TERMS AND CONDITIONS:
General:
1. Tender will be opened on given date. In case of holiday on given tender opening date, same
will be opened on next working day.
2. Tender must accompanied with a Pay Order / Demand Draft amounting to Rs. 1,000/- (non-
refundable) as tender fee favouring Virtual University of Pakistan. Tender Fee can be deposited
in any branch of Habib Bank Limited in Account No. 08667900089503 of Virtual University of
Pakistan. Original deposit slip must be attached with the bid. Tender without tender fee shall
not be accepted. Cheques shall not be acceptable.
3. Tender should be addressed to the Director Finance, Virtual University of Pakistan.
4. Tender document duly completed should reach the Procurement Department, Directorate of
Finance, Virtual University of Pakistan, not later than 02:30 pm on August 27, 2019. Late
Tenders will not be entertained. No telegraphic or faxed bid will be accepted. Bids will be
opened at 03:00 pm on the same date in the office of the Director Finance, Virtual University
of Pakistan, Lahore in the presence of bidders or their authorized representatives who may
choose to attend.
5. VU takes no responsibility for delay, loss or non-receipt of bids sent by post/courier.
6. Original Tender Document, along-with item specifications must be attached. (*)

7. The bidder should quote their rates clearly on the tender document for each item in figures and
words. The rate shall be valid for a period of 06 months from the date of opening of tender. Bid
validity for a shorter period will be treated as non-responsive. (*)
8. GST should be exclusively / separately indicated in the bill/invoice and tender document.
9. The bidder must submit a current/valid certificate of authorized dealership/distributorship issued
by the principal/manufacturer of the quoted items. (*)
10. The Bidder will furnish, as part of its bid, a bid security (earnest money), equal to 5% of
maximum bid price inclusive of all taxes (Total of all Units Basis) in shape of DD/PO/CDR
only (Cheques shall not be accepted). The bid security is refundable to the unsuccessful
bidders after finalization of the tender. Bid security of successful bidder will be retained till
expiry of the Warranty period of supplied items. (*)
11. VU has the right to increase / decrease the units at the time of issuance of Purchase Order(s).
VU also has the right to place order in parts during the bid validity period.
12. VU has the right to enquire about the available stocks with the vendor, if required at any stage
during the bid validity.
13. All Items must be delivered within 03 weeks from the date of issuance of purchase order at the
sites mentioned in purchase order. Penalty @ 2(Two) % per month or a part thereof, of the
value of goods not delivered in time will be imposed.
14. The bidder will deliver the items at VU Head Office Lahore and VU Own Campuses spread all
over Pakistan at his own expenses. Delivery & Installation at site will be responsibility of bidder.
15. Please attach latest Financial Soundness Certificate issued by your bank, having business
affairs for at least last three years. (*)
16. The bidder must submit an affidavit on Rs.100 stamp paper that the firm/company is not black
listed from any Government/Semi-Government/Non-Government organization as per sample at
Annex-B. (*)
17. The bidder must submit the list of Directors/Partners/Owners along with the bid. (*)
18. The bidder must be a registered tax payer with FBR on Active Tax Payer List (ATL) and
certificate must be attached for NTN and GST. (If GST is exempted, please provide necessary
evidence). (*)
19. Copies of last tax returns of Income Tax (Yearly) and GST (Monthly) must be attached with the
bid. (*)
20. Income tax will be deducted as per Government rules.
21. The Payment will be made in accordance with SRO 660(I) 2007 on submission of GST Invoice.
22. Virtual University of Pakistan reserves the right to reject any tender without assigning any
reason or accept the whole or part of tender (as per PPRA rules)
Technical:
1. The item, which will be supplied, should conform to the standard specifications.
2. The quoted model should be running satisfactorily in the local market for the last two years at
least (client list required with contact information). (*)
3. A standard installation kit including the copper refrigerant piping SWG 22, appropriate size of
control & supply cables (Outdoor unit to Indoor unit) according to unit capacity will be provided
within the unit cost. However, the length of refrigerant piping not less than 10 RFT (3 meter) for
all wall mounted AC unit capacities & 13 ft (4.0 meter) for Floor standing AC units.
4. The bidder should provide warranty (ies) as mentioned in technical portion (under warranty
column) for each model i.e. installation & commissioning work, unit parts & compressor.

detect, drain piping & satisfactory operation of unit/s. (*)

5. The bidder should provide Comprehensive on-site warranty including the service with parts for
complete unit for 1 year and minimum 3 years compressor warranty for standard units and 10
years for Inverter after date of delivery. In case of any major breakdown i.e. Compressor
failure or damage to coils, bidder must provide the replacement of faulty parts free of any cost
while the warranty clauses shall remain intact.
6. The bidder should be required to provide a warranty that equipment supplied shall be free from
defects in all respects.
7. The bidder should have service centers at all majors’ cities of all provinces. (*)
8. The bidder must have qualified staff and office/workshop in order to ensure timely
repair/maintenance after sales & expiry of warranty of the supplied equipment. (*)
9. No Visit charges will be paid during the warranty period of supplied equipment.
10. The bidder should mention the rates of extra material / items quoted at Annex-A. (*)
