We have to set the parameter Uplink GBR for BE service to D32

Note the Default and recommended value is D16 (16Kbps) and range 0~5440 Kbps

If we use high value improve user experience and use more resource which effecting
admission success rate and system capacity, my suggestion make it as default or 32 since UL
is less important.

Some related parameters actions:

 Dynamic CE

Dynamic CE could improve CE utility and efficiency add improve system capacity and this
action will be license control only.

 Upper rate ratio thd of TTI 2ms to 10ms for CE = 56 % (0~100) Def=56%

If this parameter is high, TTI switched from 2 ms to 10 ms in advance for users with high
average uplink throughput when CE resource insufficient, as a result service carried on 2ms
HSUPA decrease, affecting users experience.

 E-DCH Throu Meas Period Based TTI = 60 *10ms (1~100000) Def=60, to modify this
parameter, contact Huawei Customer Service Center for technical support. The
larger the value of this parameter, the more slowly TTI is switched. In this case,
RTWP, Iub resource, and used CE resource congestion is less relieved, and coverage
is less improved. As a result, user experience deteriorates. So we have to contact
with RND to reconfigure or check this value since 0.6 s from 1000 s is very small
value.
 HSUPA Credit Consume Type=MBR (MBR or GBR), If the NodeB adopts the dynamic
CE algorithm, the HSUPA service consumes CE resources based on the consumption
mode corresponding to GBR. Generally, MBR of HSUPA users is larger than GBR. If
MBR is used as the CE consumption rule, the access success rate of users decreases
but the online HSUPA user throughout increases because more CEs are reserved for
admitted users. If GBR is used as the CE consumption rule, CE-based LDR does not
select HSUPA users to perform BE service rate reduction. If MBR is used as the CE
consumption rule, CE-based LDR selects HSUPA users to perform BE service rate
reduction on condition that the HSUPA DCCC switch is turned on.
 UL InterFreq Ho CeLL LDR Space Threshold = SF8: CE resource threshold for a target
cell for inter-frequency handovers. A cell can be selected as a target cell for inter-
frequency handovers when the CE resource margin of the local cell group to which
the cell belongs exceeds this threshold and when the CE resource margin of the
NodeB controlling the local cell group exceeds this threshold. If this parameter is set
to a small value, the BSC6910 can easily locate target cells but the target cells easily
become congested, resulting in ping-pong inter-frequency handovers. If this
parameter is set to a large value, the BSC6910 cannot easily locate target cells.
 HSPA Technologies Retried by UEs: SRB over HSUBA: off >> ON.
This feature enables UL SRBs to be carried over HSUPA. This feature can obtain a
lower call delay and save transmission resources (UL CE resource). See CE Resource
Management Feature Parameter Description

UL 12.2 kbit/s voice service (SF=64) + 3.4 kbit/s signaling needs to consume one UL CE.

DL 12.2 kbit/s voice service (SF=128) + 3.4 kbit/s signaling needs to consume one DL CE.

Inter freq CS&Ps Ec/No should be 2 db different between start and stop. For inter
frea CS&PS RSCP should be 3db difference between start and stop.

By this way, we will reduce CM state in the network where the resources will be
saved in when UE stay in Compressed Mode too match the resource will be affected.
 The last action we can do we have to minimize the inter frequency HO in the
network and make it only on Co-sites.
