THE PROBLEM AND ITS SCOPE
INTRODUCTION
Rationale

Time governs every action that humans do in a daily basis. According to

(Jumare, Maina, & Ankoma-Sey, 2015), punctuality is referred to as the

soul of different business and endeavors. Thus, it implies productivity in

towards an individual in different settings. However, tardiness is a

phenomenon where an individual present oneself after a fixed schedule or

unable to meet before the time being set or scheduled. Such act can cause

relevant problems to the development of a student towards their identity as

future professionals. Furthermore, this type of phenomena distorts one’s

performance in their respective fields.

Filipinos are known to have their own time pace known as “Filipino

time”. It refers to the habit of delaying such schedule for a specific event or

appointment. Regardless how significant an event is, Filipinos tend to

practice such act over and over again. In relation to this, Filipinos are drawn

to apply this habit at work or at school that gives rise to performance-based

issue of an individual. Regulations to modulate tardiness has been

implemented to different institutions especially the academe to train

students the importance of being on time.

Cebu City is the second most populous city in the Philippines and the

rapid economic progress that makes the city busy all day long. Because of

this, tardiness is existent in the locale. It is a challenge of every Cebuano to

practice punctuality in their respective field such as the academe.

University of Cebu - Maritime Education and Training Center is an

institution that trains future seafarers. One of the aspects that the university

is particular with is punctuality. The university adapts a semi-military form

of training to every cadet from freshmen to seniors. In relation to this, the

university has provided a dormitory within the campus for accessibility for

the maritime students. However, considering the benefit of living in the

dormitory, many maritime students are entitled as tardy students. The value

of punctuality is significant when working on-board vessels. It is because

every shifting of duties is fixed and time is very relevant in every operation

as a seafarer. Therefore, it is an initiative and challenge to every cadet who

are enrolled in the university to apply punctuality in their endeavors.

The researchers will conduct the study on selected 2 nd Year Marine

Transportation students who are living inside the campus dormitory. The

researchers will utilize survey forms to collect the data for the study. After

gathering the needed data, the researchers will analyze and interpret the

gathered data to formulate a conclusion and propose an action plan in

relation with the findings.

Theoretical Background

This study assumes to describe the causes of tardiness among 2nd year

Marine Transportation students living in the campus dormitory

In describing the causes of tardiness, the study was anchored on Self –

Determination Theory by Edward L. Deci and Richard M. Ryan and John B.

Watson’s Theory of Behaviorism.

Self – Determination Theory is a theory that refers to the human

personality and motivation in its interaction and dependence to the social

environment of an individual. Self – determination is naturally given to an

individual’s aspect including with the mental needs. Motivation is very

significant to an individual’s task because it allows one’s self to exert

maximum effort and have a good outcome. Based on the study of (Legault

L. , 2017), the theory declares the people can be disrupted if their

fundamental psychological needs for autonomy, competence, and

relatedness are being compromised by a deficient social environment.

The self – determination theory emphasizes three essential mental needs.

The first one is autonomy – the wholesome need to be to feel free of one’s

life and react in connection with one’s integrated self. Second, the

competence – the need to experience effectiveness and mastery. And lastly,

the relatedness – the need to be connected and acquire sense of

belongingness.

Autonomy is a factor that reflects self-interest. When self-interest is

not being manifested on the involvement of school related activities,

tardiness arouses. Tardiness can be referred to as a product of lack of

interest in school activities and the disobedience of the schedule

mandated by the school (Maile & Olowoyo, 2017). The students living

inside the campus dormitory school is very accessible on the university

premises. However, if the mindset of the students defies the given situation,

then, they are vulnerable to tardiness.

Autonomy also showcases how one’s self manages their own timeline

in every effort. Being time conscious influences self-awareness towards the

school. A study of (Mtsetfwa, 2006) says that time conscious behavior and

timeliness results to effective teaching and learning that took place within

the school. This suggests that if one uses time effectively, order and

discipline is being guaranteed to one’s self or institution.

Self-confidence is also an aspect of autonomy. According to

(Satilliano, 2010), that psychological theorists considered personality

traits as triggering factors of tardiness such as low self-esteem and

anxiety. The presence of such personal traits disrupts the motivation of a

student to enter the class. To be punctual starts from one’s self. Having

poor confidence on one’s worth and abilities triggers lousy actions prior

going to class.

