This manual is written with the LGU’s system administrator and the people directly involved in Business Permit and
Licensing (BPL) in mind. It is intended to orient LGU personnel on how to use the eBPLS and better understand the
system, both on its capability and limitations. The objective of this manual is to impart to the reader the proper and
effective way of using the system and assumes the reader has basic knowledge of BPL workflow. It will not attempt
to discuss basic BPL terminologies to the encoders without BPL know-how.
It is assumed that users are familiar with basic internet technology, especially in the use of web browsers and
navigating through menus, buttons and form inputs. It is beyond the scope of this manual to discuss Linux
administration; adding, removing, updating computer hardware and software; and troubleshooting problems not
related to eBPLS. The LGU should have a system administrator proficient with the basics of Linux: its use and
administration, including, but not limited to maintaining proper security practices, and the basics of computer
hardware.
If you're not already familiar with basic Linux system administration, you should consult a book on the topic, such
as Running Linux (O'Reilly) or Linux System Administration (Sybex). Such books will help you with tasks
ranging from installing Linux to recompiling your kernel. Wiley Publishing, Inc. has released several books that are
easy to understand: from the absolute beginner to more advanced users. Networking For Dummies, 7th Edition
(2002) provides valuable updates on the latest tools and trends in networking, including updates to Windows XP
(through Service Pack 2), Windows Server 2003, Linux, Mac OS X, and Novell Netware Server 6.5 plus the latest
information on broadband technologies. A must-have reference for network administrators and novices who want to
set up a network in their office, this covers all the bases and basics, including setting up a wireless network and
configuring client computers. The Internet For Dummies, 10th edition (2005) will walk you through the
fundamentals of the Internet, as well as provide more advanced techniques and features to explore once you get your
feet on the ground. Firefox For Dummies (2006) gives you the inside scoop on downloading and installing Firefox,
using tabbed browsing, downloading and saving files, maintaining security and privacy, eliminating annoying
popups, and adding Firefox extensions.

In general, this manual is arranged in a linear fashion, from installation to the setting up of the system to conform to
the LGU’s needs and scenario.
Chapter 1 introduces the eBPLS to the user, the purpose for its creation, its features and general concepts of
operation.
Chapter 2, helps you determine whether your hardware and software meets the requirements for installing and
using the system. This also discusses the two ways of installing the system.
Chapter 3 discusses the basic login steps, and the things you need to watch out for during the login process.
Chapter 4 orients the user in the general look and feel, and the ways to navigate through the system.
For the proper operation of the system, all the References should be properly setup prior to using the system. This is
discussed in detail in Chapter 6, and should never be skipped. Incorrect or unexpected output of the system is
generally caused by a wrong setup in the References section of the eBPLS.
Chapter 5 includes creating user accounts and their corresponding access rights. Improper setup could either
prevent a user from performing a task, or provide him/her access to modules of the system which that user should
not have access to. This is normally used by system administrators, or users with superuser privileges.
Chapters 6-9 provide screenshots and steps in performing the different tasks for business permits: from application
to permit releasing. It also includes the steps in generating the reports needed by the LGU.
Chapter 10 discusses the troubleshooting steps not already discussed in the previous chapters.

eBPLS (electronic Business Permit and Licensing System) is a software product and web application that enables
Local Government Units (LGUs) to process business applications electronically. This system standardizes the
business process flow in the application of business permit and licenses and provides a faster turnover time in the
processing. The tedious manual processes that required much applicant follow-ups are replaced by a system that
enables applications, queries on approval status, as well as, remaining tax dues. It also supports Community Tax
Certificate (CTC) processing required by every LGU.
Processing of other types of permits: Fishery, Motorized, Occupational, and Peddlers, is also included in the system.
The collections on business permits and licenses, being the primary source of income of LGUs, lay the foundation
from which the plans and programs of a city or municipality are established.

