Arguably, no one individual has done more for public sector performance measurement and management than my friend Prof. Marc Holzer, Distinguished Professor of Public Administration at Suffolk University, Boston, Founding Dean of the School of Public Affairs and Administration (SPAA) at Rutgers University–Newark, where he served as such from 2006 to 2016. as Governors Distinguished Professor of Public Affairs and Administration. He founded the National Center for Public Performance in 1974.
