Rescue Kabataan Results Framework

Goal: Communities of Values-Centered Young Empowered


Leaders

Outcomes: Trained young leaders who shall develop the youth


in vision and leadership, and shall help in addressing pressing
youth concerns

Objectives:
 To provide a collaborative group composed of youth in
responding to youth concerns
 To build the capacity of the youth in leading teams through

small groups in places of interest


 To mentor the youth in their journey to value-centeredness
and leadership

Stakeholders:

1. Department of Education - RK is the official values


education activity in the school unity wherein leadership,
collaboration, and integrity can be learned.
2. Department of Health - RK is the partner in further
promoting youth wellness and educating on the
importance of good mental and reproduction health.
Psychosocial services will be linked to the RK
Barracks/Youth Center whenever needed. Youth
campaigns can be cascaded through RK.
3. Local Government Unit - With the development of the
Youth Hub or Center, RK will be consulted in youth
concerns collects In the small groups. This will further
strengthen the programs to be implemented by the youth
development office such as leadership trainings, physically
fitness sessions, youth dialogues, etc. RK leaders can be
consulted regularly to develop youth policies as a responde
to their collectively concerns.
4. National Youth Commission - RK will become the one that
shall consolidate the concerns of the youth groups in the
Local Government. RK will become the platform to
strengthen the organizational and values-centered
development of such organizations. Programs in further
formation can be cascaded through RK.
5. Church - RK will be the partner wherein the ministries will
be the one responsible for the trainings and workshops of
the youth to form them into better youth leaders. RK shall
engage the churches as trainers sharing their modules and
testimonies in the formation.

Bottomline: RK will be a youth program that aims to provide


guidance and capacity to young leaders in aligning their values
and, to improve their self-esteem through enabling vision and
integrity. The leaders formed will be empowered to make the
voice of the youth be heard and to rescue more youth from the
pressing social challenges they face regularly.

Partner Engagement Guidelines:

A. Department of Education
1. Have a meeting with the Superintendent in the area to
introduce the RK program. Work on a list of schools and
school heads to be coordinated.
2. Have a meeting with school representatives as endorsed by
the Superintendent to introduce RK to schools. This is also
to integrate RK as a values component in the school
curriculum.
3. Develop a timeline of implementation and resources
needed from school units. Nominate the school
representative as RK point person.
4. Conduct first RK session with youth organizations for
participant observation. RK will now be a regular weekly
activity for the school in leadership and personal
Development.
B. Department of Health
1. The Committee on Health by the Sangguniang Panlungsod
would be convening the local health officers to discuss the
youth mental health facility and resource demand and
supply. RK will be introduced as well to the representatives
as an avenue of engaging the youth gives their need of
psychosocial counseling/interventions.
2. The RK point person will be directly coordinating with the
Municipal or City Health Officer in the Development of the
youth hub for the complete request for services and
schedule.
3. RK will be opening to the youth groups such psychosocial
services in the youth hub given a certain schedule. Health
Records will be handled by DOH upon the conduct of
psychosocial assessment.
C. Local Government
1. With the establishment of the youth hub, the Committee on
Youth and Sports would be convening the youth groups
and the RK Focal to Co-develop policies and programs that
would be made youth-friendly supportive of the activities
planned by RK as a group.
2. Such activities will be proposed by the RK groups through
the RK focal for support and implementation. The
proposals shoulder be aligned to the local youth
development plan.
3. The RK would be the base wherein partnerships, trainings
and programs would be cascaded through the youth hub.
This seeks to strengthen the Local youth Development
council plans for implementation. All activities will be
planned and consolidated annually through the youth
Development planning with RK as a stakeholder.
D. National Youth Commission
1. RK will be the major partner in youth policy and program
building through the youth hub. The direct coordination
would be with the Regional Youth Commission.
2. Through this partnership, any initiative done by the youth
for the youth would be bridged to opportunities locally,
nationally and internationally. RK can also be the venue
wherein projects can be incubated and be subjected to
recognition and replication to other local Government
units.
3. RK will be made into a Local Center of Youth Development
duly recognized by the Commission.
E. Local Church
1. As a legitimate partner in values development and
formation, RK will be engaging the local churches (CCF,
DESTINY and partner churches) in the development of the
content of the modules to be used in the small group
sessions, and the engagement of the head trainers/leaders
in the facilitation of the sessions. Content is composed of
the modules to be used, videos testimonies to be taped, and
talks to be delivered by the group leader.
2. The content and the process of handling the youth groups
in the school units will be discussed by RK focal of the Local
Government and the church representatives. Regular
meetings will be done to monitor the progress of the youth
groups so far in RK.
3. The necessary activities from the church (Youth Connect)
that will enhance the youth groups in RK would be
conducted as a larger RK unit (several schools or groups).
This will come in form of a workshops, trainings, and
conferences. This will be held once per quarter (depending
on the available schedule). Also, all Leaders of the groups
per locality will meet monthly.
4. The RK would engage all stakeholders of the program in
the locality through a bigger annual PREW (Program
Review and Evaluation Workshop) with the church as
content and process partner.
