1.1 Scope
This document describes WRFD-181105 Adaptive Soft Handover Optimization in Multi-
Sector, including its technical principles, related features, network impact, and engineering
guidelines.

2 Overview
2.1 Background
The radio environment is complex in multi-sector scenarios. Specifically, more neighboring
cells are configured, and the soft handover areas increase, intensifying co-channel interference
and increasing call drop rates. The Adaptive Soft Handover Optimization in Multi-Sector
feature is introduced to cope with these issues.
2.2 Introduction
The Adaptive Soft Handover Optimization in Multi-Sector feature involves the following
functions:
l The intra-frequency neighboring cell priority parameters on a UMTS network can be
automatically reconfigured and optimized.
l With the intra-frequency measurement control optimization function on a UMTS
network, the major neighboring cell relationships can be automatically adjusted in the
intra-frequency measurement control signaling.
The automatic reconfiguration and optimization function of intra-frequency neighboring cell
priority parameters on a UMTS network is implemented on the UE, the RNC, and the U2000.
Table 2-1 lists the functions provided by these NEs to support the feature.

2.3 Benefits
The Adaptive Soft Handover Optimization in Multi-Sector feature provides the following
benefits:
l Improving network performance.
In multi-sector scenarios, a large number of neighboring cells are configured, which
causes delayed handovers and oversized intra-frequency measurement control messages,
leading to SRB reset. This feature helps reduce the possibility of SRB reset and decrease
the number of call drops.
l Reducing costs in maintaining and optimizing parameters about neighbor relationships.
This feature adaptively adjusts neighboring relationship parameters, minimizing manual
operation and reducing O&M costs.
3 Technical Description
3.1 Overview
This feature is applicable to multi-sector cells. The soft handover information between the
optimal cell and the configured neighboring cell is analyzed to obtain the neighbor
relationship optimization suggestions, sequence neighboring cells, and deliver major
neighboring cell relationships in the intra-frequency measurement control signaling. The
major neighboring cell relationship in the intra-frequency measurement control report
depends on the functions of reporting detected set cells and adding detected set cells to the
active set.
NOTE
The number of successful handovers between the source cell and blacklisted intra-frequency
neighboring cells are not included in the measurement result. Blacklisted intra-frequency neighboring
cells refer to those cells with BLACKLIST_FLAG under the NCellCapContainer (BSC6900,
BSC6910) parameter selected.
Figure 3-1 shows the process of automatic optimization of intra-frequency neighboring cell
priority parameters.
NOTE
The RNC measures the number of handovers in a cell discontinuously, and therefore the feature
start time may be delayed for about 0 to 100 minutes. If the RNC internal processing capability is
limited, the RNC can only process data of some cells within an optimization period.
2. Collect the intra-frequency soft handover data between the source cell and its intra-
frequency neighboring cell, including the number of intra-frequency soft handover
attempts (VS.SHO.AttASU.NCell (BSC6900, BSC6910)) and the number of successful
soft handovers (VS.SHO.SuccASU.NCell (BSC6900, BSC6910)).
3. When the intra-frequency neighboring cell parameter optimization period (specified by
the IntraNcellParaOptPrd (BSC6900, BSC6910) parameter) expires, the neighboring
cells that do not meet the optimization conditions are removed.

You are not advised to determine whether a neighboring cell is a split cell based on the
number of cells served by the same UARFCN, because a cell is highly likely to have
many neighboring cells. If all the neighboring cells are queried, the RNC performance
will be affected.

cells that do not support soft handovers are not optimized.
1. If the RNC CPU load is high when optimization suggestions are generated, specifically, the
CPU load is greater than the minimum of the three thresholds (SMPAGERTHD (BSC6900,
BSC6910), SLPAGERTHD (BSC6900, BSC6910), and CPAGERTHD (BSC6900,
BSC6910)), flow control will be triggered, and the feature will not take effect.
2. After the feature takes effect, the manually modified priorities will be overwritten by priorities
in the optimization suggestion.
NOTE
The blacklisted intra-frequency neighboring cells of the source cell are not delivered in the measurement
control messages. Blacklisted intra-frequency neighboring cells refer to those cells with
BLACKLIST_FLAG under the NCellCapContainer (BSC6900, BSC6910) parameter selected.

