Dear Atty. Layusa,
I am writing to comment for the opposition of my neighbor Mr.
Pedro Dela Cruz with regards to my application to take the bar examination particularly on my citizenship.
Unknown to her, I already acquire my Filipino Citizenship by virtue
of naturalization, which is, according to the Bureau of Immigration of the Philippines is the judicial act of adopting a foreigner and clothing him with the privileges of a native-born citizen. It implies the renunciation of a former nationality and the fact of entrance into a similar relation towards a new body politic.
Under Section 2 of Commonwealth Act No. 473 or commonly known
as the Revised Naturalization Law, I have satisfactorily complied all the qualifications to be granted Filipino citizenship. As such, the Regional Trial Court of Manila issued before me a Naturalization Certificate containing the file number of the petition, the number of the naturalization certificate, my signature affixed in the presence of the clerk of the court, the personal circumstances my naturalization, the dates on which my declaration of intention and petition were filed, the date of the decision granting the petition, and the name of the judge who rendered the decision.Included also is my photograph with the dry seal affixed thereto of the court which granted the petition affixed to the certificate.
Before the naturalization certificate is issued, the petitioner shall, in open court, take the following oath:
forever all allegiance and fidelity to any foreign prince, potentate, state or sovereignty, and particularly to the . . . . . . . . . . . . . . . . . . of which at this time I am a subject or citizen; that I will support and defend the Constitution of the Philippines and that I will obey the laws, legal orders and decrees promulgated by the duly constituted authorities of the Commonwealth15 of the Philippines; [and I hereby declare that I recognize and accept the supreme authority of the United States of America in the Philippines and will maintain true faith and allegiance thereto;16and that I impose this obligation upon myself voluntarily without mental reservation or purpose of evasion.

In this regard, I am requesting for an OBC Clearance which is a
requirement for the renewal of the aforesaid Notarial Commission.