One’s determination to attend the class on time is being amplified

when the student is interested and has decided to be on time. However,

according to (Malik, Ladhani, & Bhamani, 2013), Students' behavior of

being tardy and being fond of making absences may accelerate if they

are not committed and interested in their school. This implies that most

students who are tardy and absentees are not interested anymore to attend

classes. Because of this, poor performance is being observed every now and

then. Such personal trait may cause a lack of autonomy.

Autonomy is the feeling of being free of one’s life however it comes

with a responsibility. A study of (Malik, Ladhani, & Bhamani, 2013)

predicted that students who practice unpunctuality in school tends to

have a higher chance of evolving into irresponsible attitudes which may

lead them to dropping out of school and may also affect their skills in

their workplace in the future. When tardiness is has become a learned

behavior, it becomes a habit. This habit is contradicting to the semi-military

form of training that is being adapted by the school. Such negative trait

molds a student to be irresponsible in variety of aspects which affects their

academic performance and future professional endeavors.

According to the study of (Legault , 2017), competence refers to the

idea of the pursuit of challenges that tends to develop and become effective.

The need for competence amplifies persistence, consistent effort, and

determination. In this context, students tend to be efficient when one is

indulging with activities which is beneficial and captivating. Moreover,

tardiness is an act that competent student often avoids because it promotes

unproductivity.

Punctuality shows competence (Wax, 2018). In addition to this,

someone who shows on time and masters their own time possesses

adaptibility to handle any scenario being given. Moreover, a chronically

late person is perceived to be incompetent who is unable to achieve

expected outcomes. This implies that students’ behavior towards punctuality

reflectes their level of competence. The more competent a student is the

more they are motivated to be involve in academic activitites.

A study conducted by (Rosenberg, 2012) mentioned that a competent

individual is someone who can execute a certain task and job in accordance

to the basic standard. They often have the basic and yearns to be better at

what they do.

The idea above suggests that a student can be competent if theyare

skilled enough to accomplish a task. Being able to do work according to the

level of skill an individual has. In addition to this, they are open to improve

themsleves based on what the lack and look forward to what they can learn.

One’s competence can be affected when stress has taken over the self.

Stress occurs when there is an imbalance between the demands that

were given to an individual and their capacity to meet these demands

(Swart, 2008). The accumulation of different tasks initiates the idea of stress

where confusion on what to do first is present. Stressors may come from

homework, environmental and social challenges, and personal issues. In

connection with this, the motivation of a student becomes weak when an

individual is bombarded by stress.

The need to do or finish a task describes one’s effectiveness or

competence. A study of (Blancaver, et al., 2017) stated that tardiness is

caused by the unwillingness brought by laziness and may also affect

most of the aspect of the student’s academic performance. Students

living in the campus dormitory are also vulnerable to laziness. Laziness

leads to unproductivity and incompetence. Because of this, students tend to

be unenthusiastic to exert energy in preparing and attending the class on

time. Thus, resulting to an act of tardiness.

The competence of one’s self is affected according to the healthy

status of a student. Nutrition is also identified as a contributing factor of

students' tardiness and absences. It is because an individual’s effectiveness

on a certain endeavor showcases competence. According to (Malik,

Ladhani, & Bhamani, 2013), students who suffer malnutrition and other

health related malfunctions tend to cause both tardiness and

absenteeism. It is due to the low energy they have which affects their

decisions on going to school on time or being absent instead.

One’s motivation reflects the level of energy an individual possesses.

Therefore, a low level of energy produces lack of motivation. Unable to

arrive on time is a product of low energy and untimely actions prior entering

the class.

Competence refers to the feeling of being effective. One’s effectivity

can be manifested through the academic performance of the student in

relation to their punctuality. Student attendance is one of the

fundamental indicators of academic achievement. Students who often

miss school hours develop habits that will lead into their adult life,

affecting their education, career, and social connections (Bennion,

2018). The essence of punctuality at school molds students to their future

professional endeavors. Maritime students are trained to value the schedules

implemented by the university it is because seafarer’s duties are

interconnected with time.