4. Sequence the neighboring cells.
Sequence the neighboring cells of the source cell based on the number of successful

higher.
5. Collect related counters and automatically specifies major intra-frequency neighboring
cells.
a. Obtain the neighboring cell rank M that corresponds to the minimum number of
intra-frequency neighboring cells threshold MinIntraNcellThld (BSC6900,
BSC6910).

CDF (Cumulative Distribution Function): The possibility that a random variable is
less than or equal to a certain value. The CDF handover ratio is the proportion of
the number of successful handovers in two cells ranking less than or equal to N to
the total number of soft handovers in the original cell. The CDF handover
proportion is sequenced in descending order based on the number of successful
handovers. See Table 3-4.
How to determine N: The first cell on which the CDF handover proportion is
greater than or equal to the value of IntraNcellShoCDFThld (BSC6900,
BSC6910).
For example, if IntraNcellShoCDFThld (BSC6900, BSC6910) is set to 90%, the
corresponding neighboring cell ranks 11, and the value of N is 11.
c. Automatically specifies major neighboring cells and non-major neighboring cells.
Based on the rank of neighboring cells, the min {Number of actually configured
neighboring cells, max (M, N)} neighboring cells are major neighboring cells, and
the rest are non-major neighboring cells.
6. Automatically perform intra-frequency measurement control optimization.
After the major intra-frequency neighboring cells are obtained, the intra-frequency
measurement control optimization process is shown in Figure 3-3.
NOTE
l If the RNC CPU load is high when optimization suggestions are generated, specifically, the CPU
load is greater than the minimum of the three thresholds (SMPAGERTHD (BSC6900, BSC6910),
SLPAGERTHD (BSC6900, BSC6910), and CPAGERTHD (BSC6900, BSC6910)), flow control
will be triggered, and the feature will not take effect.
l Only UEs in the CELL_DCH state can be optimized. The function of adding detected set cells to the
active set takes effect only for UEs in the CELL_DCH state.
l Optimizations cannot be performed in secondary carrier with DC independent active set scenarios in
which the function of adding detected set cells to the active set is not supported.

This feature decreases the probability of SRB resets and call drops caused by delayed
handovers and oversized intra-frequency measurement control messages due to excess
neighboring cells in the multi-sector network.
This feature does not affect the RNC CPU.
6 Engineering Guidelines
If over 31 intra-frequency neighboring cells are configured, the system messages and
measurement control messages sent to the UE may not contain important neighboring cells. In
this situation, it is good practice to enable the intra-frequency neighboring cell priority
optimization function. Besides, service drops may occur due to SRB reset when there are too
many neighboring cells and too large intra-frequency measurement messages. It is
recommended that the intra-frequency neighboring cell priority optimization function be
enabled together with the measurement control optimization function.
If the neighboring cell priorities have been manually optimized in some areas before this
feature is enabled, the gains may fail to be observed after the intra-frequency neighboring cell
priority optimization function is enabled.
6.3 Precautions
When RNC in Pool is enabled, this feature cannot take effect if the master and backup RNC
control rights are switched over and configuration data modification is forbidden on the
backup RNC.

The intra-frequency measurement control function depends on the functions of reporting
detected set cells and adding cells to the active set. Besides, the UE must comply with 3GPP
Release 4 or later and the switch of reporting detected set cells must be enabled on the RNC.

When configuring the feature on the CME, perform a single configuration first, and then perform a batch
modification if required.

NOTE
The discrete processing mechanism of this feature delays feature activation in cells. Therefore, the SON
logs of some cells is generated 0 to 100 minutes later after the actual optimization period ends.
In the SON logs, the intra-frequency priority information modified by the RNC, and
execution information and parameter settings related to the neighboring cells carried in the
intra-frequency measurement control messages are recorded.
For details about how to view SON logs, obtain iManager U2000 MBB Network Management
System Product Documentation and navigate to section "Viewing SON Logs" according to
the following path: Operation and Maintenance > RAN Management > SON

The following KPIs improve after this feature is enabled in recommended scenarios:
