The Implementing Office shall require the
Contractor to submit the CARI before
mobilization.

The Contractor shall take Photograph on
the frequency as determined necessary by the
Project Engineer.

C. JOINT AS-STAKE SURVEY AND PREPARATION
OF AS-STAKED PLAN

The Project Engineer shall monitor the


conduct of joint as-stake survey, which includes
the establishment of project limits, horizontal
and vertical ground control points in
accordance with the approved plans and
specification.
D. PREPARATION AND PROCESSING OF
VARIATION ORDERS (IRR of RA9184, ANNEX E”, Section 1)

-Variation Orders may be issued by the


procuring entity to cover any increase/decrease
in quantities, including the introduction of new
work items that are not included in the Original
contract or reclassification of work items that
are either due to change of plans, design or
alignment to suit actual field conditions.
-Cumulative amount does not exceed 10%
of the original Project cost.

-May either be in the form of Change Order


or Extra Work Order.
VARIATION ORDER PROCESSING:
1. Contractor’s Written communication of Claim
giving full and detailed particulars of any change.
2. Investigation by the Project Engineer on the
authenticity and need for Variation Order.
3. Secure Pre-Clearance from the Regional
Director/District Engineer.
4. Secure Pre-Clearance from the Regional
Director/District Engineer on Request for
Variation Order
5. Preparation of Proposed Variation Order by the
Project Engineer with complete documents.
6. Submission of Proposed Variation Order to
Regional Director/District Engineer for
Approval.
7. Conduct on-the-spot investigation and

CONTROL OF WORK

 Construction Drawings
- shall form of part of the Contract
Documents, and any modification/revision
shall be duly approved prior to implementation
of construction work.
In case of discrepancy, conflict or ambiguity on
the plans, specifications and special provisions,
the following rules shall govern:
a) Special Provision shall govern over all plans
and specification;
b) Plans shall govern over specification;
c) Supplemental specification shall govern over
original specification, on all plans
d) Figure dimension unless obviously incorrect,
shall govern in case of any discrepancy
between figured dimensions and scaled
dimensions.

 Review and Approval of shop Drawings


- Shop drawing shall be prepared by the
contractor to supplement the construction
drawings and subject to the approval of the P.E.
Shop drawing are prepared in cases where there is
a need for a more detailed presentation of the
works to be implemented.

 Conformity with Plans and Specifications
- The Project Engineer shall make sure
that all works performed shall be in accordance
with the required specification and in conformity
with lines, grades, thickness and typical cross
sections shown on the plans or as established by
the Engineer.
- All furnished shall have passed all
testing requirement prior to incorporation in the
project.

- The Project Engineer shall make sure
that Project Coordination Meeting are held once a
month, at least, or as often as necessary, to
discuss any or all of the following;
a) Project Accomplishment
b) Construction schedule
c) Materials Quality Control
d) Construction Methods
e) Traffic Management
f) Social-Environment Issues

 ConstructionSchedule
- The Contractor shall furnish the
Project Engineer an approved Construction
schedule (PERT/CPM) indicating the order in
which various sequences of works are to be
implemented, the planned rates of progress,
and estimated periods of time for execution
and completion, as well as the corresponding
cash flow.

 Manpower and Equipment Utilization Schedule
- Manpower Schedule is a chart
showing the schedule of monthly labor force
that the Contractor proposes to employ for the
works.
- Equipment Utilization Schedule is a
chart showing the minimum equipment
requirement for the project.

 Quantity Control
- One of the primary responsibilities of the P.I.
under the supervision of the P.E.
- This includes the measurement of the area,
thickness, width and/or other measurements.

 Monitoring and Inspection of the works
- The Project Engineer or his
representative/s shall be responsible for the
Monitoring and inspection of all parts of the work
at all times.
- Inspection are carried out to ensure
that requirements stipulated in the contract
documents are executed; hence, the quality
materials and workmanship should be evaluated
at the time of installation.

- The project Engineer shall also prepare
a Daily Work Accomplishment Record to
effectively monitor the progress of
Construction based on the weekly schedule.

 Monthly Progress report


- covers the percentage of physical
works accomplished as of the end of a
reporting period based on the approved
PERT-CPM/S-curve.
The following information shall be provided
in the Monthly Report:
a) General description of the work performed
b) Manpower
c) Quantity of construction materials
delivered and incorporated during the
reporting period
d) Inventory of Equipment and construction
plants.
e) List of payment received as of the end of the
reporting period
f) List of monthly invoices submitted but not yet
paid
g) List of claims during the reporting period,
including claim amounts and extension of time
claimed
h) Latest status of work Accomplished(cumulative)
i) Slippage incurred(negative/positive)
j) Progress Photos
CONTROL OF WORK

