order of Smt. Cynthia Coelho was kept in abeyance,
without any reason till she retired on
superannuation.
And whereas, Smt. Cynthia Coelho had filed a
Writ Petition bearing No. 675/2013 in the Hon’ble
High Court of Bombay at Goa for grant of Notional
Promotion and consequential benefits to the post
of Cadre of Deputy Education Officer/Principal,
Government Higher Secondary School/Deputy
Director, S.I.E./Vocational Education Officer, w.e.f.
the date of the recommendation of the Goa Public
Service Commission.
And whereas, the Hon’ble High Court of Bombay
at Goa disposed off the said Writ Petition No. 675/
/2013 filed by Smt. Cynthia Coelho on 18-02-2014
with the following order:-
1. The Petitioner’s application for grant of
notional promotion and the consequential
benefits has been favourably considered by
the Department of Education where the
Petitioner serves and is pending with the
Government for final Orders.
2. Rule granted with liberty to apply upon final
Orders.
And whereas, in pursuance to the directives of
the Hon’ble High Court of Bombay at Goa vide
their order dated 18-02-2014 in Writ Petition
No. 675 of 2013 and with the approval of the
Government and concurrence of Finance (R & C)
Depar tment, vide U.O. No. 1480185 dated
24-06-2016, Smt. Cynthia Coelho was granted
notional benefits of promotion and consequential
benefits viz. Pensionary benefits, in the
PB-Rs. 15,600-39,100 + Grade Pay of Rs. 6,600 to the
post in the cadre of Deputy Education Officer/
/Principal, Government Higher Secondary School/
/Deputy Director, S.I.E./Vocational Education
Officer, under the Directorate of Education w.e.f.
29-06-2011 vide Order No. DE/Leg.Cell/W.P./514/
/2010/1209 dated 12-07-2016. However, the benefits
declared to Smt. Cynthia Coelho have been treated
as personal to her, subject to authentication of
financial implications from the Directorate of
Accounts and availability of funds.
And whereas, vide subsequent Addendum
No. DE/Leg.Cell/W.R./514/2010/16 dated 27-02-2017
Smt. Cynthia Coelho was allowed to exercise option
for fixation of pay under F.R. 22(I)(a)(1) within one
month from the date of issue of the said addendum.

And whereas, Smt. Susan Vaz had filed a
Contempt Petition No. 18/2012 in the Writ Petition
No. 514/2010 in the Hon’ble High Court of Bombay
at Goa with the following prayers:-
(A) This Hon’ble Court be pleased to initiate
contempt proceedings against the
Respondents and punish them accordingly;
(B) Such other and further relief that this
Hon’ble Court deems fit and proper.
And whereas, the Hon’ble High Court of Bombay
at Goa had given the following directions vide
Oral Judgement dated 02-08-2017 in Contempt
Petition No. 18 of 2012 in Writ Petition No. 514/
/2010 filed by Mrs. Susan Vaz:-
(i) The Respondent No. 7 is accordingly
directed to hold a fresh GPSC Meeting to
consider the Petitioner for the subject
promotion in accordance with law
uninfluenced by the decision taken in the
earlier meetings dated 19-03-2010 and
14-06-2011 within eight weeks from today.
(ii) Rule is made absolute in the above terms.
And whereas, as the eight weeks time allotted
by the Hon’ble High Court of Bombay at Goa for
implementation of direction given vide Order dated
02-08-2017 had already expired, the Directorate of
Education had filed Misc. Civil Application on
01-11-2017 in the Hon’ble High Court of Bombay at
Goa to condone the delay of 36 days in filing the
present application and to allow the application
for extension of time and to grant a further period
of three months to the applicant in the interest of
justice.
And, whereas, in pursuance to the directives of
the Hon’ble High Court of Bombay at Goa vide Oral
Judgment dated 02-08-2017 in Contempt Petition
No. 514 of 2010, a proposal was submitted to the
GPSC vide letter No. DE/Leg.Cell/W.R./514/2010/
/149 dated 26-12-2017 for review of DPC proceedings
of the meeting held on 14-06-2011 by considering
the names of Smt. Cynthia Coelho and Smt. Susan
Vaz (Petitioner) for regular promotion in the Cadre
of Deputy Education Officer/Principal, Government
Higher Secondary School/Deputy Director, S.I.E./
/Vocational Education Officer against the vacancy
dated 01-03-2009.
And whereas, the GPSC vide letter No. COM/
/II/11/15(1)/2017/1022 dated 19-01-2018 has sent
the recommendation of the review DPC which was
met on 18-01-2018. The review DPC having
assessed the ACRs of Smt. Cynthia Coelho and
Smt. Susan Vaz, recommended the name of
Smt. Cynthia Coelho for promotion to the post of
Deputy Education Officer/Principal, Government

Now therefore, on the recommendation of the Notification
review DPC met on 18-01-2018 as conveyed by the
GPSC vide letter No. COM/II/11/15(1)/2017/1022 No. 25/4/95-GA&C/3251

The Government of Goa is pleased to direct that the days specified in the Annexure–I shall be
observed as Public Holidays and the days specified in the Annexure–II as Special Holidays in
all Government Offices in the State of Goa during the year 2019 (Saka 1940-1941). All Government Offices
will be functional on Special Holidays except if the Special Holidays occur on Saturday
or Sunday.
2. In addition to the Holidays specified in Annexure–I and Annexure–II, employees are
permitted to avail of any two holidays from the list of Restricted Holidays specified in
Annexure–III for the year 2019.
3. The Government is also pleased to declare Commercial and Industrial Holidays for the Commercial
and Industrial Workers in Goa as specified in Annexure–IV for the year 2019.
4. Further, in exercise of the powers conferred under explanation to Section 25 of the Negotiable
Instruments Act, 1881 (Act 26 of 1881) read with Government of India, Ministry of Home Affairs, New
Delhi, vide Notification No. U.11030/2/73-UTL dated 28-6-1973, the Government of Goa is also pleased to
