A - INTRODUCTION
This guidance booklet provides the process and requirements for becoming a Transco Competent Person
(CP) under Transco System Safety Rules (SSR) for working on or near Transco Network assets or an approved
HSE Officer on Transco Projects.
2nd Party Contractors: Contractors who work for Transco.
3rd Party Contractors: Contractors who work for other authorities but in the execution of their projects they
work on or near to Transco Network assets.

B - PROCESS FOR TRANSCO COMPETENT PERSON OR APPROVED HSE OFFICER

1) Requirements for 2nd Party Contractors (Competent Persons) – (For Contractors who work for Transco).

Documentation Requirements
 Curriculum Vitae of the nominated candidate.
 Specific Work Method Statement and Risk Assessment for the work to be undertaken near/on Transco
Network assets. Items to be covered in a Work method Statement are; Scope, Terminology, References,
Roles & Responsibilities, Emergency Procedures, Significant Risks & Control measures, Safe Method of
work, Resources and key interfaces.
 First Aid and Fire Fighting training Certificates.
 Supervision training Certificate

Qualification requirements for the nominated candidate(s)


 Relevant professional qualifications for the work (e.g. civil engineer for civil works)
 Relevant work experience (not less than three years as a job holder; please note this is not overall
experience and exclude any training periods) similar to what has been requested (e.g. substation work
would require substation experience). Experience must be current and within the last FIVE years.
 Basic HSE awareness of the work to be supervised, the associated hazards, control measures and
emergency procedures.
 First Aid and Fire Fighting training.
 Experience of Permit-To-Work system and Transco assets.
 Formal training in acquiring supervision skills.
 Safety Officers/HSE Engineers/All Managers will not be accepted for nomination as Competent Persons.
Project Engineers or individuals with roles similar to Project Engineers will be considered on a case by
case basis.

Key Competencies for Competent Persons


 Leadership.
 Planning, Organizing and Controlling.
 Oral communication skills in English. Must be able to demonstrate conducting a Toolbox Talk.
 Energy.

Please Note:
1) The role of a Competent Person on a Transco Project is a significant one. If any candidate is not confident
to fulfill the requirements of this role then he must refuse to accept this role.
2) Any Competent Person may be contacted on a random basis by Transco HSEQ department for an audit of
the safety documents that he has received and cleared.
3) If found in violation of Transco SSR either as an outcome of the safety document audit or observed on site
and reported by a Transco employee, competency of the CP will immediately be withdrawn.

2) Requirements for 2nd Party Contractors (HSE Officers) -(For Contractors who work for Transco, Subject to
Transco Project/Contract requirements)

Documentation Requirements
 HSE Officer Request letter from the company, as per the template given in Appendix-1. This must clearly
identify the project number and location.
 Curriculum Vitae of the nominated candidate.
 First Aid and Fire Fighting training Certificates.
 NEBOSH International/National General Certificate
 OSHAD Registration Card

Qualification requirements for the nominated candidate(s)


 Relevant professional qualifications for the work with strong knowledge of HSE tools and techniques.
 Relevant work experience (not less than three years) similar to the nature of the Project for which the
request has been made (e.g. OHL project would require experience of Projects where management of
similar risks is involved).
 NEBOSH International/National General Certificate
 Basic HSE awareness of the work to be supervised, the associated hazards, control measures and
emergency procedures.
 First Aid and Fire Fighting training.

Key Competencies Required for a HSE Officer


 Oral and written communication (English). Must be able to demonstrate conducting a safety briefing.
 Influencing and Proactive.
 Planning and Organizing.
 Problem solution.
 Strong personality.
 IT/PC literate.
 Energy.

Please Note:
It must be noted that the role of an approved HSE Officer on a Transco Project is a significant one. If any
candidate is not confident to fulfill the requirements of this role then he must refuse to accept this role.

3) Requirements for 3rd Party Contractors (Competent Persons) – (Contractors who work for other
authorities but in the execution of their projects they work on or near to Transco Network assets)

Documentation Requirements
 Competency requests should be submitted online through Transco e-Competency application on
Maximo (Section 6.4). However, upon specific instructions from Transco HSEQ, competency Request
letter from the company, as per the template given in Appendix-2 must be submitted along with the
required documentation
 Reply to the Notice of Intent (with drawing) issued by Transco (first issue and latest renewal) and/or DMA
E-NOC full report with Transco Information and Condition & Drawing.
 Curriculum Vitae of the nominated candidate.
 Specific Work Method Statement and Risk Assessment for the work to be undertaken near/on Transco
Network assets. Items to be covered in a Work method Statement are; Scope, Terminology, References,
Roles & Responsibilities, Emergency Procedures, Significant Risks & Control measures, Safe Method of
work, Resources and key interfaces.
 First Aid and Fire Fighting training Certificates.