Work during Construction
- The contractor shall exercise proper
maintenance and care to protect the
accomplished work items during construction
and until the project is finally accepted.
CONTROL OF WORK
 Work suspension Order
(IRR of RA9184, Annex “E”, Section 9)
- The procuring entity shall have the
authority to suspend the work wholly or partly by
written order for such period as may be deemed
necessary, due to force majeure or any fortuitous
events or failure on the part of the contractor to
correct bad conditions which are unsafe for workers
or for general public, to carry out valid orders given
by the procuring entity or to perform any provisions
of contract, or due to adjustment of plans to suit
field conditions as found necessary during
construction.
The contractor or its duly authorized representative
shall have the right to suspend work operation on any
or all projects/activities along the critical path of
activities, as the case may be, due to the following:
a. There exist right-of-way problems which prohibit
the contractor from performing work in
accordance with the approved construction
schedule.
b. Requisite construction plans which must be owner-
furnished are not issued to the contractor
precluding any work called for by such plans.
c. Peace and order condition make it extremely
dangerous , if not possible, to work.
d. There is a failure on the part of procuring entity
to deliver government-furnished material and
equipment as stipulated in the contract.
e. Delay the payment of contractor’s claim for
progress billing beyond forty-five (45) calendar
days.

-Extension of Contract Time maybe
granted only when the affected activities fall within
the critical path of the PERT/CPM network.

the DPWH in the processing/evaluation of
Contract Time Extension:
a) Executive Summary, Routine Slip, Checklist.
b) Request of Contract Time Extension of the
Contractor;
c) Evaluation/Recommendation with
justification from the implementing office
together with breakdown calculation of the
requested time extension and their
respective inclusive dates;
d) Complete Structural Data;
e) Suspension and Resume Orders;
f) Monthly Suspension Report duly signed;
g) Bar Chart/Straight Line Diagram showing
the critical activities affected;
h) Contractor’s Performance Efficiency

- Materials Quality Control ensures the


highest quality of work, minimize cost of
maintenance, and facilities realization of the
design life of the structure.

workmanship.

CONTROL OF MATERIALS

 Sampling, Testing and Inspection


- Sampling is a process of selecting a part
(sample), which will be used to judge the whole (lot).
- Testing refers to the process of making tests to
determine the degree of compliance of delivered or
constructed materials with the specification.
- Inspection is done to ensure that the materials
and workmanship provided by the contractor comply
with the requirements of the project

 Acceptance/Rejection of Materials
Guideline in the Acceptance and Rejection of Materials:
a) No material shall be incorporated into the work unless
tested and found satisfactory;
b) The approval of preliminary test shall not be considered
a guarantee of acceptance of materials from the same
course, as the quality or quantity of such materials, and
c) Any materials that has been sampled and passed the
standard Specification may be re-sampled and re-tested
anytime before, during and after incorporation into the
work.

 Concrete Pouring Permit


It is the responsibility of the P.E. to ensure
that all the necessary preparations and procedures
have been taken in accordance with the approved
plans and specifications before the issuance and
approval of the pouring permit.

 Accomplishment of Materials Quality Control
Logbook
- Logbook must be prepared in a narrative
form in such a way that complete daily entries of
activities under taken at the laboratory such as
sampling, testing, inspection of materials to be
used and other quality control
activities/comments are properly encoded.

- The Report shall include a of field
laboratory tests, photographs and inspection
reports covering materials used during the
month.

 Quality Control Laboratory and Staff
- The Contractor shall provide a
laboratory with the necessary minimum testing
apparatus (if stipulated in the contract) and
equipment in the construction site.
- The Contractor shall assign a duly
Materials Engineer and qualified laboratory
staff , who shall be responsible for sampling,
testing and submission of data as required in
the Quality Control Program.

 Certification of Materials Quality Test
- Quality control is the responsibility of the
contractor and Quality Assurance is the responsibility of
the Implementing Office, to verify that the works and
materials used are in conformity with the standard
specifications.
- To ensure proper and effective materials quality
control in projects, it is necessary to augment quality
control tests with actual inspection of work done as the
construction works processes.

 Accreditation of Testing Laboratories
- Bureau of Research and Standards of the
DPWH, Department of Science and Technology (DOST)
and Department of Trade and Industry (DTI) shall
accredit the testing Laboratories whose services are
engaged or to be engaged in infrastructure projects.

Advanced Payment (IRR of RA9184, Annex

- fifteen percent (15%) of total contract price.


- shall only be made upon the submission to and
acceptance by the procuring entity of an irrevocable standby
letter of credit of equivalent value from a commercial bank,
a bank guarantee or a surety bond callable upon demand,
issued by a surety or insurance company duly licensed by the
Insurance Commission and confirmed by the procuring entity.
- shall be repaid by the contractor by deducting fifteen
percent(15%) from his periodic progress payments.