Designed to effectively support the implementation of a sound tax collection system, the computerized information
system supports the need to generate desirable revenue for the local government unit. It is likewise vital for the
formulation of plans and policies for the proper management of the LGU and its constituents. Its component
function achieve the following objectives:
General:
To establish a computer-based business permits and licensing system that will not only effectively enhance the
business tax collection performance of the LGU and support the need for information vital to the monitoring of
delinquent and inactive business enterprises, but also, and more importantly, uplift the quality of service being
rendered to the public.
Specific:
• To provide effective control measures and ensure the accuracy and integrity of business and collection data
• To provide user-friendly, computer assisted modules and streamline procedures to facilitate the processing
time of business permits.
• To generate timely and accurate operational and management reports to efficiently monitor delinquent and
inactive/retired business enterprises and assess collection performance
• To hasten the processing of all applications for business license and other such transactions, thereby
improving the quality of service accorded to LGU constituents

Report Flexibility
The eBPLS supports the generation of reports and responses to queries. Among the reports and responses it can
provide LGU users are: Collection performance, Collection abstract, Delinquency list, List of establishments (new,
renew, retired), Charts/graphs where appropriate, other reports required by BLGF and DILG.
Access-friendly
LGU constituents going into business or renewing their permits have the option of avoiding the long lines and hassle
of personal appearances. They can log-in to the LGU’s web portal on the internet or in the LGU’s kiosk and access
the eBPLS online module to download and submit forms, as well as inquire into the status of their permit and license
applications.
SMS-enabled
Any LGU constituent with a cell phone can put this to good use as eBPLS has an info text feature enabling
registered users to communicate with the system via SMS for basic queries on current balances, assessment, etc. It
can also do automated sending of SMS to registered taxpayers regarding payment deadline with tax due and other
announcements.
Deployment Versatility
The eBPLS is practical and usable by any LGU. It can run in stand-alone mode or in a local area network (LAN)
environment. It is, however, optimal in a LAN environment and linked with the eReal Property Tax System (eRPTS)
and the eTreasury Operations Management System (eTOMS). It is compatible with GIS software required by NCC.
It can be made accessible through the Internet. It can also be hosted on the LGU's own network and shielded with a
firewall and other security measures, or on a dedicated server of an outside party (needing broadband Internet
connection such as DSL, ISDN, T1, etc.)
Multi-Module System
The eBPLS opens up and expands an LGU's capability in the administration of business licensing in five (5) key
areas (Application, Assessment, Approval, Payment and Releasing) and other related areas:
Application
• Lines of business
o The owner may add lines of business anytime of the year
o Line or kind of business takes on the format/coding scheme leading to the Philippine Standardized
Industry Classification (PSIC)
• CTC module is linked to the Application module
• Assigning of permit number is done after the payment or prior release of permits
• Accommodates multiple branches
• Allows processing of a single permit per establishment regardless of the lines of business, or a single permit
for every line of business.
• Incorporates optional NSO data: registered name, economic organization (single establishment, branch,
establishment and main office located in same location but with branches elsewhere, main office only,
ancillary unit, number of paid employees, economic area of business enterprise – market, shopping
mall/shopping center, IT Park, other economic zones, seaport, airport, etc.
• If enterprise is a main office, identifies whether it is a subsidiary or not.
• If an establishment is a franchisee, identifies name and address of franchisor.
• Uses Philippine Standard Geographic Code for coding barangay, municipality, province, and region
monthly mode of payment.
Assessment
• Provides assessment for new applications, renewal for new applications, renewal or retirement of business
establishment or selected lines of business.
• Allows base data changes such as initial capital investment and annual gross receipts followed by automatic
reassessment to reflect changes
• Allows addition of line/s of business any time of the year
• Automates computation of taxes based on user-defined libraries
• Taxes may be:
• Based on a range of values. Formula at the end of the range:
1. P1 for every P2 in excess of P3 or % of % in excess of P3 (include decimal part)
2. P1 for every P2 in excess of P3 or % of % in excess of P3 (truncate decimal part)
• Enumerated:
1. Fixed amount declared for a specific tax
2. Fixed amount times the number of units owned (e.g. 50 for every unit of weighing scale)
• Fees may be:
• Based on a range of values similar to taxes.
• Enumerated, similar to taxes.
• Percentage of the sum of other taxes/fees (e.g. Mayor’s Permit = 10% of [Business Tax +
Garbage Fee]) or 10% of sum of all total amount due.
• Minimizes human computation with a system engineered for raw data capture
Penalty (interest/surcharge)
• Flexibility in accommodation of various legal penalty schemes
• Allows deadline extensions by authorized officials and recording of such including basis for extension
• May be annual or monthly
• The first month is counted as one whole month
• Case 1 % of total unpaid amt plus % per month of unpaid taxes, fees or charges including
surcharges but not to exceed m months
• Case 2 % of the amt of tax due plus an interest of % per annum
• Case 3 % of last months due + surcharge (recursive)
• Case 4 Interest on annual payment should only cover the delayed quarter
Payment/Collection
• Integration-ready with the earlier collection module of eRPTS
User Friendliness
Although user friendliness is very subjective, the system is designed to minimize user intervention, meaning, it takes
less time to accomplish a particular task. Fields are appropriately labeled and include expected data formats which
make the screens intuitive and easy to learn. Error messages are presented in popup windows and are also easy to
understand. Inputs are validated prior to being passed to the next step, which prevents incorrect processing of data.

