Triangle

Drugs has and always become a concern for every states since it killed
thousand and still increasing in cause of drug overdose. Not only that, drugs become a
threat for any government because it political instability as it impact.

As our geographic location nearby to “The Golden Triangle” that makes our
location a strategic point and have an important role for drug trafficking activity.
Especially our northwestern border area between Son La, Dien Bien, Lai Chau became a
entrance gate for drug smugglers. Our main interest is nothing more than a future without
people are dying on the street or a room because of drug overdose.

Socialist Republic of Vietnam has been actively involved in act for against
drugs trafficking. According to our Ministry of Public Security data, in the first quarter
of 2019 we already investigated 6,552 drug-related crimes and seized more than 6 tons of
illegal drugs more than the number of cases and quantities seized in all of 2018. Not only
that, Socialist Republic of Vietnam already have a cooperation on drugs enforcement with
Drug Enforcement Agencies (DEAs) as our counterpart.

Vietnam has already built up a national program and strategies to prevent,

combat, and control drugs through 2030, focusing on three pillars that is supply, demand,
and harm reduction. Under this framework, community-based policing will be one of the
most essential and central tasks to fight drug trafficking, with the priority being to prevent
and control drug flows across Vietnam’s borders. However, these illicit drug networks
have proven quite adaptable at every step of stockpiling, transporting, and trading among
countries. But it is only nothing without a real action from a strength cooperation between
the rests of ASEAN country.

Many resolutions, agreement, and any other official documents that has been
made including a joint patrol between Thailand, Laos, Myanmar, and China, seemingly
not satisfying enough for the ASEAN community. But the fact is that drug smugglers are
still coming in fact that the numbers are keep increasing this years from those country.
The reason why there is no significant progress on drug enforcement in the region is
because the agreement just ended up on the paper.

As a member of Association of Southeast Asian Nation, Vietnam wish for a

real action of drug enforcement beside only an act of China’s agenda to gaining power in
region. We believe that in Southeast Asian, to be specific The Golden Triangle is making
a progress. However, we believe it is better for the countries who involved in the joint
patrol to be more transparent with what they are currently be doing in order to eliminate
region security dilemma. It is true that the reason why the distrust is still exist is because
there has been no same interest on drug enforcement in region.
This kind of condition is not favorable to be kept long lasting. Hence, Socialist Republic
of Vietnam would like to propose several steps to be taken:
1. Create a one interoperable drugs enforcement command. We believe
that this act of drugs enforcement in ASEAN region must be under a one
interoperable command.
2. Have an integrated data sharing. Smugglers are keep improvise to keep
doing their activity. So data sharing is an important role in this act of drug
enforcement. Having an integrated data sharing might be accelerated the
progress.
3. Assisting improving infrastructure and personel. We realized that not
all of ASEAN countries are having a capable infrastructure and personel
on this action. So with pleasure we are offering assisting program to
improve infrastructure and personel for our partner in region.
4. Further maintenance of the drug enforcement. We believe that a
follow up actions is important looking to the fact that drug enforcement
will create a dominos effect to criminal action in region. Hence, a follow
up action is necessary to be planned.