- Progress payment are subject to retention of ten


percent (10%) referred to as the “retention money”.

the works.
OTHER MANAGEMENT CONSIDERATION

 Construction Safety Management


The following are the safety Concerns during the
construction stage:
a) Protection and welfare of workers employed
b) Protection and welfare of the general public within
and around the immediate vicinity of ant
construction worksite
c) Promotion of harmonious Employer-Employee
relationship within the construction site.
The following items shall be provided by the
Contractor to ensure safety during construction work:
a) Signage
b) Lights
c) Personnel Protected Equipment
d) Occupational Health Personal and Facilities
 Traffic management
- The contractor shall construct and
maintain detours wherever the construction
work will interfere with the existing traffic
over which there is a public and private right-
of-way until such time as all permanent
diversions are completed.
- The contractor shall inspect on a daily
basis warning signs/barricades and to maintain
their effectiveness at all times.
 Labor management
- The contractor shall undertake daily
meetings with workers and their respective
supervisors for purposes of instruction,
discussion and proper briefing on the planned
work, the possibility or actual occurrence of
accidents of the site, tips and suggestions on
how to prevent accidents.
 Environmental Management
The P.E. is responsible in the monitoring of
environmental conditions before, during and
after construction which includes the
following:
a) Water Pollution
b) Air Pollution
c) Noise and Vibration
d) Solid Waste Management
 Project Billboard
- The Project Engineer shall direct the
Installation of the prescribed Project Billboard
at conspicuous location in all project sites.

COMPLETION STAGE
COMPLETION STAGE

Prior to completion and final acceptance of


the project, the Project Engineer shall ensure
the quality and workmanship of the
construction works.
ACTIVITIES TO BE UNDERTAKEN:

AS-BUILT PLANS

- The Project Engineer shall require the contractor to


submit as-built plans of all permanent works that have
been executed under the contract.
- Serves as convenient and reliable reference
materials for future maintenance, repair work and other
relative activities.
PRE-FINAL INSPECTION

- Shall be conducted once the project reaches


an accomplishment of ninety-five percent (95%).
- After the conduct of pre-final inspection, the
Project Engineer shall prepare a punch-list of all
observed work deficiencies and the necessary
corrections(if any).
Examples of work deficiency are as follows:
a) Hairline cracks/surface defects
b) Stagnant water(for drainage)
c) Insufficient compaction
d) Erosion of soil materials (earthworks)
e) Non-provision of mortar collar for pipes
f) Scouring of riprap
g) Non-compliance with standard requirements for
the types of boulders (for dikes)
h) Insufficient mortar for grouted riprap
i) Severe crack and settlement of structures
FINAL INSPECTION FOR COMPLETION

Shall be requested upon the completion of the


remaining works and rectification of
defects/deficiencies observed/noted during
the Pre-Final Inspection.
Documents for Evaluation Prior to Final Inspection:
a) Approved Plans and Specification, as well as contract
documents
b) Program of Work
c) Approved Variation Order
d) Project Inspection Report
e) Certification of Quality Control Assurance

The Inspection Team shall prepare and
submit an inspection report of its findings
and recommendations which includes the
approximate number of working days needed
to rectify the works.

The Implementing office shall then require


the contractor at his own expense to rectify
all noted defects/deficiencies within the
prescribed period from the date of
notification.
ISSUANCE OF CERTIFICATION OF
COMPLETION
- The Project Engineer shall prepare and
recommend issuance of the Certificate of Completion to
the Contractor based on the report of the Inspection
Team that the project is 100% completed and has been
satisfactorily completed in accordance with the plans
and specifications of the contract.
BILLING FOR FINAL PAYMENT
Documents required for the contractor’s billing for
final payment:
a) Letter-Request of Contractor

DEFECTS LIABILITY
- The defects liability period for all infrastructure
project shall be one (1) year from project completion
up to final acceptance.
- The Contractor shall undertake repair works, at his
own expense, of any damage on account of the use of
materials of inferior quality.
COMPILATION AND SAFEKEEPING OF
DOCUMENTS
Documents for COA inspection and future reference:
a) Approved Budget Cost for the Contract (ABC)
b) Statement of Work Accomplished
c) As-Builts Plans
d) Certification of Completion
e) Inspection Team/QAU Report
f) Certification that Rectification Works have been
Completed as QAU Report
g) Other documents required by QAU
CERTIFICATION OF ACCEPTANCE
- After the submission of Final Inspection Report for
acceptance by the Inspectorate Team, the Certificate
of Acceptance shall be issued.
- Total retention money deducted from the
Contractor’s progress billings shall be due for release.
- All defects and failures during the warranty period
shall be rectified by the contractor at his own expense
and duly certified by the Project Engineer. Re-
inspection of the works shall be conducted after said
rectification.
WARRANTY PERIOD
After the Acceptance of the project, the Contractor
shall be held responsible for structural defects and/or
failure of the completed project within the warranty
periods prescribed in RA9184, except those occasioned
by force majeure(natural calamities or unavoidable
events) and those caused by the other parties.