To ensure the smooth operation of the system, it is best that a system administrator (SA) be designated first to
oversee the overall implementation and operation of the system. Once this person has been assigned, the application
may be installed.
After installing the system, the next step is the creation of user accounts by the SA. As part of system security, only
authorized users are given access to the system. As such, before any other user can enter the system, the SysAd must
first create an account, specifying the username, password, designation, and access rights. Access rights refer to
permissions given to a particular type of user that said user can have access to. The two (2) default user accounts
created during installation should now be disabled or deleted.
Once the user accounts have been created by the SA, authorized users may now start using the system. However, in
order for the system to operate properly, the different system references have to be set first. Follow the sequence
described in this manual since there is a hierarchy in the setup of system references, e.g., you cannot configure the
General Reference without configuring first the Province and LGU References. After these have been defined
properly, licensing transactions can now commence.
The initial step in the application or renewal for a business license is the assessment. All establishments have to
undergo this process before they can proceed to the next step. After initial assessment, an establishment (or line of
business) can now go through final assessment, after which payment will have to be made at the designated
collecting office. The payment transaction will be recorded in the system by posting such payment details as OR
number, date and amount of payment. Once payment has been made, the taxpayer may now claim the business
permit. Each business permit issued bears a corresponding permit number auto-generated by the system.
With regard to application for retirement of an establishment or line of business, similar procedures will have to be
followed, from initial assessment to final assessment then the settlement of whatever dues or accountabilities the
taxpayer still has. Only when all obligations have been settled by the taxpayer will an establishment or line of
business be considered officially retired.
II - Getting Started

This section contains information about what hardware you need to get started with eBPLS. Generally, it will work
on any system already installed with eRPTS, or any modern Intel x86-based (or compatible) computer architecture.
Complete information concerning supported peripherals can be found at Linux Hardware Compatibility HOWTO
(http://www.tldp.org/HOWTO/Hardware-HOWTO.html). This section merely outlines the basics.
It is also necessary to use modern browsers, with pop-up blocking turned OFF, JavaScript and cookies turned ON.

The eBPLS installation comes on a single CD. There are two ways to install the system: Full installation and
System-only (eBPLS) installation.
The full installation includes all the software necessary to run eBPLS on a server. If the automatic install is chosen,
it will remove everything in the server's hard disk and put a fresh installation of LAMP (Linux, Apache, MySQL,
and PHP) and eBPLS on it, with everything properly configured. Please backup all relevant information on the
server before proceeding with the installation.
For experienced users, a more flexible and customizable installation option is available:
The System-only installation will install the eBPLS on a server with LAMP already configured. Although the
system has been tested to run on different environments running a combination of Fedora Core 3 – 6, MS Windows,
Red Hat Linux, Apache 1.3.x, we can only guarantee support for a system with Fedora Core 4, Apache 2.x, MySQL
4.x and PHP 4.x. The latter 2 are hard requirements due to the nuances of the versions of MySQL and PHP.

installation to prevent unauthorized access by other people.
Also, verify that the web browser meets the minimum
requirements.

Make sure you have root privileges and that you know your MySQL admin username and password

III - Login
This is the initial page that you will see upon starting eBPLS. This is where you input your designated username
and password. You will only be allowed a certain number of retries depending on the “password retry limit” set
by your system administrator. So get it right, otherwise, your username will be “Locked” by the system. If your
username gets “Locked” by the system, you will have to inform your system administrator to have your username
“unlocked”. Your access rights will depend on the privileges set by your system administrator.
4. Once done, click on the Login button and the eBPLS MAIN page will be displayed. Else, if you commit a
mistake, simply click on Cancel button to clear your entries.
IV - Environment
eBPLS can only be accessed by using a web browser. Netscape and Firefox are the recommended browsers for use
with eBPLS, although it can also be viewed using Internet Explorer. In order for you to gain access to the system,
you must enter your “Username” and “Password”. If you are a first time user, you will need to secure a
username and password from your System Administrator.
After you successfully log into the system, the Main Page will appear. This page serves as the portal for all the
modules in the system: Permits, CTC, Reports, References, and Settings. eBPLS uses hyperlinks and buttons to
navigate through the system.

