BSP7MTPA Expansion
Package 078A

This has reference to your e-mail dated 21.12.2018 raising concern on some portion
of mode of laying of pipelines w.r.t already approved drawings. Kindly note that the
above drawings have been engineered by M/s Voltas on priority and same has been
also approved by us on task force basis on close cum regular interaction with M/s
BSP officials as desired by ED (Projects) to complete the project.

However, we are indicating below the point wise reply to your query for your kind
perusal and further information to Voltas at your end.

I. SP-III Area Zone-6:

i. BSP's Query: Mode of pipe laying from trunk route to X+4684.5/Y+7848.22


can be pedestal with valve arrangement as per site condition.

MECON's Reply: Partially this route has been shown on pedestal. Please
refer approved drawing no. BSP-VL-10-078A-15-005-02-BE-07031, sh1, rev-
4& Drawing no. BSP/VL/10/078A/15/004/01/DE/00010, rev-1. No infringement
has been shown by M/s Voltas on drawing for this portion. As per our
observations, additional pedestal upto X+4684.5/Y+7848.22 shall not be
required.

ii. BSP's Query: Mode of pipe laying from CP-1 to CP-8 can be modified from
underground (under concrete road) to existing IPPL gallery with additional
trestle supports between IPPL galleries.

MECON's Reply: As per Contract drawing no. MEC/11/40/9101/TS/BP-0001,


rev-3, 'Scheme drawing for Sp-III Branch Piping', Pipe route is proposed and
approved underground / pedestal mode. Now, as desired by BSP, for pipe
routing CP-1 to CP-8 may be laid on existing IPPL gallery with required
additional supports as per design to avoid laying of pipelines under concrete
road shall be a deviation from contract provision. As such, M/s Voltas may ask
the additional claim for the structures.

iii. BSP's Query: Mode of pipe laying from near C-21 to C-26 has to be surveyed
along with BSP/ MECON, Bhilai jointly.

MECON's Reply: As per contract drawing, mode of laying is shown in


underground & pedestal mode. Approved Voltas Drawing no. BSP-VL-10-
078A-15-005-02-BE-07031, sh1, rev-3, mode of laying between C-21 to C-26
has been shown underground (under concrete road) due to space constraint.
As such, M/s Voltas may suitably align the pipeline as per site condition.

II. Other Zone Area Zone-11:

i. BSP's Query: OHP-B Pump house: Pipe routing from trunk route to OHP-B
pump house (pkg 061) can be modified and new tapping from shortest
distance shall be laid on trestle to avoid site constraints e.g. Tandula Canal, 4
nos working roads, 3 nos railway tracks with inter junction.
ii. BSP's Query: Pipeline from X+3932 / Y+7360 (behind substation SS-54, trunk
route) to X+3932 / Y+7534 can be laid completely on trestles. As per the order
of preference in Contract (CTS) clause 08.01.04(vii).

MECON's Reply for above point no. i& ii: The alignment of pipelines have
been worked out after long deliberation among M/s BSP/ MECON and M/s
Voltas and route has been finalised. Provision for protection at all crossing
points with railway and roads have already been considered as per
engineering practices. Now, at this stage totally change in route and mode of
laying shall involve re-engineering and re-approval.

iii. BSP's Query: Substation SS-53 (Near Nitrogen PRMS SMS-II): Pipe routing
from Trunk route tapping to near Nitrogen PRMS (SMS-2) can be on
underground to Pedestals and Nitrogen PRMS (SMS-II) to substation (SS-53)
shall be modified from underground to trestles with shortest distance to avoid
site constraints e.g. 2 nos working roads (for main entrance of heavy vehicles
of SMS-II), 2 nos railway tracks (for main ore handling plants), underground
facilities (rain water drainage lines, industrial water 2xDN700, drinking water
DN300, cable tunnel shaft & DN250 above ground pipeline. As per the order
of preference in Contract (CTS) clause 08.01.04(vii).

MECON's Reply: The alignment of pipelines have been worked out after long
deliberation among M/s BSP/ MECON and M/s Voltas and route has been

Coke Oven Part-II Zone-9:

i. BSP's Query: A joint survey has to be conducted by M/s Voltas with their
surveyor along with BSP & MECON, Bhilai.

MECON's Reply: We have proposed alignment of pipeline just below the


approved cable gallery. As such no question of infringement with adjoining
railway track arises.

III. BRM Zone-10 (Propane Plant):

i. BSP's Query: TOP of propane plant shall be 100m within top coordinates
X+5373 / Y+8922 as per contract.
ii. BSP's Query: Mode of pipe laying from X+5227 / Y+8841 (column A-23 of
BRM) to X+5373 / Y+8922 can be on trestle covering both TOPs of propane
plant and FWPH of BRM to avoid 4 nos. railway crossing, 1 no. main road of
heavy vehicles crossing, 1 no underground water pipeline of DN300 industrial
water and DN200 drinking water. As per the order of preference in Contract
(CTS) clause 08.01.04(vii).

MECON's Reply: As per contract drawing no. MEC/11/40/9101/TS/BP-001,


rev-3, mode of pipe laying is underground between the railway tracks & road
in X+5242 direction. The route has been finalised considering the existing
facilities. M/s Voltas drawing no. BSP-VL-10-078A-15-005-02-BE-07035, rev-
7 was approved showing the pipes on existing shop trestles along X5228. M/s
Voltas maybe asked to go ahead with the same by proper protection of
existing facilities.

IV. PBS-II (Zone-1) (Pkg 116):

i. BSP's Query: A joint survey has to be conducted by M/s Voltas with their
surveyor along with BSP & MECON, Bhilai.

MECON's Reply: As per contract drawing no. MEC/11/40/9101/TS/BP-001,


rev-3, underground pipe routing is shown. During approval of Voltas drawing
no. BSP-VL-10-078A-15-005-02-BE-07026, rev-3 for pipe routing, the
alignment of existing pipe tunnel, cable trenches etc. have been furnished and
the same was also taken care by them. Now at this stage any obstruction/
infringement at site shall be observed the same has to be protected at M/s
Voltas end.

Now, at this stage re-engineering / re-approval shall take additional vital time since
again each activates needs to be started from scratch .We feel commissioning of
some of the important technological packages are linked with this package and it
shall have adversely affected.

In view of above it is requested to kindly review your decision and accordingly M/s
Voltas shall be informed. Please note that wherever modification / re-routing is in-
evitable, we shall ask M/s Voltas to lay the pipelines as per suit to site condition with
prior permission from MECON / BSP and changes shall be included in as-built drgs.
