Application Information

I. Applicants’ Eligibility
Foreign students who meet the following requirements are eligible to apply.

a. Nationality:
To be eligible to apply, applicants must qualify for legal inter national
student status of the Ministry of Education's "Regulations Regarding
International Students Undertaking Studies in Taiwan”, (For article
content, please see the appendix) and never once held the status of
Overseas Chinese Student before at the point of application.
b. Academic qualifications:
● International students with a high school diploma are eligible to apply for
undergraduate programs; a Bachelor’s degree for Master’s programs;
and a Master’s degree for PhD programs.
● Academic credentials from Mainland China: The Regulations Governing
the Accreditation of Schools in Mainland China shall apply.
● Academic credentials from Hong Kong or Macao: Academic Credential
Verification and Accreditation Methods adopted in Hong Kong and
Macao shall apply.
● Academic credentials earned at overseas Taiwan schools or Taiwan
schools in Mainland China shall be regarded as the same as those at
domestic schools with equivalent levels. Academic credentials referred
in the preceding 2 items shall be subject to the Regulations Regarding
the Assessment and Recognition of Foreign Academic Credentials for
Institutions of Higher Education. However, academic credentials earned
from schools or branches established in Mainland China by foreign
schools shall require public notarization in Mainland China and be
verified and examined by an institute established or appointed by, or
through a private agency.

II. Length of Study

a. Undergraduate programs require four years of study; however, students


who are unable to fulfill their requirements within the designated time may
be granted extensions of up to two years. Specialized undergraduate
programs, such as the Program of Medicine, require six years, including
internship.
b. Graduate programs leading to a Master’s or Doctoral degree require one
to four years and two to seven years, respectively. Students who enter
graduate school are required to complete their thesis/dissertation on time.
c. The length of study and graduation requirements are different according
to each institute/department’s rules, further information is available at the
Office of International Affairs website and Department websites. If any
revisions occur, please give priority to the announcement from the depart
ment/institute.

V. Application Procedures
1. Time period
FALL semester: January 10 to March 30, 2015
SPRING semester: July 10 to October 10, 2015

2. Online Application
(1) Website: https://admissions.oia.ncku.edu.tw/

(2) Application procedures:


a. Fill in the online application information to receive the application serial
number.
b. Pay the application fee. (NT $1,600 or US $60 will be charged for each
applicant.)
c. Upload all required documents (PDF files only).

(3) Note:
a. Only accept online applications. Applicants have completed online appli
cation and upload all the required documents before the deadline.

b. Applicants can apply for only one account in the online application
system. Applicants with more than one account will be taken as invalid.

c. Once the online application is confirmed and submitted, applicants cannot


change the application information or the departments/institutes.

d. Each applicant can apply for up to 2 departments/institutes, and at most


only one group within a department/institute.

e. Applicants only can choose one department/institute to study and enrol if


you get 2 admission offers.
f. Late, ineligible, or incomplete applications will not be processed. More
over, no application documents will be returned for any reason. Please
make copies for yourself if needed. The application fee is non-refundable.

g. If anyone who has applied or received offer of admission into NCKU


violates any of the regulations of the Ministry of Education (MOE) “Regu
lations Regarding International Students Undertaking Studies in Taiwan”,
or if any of the documents submitted is found to be fraudulent, forged or
altered, it will result in immediate cancellation of admission, deprivation of
their recognized status as a NCKU registered student, or revocation of
their NCKU diploma. No academic certificate will be given.

h. Applicants should remember your email used for application and pass
word in order to change your information, upload your documents, and
check your application status later on.

3. Application Fee Payment
(1) After filling out the online application form, an account number will be generated
and shown on the online system. The application fee should be remitted to an
NCKU designated bank (see below) through your local bank via Telegraphic
Transfer (T/T). Please enclose a copy of the transaction receipt through the
application system. The charge for inter-bank transfer will be borne by the appli
cant.