Qualification requirements for the nominated candidate(s)


 Relevant professional qualifications for the work (e.g. a civil engineer for civil works)
 Relevant work experience (not less than five years as a job holder; please note this experience exclude
any training periods) similar to what has been requested (e.g. civil works would require civil experience).
Experience must be current and within the last FIVE years.
 Basic HSE awareness of the work to be supervised, the associated hazards, control measures and
emergency procedures.
 First Aid and Fire Fighting training.
 Experience of Permit-To-Work system.
 Good communication skills in English. Must be able to demonstrate conducting a Toolbox Talk.

Please Note:

4) Process for Competent Person/HSE Officer

4a) Application Process

i) Request for HSE Registration (First time only)

Competency requests are to be raised online through Maximo e-Competency application. All Contractors
are required to Register for the first time with Transco through a link provided on Transco webpage
(www.transco.ae). Once registration request is approved the Contractor will get a user name and password
which they can use to access Transco Maximo application to raise their Competency Requests.

ii) Request for Competency

When the request is filled and submitted along with all required attachments (documentation), Transco
HSEQ will review it and approve if all requirements are fulfilled. In case otherwise, the same will be returned
for correction or rejection as applicable. Once approved the next steps involve HSE assessment and/or
Technical assessment depending upon the nature of the request. These will also be executed through
Maximo e-Competency application. All communications during this process will be through email
notifications and Maximo application.

iii) Request for HSE Officers Approval

Contractor (2nd Party) has to submit all of the required documentation to Transco HSEQ Office along with a
request letter to be reproduced as per the template given in the Appendix-1.

iv) Processing of Requests

The application (online through e-Competency application or hard copy submission) will be reviewed by
HSEQ. If there is any requirement of additional documentation, this will be communicated. Once all the
documentation is submitted, appointment date and time will be given. This appointment will be arranged
within approximately 3 weeks after receipt of the request letter and all required documents. An incorrectly
completed request letter or inadequate documents will delay the appointment.

Competency process involves HSE and/or Technical assessments. HSE assessment assesses a candidate’s
understanding and underpinning knowledge of Transco SSR as applicable to competent persons and his/her
ability to execute the intended works in a safe way. Technical assessment assesses a candidate’s knowledge,
training & experience required to execute the intended works in an appropriate manner.

4b) HSE Assessment (Written Test and Interview)

The nominated candidate for competency shall read and understand Transco SSR Summary for Contractors
(for HSE Officers, they should go through their Project HSE Plan) before attending the written test &
interview. If they are unsure on any items, they must seek help and assistance from their company’s senior
HSE persons. They should also fully understand their company Risk Assessments and Method Statements for
the relevant works.

Most of the questions in the HSE written test are multiple choice questions, although some questions would
require descriptive answers. Answers to most of the questions are contained within this booklet and the
Risk Assessments/Method Statements for the relevant work. For HSE Officers, the questions are of basic
nature that all HSE Officers are expected to know. They shall read and understand the relevant Project HSE
plan and Risk Assessments.

4c) Technical Assessment

On successful completion of the HSE assessment, the candidate will be sent for Technical assessment (it is
possible that Technical Assessments are conducted prior to HSE assessments). Subject to successful
completion of the technical assessment and fulfillment of all documentation requirements, the candidate
will be provided with the competency as agreed between HSE and concerned Technical Assessor.

5) Nature of Work (For 2nd Party Contractor Competent Persons)


The nature of work for 2nd Party Contractors shall be selected from the work categories as stipulated in
Attachment-4 and 5. The following rules apply for category selection.

6) General Restrictions
 A candidate needs to score at least 90% in the HSE written test in order to proceed to the HSE
interview stage.
 A candidate will only have two opportunities/attempts to clear the testing process.
 The candidate must turn up on the given date and time. Failure to turn up at the required time will
result in the test & interview being cancelled and counted as one unsuccessful attempt.

7) Discipline Based Competency (DBC) – Criteria and Restrictions


All applicants for Transco competency will be considered for DBC by default. These requests will be
assessed against the following criteria;
 Exposure to Transco SSR or to a Safe System of Work for more than a year.
 Relevant work experience of at least 3 yrs.
 No SSR violation(s) in the last one year in case of an already Transco approved CP.
 Good performance on HSE assessment (written exam and interview).

DBC is valid for working on Transco Projects only as a Main Contractor. However, on a case-by-case basis,
DBC can also be used for working as a Subcontractor. In case of working as a Subcontractor, it is the
responsibility of Transco Projects to ensure the following;
 There is a record of the approval of the Subcontractor,
 There exists a formal agreement between the Main and Subcontractor, and
 That the CP with DBC is competent to execute the work.

In case if an applicant is not successful in getting a DBC, then the maximum number projects on his/her
competency will be in accordance with Section F.
