2 INTRODUCTION
NIGC is planning for construction of a new project, namely “Bid Boland Gas Treating
Plant-II (BB2)'' located in the South West part of Iran, about 15 km North West of
Behbahan city in Khuzestan province. Bid Boland Gas Treating Plant-II is comprised of
industrial and non-industrial areas. The EPC for the Project has been split to two
packages. Package A that consists of the main gas treating plant located in near
Behbahan City, and the Package B that comprise of the storage and loading facilities
located in Mahshahr by the Persian Gulf Coast plus the feed and product pipelines
between the gas plant and the storage facilities. Raw water is supplied from Marun
River to the Gas Treating Plant via pipeline and treated for the process and utility use.
The water treatment areas of the project consist of the following units:

The packages shall be designed in accordance with the datasheet, job specifications,
IPS codes with applicable sections of the latest edition, plus addenda of the codes and
standards as detailed in Section 3.1 & 3.2. The document order of precedence shall be
determined as follows, unless agreed to by Company and/or Contractor:
A) Data sheets.
B) Job specification.
4 SUPPLY DESCRIPTION
Make-up water to the cooling tower is a mixture of several streams as shown on the
utility flow diagram. In practice, make-up water may have a variable quality
depending on the different streams flow rate ratio and composition resulting in the
cooling tower make-up calcium content to vary from an average value. Cooling
tower cycle and blowdown is then controlled by the cooling water calcium content.
The proper operation of the cooling tower, cycle, and blowdown is achieved and
controlled manually by the analysis of the calcium content of the cooling water
composite samples. Anti-scalant is added to the cooling water for partial control of
Cooling tower filter backwash will flow to the evaporator package for water recovery.
The cooling tower basin drain is also to be sent to the evaporator package if
hydraulic allows. Otherwise it will be sent to the evaporation pond. Detail
engineering has to evaluate the hydraulic feasibility of draining the basin water to the
evaporator pond considering the elevation difference and plot plan locations of the
cooling tower and the evaporator pond.
Refer to Attachment 1 for the typical package feed water conditions and composition
(Base case). As the exact make-up water to the package may have a variable quality
depending on the different streams flow rate ratio and composition that are mixed
(See UFD), cooling tower performance and design has to be evaluated and verified
for an alternative composition in addition to the typical composition noted as Base
Case. Refer to Alternate case for the extreme case of package make-up water
composition in Attachment 1 datasheet.
Vendor is requested to specify cooling tower blow down rate and associated blow
down water quality for both the Base Case and the Alternative Case compositions as
per Attachment 1 datasheet.
Vendor is to provide specification for all the chemicals, chemical injection philosophy
and operating procedures.
Vendor is requested to confirm the above operating and control strategy and ensure
an efficient design for an operator friendly operation.
Minimum recorded temperature being -2ºC may necessitate some mechanism of de-
icing. Vendor is to evaluate and recommend whether fans with a low speed reverse for
de-icing is to be considered.
It is to be noted that the cooling tower design is to be a robust design employing the
cross-flow scheme. The cooling tower fill should be splash type.
Access to the cooling tower hot well basins is suggested to be left open and not
enclosed to keep out the sunlight. Proper chlorination will mitigate potential algae
growth in the presence of sunlight. Closing in the hot wells makes their routine
inspection a confined space and potentially will limit the routine inspections.
5 GENERAL
5.1 Location
Bid Boland Gas Treating Plant No II is located at the South west part of Iran, about
15 km North West of Behbahan city in Khuzestan province.
5.2 Utilities
• Water Cooling
Supply temperature = 34.5°C
Maximum water return temperature = 49°C
Up to 0.25 kW 230V-1PH-50 Hz
0.251 to 150 kW 400V-3PH-50 Hz
151 to 2500 kW 6.0 kV-3PH-50 Hz
Earthquake shall be considered for Zone 3 as per Uniform Building Code (UBC).
6.1 General
The Vendor shall determine a design that meets the guaranteed statements as
specified in Section 4.
Process Vendor responsibility is limited to the items within the Unit Battery Limits.
However, the general arrangement of the whole Plant shall be taken into
consideration for all scheduled Project Concept.
All equipment design shall follow generally accepted international standards and
Vendor own requirements, according to Vendor’s know-how. Compatibility with
Iranian Petroleum Standards (IPS) shall be checked by EPC and any potential
conflict shall be brought to the attention of Vendor for resolution. Relevant IPS
Standards are listed in Section 3.
Pressure vessels shall be designed as per ASME Section VIII Div 1, unless
otherwise specified in SP-38687901-42-001.
Plant piping design, class identification shall be as per IPS. Vendor shall be
responsible for line sizing and assigning piping classes (as provided by EPC) and
material selection.
6.8 Metallurgy
All material shall be designed in accordance with recognized international codes and
standard and vendor know – how. As a minimum the following allowances for
corrosion and / or mechanical strength shall be used for carbon steel piping and
equipment.
For piping material selection: IPS E-PI-221 Parts 1, 2 and 3 "Piping Material
Selection, On-Plot Piping"
For vessels and equipment: IPS E-TP-740 "Corrosion Considerations in Materials
Selection" and IPS E-TP-760 "Corrosive Consideration in Design".
