BARANGAY BUDGET MESSAGE

The Honorable Members

Ladies and Gentlemen,

In compliance with Local Budget Memorandum No. 77-A dated July 24, 2018 of
the Department of Budget and Management and in pursuance to Section 17 of RA
7160, I am submitting the Proposed Annual Budget of the Barangay Mabayuan for
Fiscal Year 2019.

Since I started office last July, 2018, we have already laid down the foundations
for good governance, accountability and economic development wherein it resulted with
positive effects. We aim to be more aggressive in generating additional revenues so as
to enhance the capability of our barangay to delivery better social, economic and
general services. We have developed agendas which will serve as our guide in the
implementation of our programs and projects:

 EDUCATION – We aim to make our students more competitive by making our learning
environment more conducive and by providing relevant and quality education to all. The
provision of scholarships to indigent students is a major step towards making the education
more accessible and the improvement of facilities in the schools under the operational control of
the our Barangay can spell a big difference.

 HEALTH AND SOCIAL SERVICES - Our priority is to make best use of our available
resources to respond to the pressing needs of our constituents and improve our delivery
mechanisms such as the health centers, daycare centers and other frontline services
 SECURITY PEACE AND ORDER, TRANSPORTATION AND DISASTER
PREPAREDNESS – We have funded peace and order programs to ensure public safety and
order. We intend to expand the use of the CCTV cameras for traffic monitoring, crime prevention
and disaster monitoring. A series of capability training programs have been lined up to make our
Barangay more prepared for possible disasters and calamities.

 EMPLOYMENT AND LIVELIHOOD - We will continue to put into action programs that
will give more opportunities for our constituents to increase their skills, income generating
capability and productivity in general. To unite the Barangay Constituents in the attainment of
the good management of their own resources.

 ENVIRONMENTAL MANAGEMENT – In the light of the worsening impact of climate

change, we are strengthening the implementation of various environment laws and ordinances.
Our barangays will be tapped to fully support in the waste management program. Continuous
information campaign will be conducted to instill discipline and positive cooperation among the
people.
Today, the Annual barangay budget for our barangay in F/Y 2019 that I am asking
our Sangguniang Panglungsod to pass without delay and without deduction is designed
to effect necessary changes and development to bring us closer to our practical vision
of being a self- reliant ,progressive barangay .

The main rationale why we exist in the barangay is not to collect taxes or fees or
to spend what we had collected. We exist because of the goods and services we
provide to our constituents to make their life easier and happier to live.

As a public servant, I humbly stoop and bow down my head to all my constituents
whom I pledged to serve until the end of my term. I have to deliver these basic goods
and services and development projects to you as our stakeholders. May we always join
our hands together as we go about our mission of providing a brighter future for
BARANGAY MABAYUAN.

BARANGAY MABAYUAN APPROPRIATION ORDINANCE NO. 001

(Series of 2019)

AN ORDINANCE AUTHORIZINGTHE ANNUAL BUDGET OF BARANGAY MABAYUAN FOR FISCAL YEAR 2019 IN THE
TOTAL AMOUNT ELEVEN MILLION THREE HUNDRED EIGHTY SEVEN THOUSAND FOUR HUNDRED EIGHT AND
THIRTEEN CENTAVO (P11,387,408.13) OF COVERING VARIOUS EXPENDITURES FOR THE OPERATION OF THE
BARANGAY AND APPROPRIATING NECESSARY FUNDS FOR THE PURPOSE.

Section 1. The Annual Budget for Fiscal Year 2019 in the total amount of ELEVEN MILLION THREE
HUNDRED EIGHTY SEVEN THOUSAND FOUR HUNDRED EIGHT AND THIRTEEN CENTAVO (P11,387,408.13)
covering the various expenditures for the operation of Barangay Mabayuan for the period 01 January
2019 to 31 December 2019 as discussed, deliberated upon and approved by the Sangguniang
Barangay, is hereby approved.

The budget documents consisting of the following are incorporated herein and made integral part of
this Ordinance:

1. Budget Message– Annex 1

2. Budget of Expenditures and Sources of Financing – Annex 2
3. Plantilla of Personnel-Annex 3
4. Annual Investment Program; duly approved by the Sangguniang Barangay-Annex 4

Section 2. Sources of Funds and Use of Funds.-The sources of funds and the use of funds are
presented in the Statement of Receipts and Expenditures of the Barangay Mabayuan, and Special
Purpose Appropriations which are hereto referred as Annex 2.
 Section 2.1. The following income as indicated are hereby declared as sources of funds, particularly the Tax
Revenue and Operating and miscellaneous Income, which are probable to be collected and remitted to the Local
treasury, necessary to finance the delivery of basic services and implementation of development projects, and
activities of Barangay Mabayuan.

Section 3. Separability Clause. If , for any reason, any Section or provision of the appropriation
Ordinance is disallowed in Budget Review or declared invalid by proper authorities, Other sections or
provisions hereof of that are not affected thereby shall continue to be in full force and effect.

Section 4. Effectivity: The provisions of this Appropriation Ordinance shall take effect on January 01,
2019.
