1.0 PREFACE
The purpose of this Method Statement is to describe the method for Fire Fighting Pump
House and to details out the steps to be taken in meeting the technical standards and EHS
requirements

2.0 APPLICATION
Application of this Method Statement is applicable to the implementation of concreting
works for Water Treatment Plant in VinhTan 4 Thermal Power Plant Project.

• Prior to using any machineries/equipment at site, it will be inspected and certified by


qualified person.
• Periodic Preventive Maintenance will be made on all equipment and machineries.
• All operators and drivers are to be equipped with valid driver's license/operator's license or
permit from concerned government agency.
• Only authorized drivers and operators are allowed to operate equipment and machinery.
• Only authorized signalman will be assigned together with the driver or operator.
• All lifting equipment as well as its accessories such as sling wire, nylon sling, shackles,
chain blocks crane hook and latch shall be inspected periodically.

5.0 RESPONSIBILITIES
• It is overall responsibility of Project Manager to organize resources prior to perform
construction activities as per project specification in compliance with the quality, schedule
& safety requirements.
• EHS Manager will ensure in coordination with Site Engineer that all measure/construction
taken shall be maintained till completion of job.
• It is the responsibility of Site Manager/Site Engineer that construction activities are
executed according to the relevant project specification in compliance with the quality,
schedule & safety requirements.
• It will be ensure that all works are performed safely according to the attachment.
• The relevant Supervisor will ensure that the work is carried out in accordance with this
method statement and project specification.
• The QC Inspector will ensure that the work is executed according to the requirements of
quality dossier are fulfilled.

6.1 Site Preparation


• Prior to entering the working area, all equipment and machinery will be inspected by
safety personnel. Safety personnel shall be responsible for preparing and providing
relevant documents. And all equipment and machinery will be provided calibration
certificate and security audit
• All machineries, equipment and material shall be entering using the designated entrance
gate.
6.2 Survey
• Prior to the work commencement, construction drawing will be reviewed to check of its
latest issuance for construction and all essential details are given. It will be checked that
the intermediate dimension agree with the overall dimension.
• The setting-out will be made at the beginning stage of the work by referring to the
construction drawing and all reference points will be made necessary for the entire work.
This will be acquired and develop method of checking and cross-checking on all setting-
out operations. When principal lines and levels haste be set-out, it would be advised to be
the relevant persons.
6.3 Excavation
• Excavating soil with slope 1:1 for independent footings by excavator combine with
manpower to design level.
• After excavation work is done, surveyors shall check the ground's elevation and the
excavation pit's dimensions again.
• Leveling and compaction to ensure the design elevation.

6.4 Concreting
• Lean concrete casting: Lean concrete has 50mm thickness. Lean concrete shall be
transported to site by mix-truck and flowed down to position by concrete pump. The
concrete surface shall be leveled by workers.
• Rebar and formwork shall be setting out follow design drawing by workers.
• Formwork shall be calculated to ensure stability during construction.
• Fresh concrete shall be transported to site by mix-truck and flowed down into formwork
by a concrete pump hose.
• In casting time, workers shall use vibrators to consolidate the fresh concrete and avoid
honeycomb.
• The concrete surface shall be leveled by workers.

• Concrete casting for column will be carried out 2 times and each maximum height of
concrete casting for column will not exceed 4m.

-Phase 4-Concreting beam/slab:

For control quality during casting concrete such as : honeycomb surface, loose aggregates,
loss cement water, leaky, etc…

• Form corner and all fly wood connection point was applied silicon to ensure the cement
water is not loss during the concrete casting vibration and leaky water after concrete
curing time.

• At the point where the form touch the set concrete surface we will insert flexible filler and
then fill mortar to ensure the cement water is not loss during the concrete casting
vibration and leaky water after concrete curing time. (such as bottom of column)
• In case that concrete casting will not be completed at one time due to construction plan,
height and etc, the approved bonding agent(Sikadur 731) will be applied between old and
new concrete surface in accordance to actual site construction condition.
• Concrete casting height will be controlled to ensure concrete free fall is not over 1.5m and
every 30cm per layer and continues the next after enough vibrating.
• Construction joint for beam and slab (if required) we follow mention on DWG VT4-UV01-
P0ZEN-172001 (page 3 of 3) and apply the wire mesh at that point.

6.5 Curing
• Freshly placed concrete shall be protected from drying and extremes of temperature. After
it has hardened sufficiently to prevent damage thereby, suitable and adequate protection
shall be provided during the curing period against damage from shock and impact,
exposure to undesirable weather conditions including extremes of temperatures and loss
of moisture.
• The exposed surfaces of freshly placed concrete shall be kept in continuously moist
condition for a period of at least 7 days by the use of absorbent mats of burlap which
shall be wetted down as required to keep them in a continuously moist condition for the
duration of the curing period. To assist in maintaining the moist conditions, adequate
impervious sheets such as plastic film or its equivalent shall be used as cover.
• Immediately upon the removal of the side forms, absorbent mats or burlap shall be
draped down the sides a sufficient distance to completely cover the exposed surfaces and
kept in continuously moist condition for the required curing period.
• In order to control the cracking the following measure shall be applied:
- Immediately upon the completion of the concrete the top surface shall be covered
with polyethylene sheet with joints overlapping 50mm and sealed properly to prevent
evaporation of water from concrete.
- Subsequently the about are shall be covered with absorbent mats or burlap for
minimum of 7 days or curing compound shall be applied.
- In case of blinding concrete, the curing shall be for one day.
- Then the entire area is flooded with water to prevent evaporation loss.

