindicating from& todate for which the
space is to be required.

The space will be booked on the subject to availability and on the first cum first serve
basis. The minimum space to be booked at a time is 20 sqm per 20’container and for a
period of minimum seven days and multiples thereof.
At the time of booking of the desired space in Sqm, consignor must have to pay all the
ground rent for the desired entire duration and for the desired entire space which is to
be used for the bonding of import cargo along with terminal handling charges.
The ground rent for the space to be used for the purpose of bonding of cargo in the
bonded ware house is Rs.30/- per Sqm per week

6 HAZARDOUS CARGO:

A consignor intending to offer a consignment of dangerous goods for carriage in a

container must give at least 48 hours prior notice about his intention & must get
permission of CONCOR before bringing the container to CONCOR premises. CONCOR
reserve the right to refuse or accept any container carrying hazardous cargo, if in the
opinion of CONCOR officials, it is not safe for carriage by rail for any reason whatsoever.

10% surcharge in the case of EXPORT and 20 surcharges in the case of IMPORT on the
normal freight rate will be leviable on every container accepted for carriage of
hazardous/dangerous cargo as defined in the red tariff of Indian railways. Such
containers will be accepted on a pink forwarding note only and the THC for handling
these containers shall be double the normal rates.

 14 Collection of additional surcharges at terminal on
movement of loaded/empty containers on private 500 1000
vehicle. (ASURD)

The charges (ASURD) would be collected through system on below activities:-

(i) Import loaded container sent for factory de-stuffing

(ii) Import Loaded Container sent to another CFS
(iii) Empty Container sent for factory stuffing
(iv) Empty container out from ICD to another location

In the above activities, if the said container returns to the terminal within 15 days from the
date of exit as either export loaded or as empty, the additional surcharge deposit collected
will be credited to the customer PDA (If the amount debited from customer PDA). If the
said container not returned to the terminal within stipulated time period, the surcharge shall
stand forfeited. Additional surcharge would be credited back within 30 days from the date
of exit if the container exited from one CONCOR terminal and utilized or returned at other
CONCOR terminal.

General Terms & Conditions:

1. Payment of EXIM activities by Cheque/DD/Pay order in favour of “Container

Corporation of India Limited” payable at Gwalior.In case of permission taken for
Cheque facility& if cheque bounced then charges for cheque dishonor has to be
paid is as per CONCOR policy.
2. Two working days are being provided as free time for making payment for export
containers at ICD, excluding the date of booking. Thereafter, surcharge as per rule
will be applicable as under:
 First two days (after expiry of free time) – 2% of total outstanding dues.
 Next three days - 5% of total outstanding dues
 Next twenty five - 10% of total outstanding dues
3. Cheque dishonoring/bouncing penalty @15% p.a. for the number of months or part
thereof. In addition a clerk age charge of Rs 500/- per cheque shall be collected.
4. Penalty will be levied in case of Misdeclaration of weight and commodity as per
CONCOR Policy.
5. All documents to be submitted with due stamp and signature of
EXPORTER/IMPORTER or CHA as per EXIM Procedure.
6. For any over dimensional consignment a written permission may be sought from
Terminal Manager ICD-Malanpur one week prior to the actual booking of the over
dimensional consignment.
7. GST extra wherever applicable as per rules. All the mentioned charges are in
Rupees.