The search function provides the easiest and fastest way of locating a particular record.
Locating an Application:
1. On the SEARCH section of the eBPLS Main page, provide any or all of the parameters required.
1. While on any eBPLS module, click on “Search” link or button (whichever is available).
2. System will automatically locate matching data.
3. In cases of Taxpayer/Owner or Business Establishment for application of permits, click on “Attach” to link
the data.

V - Settings
The Settings module is where system behavior in terms of functionality is defined. This affects the system
performance and handling of data. Generally, this module is only available to someone who is designated as the
System Administrator.

The User Manager is where you create, delete, edit, and manage system users. System user’s privileges and access
rights are defined in this module.
Adding a User:
4. Select and click modules/reports that can be accessed by the user. For example, a user is assigned as an
Application Officer for Business Permit. The only allowed modules and reports that the Application Officer can
access and view is the BUSINESS PERMIT APPLICATION module and BUSINESS PROFILE for reports.
Therefore, only the New, Renew, Retire, and Search must be marked checked under the BUSINESS PERMIT
section and for REPORT MANAGER section, only the Business Profile would be marked checked.
5. Click on Save button to save details then click on Close or Close this Window [X] link.

wish to copy from and the system will display all defined TFO under that line
of business. You may select any of those TFO or just click on Check All link
to select all and click on Copy button.

search for the taxpayer/owner name and attach that information to the business permit application data.

Trying to track down and resolve technical problems on your computer is, undeniably, one of life's most frustrating
experiences. This troubleshooting section is designed to isolate whether the problem is related to the system
(eBPLS) or caused by your hardware, operating system, browser, virus, etc.
There is nothing more upsetting for a PC user than when there is a problem with their machine. This upset can turn
quickly to frustration when the problem seems to be impossible to solve, or even to understand. Every PC user has
experienced these feelings, but it is in most cases possible to both diagnose and correct most problems with the
typical PC. And with some help, you can usually do it yourself.
The most important resource you can have at your disposal when you are trying to troubleshoot a problem with your
PC is: experience. Those who have done a lot of work diagnosing and correcting problems with a wide variety of
PCs develop a knack for recognizing problem situations that they have seen before. They also learn (and invent)
techniques that make it possible for them to get to the root of a problem quickly.

If you found a bug, send us the bug report and we will fix it provided you include enough diagnostic information for
us to go on. Your bug reports play an essential role in making eBPLS reliable.
The first thing we will do when you report a bug is tell you to upgrade to the newest version of eBPLS, and then see
if the problem reproduces. So you’ll probably save both of us time if you upgrade and test with the latest version
before sending in a bug report.
How to report bugs effectively
• The first aim of a bug report is to let the developers see the failure with their own eyes. If you can’t be with
them to make it fail in front of them, give them detailed instructions so that they can make it fail for
themselves.
• In case the first aim doesn’t succeed, and the developers can’t see it failing themselves, the second aim of a
bug report is to describe what went wrong. Describe everything in detail. State what you saw, and also state
what you expected to see. Write down the error messages, especially if they have numbers in.
• When your computer does something unexpected, freeze. Do nothing until you’re calm, and don’t do
anything that you think might be dangerous.
• By all means try to diagnose the fault yourself if you think you can, but if you do, you should still report the
symptoms as well.
• Be ready to provide extra information if the developers need it. If they didn’t need it, they wouldn’t be
asking for it. They aren’t being deliberately awkward. Have version numbers at your fingertips, because
they will probably be needed.
• Write clearly. Say what you mean, and make sure it can’t be misinterpreted.
• Above all, be precise. Programmers like precision.

Fee – means a charge fixed by law or ordinance for the regulation or inspection of a business or activity
Fixed assets – are physical assets expected to have productive life of more than one year and intended for use and/or

Franchise – is a right or privilege, affected with public interest which is conferred upon private persons or
corporations, under such terms and conditions as the government and its political subdivisions may impose in the

Gross additions to fixed assets – refer to the cost of acquisition of fixed assets acquired in 2001 less the value of
sales of fixed assets during the year.
Gross Sales or Receipt – include the total amount of money or its equivalent representing the contract price,
compensation or service fee, including the amount charged or materials supplies with the services and deposits
or advance payments actually or constructively received during the taxable quarter for the services performed or
to be performed for another person excluding discounts if determinable at the time of sales, sales return, excise