(2) Application fee: TWD 1,600 or USD 60 will be charged for each applicant.

(3) After the application fee has been paid, no refund will be given for any reason,
including withdrawing the application, failing to meet application requirements,
paying by mistake and making repeated payments.

(4) Application for which the application fee is not paid will not be processed.

(5) Payment within Taiwan is only accepted in TWD, while payment outside Taiwan
is only accepted in USD. We do not accept other currencies. Neither do we
accept cash sent by post nor bank checks.

(6) Payment Methods:


■ Payment within Taiwan: The system will be generated and provided an account
number for each applicant. Applicants can go to any bank or post office to make
the payment by wire transfer directly or via ATMs in Taiwan.
● Beneficiary’s Account Number: the system will be generated and provided.

4. Uploading Required Documents

Applicants should download and print out the “Declaration” form and sign, then
scan and upload back onto the application system.

(3) The highest degree diploma
● The diploma should verify with official stamps by the R.O.C. embassies, con
sulates, or missions abroad or by other notary institutes authorized by the
Ministry of Foreign Affairs, R.O.C.
● Undergraduate program applicants: High school diploma (or above)
● Master’s program applicants: Bachelor’s degree diploma (or above)
● Ph.D. program applicants: Master’s degree diploma (or above)

(4) The past-years academic transcript


● The transcript should verify with official stamps by the R.O.C. embassies,
consulates, or missions abroad or by other notary institutes authorized by the
Ministry of Foreign Affairs, R.O.C.
● Undergraduate program applicants: High school transcript (or above) by year
● Master’s program applicants: Bachelor’s degree transcript (or above) by year
● Ph.D. program applicants: Master’s and Bachelor’s degree transcripts (or
above) by year

Note 1: If the diploma and transcript are not in Chinese or English, a notarized copy of
a translation in English or Chinese is required; if the degree diploma and tran
script are notarized from a university in Taiwan, it don’t have to be verified.
Note 2: Applicants graduating in the same year do not have to submit their diploma yet,
can submit a copy of the student ID showing the year of study instead.
However, they will have to submit verified diploma and transcript on the regis
tration day. Or the admission status will be cancelled.
Note 3: For applicants whose high school graduating level is only equivalent to Taiwan's
high school second grade, once admitted, at least 12 credits at NCKU in
addition to each department's credit requirement are required before
graduation.

(5) Financial statement


● For scholarship recipients, please provide proof of your scholarship.
● Bank deposit statement of at least NTD$150,000 (US$4,935) or more must be
provided, showing sufficient financial support for the applicant’s entire stay
during the time of study.
● If the financial statement is not in the name of the applicant, a declaration with
signature from the sponsor must be included, stating the relationship with the
applicant and guaranteeing responsibility for all of applicant's expenses in
Taiwan.

(6) Two recommendation letters


● The recommendation letters should be written in Chinese or English and
referrers have to be the applicant’s teachers or employers.
● Applicants should fill in the referrers’ names and email addresses in the online
application and then the system will notify the referrers directly for their recom
mendation.

(7) Study plan
● All applicants are required to submit a study plan which contains details
regarding his or her education background, research interest, motivations for
further study, etc.

(8) English (/Chinese) autobiography


● Applicants should follow the departmental requirements of each department to
provide a Chinese or English autobiography.

(9) Additional requirements by department/institute


● Each department/institute has its own additional requirement and language
proficiency requirement, please refer to “Additional Requirements of
Departments/Institutes”
● If the department/institute requires any other additional documents, please
submit them in accordance with the department regulations.

(10) Other reference documents (if applicable)


● Other reference materials that might be beneficial.

1. Chinese research proposal ( for Master's or Ph.D. program).

4. Applicants for the MA program should provide an official copy of

5. Applicants for the doctoral program should specify their intended field

master theses or relevant publications, in addition to an official copy of
graduate transcript that shows completion of at least three different
courses in English/American Literature, linguistics or related areas.
Once accepted, students might be asked to take MA core courses
depending on their postgraduate coursework and undergraduate
second foreign languages courses.

1. Applicants should provide a certificate of Chinese language
proficiency, either Test of Chinese as a Foreign Language (TOCFL,
formerly known as TOP) or Hanyu Shuiping Kaoshi (HSK). If neither of
them are available, applicants should submit an equivalent certificate
of Chinese language proficiency.

2. Applicants for both of M.A and Ph.D programs should provide a

VII. Admission Announcements

1. The admission roster will be approved by the International Student Admissions


Committee of National Cheng Kung University according to the recommendation
of the individual departments or institutes. Admission results will be posted
online system.

2. Applicants can login the online application system to check the admission
results.

3. Admission Announcement Dates:

● Spring 2016: November 20, 2015

4. Admission letters will be mailed to students individually. Admission letters will be


mailed on:
● Fall 2015: June 15, 2015
● Spring 2016: December 1, 2015

VIII. Registration

1. All admitted students must confirm the acceptance for studies online before the
deadline. Applicants who fail to do the procedure will be considered as giving up
their offer of admission.

2. All admitted students should register with the relevant offices by the designated
time, following administration procedures. The required documents will be stated
and detailed in the admission package. Failure to complete the registration
procedure will be considered as giving up their offer of admission.

3. All admitted students must provide the highest degree diploma, verified with
official stamps by the R.O.C. embassies, consulates, or missions abroad or by
other notary institutes authorized by the Ministry of Foreign Affairs, R.O.C. (This
document will be returned after being examined and filed). If the diploma is not
in Chinese or English, a notarized copy of a translation in English or Chinese is
required; if the degree diploma is notarized from a university in Taiwan, it does
not have to be verified.

4. All admitted students must provide proof of medical and personal accidental
insurance from their home country valid from entrying into the ROC and up to at
least six months upon enrollment in accordance or purchase the six-month
medical and accidental insurance coverage through NCKU. Students already
insured by the ROC's national health insurance must also provide proof of
insurance. If the proof of insurance is issued outside of Taiwan, it should be
verified by ROC representative offices in the country where the document is
issued.

IX. Note

1. If anyone who has applied or received offer of admission into NCKU violates any
of the regulations of the Ministry of Education (MOE) “Regulations Regarding
International Students Undertaking Studies in Taiwan” (see Appendix 1), or if any
of the documents submitted is found to be fraudulent, forged or altered, it will
result in immediate cancellation of admission, deprivation of their recognized
status as a NCKU registered student, or revocation of their NCKU diploma. No
academic certificate will be given.

2. For applicants whose high school graduating level is only equivalent to Taiwan's
high school second grade, once admitted, at least 12 credits at NCKU in addi
tion to each department's credit requirement are required before graduation.

3. The National Cheng Kung University Code for the TOEFL is 2450、for the GRE
is 3697。 Please fill in this code, and then the ETS will directly send your tran
scripts to us directly.

4. Upon completion of the course of study, at a school in Taiwan, to which an


international student has applied, the student's admission to higher academic
levels shall be handled in a manner identical to the procedures of admission for
local students, except that an application for master’s degree or higher level of
graduate studies can be processed under the rules of each individual school.

5. International students who withdraw from university/college after admission due


to behavior issues, poor academic performance or a conviction under the
Criminal Code may not thereafter apply again for admission under “MOE
Regulation Regarding International Students Undertaking Studies in Taiwan”. If
a student wishes to transfer from another university in Taiwan, he or she should
still apply as a new student, and notify the original university according to their
rules.

6. During the course of study in Taiwan, international students, who are approved
for initial household registration, resident registration, naturalization or
restoration of their ROC nationality, will lose their international student status
and shall withdraw from school.

X. Scholarship information

There are a number of scholarships offered by various organizations. Every


scholarship is considered and granted jointly. Each person may only receive one
source of scholarship. Violators will lose their scholarship status.