Relatedness is factor of self-determination that refers to the need to

feel connectedness towards others. Studies have stated that social

relationships affect motivation. According to (Ariani, 2017), positive

relationship or social interaction among students can encourage

positive psychological state that are capable of developing motivated

strategies regarding learning and effort. This implies that the students

can be motivated to enter the class on time if their social involvement are

able to provide motivation in their action.

Relatedness felt from teachers is also a vital factor in satisfying such

psychological need. Based on the study conducted by (Ahmad, Shaharim, &

Abdullah, 2017), good relationship between students and teachers will

generates productive interaction in the classroom and contribute effective

learning. Moreover, they also stated that effective teachers may provide

changes in the students’ behavior towards the urge to engage in the learning

process in the classroom environment.

In connection to the statement above, it suggests that the feeling of

relatedness from student to teacher plays a vital role in achieving the need

self-determination. How the teachers handles the tardiness issue of their

students influences how students perceive towards the idea of being tardy.

Relatedness is not limited to being connected to others. It also refers

to the support being provided by a social group and received by an

individual. Social support has positive effects on the quality of learning

and performance of university students (Mattanah, Brooks, Brand,

Quimby, & Ayers, 2012). However, according to (Cirik, 2015), sources of

support might have variation of effects towards achievements. Supports

from parents may have different impact from the supports given by friends,

dorm mates, classmates, and teachers. This showcases how determination is

influenced by the people around a student.

There are also cases where relatedness becomes obsolete. One of it is

when an individual experiences isolation. According to (Lim &

Vighnarajah, 2018), isolation causes attrition among students towards being

active at school. In this manner, students tend to be lazy and losing desire to

enter the class on time or even to attend class. Being socially engaged

influences the motivational behavior of a student.

Watson’s Behaviorism Theory is a theory that operates on a principle

of “stimulus-response”. This is a theory of learning with the idea that all

behaviors are caused by external stimuli or achieved though conditioning.

Conditioning is the interaction between an individual and its

environment (Cherry, 2019). Human actions are being shaped and molded

by the reactions to environmental stimuli that are present. Behaviorism liken

learning with behaviors that can be observed and measured. Through

positive and negative reinforcement, the manifestation of behavioristic

learning will be successful.

The theory is utilized to describe that tardiness is a learned behavior

which is influenced by the stimuli present in the external environment. How

the students respond to the environmental stimuli undergoes behavioristic

learning through repetition that makes tardiness a learned behavior.

A learned behavior becomes a habit when such action is done

repetitively. The study of (Asajar, et al., 2017) stated that a student who

performed tardiness three times a week during a semester are labeled

as students who were habitually tardy. Such response on being tardy

undergoes repetition, thus, making it a habit. The behavior of tardiness is

being learned by a student through the frequency of its manifestation. Being

habitually tardy is already considered as a toxic trait of a maritime student.

According to (Bataineh M. , 2014) , one of the several reasons of

tardiness are the influences on peers and others students within the

environment. In addition to this, tardiness is caused by reasons that

mainly came from the student, his or herself, or other factors that

includes the influences of others. (Malik, Ladhani, & Bhamani, 2013). The

manner how a student reacts to the influence of the people around denotes

an expected behavior. A room in the campus dormitory consists of four to

six residents. The influence of the other students greatly affects the

individual’s behavior. It may have positive or negative reinforcement

caused by the influences present in the environment.

One of the negative influences that causes tardiness is excessive

playing of games. According to (Somaiya, 2009), Massively Multiplayer

Online Role-Playing Games or MMORPGs has been raised because

students nowadays are engaged in this type of activity and it causes

students going late to the bed and waking up late in the morning. Online

involvement and entertainment have become handy and portable nowadays

especially to millennials. Establishing social another. Because of this,

students often forget or disregard their priorities that are necessary to be

done and allow one’s self to be deprived from sleep.

One of the positive influences that modulates tardiness is the idea of

how the society motivates a member or an individual affects his or her

behavior. The utilization of incentives towards being punctual drives

students to be responsible enough to meet up the schedules being set

(Malik, Ladhani, & Bhamani, 2013). When a student learns and encounters

a positive experience, he or she tends to do it more often. The incentives or

the way how motives one person to another act as the stimuli and the

reaction of the student will define the expected action based on what he or

she perceives from the experience. This is an example of positive

reinforcement that allows an individual to have a positive behavioristic

learning.

Every student has their own innate capability to control the occurrence

of tardiness. It is because tardiness reflects their characteristics. Such

characteristics are acquired and refined through time and the external

stimuli. A study of (Dakin, 2011) stated that student’s characteristics

and the characteristic of the environment influences student success.

Tolerating tardiness is not an act of a successful student. The influence of

the environment is crucial to the development of one’s characteristics on

dealing with tardiness. Hence, student’s characteristics must be in

agreement with the characteristics of the environment.

Another factor that was seen to cause students' tardiness is the

inconsistency of the tardy policy. Since students who came late do not

undergo consistent sanctions, those early comers see the situation unfairly.

Due to this, this drives their idea of not also going to school early anymore

since the teacher won't monitor their attendance and will not give them

punishments anyway. If the teacher would remain irresponsible of

monitoring the students' punctuality, increasing rate of tardy students

will show as a result (Chong, Huey, Qian, & Hock, n.d.).

Moreover, teachers or instructors serves as a role model to the students.

Instructors who arrive late to classes set a bad example for their

students. When that happens, students perceive that coming to class

late is totally tolerable (Coleman, 2013). This kind of phenomenon is

relevant to what students think about tardiness. If that happens, student’s

reaction how the teacher values punctuality may reflect the student’s

behavior. A conditioning may occur where in a student thinks that it is okay

to be late because their teacher also arrives late. Therefore, there is a chance

that they will also perform such act and opens up a possibility of

behavioristic learning of tardiness.

It is recommended that faculties should take part with fixing these

reasons of student's tardiness (Bataineh M. , 2014). This is because the

way how the faculties are doing the measures against tardiness makes the

students feel that being tardy is intolerable. With this, the frequency of

repetition of such act will be lessen and prevents turning such behavior to be

a habit.

An organization and an individual are interdependent to one another.

A low performing educational organization can lead tardiness towards

the students by getting lower grades and lower scores on some tests

(Scott, 2016). The influence and competence of the environment influences

the behavior and motivation of the students. Organizations within the

university are obliged to guide and mold students in accordance to their

competency. How the education organization influences the students

reflects the motivation of students in engaging towards different activities

THE PROBLEM

Statement of the Problem

The study aims to determine the causes tardiness among second year

marine transportation students who are living in the campus dormitory

of the University of Cebu - Maritime Education and Training Center

during the School Year 2019 - 2020 to propose an action plan.

Specifically, it seeks to answer the following questions:

1. What are the factors that causes tardiness among the

respondents in terms of:

1.1. Autonomy

1.3. Relatedness

1.4. Environmental Stimuli

2. What action plan can be proposed to provide a solution regarding

tardiness?

Significance of the Study

One of the objectives of research is to provide solutions to empirical

problems on one’s community. Tardiness is one of the issues that is relevant

to the maritime students of University of Cebu – Maritime Education and

Training Center. The findings of this study are beneficial to the following:

Administrators. The study may provide awareness across all

administrators of the university premises to enhance the system within the

school dormitory and modulate the cases of tardiness among maritime

students. The result of this study will help the institution by providing the

data that may improve the dormitory system within the campus. Thus,

results to producing more quality products or graduates.

Dormitory Staffs. The study may provide information regarding the

cases of tardiness of their residents that may be utilized to improve the

services they are offering.

Instructors. The study may provide an action plan that modulates the

cases of tardiness that can enhance the quality of the flow of their respective

classes and improve the performance of their students.

Students. The findings of this study may provide every maritime

student strategies and ideas in dealing factors that causes them to be tardy.

This study may also provide comfort to the students who are living in the

school dormitory through the actions taken by the administrator in relation

to the findings of the study.

Researchers. The study will be able to contribute to the improvement of

quality of life in the university premises in terms of punctuality issues. In

connection to this, it will contribute to the development and enhancement of

producing quality seafarers as a whole.

Future Researchers. The outcome generated by this study may be

utilized and referred by researchers whose studies are similar with this.

RESEARCH METHODOLOGY

This section discusses the methodologies utilized for this study and the

process how the researchers answered the problems formulated.

