2 Overview

2.1 Background
The radio environment is complex in multi-sector scenarios. Specifically, more neighboring
cells are configured, and the soft handover areas increase, intensifying co-channel interference
and increasing call drop rates. The Adaptive Soft Handover Optimization in Multi-Sector
feature is introduced to cope with these issues.

2.2 Introduction
The Adaptive Soft Handover Optimization in Multi-Sector feature involves the following
functions:
l The intra-frequency neighboring cell priority parameters on a UMTS network can be
automatically reconfigured and optimized.
l With the intra-frequency measurement control optimization function on a UMTS
network, the major neighboring cell relationships can be automatically adjusted in the
intra-frequency measurement control signaling.
The automatic reconfiguration and optimization function of intra-frequency neighboring cell
priority parameters on a UMTS network is implemented on the UE, the RNC, and the U2000.
Table 2-1 lists the functions provided by these NEs to support the feature.

NE Function

RNC l Implements the multi-sector soft handover performance enhancement


algorithm to reconfigure the intra-frequency neighboring cell priority
parameters and intra-frequency measurement control parameters.
l Implements the algorithm of adding detected set cells to the active set.
l Records self-organizing network (SON) logs and uploads them to the
U2000.

U2000 Records operation logs of multi-sector soft handover performance enhancement,


which are provided for users to query the implemented operations and parameter
settings.

2.3 Benefits
The Adaptive Soft Handover Optimization in Multi-Sector feature provides the following
benefits:
l Improving network performance.
In multi-sector scenarios, a large number of neighboring cells are configured, which
causes delayed handovers and oversized intra-frequency measurement control messages,
leading to SRB reset. This feature helps reduce the possibility of SRB reset and decrease
the number of call drops.
l Reducing costs in maintaining and optimizing parameters about neighbor relationships.
This feature adaptively adjusts neighboring relationship parameters, minimizing manual
operation and reducing O&M costs.

3 Technical Description

3.1 Overview
This feature is applicable to multi-sector cells. The soft handover information between the
optimal cell and the configured neighboring cell is analyzed to obtain the neighbor
relationship optimization suggestions, sequence neighboring cells, and deliver major
neighboring cell relationships in the intra-frequency measurement control signaling. The
major neighboring cell relationship in the intra-frequency measurement control report
depends on the functions of reporting detected set cells and adding detected set cells to the
active set.

3.2 Intra-Frequency Neighboring Cell Priority


Optimization
For an intra-frequency neighboring cell priority optimization task, the RNC sequences the
neighboring cells based on the number of successful handovers from the source cell to its
intra-frequency cells. A larger number of successful handovers indicates a higher priority.

NOTE

The number of successful handovers between the source cell and blacklisted intra-frequency
neighboring cells are not included in the measurement result. Blacklisted intra-frequency neighboring
cells refer to those cells with BLACKLIST_FLAG under the NCellCapContainer (BSC6900,
BSC6910) parameter selected.

Figure 3-1 shows the process of automatic optimization of intra-frequency neighboring cell
priority parameters.

1. Configure parameters to start the neighboring cell priority optimization function.


Run the ADD UINTRACELLPRIGRP or MOD UINTRACELLPRIGRP command
to configure the method of grouping intra-frequency neighboring cells based on
priorities.

The RNC measures the number of handovers in a cell discontinuously, and therefore the feature
start time may be delayed for about 0 to 100 minutes. If the RNC internal processing capability is
limited, the RNC can only process data of some cells within an optimization period.
2. Collect the intra-frequency soft handover data between the source cell and its intra-
frequency neighboring cell, including the number of intra-frequency soft handover
attempts (VS.SHO.AttASU.NCell (BSC6900, BSC6910)) and the number of successful
soft handovers (VS.SHO.SuccASU.NCell (BSC6900, BSC6910)).
3. When the intra-frequency neighboring cell parameter optimization period (specified by
the IntraNcellParaOptPrd (BSC6900, BSC6910) parameter) expires, the neighboring
cells that do not meet the optimization conditions are removed.