Inventories – refer to stocks of goods owned by or under the control of the establishment as of a fixed date,
regardless of where the stocks are located. Valuation should be at current replacement cost in purchaser’s price at
the indicated dates. Replacement cost is the cost of an item in terms of its present price rather than its original

Investments – amount of money or other resources measured in terms of money placed on activities or other forms

1. What are the types of business permit processes implemented by the system?
The system identified the “per establishment” and the “per line” of business processes. Business permits having
common taxes, fees and charges with one time collection and fixed amount are identified as processes by
establishment, while if all fees are distributed per line of business, there are no common fees with fixed amount
it is identified as processed by line of business. Remember to adopt the following settings in the "general"
reference. It is strongly recommended that these settings are done only on a one time basis during initial set-up
(a) For those businesses with per establishment the following should be selected in the Reference "General"
setting;
- Allow separate computation of taxes & fees. (Uncheck if payment per line of business is checked);
- Allow Payment Without Approval;
- Allow Waiving of Tax
(b) For those businesses with per line the following should be selected in the Reference "General" setting;
- Allow payment per line of business. (Uncheck if separate computation of taxes & fees is checked)
2. Is there a default configuration setting per user in the “User Manager” module?
No, the system does not provide default setting per user. The LGU is given the privilege to select the various
access level of each authorized user of the system. This is set only through the system administrator.
3. Can the system allow more than 1 user per user level (ex. TC officer, Application Officer, Assessment Officer,
Payment Officer, Approving Officer eBPLS Administrator, Root Administrator)?
Yes, two or more authorized users of the system may have the label of Assessment Officer etc. What define the
function of each user are the selected items which the user may have access to. This is set in the Settings-User
Manager module.
4. I’m using the system a few minutes ago, but when I returned to my workstation, I was "log-out" and I’m now
having problem signing in. What do I do?
There could be a number of reasons why you can not log in. Check that your connection to the server is OK,
check that you are using the correct username and password, check that the server is up and running, but the
most probable reason is that your "Cookie Duration" expired. This feature is installed in the system to ensure
that idle workstations are automatically "lock-out", to prevent unauthorized users from accessing the system. It
is advised that you log-out whenever you leave your workstation. Contact your system administrator and ask
him to kick your "user".
5. I’m the system administrator, a lot of my eBPLS users are automatically "locked" out of the system. Much of
my time is spent to "kick" users. How can I simplify my life?
Either the Cookie duration is set too short or your system users do not log-out whenever they leave the
workstation idle. Cookie duration is set on System Settings. You may adjust the setting from 1 minute to 86400
minutes, the default setting is 1200 minutes. It is recommended not to allow system users to leave their
workstations unattended while their account is log-in.
6. Can I have varying values for a specific Tax, fees and other charges depending on the gross income of the
business establishments?
Yes, Tax, fees and other charges may have varying values depending on the specified gross income or other
variables as required in your tax code.
You may translate your tax code in terms of a formula with one or more variables, in this case select the
"Formula" computation type, or you may also translate your tax code in terms of a tax table with various
minimum and maximum ranges with fixed amount per range or with a formula per range, thus you should select
the "Range" computation type, or if its tax, fees and other charges are fixed, select the computation "Constant".
Remember that all your tax code may be translated in a formula, range or constant. If there is a will there is a
way mathematically.
7. I’m the payment officer and I am currently attending to a client, I have some questions to ask the Assessment
Officer, can I use the system to send a message to him?
The system doesn't have an Instant Messenger for user's but it does have an Announcement Module which can
provide information to all the user's through the System Administrator. Remember you message will be
broadcast to all workstations.
8. I’m the mayor and I have instructed the BPLO to remind tax payers of the due amount, Can the eBPLS help me
do this?
Yes. The eBPLS can send information via SMS provided that the SMS is activated, the LGU has the necessary
SMS modem, a SIM card with enough load, and tax payer's mobile numbers are recorded in the database.
9. We just experienced a typhoon, the LGU’s operation was closed for about a week, can I adjust/extend the
Schedule of Payments (due dates) in the system, as instructed by the SB/SP?
Yes, The Schedule of Payments should be changed by the administrator BEFORE any transaction (application,
assessment, approval, payment, release) is entered into the system. Therefore, this should be the first entry of
the day in the system/server.
10. The SB or SP has approved the new tax code; in effect we have to switch from per line to per establishment
processing as defined above, is this possible?
