FOREWORD
This publication includes all of the written replies issued between the indicated dates by the ASME
@- Staff on behalf of the ASME Boiler and Pressure Vessel Committee to inquiries concerning
%L interpretations of the Boiler and Pressure Vessel Code. These interpretations are not a part of the
%Addenda or the Code.
These replies are taken verbatim from the original letters, except for a few typographical and
editorial corrections made for the purpose of improved clarity. In some instances, a review of the
interpretation revealed a need for corrections of a technical nature. In these cases, a revised reply,
bearing the original interpretation Number with the suffix R, is presented. Following these revised
replies, new interpretations, and revisions to them issued during the same 6-month period, are
assigned Interpretation Numbers in chronological order. Interpretations applying to more than one
Code Section appear with the replies pertaining to each affected Section.
ASM E procedures provide for reconsideration of these interpretations when or if additional
information is available which the inquirer believes might affect the interpretation. Further, persons
aggrieved by an interpretation may appeal to the cognizant ASME committee or subcommittee. As
stated in the Statement of Policy in the Code documents, ASME does not “approve,” “certify,”
“rate,” or “endorse” any item, construction, proprietary device, or activity.
These replies apply to the latest Edition and Addenda at the time of the inquiry or the Edition and
Addenda stated in the reply. Subsequent revisions to the rules may have superseded the reply.

Committee,” refer to Appendix B.

Question (1): When shims are used in accordance with T-263.3, 1980 Edition, W81 Addenda,
and the density of the area of interest exceeds the plus 30% density restriction of T-263.2(a), is the
radiograph acceptable if the required penetrameter sensitivity is displayed and the density limitations
of T-234.1 are not exceeded?
Question (2): When radiography is performed with shims in accordance with T-263.3, 1980
Edition, W81 Addenda, and the radiograph has a density of 3.3 in the area of interest and the area of
interest varies by no more than - 15% from the density through the body of the penetrameter, is
the radiograph rejectable based upon being too dark?
Reply (2): No. in accordance with T-234.1, the maximum density shall be 4.0 for either cingle or
composite viewing.

Question: In accordance with T-263.1 , 1980 Edition, a penetrameter may be placed on the film
side where inaccessibility prevents hand placing on the source side. Although the source side is
accessible for penetrameter placement, is it acceptable to place the penetrameter on the film side if
the following conditions are met?
(1) Reduce the designated penetrameter down to the next lower number as shown in Table T-
262.2.
(2) Identify penetrameter as film side by letter “F” as outlined in T-263.lk).
(3) All other parameters are met and in accordance with Article 2 (¡.e., image, density, etc.).
Reply: No.

Question: When using a construction detail such as that in Fig. UW-13.1(0 in Section Vili,
Division 1, and radiography is required for the butt weld, what thickness should be used in
penetrameter selection according to T-262.2.1 with W81 Addenda?
Reply: When radiography i s performed in accordance with T-262.2.1 with W81 Addenda, the
penetrameter selection shall be based on the nominal single-wall thickness plus the maximum
reinforcement permitted by the referencing Code Section. Backing rings are not to be considered as
part of the weld or reinforcement thickness in penetrameter selection. Thus, if Fig. UW-13.l(f) is the
construction detail and rh is considered as a backing strip and not an integral part of the weld, then
penetrameter selection shall be based on t,, or rs2.

Reply: No. In order to establish the quality of radiographs taken during original exposure, the
original exposure radiographs showing the penetrameters must be retained.

Question (1): Is the area where the weld fuses into the base metal considered part of the weld?
Question (2): When using a penetrameter selected on nominal single-wall thickness plus
reinforcement in accordance with T-262, 1980 Edition, W81 Addenda, is it necessary to use an
additional penetrameter selected only on nominal single-wail to cover the weld tie-in area?

Question (1): The 575 Addenda to Section V, T-630(c), states: “Intermixing of penetrant
materials from different family groups is not permitted.” Please define “family groups.”
Reply (1): A family group of liquid penetrant inspection materials consists of the applicable
penetrant, emulsifier, solvent remover, and developer as recommended by the manufacturer.
Question (2): Is it acceptable to use a flammable cleaner and a non-flammable developer if the
manufacturer has stated in writing this practice is acceptable?

Question (1): If the weld is ground flush on the outside surface, but reinforcement exists on the
inside surface, is penetrameter selection in accordance with T-262.2.1, 1980 Edition, W81 Addenda,
based only on the nominal single-wall thickness plus the maximum inside reinforcement permitted by
the referencing Code Section?
Reply (1): Yes. Any reinforcement ground flush shall not be considered in penetrameter
selection.
Question (2): If the weld is ground flush on the outside surface, but reinforcement exists on the
inside surface, i s the shim thickness selection in accordance with T-262.3(b), 1980 Edition, W81
Addenda, based on the maximum inside reinforcement permitted by the referencing Code Section?
Reply (2): Yes. Any reinforcement ground flush shall not be considered in shim thickness
selection.
