1. SCOPE
In 2016, the Government of Indonesia (GoI) initiated a process to revise standard for
fortified wheat flour to align the SNI with the WHO recommendations and finally in July
2018, the Ministry of Health (MoH) revised the SNI for wheat flour fortification and this
revised SNI was issued by BSN i.e. SNI 3751:2018. The regulation mandating the
implementation of the revised SNI 3751:2018 will soon be issued by the Ministry of
Industry (MoI).
During meetings and field visits with stakeholders specially from governments there is
issues on method to differentiate type of iron that using in wheat flour. For this purpose
Nutrition International (NI) is planning supporting Government of Indonesia to develop a
protocol to identify the type of iron in the fortified wheat flour by seeking a laboratory to
validate the developed protocol and facilitate the laboratory space for the finalization
and contextualization of the protocol and orientation of government inspectors on the
developed protocol. The orientation of this test protocol will be undertaken by an NI
appointed international expert.
2. TECHNICAL SPECIFICATION
3.1 Bidders must provide all information requested below. Quotations that do not
provide the required information, or do not follow the submission requirements, will
not be reviewed.
3.2 Bidders are responsible for all costs associated with quotation preparation.
3.3 Requests for further information must be sent by September 26, 2019, 17:00 West

3.4 Nutrition International reserves the right to reject or accept any quotation in whole
or in part and to reject all quotations at any time without assigning any reason
whatsoever before award of Contract.
4. SUBMISSION OF QUOTATIONS
4.1 The closing date for submission of quotations is on or before October 3, 2019,
17:00 West Indonesia Standard Time. Late or incomplete quotations will not be
considered. The quotations must be submitted by email in English at the following
Email address to proposalsindonesia@nutritionintl.org with reference of “RFQ No:
1666-XX – Hiring of services of a laboratory to validate protocol developed
for identification of iron compound for wheat flour fortification“”in the subject
line.
Cover letter
Proposal including institutions profile with CV of team members, references of
minimum 3 relevant experiences, and proposed budget using the budget
template provided in Annexure B.
4.3 Bidders should refer to Annexure B for the format for quotations.
4.4 Bidders must include the timeline in Annexure B along with their quotation and
indicate their ability to meet the schedule by accepting or adjusting the dates.
4.5 All prices shall be valid for a period of 3 months after the Closing Date.
5.1 NI will review all complete quotations and inform the successful Bidders within 3
weeks of the Closing Date.
6 FINANCIAL PROPOSAL
6.1 The financial proposal must contain the expected budget for accomplishing the
complete work with detailed breakup. All amounts quoted must be in IDR. The
Bidders should provide a detailed budget, based on the format attached as
Annexure-B.

ANNEXURE A
1. Introduction
Fortification of industrially processed wheat flour when appropriately implemented is an
effective, simple and inexpensive intervention for supplying vitamins and minerals to the
diets of large segments of the population. In 2016, the Government of Indonesia (GoI)
initiated a process to revise standard for fortified wheat flour to align the SNI with the WHO
recommendations. Nutrition International Indonesia is supporting Government of Indonesia
to develop a protocol to identify the type of iron in the fortified wheat flour. For this purpose
NI is seeking a laboratory to validate the developed protocol and facilitate the laboratory
space for the finalization and contextualization of the protocol and orientation of government
inspectors on the developed protocol. The orientation of this test protocol will be undertaken
by an NI appointed international expert.
2. Objectives
a) Validate the protocol developed for identification of iron compounds in fortified wheat
flour (Electrolyte iron, Fe Sulphate, Fe Fumarate or NaFeEDTA);
b) Facilitate laboratory space, equipment and reagents for NI appointed international
expert, to finalize and contextualize the iron testing protocol;
c) Demonstrate and test protocol to the selected key government officials and NI country
office staff to make them competent to follow the protocol thereafter independently;
3. Scope of Work
a) Undertake validation of the test protocol developed by NI to identify iron compounds in
fortified wheat flour;
b) Ensure that appropriate laboratory space, equipment and reagents are available for the
finalization and contextualization of the test protocol which will be carried out by NI
appointed international expert;
c) Ensure appropriate laboratory space, equipment and reagents are available for the
orientation of key government personnel on the developed protocol by NI appointed
international expert;
d) Organize the logistics for government officers to and from Bogor on the day of
orientation;
e) Organize the reimbursements of allowances to the government inspectors on the day
of orientation;
f) Make necessary arrangements for the orientation, including provision of lunch for all
attending the orientation.
6. Deliverables
The selected agency should submit several reports namely : (a) Validation test report; (b)
Activity Report; (c) Financial Report (as per NI’s format)