- Where the concrete protective coating is applicable the area shall be cleaned
thoroughly and protective coating shall be applied in accordance with the approved
coating specification.
6.6 Removal of Forms
• Care shall be taken to ensure that during removal of form operations concrete edges are
protected from any possible chipping off.
• All embedded parts be cleaned thoroughly and made free from dust, cement and slurry
and covered with temporary protections.
• For easy de-shuttering the shutter surface in contact with concrete shall be treated with a
coat of demoulding oil.
• Minimum time allowed before de-shuttering is 12 hours.

6.7 Repair concrete surface


• Concrete repair work will be carried out by using the approved material according to the
approved MS (Concrete repair work)

6.8 Waterproofing Membrane


• Waterproofing Membrane work will be carried out by using the approved material
according to the approved MS (Roof Waterproofing System)

6.9 Backfilling
• Backfilling work will be executed according to the approved MS for excavation and
backfilling work.
• Approved suitable excavated material from the site can be used for backfilling/general
filling. If the excavated material is of a poor quality, obtain fill material from approved
borrow pits or any other source able to provide material as per specifications.

• Filling soil shall be placed and spread in uniform layers not exceeding 300 mm before
compaction.
• Fill materials shall be laid, spread and leveled using manpower and compacted by using
roller compactor to the required levels.
• During compaction, maintain the moisture content of fill material usually +/- percent of
overall moisture content. If required, add clean water to the fill material in order to
maintain the necessary moisture content.
• Field density test (FDT) shall be carried out randomly on agreed area before proceed to
the next excavation site or layer.

6.10 Install formwork for wall and safety drawing

6.11 Protection
• Provide barricades and restrict access as appropriate to prevent damage to work in place.
• DMPP shall be responsible for protection of work in place against displacement, damage,
or loss until Employer’s acceptance. Any work and subsequently damaged, lost or
displaced shall be repaired and replaced to the Employer’s satisfaction.

6.12 Cleaning
• Thoroughly clean, rake, wash, flush or sweep as required to clean adjacent improvements
of materials covered as part of this work to submitting for Employer’s acceptance.
• Contractor shall provide all labor, equipment, materials and other items as required to
perform clean up as required by the Employer.

7.0 QUALITY CONTROL


• Concrete placement will be carried out within 1.5 hour after mixing

• Temperature and slump will be checked carefully in the site


• QC engineer in batching plant will control concrete quality during concrete placement
• Chiller system in batching plant will be operated according to air temperature.
The Site Inspection and Test Plan (ITP) for this work summarizes various characteristics to be
checked. The concerned Site Engineer/Foreman will be responsible to ensure stage wise
compliance for this operation and the Site QA/QC Engineer/Inspector will carry-out quality
control checks and report the inspection results.

8.0 ENVIRONMENT, HEALTH AND SAFETY (EHS)


8.1 Responsibilities
• The Safety Manager is responsible for the overall safety of the construction site. His
responsibilities include site inductions ensuring work permits are valid, accident reports,
number of man-hours worked and ensuring all works are carried out in the safest possible
manner consistent with good construction practices. In case of imminent danger the site
supervisor has to stop the work immediately. The Safety officer at site is equally
responsible from stopping the work in the above case.
8.2 Safety
• Personal Protective Equipment (PPE) will be issued to all workers such as safety shoes,
hard hat, working gloves, earplug, safety goggles, reflective vest and safety harness for
workers who will be assigned in elevated places 1.8m and above.
• Wearing of the basic PPE will be enforced fully.
• All new recruits will undergo proper orientation and safety induction before they could
deployed at site for work.
• Place necessary warning signs as required.
• Provide flickering lights and reflectors while working in the night time.
• Where material must be stacked, make sure that they are staked on a firm and level base
and in tidy manner.
• Ensure that proper access is provided before entering excavation area
• Barricades/Signs will be provided sufficiently and maintained, as precautionary measures
during the entire stage of construction, to protect the work and safety of the workmen.
• Prior to using any machines/equipment at site, ensure that they will be inspected and
certified by qualified person.
• Operators and drivers are to be equipped with valid driver's/operator's license or permit
from concerned government agency.
• Any potentially dusty material being transported from work sites will be securely
contained. Transporting vehicles, etc., will be monitored to prevent overloading and over-
filling.
• Weight of dump truck containing the excavated material will not be exceeded the limited
weight allowed by the nation, local and traffic law.
• Ensure all workers and equipment’s working overtime are properly accounted and
obtained permit/ approval from DMPP EHS Manager prior to carry-on works.
• Periodic refresher trainings, tool box talk and audit shall be conducted.
• Excavation and delivery of materials are prohibited during heavy rains.

All personnel should be aware of assembly points, escape routes, emergency contact numbers.
