Michael Hopki FROM: Scott A. Lishia X RE: Race Related Injury at Laurel Park-“Tuffy’s Way” T10615 1, REASON FOR INVESTIGATIO! On January 11, 2019, the filly “Tufly’s Way" broke down on the track, pulled up near the 3/8 pole and was humanely euthanized on track by Maryland Racing Commission Veterinarian Dr. Elizabeth Daniel, DVM. 2 EQUINE EUTHANIZED: ‘The filly “Tufly’s Way” was trained by John E. Salzman Sr. and owned by Tracy Makin and Alan Kron, 3. INVESTIGATION: V/11/19 The filly “Tuffy’s Way” ran in the 6th race at Laurel Park, This was a maiden claiming race for three year old fillies with a claiming price of $50,000 to $45,000. The race was run at 7 furlongs on the main track with a purse of $35,000. The filly was ridden by Jockey Trevor MeCarthy and the race went off at 3:07 PM, the track was rated as fast, The weather was clear and the start good for all. “Tuffy’s Way” raced near the pace down the back stretch and pressured the leaders. While going through the turn, “Tufly’s Way” appeared to sustain an injury and fell soon past the 1/4 pole, unseating the rider, ‘The horses “Lucky Dilly” and “Kimberly B” collided with the fallen horse and both riders were unseated. Maryland Racing Commission Veterinarian Dr. Elizabeth Daniel, DVM arrived and requested assistance from any MRC veterinarians available. Upon arrival, “Tuffy's Way” was lying in left lateral recumbency with “Kimberly B” lying over her right shoulder and front legs, her hind legs kicking. Tack was removed and “Kimberly B” got up and walked away. At that point Dr. Daniel saw an open fracture in “Tuffy’s Way” distal cannon bone and ankle. An immediate PHONE: 410-296-9682 + TTY Useys Call Via The Maryland Relay Service INTERNET: worwdllr.maryland gov « Email: racing@dlr.state:md.us FORD, LT. GOVERNOR + KELLY M, SCHULZ, SECRETARY HOGAN, Governor + Bovo K: RUT decision was to humanely euthanize the “Tufly’s Way”, blood was drawn the Dr. Daniel humanely euthanized on the track. ‘The other horses involved sustained non-life threatening injuries. Note: The filly was sent for a necropsy exam on January 12, 2019 (See Attached) 1/20/2019 Jockey Trevor McCarthy was interviewed and advised the following: Had ridden the horse the three previous starts Worked the horse out of the gate about 5 to 7 days prior to the race Horse was doing great and warmed up very well prior to race Horse gave no indication of any problems Feels it was just a “freak accident” 1/25/2019 ‘Trainer John E. Salzman Sr. was interviewed and advised the following: ‘Trained the filly since claiming previous start on December 21, 2018. Horse came to him as “clean as could be” no bumps or anything Horse trained well working out of gate with blinkers Jockey came to him and requested riding the horse back after the claim. Was shocked in that the horse broke the leg clean off above the ankle — stated never had that happen to a horse before Felt track was fine and it was just a bad accident ATTACHMENTS: dy 2) 3) 4) Copy of Race 6 from program. Gross Pathology: Presented for necropsy is @ 1,004 Ib, 3yr old Thoroughbred filly (lip tattoo T10615 photo a) in good hutritional condition and fair postmortem condition (euthanized Friday, necropsy Monday afternoon}, ‘There is adequate subcutaneous, visceral, perirenal and pericardiac fet. The large colon and cecum are in proper anatomic position at time of necropsy (photo c). The liver, kidneys, ovaries and uterus, and spleen are grossly normal for the death-necropsy interval and euthanasia artifacts (congestion). The stomach is grossly normal, as are all segments of Intestine. The lungs are red and glistening (pulmonary ‘edema, congestion plus/minus hemorrhage) (photo b); all lung sections float in formalin. The heart and great vessels are grossly normal. In the left hind fetlock joint, there are parasagittal groove fissures on the distal cannon bone (photo d) and severe periarticular modelling ipping) of the articular cartilage along the proximodorsal margin of the proximal phalanx (photo da); the synovial membranes of the LH fetlock are mildly to moderately more red and thicker than normal (photo d,dd). There are parasagittal groove fissures in the articular surface of the distal right hind cannon bone (photo e). In the articular cartilage of the right front distal cannon there are very numerous and deep score lines (photo f}. There are score lines in the articular surfaces of the RF proximal sesamold bones and the proximal phalanx (photo ff), severe periarticular modelling (ipping) and erosion on the articular surface of the RF proximal phalanx (photo ff) and the synovial membranes of the RF fetlock are dark red and thickened (photo f, ff). The RF carpal bones are all grossly within normal limits; the synovium of the RF carpal joints is bright red and thickened. ‘The distal left front limb has ruptures in the skin laterally and medio-posteriorly (photo h), and the hoof is resting at an unnatural angle (in photo h | am holding the carpus so anterior surface is up; both the fetlock and foot are rotated to unnatural angles by the fractures and avulsions/ruptures of ligaments). ‘Through the large medio-posterior skin rupture projects the distal end of the LF cannon bone, covered in sand (photo 1); most ligaments and tendons have ruptured (photo i). Through the smaller hole on the lateral side of the LF fetlock projects the sharp end of the lateral condyle of the LF cannon bone (pholo J). The lateral LF cannon bone condylar fragment is stil attached to joint capsule and ligaments (photo k) and the other fragment of distal LF cannon bone is ruptured from its attachments, displaced ventrally and posteriorly and sticks out through the hole in the overlying skin ( photo k). The sand covered distal LF cannon bone is discolored, making it difficult to detect pre-existing articular lesions (photo m, mm). ‘There are numerous score lines in the articular surfaces of LH proximal phalanx and LF proximal sesamoid bones (photo |, I Il), the medial LF proximal sesamoid bone has a midbody fracture (photo I), the lateral LF proximal sesamoid bone has an apical crack and axial/central avulsions (photo lll} and there is marked periarticular modelling (lipping) of the proximodorsal margin of the LF proximal phalanx (photo | t,t), Cause of Death: Euthanasia, catastrophic fractures of LF fetlock. (or. walsh corected to sted as in pathology report) Gross Findings: BODY AS A WHOLE: In good condition HIND FETLOOCK JOINTS: chronic degenerative joint disease including chronic synovitis CARPAL JOINTS: moderate to marked ilateral chronic synovitis RIGHT FRONT FETLOCK: marked chronic degenerative joint disease LEFT FRONT FETLOCK: chronic degenerative joint disease; severe acute compound comminuted fractures of sesamoid and distal cannon bone Pathologist’s Comments: This filly had pre-existing degenerative joint disease in all four fetlocks, more severe in front limbs than in hind limbs. Euthanasia was the most humane treatment for her injuries. Parasitology: Fecal (Quantitative) McMaster verified on 1/16/19 by Laure Smith FAHL Scientist Feces neg for ova/oocysts Commission Veterinarian’s Comments Dr. Daniel: Tuffy’s Way (#8) was lying in left lateral recumbency at the 3/16 pole with Kimberly 8 lying over her right shoulder and front legs. She was kicking with her rear legs. The tack was loosened. Once Kimberly B was moved, | could see an open fracture of Tuffy's Way's distal cannon bone and ankle, An immediate decision was made to humanely euthanize Tuffy’s Way. Blood was drawn and then | euthanized Tufty’s Way. (110mls euthasol/10 mis succinyicholine) Dr. Walsh: After | viewed the remainder of the field cross the wire and return sound, | hopped on the second equine ambulance and went down near the % pole where the spill occurred to assist. Dr. Daniel was euthanizing Tuffy’s Way when | arrived. At Dr. Daniel's request, | examined the leg on Tuffy’s Way following euthanasia while she assessed Kimberly B. After digging the fetlock out of the track dirt, | found the leg to have an open disarticulation of the left front fetlock joint with the end of the cannon bone displaced though the skin opening. There was a large displaced lateral condyle fracture, and both ssesamoid bones were displaced with comminuted fractures. The pastern bone was intact. Dr. Sacksen: | examined the horse in a.m. prior to the race and found no significant lesions. The horse jogged sound. After kimberly B was moved from legs of Tuffy's Way where she had fallen, the LF leg, was found to be open and disarticulated at the metacarpal-phalangeal joint. No fractures were evident. Box 130 Owner: Laurel Racetrack Laurel, MO 20725 Laurel, MO 20725 Premid: ID: Tuffy's Way, Tattoo #: T10615 Age | Sex:3 Years F uae fae awe Gaya |Tuffy's Way was in the 6th race on Friday, January 11, 2019. Left front condile open ankle [Sire: Jump Start Necropsy Gross Pathology Presented for necropsy is a 1,004 Ib, 3yr old Thoroughbred fily (ip tattoo T10615 photo a) in good nutritional condition and fair postmortem condition (euthanized Friday, necropsy Monday afternoon). There is adequate subcutaneous, Visceral, perrenal and pericardiac fat. The large colon and cecum are in proper anatomic positon at time of necropsy (photo c). The liver, kidneys, ovaries and uterus, and spleen are grossly normal for the death-necropsy interval and ‘euthanasia artifacts (congestion). The stomach is grossly normal, as are all segments of intestine. The lungs are ted and glistening (puimonary edema, congestion plus/minus hemorrhage) (photo b); al lung sections float in formalin, The heart and great vessels are grossly normal. Inthe left hind fetlock joint, there are parasagittal groove fissures on the distal cannon bone (photo d) and severe periarticular modelling (ipping) ofthe articular cartilage along the proximodorsal margin of the proximal phalanx (photo dd);_ the synovial membranes of the LH fetlock are mildly to moderately more red and thicker than normal (photo didd). There are parasagittal groove fissures in the articular surface of the distal right hind cannon bone (photo e). In the articular cartlage of the right front distal cannon there are very numerous and deep score lines (photo f). There are score lines in the articular surfaces of the RF proximal sesamoid bones and the proximal phatanx (photo ff), severe Periarticular modeling (ipping) and erosion on the articular surface of the PF proximal phalanx (photo ff) and the synovial membranes of the RF fetlock are dark red and thickened (photo fff). The RF carpal bones are all grossly ‘within normal imits; the synovium of the RF carpal joins is bright red and thickened. (Case No: 19-982 -, Tufy’s Way, Tattoo #: T1081 Page t of2 The distal left front imb has ruptures in the skin laterally and medio-posteriorly (photo h), and the hoofs resting at an ‘unnatural angle (in photo h lam holding the carpus so anterior surface is up; both the fellock and hoof are rotated to Unnatural angles by the fractures and avulsions/ruptures of ligaments). Through the large medio-posterior skin rupture projects the distal end of the LF cannon bone, covered in sand (photo i); most ligaments and tendons have ruptured (photo i. Through the smaller hole on the lateral side of the LF fetlock projects the sharp end of the lateral condyle of the LF cannon bone (photo j), The lateral LF cannon bone condyiar fragment is stil attached to joint capsule and ligaments (photo k) and the other fragment of distal LF cannon bone is ruptured from its attachments, displaced ventrally and posteriorly and sticks out through the hole in the overlying skin (photo k). The sand covered cistal LF cannon bone is discolored, making it difficult to detect pre-existing articular lesions (photo m,mmn). There are umerous score lines in the articular surfaces of LH proximal phalanx and LF proximal sesamoid bones (photo | ll), the medial LF proximal sesamoid bone has a midbody fracture (photo I), the lateral LF proximal sesamoid bone has an apical crack and exialcentral avulsions (photo Il) and there is marked periarticular modeling (lipping) of the proximodorsal margin of the LF proximal phalanx (photo Ll). CAUSE OF DEATH: EUTHANASIA, CATASTROPHIC FRACTURES OF LH FETLOCK GROSS FINDINGS: BODY AS AWHOLE: in good condition HIND FETLOCK JOINTS: chronic degenerative joint disease including chronic synovitis CARPAL JOINTS: moderate to marked bilateral chronic synovitis RIGHT FRONT FETLOCK: marked chronic degenerative joint disease LEFT FRONT FETLOCK: chronic degenerative joint disease; severe acute compound comminuted fractures of ‘sesamoids and distal cannon bone COMMENTS: This fily had pre-existing degenerative joint disease in all four fetlocks, more severe in front limbs than in hind limbs. Euthanasia was the most humane treatment for her injuries, Parasitology Fecal (Quantitative) McMaster Verified on: 01/16/19 by Laura Smith FAHL Lab Scientist Specimen Isolate/Ova Result EPG Feces - Tufly's Way, Tattoo #: ee neg for ovaloocysts Virginia Pierce VvD (Cope No: 19-1882 -, Tuy’s Way, Tatoo #: T1061.
