Boiler operation safety guidelines

The following measures shall be taken in works in connection with the operation
of the boilers:
 Nobody other than the responsible employee, relevant employees and authorized
officers shall enter the boiler chambers.
 Before the boiler is ignited, the boiler operator shall review and control the
conditions of any valves, clamps, lids and safety valves as well as any aspects
with regard to fuel and water volumes and operation thereof.
 The boilers shall be ignited in such a manner and to such an extent ensuring
that temperature is prevented from rising suddenly and combusts slowly upon
initial ignition.
 Before such boilers for which liquid or gas substances are used as fuel are
ignited, there shall be thorough ventilation in such a manner and to such an
extent ensuring that there shall be no fuel spill inside the furnace, on or near
the inlet of the burners and around the boiler.
 Before the main outlet valve is turned on upon the operation of the boilers, safety
valve shall be controlled and the air outlet valves on the pipe installations shall
be kept turned on until air is discharged and after the boiler reaches the required
pressure and temperature, the main outlet stop valve shall be turned on slowly.
 The safety valves of the boiler shall be controlled on every shift change.

The following measures shall be taken in the event that risks arise due to any
failure of the boilers:
 The pressure shall be immediately reduced, fuel supply shall be stopped
immediately and air supply shall also be discontinued; the stack dampers and
boiler front lids shall be turned off in order to prevent air flow.
 In case of boiling and bubbling in the hot water boilers, the boiler stop valve shall
be turned off, fire in the furnace shall be suppressed and blowing down shall be
made on the water surface if possible; if the water volume is normal, blowing
down shall be made to resume supply. If the boiling and bubbling still continue
in the boiler following these measures, the boiler shall be put out of operation.
 The water volume shall never be lowered below the minimum water level while
partial blowing down is conducted.

The following measures shall be taken in works in connection with maintenance and
repair of the boilers:
 No repair shall be made in those pressure related sections of the boilers, which
are under steam pressure.
 Nobody shall be allowed to enter into a boiler, which is turned off, for
maintenance and repair unless the pressure and temperature returns normal.
 After the inter-connections of such boilers operating parallel are disconnected,
they shall be closed by a blind cap and warning plates shall be put on the valves.

 No oxy-acetylene welding shall be made unless necessary measures are taken


inside the boiler.
 Before a worker steps into the boiler for cleaning, maintenance and repair to be
carried out inside the boiler, blow down, water supply, steam and hot water stop
valves including any other valves shall be turned off and warning plates shall be
put on them.