Special scenarios are described as follows:


– Rules for identifying split cells
n Scenario 1: The source cell is a split cell.
The source cell is considered as a split cell if both conditions 1 and 2 are met:
Condition 1: The SplitInd (BSC6900, BSC6910) parameter is not set to
No_SplitANT.
Condition 2: Four or more cells under one NodeB are served by the same
UARFCN.
For example, the UARFCN of cell A under NodeB B is 10713, and there are
five cells served by UARFCN 10713 under NodeB B. In this case, cell A is a
split cell.
n Scenario 2: The neighboring cell is a split cell.
The neighboring cell is considered as a split cell if the following condition is
met:
The SplitInd (BSC6900, BSC6910) parameter is not set to No_SplitANT.
NOTE

You are not advised to determine whether a neighboring cell is a split cell based on the
number of cells served by the same UARFCN, because a cell is highly likely to have
many neighboring cells. If all the neighboring cells are queried, the RNC performance
will be affected.
– The neighboring cell is an inter-RNC neighboring cell.
n There is no Iur interface: IurExistInd (BSC6900, BSC6910) is set to FALSE.
n There is an Iur interface but SHO is not supported: IurExistInd (BSC6900,
BSC6910) is set to TRUE, and any of CS_SHO_SWITCH,
HSPA_SHO_SWITCH, and NON_HSPA_SHO_SWITCH under the
SHOTRIG (BSC6900, BSC6910) parameter is deselected. The neighboring
cells that do not support soft handovers are not optimized.

4. Sequence the neighboring cells.


Sequence the neighboring cells of the source cell based on the number of successful
handovers. The neighboring cell with a larger number of successful handovers ranks
higher.
5. Determine the priority of the neighboring cell based on the group priority.
Determine the neighboring cell priority based on the user group priority.
Assume that four groups of neighboring cells are configured on an RNC. The detailed
value ranges are listed as follows:
– [1,10]: The priority of neighboring cells ranking 1 to 10 is set to 1.
– [11,20]: The priority of neighboring cells ranking 11 to 20 is set to 2.
– [21,31]: The priority of neighboring cells ranking 21 to 31 is set to 3.
– [32,63]: The priority of neighboring cells ranking 32 to 63 is set to 4.
Special processing 1: If the priority of only some neighboring cells is configured, the
NPrioFlag (BSC6900, BSC6910) parameter for the rest neighboring cells is set to
FALSE. That is, the neighboring cells not configured with a priority have the lowest
priority.
For example, if only neighboring cells ranking 1 to 31 are configured in a priority group,
the NPrioFlag (BSC6900, BSC6910) parameter for the neighboring cells with ranks
lower than 31 is set to FALSE, indicating the lowest priority.
Special processing 2: If the ranks of neighboring cells overlap in different neighboring
cells, the smaller rank prevails.
Configuration Examples:
– Group 1 [1,10]: The priority of neighboring cells ranking 1 to 10 is set to 1.
– Group 2 [5,15]: The priority of neighboring cells ranking 5 to 15 is set to 2.
The priority of neighboring cells ranking 5 to 10 is set to 1.
Special processing 3: If some neighboring cells that cannot be optimized are in the rank
range (see Table 3-2), the priority of these cells remains unchanged.
6. Provide optimization suggestions and deliver optimization commands.
The MML command is automatically delivered to modify the neighboring cell priority
based on the optimization suggestions.
NOTE

1. If the RNC CPU load is high when optimization suggestions are generated, specifically, the
CPU load is greater than the minimum of the three thresholds (SMPAGERTHD (BSC6900,
BSC6910), SLPAGERTHD (BSC6900, BSC6910), and CPAGERTHD (BSC6900,
BSC6910)), flow control will be triggered, and the feature will not take effect.
2. After the feature takes effect, the manually modified priorities will be overwritten by priorities
in the optimization suggestion.

3.3 Intra-Frequency Measurement Control Optimization


When the intra-frequency measurement control optimization task is started, the RNC obtains
the major intra-frequency neighboring cell relationships based on the number of successful
handovers and delivers the relationships in the intra-frequency measurement control signaling.
For other intra-frequency neighboring cells, the handover is performed based on the functions
of reporting detected set cells and adding detected set cells to the active set.