Note: Applicants granted any scholarship award are NOT guaranteed University
entrance admission.

NCKU Scholarship

Scholarship Brief Introduction

The NCKU Distinguished International Student Scholarship is classified into


the following three categories:
a. For Undergraduate:
▶ Top 20% will each receive NTD$ 15,000 per month.
▶ Top 20.01%-40% will each receive NTD$ 10,000 per month.
▶ Accepted students will receive the waiver of the basic rate for
on-campus accommodation fee (A scholarship recipient who
chooses not to live in a on-campus will not receive any payment
for the waiver of accommodation fee.)
b. For Postgraduate (monthly scholarship for master recipients is up to
NTD$8,000, and for PhD students is up to NTD$15,000):
There are three types:
▶ (Category 1) Monthly scholarship + waivers of the tuition fee and
NCKU course credit fee
Distinguished ▶ (Category 2) Monthly scholarship with certain expected services
International (teaching assistance (TA), research assistance (RA) or
administrative assistance (AA))+ waivers of the tuition fee and
Student course credit fee
Scholarship
▶ (Category 3) Waivers of the tuition fee and course credit fee
a. For PhD students (limited to one recipient per college): Monthly
scholarship NTD$32,000 with certain expected services (teaching
assistance (TA), research assistance (RA) or administrative assistance
(AA)).
How to apply: The University International Student Admissions Committee
will review the application documents to evaluate the scholarship opportunity
for the first academic year. Applicants do not need to submit any additional
application documents for this scholarship, and the award information will be
mailed along with the admission letter.
Note:
1. Students with an employment status on their ARC or a work visa are not
eligible to receive any of the above scholarships.
2. Recipients who defer admission will be disqualified from the granted
scholarship. 35

Scholarship Brief Introduction

1. Each MS/PhD student will get NT$ 4500 per month, totally
eight months for the first year.
2. Each MS/PhD student will get US$ 60 application fee refunded
after completing all enrollment procedures
3. Each MS student will get NT$ 6,000 to 8,000 per month

Mechanical 4. Each PhD student will get NT$ 8,000 to 18,000 per month

5. How to apply: After completing all enrollment procedures,

Note: The scholarship will be cancelled if students are in temporary
suspension of school or dropped out of school.

Astronautics 2. How to apply: Granted by student’s advisor.
1. At least NTD 8,000 per month will be funded for each foreign
graduate student for living expenses, supporting by the

1. Introduction
The Taiwan ICDF has established the Taiwan International
Cooperation Alliance (TICA) with its partner universities, setting up an
operational platform under this TICA framework to manage and
improve the scholarship program. More information about each of the
programs offered through the Taiwan ICDF International Higher
Education Scholarship Program can be found on the relevant partner
university’s website.

NCKU has been cooperating with Taiwan ICDF from 2007 for an
International Master's Program in Civil Engineering and Management;
from 2014 we are providing a further range of bachelor’s programs
taught in Mandarin.

2. Scholarship Benefits
International Entitlements: The Taiwan ICDF provides each scholarship recipient

pass the Level 3 Chinese proficiency test (TOCFL) by the end of
first year. The scholarship will be terminated if recipients fail to
provide a certificate for the Level 3 Chinese proficiency test by
the end of the first year.

XI. Tuition fee and other fees
Compulsory fees are fees for Student Accident Insurance, National Health Insurance,
etc. Book costs are at the student’s expense and vary from program to program; living
costs vary depending on individual living styles.

1. There are no dormitories for families or couples. The Housing Service Division,
Office of Student Affairs, takes charge of the student dormitory allocation and

NCKU provides free Chinese language courses (Chinese Classes for Foreign Students, CFS) upon
applying for one academic year. The courses provide sessions of 3 hours per week equivalent to 2
credits in a semester. Only new students are eligible to apply. The classes are offered in different levels
to suit each student’s needs. This is a great opportunity for anyone wishing to learn Chinese and to have
an in-depth understanding of the local culture.