Research Design

The study used quantitative descriptive research design in determining

the causes of tardiness among 2nd year Marine Transportation students who

are living in the campus dormitory. This research design allows the

researchers to gain quantifiable data that are necessary to measure and

describe the causes of tardiness.

Research Flow

Figure 1 reflects the flow of the study. The input of the study are the

gathered data that may describe the fundamental factors that causes

tardiness among the population. The process depicts the methodology that

the researchers will utilize in gathering, analyzing, and interpreting the data.

Lastly, the output shows the formulated solution for the problem.

Research Environment

A natural setting will be utilized and will enable the searchers to develop

a level of detail from the involvement of actual experience. The study will

be conducted at University of Cebu – Maritime Education and Training

Center. The researchers have chosen the environment because the university

has their own campus dormitory intended for the maritime students studying

in the university. Also, it supplements the idea that the university that offers

a dormitory service has a semi-military form of training for cadets. The

researcher will collect data from the University of Cebu – Maritime and

Education and Training Center Dormitory Building I and Building II. It is

geographically located at Alumnos, Mambaling, Cebu City, Cebu,

Philippines.

Research Respondents

The respondents for this study will only cover 2 nd Year Marine

Transportation students who are living in the campus dormitory. The

researchers will only engage the respondents who experienced being late or

tardy. It is because they will able to provide the needed data in describing

the causes of tardiness while living in the campus dormitory. The total

population will depend upon how many respondents will be able to meet the

set criteria from the pre-survey. The study will utilize a non-probability

sampling method to determine the sample size. The researcher will utilize a

purposive sampling to acquire the population based on the characteristic

being set by the researchers intended for the study.

Research Instrument

The researchers will develop survey questionnaires as an instrument

towards gathering the necessary data from the respondents. The survey

questionnaires contain same set of questions for every respondent. The

survey questionnaires will be composed of: respondents’ name (optional)

and signature, instructions, and statements that describes the causes of

tardiness. The instrument will have four parts that focuses on the factors that

causes tardiness namely: autonomy, competence, relatedness, and

environmental stimuli.

Likert scale will be used as basis in the questionnaires to describe the

causes of tardiness. Every option is being interpreted through a fix scale

from 1 to 4, 1 being the lowest and 4 being the highest. The researchers will

measure every corresponding answer through mean distribution with

corresponding verbal descriptions according to agreement, likelihood,

quality, and frequency.

Research Procedures

Gathering of Data

The study will be proposed to the research panel for approval. After

it is approved, the researchers will construct a transmittal letter

addressed to the dean, dormitory administrator, and general education

coordinator asking permission to conduct the study. A pre-survey will

be conducted to know the total population of 2nd year Marine

Transportation students who are tardy while living in the campus

dormitory. The researchers will also make a consent for the respondents’

approval to be part of the study. A face-to-face gathering of data will be

used on answering the survey questionnaires that the researchers have

provided. The researchers will explain to the respondents why they are

chosen as respondents and explain to them the manner of answering the

question on the survey questionnaire forms. After answering the survey,

the researchers will show their gratitude towards the respondents for

their cooperation. Confidentiality and anonymity will be observed

towards the information of the respondents. Then, the researchers will

make a tally of the answered questionnaires and consult a statistician for

the analyzing of the gathered data. Lastly, after the data was interpreted,

the researchers will showcase the measured and quantified data that

supplements the problem of the study and provide an action plan.

Treatment of Data

The data that will be gathered for this study will be organized,

treated, and validated to answers the study with the use of the following:

Frequency and Count Table

This method will be utilized to construct the tally of data to each

factor present among the respondents affecting their behavior.

Weighted Mean.

This will be used to analyze and interpret the result of the

responses of the respondents through the survey form.

DEFINITION OF TERMS

To provide a detail understanding of the study, the following

terminologies are defined technically according to the context they are

utilized in this study.

Action plan

A solution to lessen the tardiness, or a sequence of steps to be proposed

based on the result of the study conducted by researchers.

Autonomy

A factor of tardiness that refers to the need to feel free and self-directed

in the university.

Campus dormitory

A building on the University of Cebu-Maritime Education Training

Center where the respondents of this study stayed for educational

convenience; the building where the survey is being conducted.

Competence

A factor of tardiness that refers to the need to feel effective in the

university.

A factor of tardiness which is present in the environment that influences

the action of the respondent.