NOTE

The blacklisted intra-frequency neighboring cells of the source cell are not delivered in the measurement
control messages. Blacklisted intra-frequency neighboring cells refer to those cells with
BLACKLIST_FLAG under the NCellCapContainer (BSC6900, BSC6910) parameter selected.

Figure 3-2 shows the intra-frequency measurement control optimization process.

1. Configure related parameters and start the intra-frequency measurement control


optimization function.
Turn on the following switches:
– Detected set cell reporting switch
HO_INTRA_FREQ_DETSET_RPRT_SWITCH under the HoSwitch
(BSC6900, BSC6910) parameter
– Detected set event 1D reporting switch
PERFENH_1D_DETSET_RPRT_SWITCH under the PerfEnhanceSwitch7
(BSC6900, BSC6910)
– Switch for enabling the cells in the detected set to be added to the active set
HO_INTRA_FREQ_DETSET_INTO_ACTSET_SWITCH under the HoSwitch
(BSC6900, BSC6910) parameter.
– Intra-frequency measurement control optimization switch IntraMCOptSw
(BSC6900, BSC6910). The timer for IntraNcellParaOptPrd (BSC6900, BSC6910)
starts timing.

5. Collect related counters and automatically specifies major intra-frequency neighboring
cells.

intra-frequency neighboring cells threshold MinIntraNcellThld (BSC6900,
BSC6910).
In accordance with the MinIntraNcellThld (BSC6900, BSC6910) parameter, the
neighboring cells are sequenced based on the number of successful handovers.
Neighboring cells ranking from 1 to M are selected.
b. Neighboring cell N on which the CDF handover proportion threshold is
IntraNcellShoCDFThld (BSC6900, BSC6910).
CDF (Cumulative Distribution Function): The possibility that a random variable is
less than or equal to a certain value. The CDF handover ratio is the proportion of
the number of successful handovers in two cells ranking less than or equal to N to
the total number of soft handovers in the original cell. The CDF handover
proportion is sequenced in descending order based on the number of successful
handovers. See Table 3-4.

How to determine N: The first cell on which the CDF handover proportion is
greater than or equal to the value of IntraNcellShoCDFThld (BSC6900,
BSC6910).
For example, if IntraNcellShoCDFThld (BSC6900, BSC6910) is set to 90%, the
corresponding neighboring cell ranks 11, and the value of N is 11.
c. Automatically specifies major neighboring cells and non-major neighboring cells.
Based on the rank of neighboring cells, the min {Number of actually configured
neighboring cells, max (M, N)} neighboring cells are major neighboring cells, and
the rest are non-major neighboring cells.
6. Automatically perform intra-frequency measurement control optimization.
After the major intra-frequency neighboring cells are obtained, the intra-frequency
measurement control optimization process is shown in Figure 3-3.

Some processes are detailed as follows:


l Check whether the best cell is an SRNC cell.
– If the best cell is an SRNC cell, perform the intra-frequency measurement control
optimization.
– If the best cell is not an SRNC cell, no operation is required. Deliver messages by
following the normal process.
l Optimize the neighboring cell information carried in the intra-frequency
measurement control message.
Intra-frequency neighboring cells that meet any of the following conditions can be
delivered in the intra-frequency measurement control message:
1) Intra-frequency neighboring cells with the major neighboring cell ID set to 1.
2) Intra-frequency neighboring cells in which the value of CIOOffset is not 0.
3) (Optional, delivered when the MacroMicro1APreMeasSwitch (BSC6900, BSC6910)
parameter is set to ON) The neighboring cell is an intra-frequency neighboring cell
under a micro base station.

NOTE

l If the RNC CPU load is high when optimization suggestions are generated, specifically, the CPU
load is greater than the minimum of the three thresholds (SMPAGERTHD (BSC6900, BSC6910),
SLPAGERTHD (BSC6900, BSC6910), and CPAGERTHD (BSC6900, BSC6910)), flow control
will be triggered, and the feature will not take effect.
l Only UEs in the CELL_DCH state can be optimized. The function of adding detected set cells to the
active set takes effect only for UEs in the CELL_DCH state.
l Optimizations cannot be performed in secondary carrier with DC independent active set scenarios in
which the function of adding detected set cells to the active set is not supported.

