JOINT RESOLUTION ADOPTING EXECUTIVE ORDER NO. 70, s. 2018 AND


INSTITUTIONALIZING ITS OPERATIONALIZATION THRU CREATION AND
CONSTITUTION OF
BARANGAY TASK FORCE TO END LOCAL COMMUNIST ARMED CONFLICT (ELCAC)

WHEREAS, Presidential Executive Order No. 70 series of 2018 institutionalized the


Whole-of-Nation approach in attaining inclusive and sustainable peace, creating a
National Task Force to End Local Communist Armed Conflict and directing the
adoption of a National Peace Framework;

WHEREAS, Executive Order No. 16 series of 2017 adopted the National Security
Policy 2017 2022, which calls for the end of all armed threats In the Philippines and
recognizes that internal socio-political stability rests upon healing the rifts that
divide the nation by promoting participatory governance, synergy of government
development efforts, and enhancing the participation and responsibilities of Local
Government Units (LGUs);

WHEREAS, one of the objectives of the Philippine Development Plan 2017-2021 is


to attain inclusive and sustainable peace through intensified development and other
peace-building initiatives in conflict-affected and vulnerable communities;

WHEREAS, there is a need to reframe and refocus the government policy for
achieving inclusive and sustainable peace by recognizing that insurgencies, internal
disturbances and tensions, and other armed conflicts and threats are not only
military and security concerns, but are symptomatic of broader social, economic
and historical problems, poverty, historical injustice, social inequality, and lack of
inclusivity, among others;

WHEREAS, the Whole-of-Nation approach addresses the root causes of


insurgencies, internal disturbances and tensions, and other armed conflicts and
threats by prioritizing and harmonizing the delivery of basic services and social
development packages by the government, facilitating societal inclusivity, and
ensuring active participation of all sectors of the society In the pursuit of the
country's peace agenda;

WHEREAS, there is a need to create a provincial task force that will provide an
efficient mechanism and structure for the implementation of the Whole-of-nation
approach to aid in the realization of the collective aspiration of the Filipino people
specially in the Province of Bataan to a attain inclusive and sustainable peace;

WHEREAS, to ensure comprehensive orchestration of related peace efforts and


initiatives of national government agencies, local government units and various
sectors of civil society, there is a need to formulate a Provincial Peace Framework
anchored on the National Peace Framework and Whole-of-Nation approach, which
shall include, among others a mechanism for local peace engagements or
negotiations and interventions that is consistent with constitutional integrity and
national sovereignty responsive to local needs, and sensitive to realties on the
ground;

WHEREAS, there is a need to institutionalize as a government policy for the


attainment of inclusive and sustainable peace. Towards this end, the Government
shall prioritize and harmonize the delivery of basic services and social development
packages in conflict-affected areas and vulnerable communities, facilitate societal
inclusivity, and ensure active participation of all sectors of society in the pursuit of
the country's peace agenda.

NOW THEREFORE, I, ______________, ​Punong Barangay, of Barangay


________ Hermosa, Bataan by virtue of the powers vested in me by Republic Act
No. 7160 and other pertinent laws and issuances and upon motion and duly
seconded by both members of the Barangay Peace and Order Council (BPOC) and
the Barangay Development Council (MDC) do hereby order the creation and
constitution of the Barangay Task Force to End Local Communist Armed Conflict and
defining its duties and functions:

Section 1. Creation of Barangay Task Force to End Local Communist Armed


Conflict (BTF​ ELCAC). To ensure efficient and effective implementation of the
Whole-of-Nation approach in line with the National Framework, the HERMOSA Task
Force to End Local Communist Armed Conflict (BTF​ ELCAC) is hereby created under
the Office of the Punong Barangay,

Section 2. Composition.​ The Task Force shall be composed of the following:

Additionally, all community brigades (barangay tanod) shall be regular


members of the BTF-ELCAC

In light of their oversight function, the Sangguniang Bayan Committee Chair


on Peace and Order is an honorary member of the BTF-ELCAC.

Section 3. Powers and Functions. ​The Task Force shall have the following
powers and functions:

1. Take an active role in the implementation of Retooled Community Suppot


Program (RCSP);
2. Ensure social preparation and participation of the community members in all
phases of RCSP implementation;
3. Ensure the delivery of services and inclusion of the policies, programs,
projects, services and activities in the local plans based on the identified
solutions by the members of the affected communities;
4. Provide relevant feedback and recommend measures to the MTF on the risks
and opportunities surrounding the implementation of the RCSP;
5. Take the lead in the citizenship building and community participation
mechanisms to guarantee sustainability of RCSP Implementation.

Section 3. Convergence. ​All departments, bureaus, offices, agencies or


instrumentalities assigned in the locality including GOCCs are hereby directed to
render the necessary support to the Task Force per EO 70 s 2018;

The private sector, non-government organizations and other stakeholders are


encouraged to participate in all peace-building program, plans and activities, in the
implementation of the Framework.

Section 4. Secretariat. ​The BTF-ELCAC Secretariat shall be headed by the


Barangay Secretary assisted by personnel duly designated by the BPOC
Chairperson;

Section 5. Functions of the Secretariat. ​The Secretariat shall have the following
functions:

a. Submit an organizational and staffing pattern and directory of the Barangay


Task Force to the Municipal Task Force within one (1) month from the
creation of the BTF;
b. Ensure proper coordination of the RCSP implementation through the feedback
mechanism established by the Municipal Task Force; and
c. Perform such other functions as may be directed by the Task Force.

Section 6. Funding. The funding requirement for the implementation of the


programs, plans and activities in the Framework shall be included in the barangay
annual budget subject to the usual budget process.

Section 7. Sunset Cause. The Task Force shall be rendered functus officio upon
the accomplishment of the purposes for which it was created or unless sooner
dissolved by the President or the Mayor.

Section 8. Separability. ​In the event that any provisions of this Order or any part
hereof is declared invalid, illegal or unconstitutional, the provisions not thereby
affected shall remain in force and effect.

Section 9. Repeal. ​All orders, rules and regulations, and other issuances or parts
thereof that are inconsistent with the provision of this Order, are hereby repealed
or modified accordingly.

Section 10. Effectivity.​ This Order shall take effect immediately.

Done in the Municipality of Hermosa, Bataan this ____day of September in


the year of our Lord, Two Thousand and Nineteen.