6 Engineering Guidelines

6.1 When to Use Adaptive Soft Handover Optimization in


Multi-Sector
After the sector splitting, it is good practice to enable this feature when both the following
conditions are met:

l The service drop rate of split cells needs to be decreased.


l More than 31 intra-frequency neighboring cells are configured for these split cells.

If over 31 intra-frequency neighboring cells are configured, the system messages and
measurement control messages sent to the UE may not contain important neighboring cells. In
this situation, it is good practice to enable the intra-frequency neighboring cell priority
optimization function. Besides, service drops may occur due to SRB reset when there are too
many neighboring cells and too large intra-frequency measurement messages. It is
recommended that the intra-frequency neighboring cell priority optimization function be
enabled together with the measurement control optimization function.

If the neighboring cell priorities have been manually optimized in some areas before this
feature is enabled, the gains may fail to be observed after the intra-frequency neighboring cell
priority optimization function is enabled.

6.2 Required Information


Collect the following information to determine whether to enable this feature and evaluate the
effect of enabling this feature.

When RNC in Pool is enabled, this feature cannot take effect if the master and backup RNC

6.4.3.3 Using the CME


Based on the parameter configurations involved in 6.4.2 Data Preparation, perform the
following operations to activate this feature:

NOTE

When configuring the feature on the CME, perform a single configuration first, and then perform a batch
modification if required.
Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.

Step 1 Configure a single object (such as a cell) on the CME.

Set parameters listed in the table in "Data Preparation" section from top to bottom on the
CME. For instructions on how to perform the CME single configuration, see CME Single
Configuration Operation Guide.

Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center)

To modify objects in batches, click on the CME to start the batch modification wizard.
For instructions on how to perform a batch modification through the CME batch modification
center, press F1 while running the wizard to obtain online help.

To check whether a parameter supports batch modification, see the Remarks column in the
table in "Data Preparation" section.

6.4.4 Activation Observation


l Observing whether the neighboring cell optimization function takes effect:
After this function is implemented for an optimization period, users can check whether the
related SON logs contain optimization suggestions on the U2000. If there are optimization
suggestions, this function has taken effect.

NOTE

The discrete processing mechanism of this feature delays feature activation in cells. Therefore, the SON
logs of some cells is generated 0 to 100 minutes later after the actual optimization period ends.

In the SON logs, the intra-frequency priority information modified by the RNC, and
execution information and parameter settings related to the neighboring cells carried in the
intra-frequency measurement control messages are recorded.
For details about how to view SON logs, obtain iManager U2000 MBB Network Management
System Product Documentation and navigate to section "Viewing SON Logs" according to
the following path: Operation and Maintenance > RAN Management > SON
Management > SON Log Management. The following table illustrates contents of the SON

After the feature is enabled, the customer can adjust the parameter settings for this feature

frequencies of neighboring LTE cells is not carried in
the RRC CONNECTION RELEASE message.

turned off, the optimization algorithm does not take
effect. During a P2D state transition in a cell update,
the RNC uses parameters configured for the source
cell of the cell update when making decisions for user
location-based multi-band DRD.

PERFENH_4CHSDPA_MOBILITY_OPT_SWITCH:
Whether a UE enabled with the 3C-HSDPA or 4C-
HSDPA feature, which moves to a cell not supporting
the 3C-HSDPA or 4C-HSDPA feature, falls back to
use SC-HSDPA in mobility scenarios.
When this switch is turned off, the UE falls back to
SC-HSDPA.
When this switch is turned on, the UE does not fall
back to SC-HSDPA, and can fall back to the HSPA+
feature of the highest level supported by the target cell
instead.

0: This switch is turned off. The cell-level parameters
described above are not used in these scenarios and
the corresponding RNC-level parameters are used
instead.
Note:
The UE processing a single BE service can perform an
incoming inter-RAT handover through rate reduction