Yes, You need to make a backup of the existing ebpls site and database and assign a new site and db name
and install a new ebpls for the new per establishment processing. The disadvantage of switching is that data
from the old system will not be accessed in the new system. You would have to build-up from scratch or contact
NCC for technical support.
11. Can I change an application's Owner information, after it has been assessed?
12. Can I edit an application's Business Enterprise information, after it has been assessed?
Yes, you can change the business information anytime EXCEPT the "Payment Mode", "Date Started" and
"Date Established"
13. Can I change the mode of payment after assessment of the business within the same year?
No, the system will generate erroneous data if this happens. It would be very difficult to fix the problem,
therefore beware always.
14. Can I change the mode of payment after receiving either semi-annual, quarterly, or monthly payment with
remaining balance for the application within the same year, What will be it's effect to the interest and surcharge?
No, the system will generate erroneous data if this happens. It would be very difficult to fix the problem,
therefore beware always.
15. Can the client's mode of payment be changed from Annual to Quarterly within the same year?
No, the client's mode of payment may not be changed with in the same year. But it may be changed only during
renewal of the application
16. Can I update the nature of business within the 3rd qtr?
No, you cannot change or delete a business nature if it's already been paid. But you can still add a new line of
business
17. Can I edit an application's Line of business information, after it has been assessed?
Yes, you can change the Line of Business Information but you have to click the "Assess" link in assessment to
apply the changes.
18. Can I edit an application's list of Business requirements, after it has been assessed?
Yes, provided that it is a New application and there are no payments made yet.
19. TIN, Fire Inspection Clearance, Barangay Clearance, Police Clearance and NBI Clearance are mandatory
business requirements in our LGU, therefore all businesses should submit this before they can be approved.
How can the system help me implement this?
This can be achieved in 3 simple steps, 1) the Reference table for "Requirements" should contain the above
mentioned clearances; 2) each of the above mentioned clearances should be marked - "Set as default"; 3) the
Reference "General" setting should select the option -Allow only complete requirements; Thus no businesses in
incomplete requirements will be processed for payment.
20. What are the required conditions before I can re-assess a business? when do I use "assess" or "re-assess" button?
You can "re-assess" a business if their is only a minor change in your information eg. changing of gross
income; while you can use "assess" if the change are done in the Reference tables which will affect the
computation of the tax, fees and other charges.
Yes, if you assess the application to be worthy change the application status to "approved" from "rejected"
22. What are the required two conditions before I can renew a business?
First, current year is not the application year and second the business permit must be “released”.
23. What are the required conditions before I can release a business permit?
Paid business assessment, complete business requirements if "Allow only complete requirements" is checked,
business application is approved if "Allow payment without approval" is checked in the General Reference.
Whenever the eBPLS user renews a business which has no business permit transaction for the previous year
(renewal) example, last business permit transaction was 2005 and there were not renewal for 2006, the current
year is 2007, therefore if the business will renew this year (2007), the system will then require that the eBPLS
user enter the previous year's (2006) gross sales, this value will be used to compute for the business's back tax
for 2006. Remember to enter the gross sales for 2006 and click the "Save and Assess" button otherwise the
back taxes for 2006 will not be computed in the 2007 assessment.
The business tax, fees, and other charges have already been paid.
Yes, there is no need to create the same owner and business details. You are able to save on system storage and
retain integrity of your data by doing this. Remember to check always search for existing details before creating
new records. In addition you can verify if the owner details refer to the same person by checking the Tax
identification Number (TIN) detail of the owner.
27. Can I still cancel a payment transaction even after printing the official receipt?
Yes, ONLY when the payment date is the same with the current date.
28. A client lost the permit issued to him last week; can we issue him another copy?
Yes, upon his submission of required documents, you can use the system to make another copy of his permit
It is recommended that you do not change the default site. Both one CD installers of eRPTS and eBPLS sets
/home/site as the default site.
30. I want to back up my existing eRPTS before I install the eBPLS system only, how do execute it?
The default site of eRPTS standard is /home/site/erpts_standard while the database directory is
/var/lib/myql/erpts_standard

Action Plan
Listed below are the suggested activities, please include/specify for each activity the duration, resource requirements
and responsible person.
A. Pre-installation activities

6. With the PAU define the following :
6.1 Decide if each user of the system will have only one username or if each user's can have multiple
usernames depending on the various functions of the user.
6.2 draft a list of business nature of each tax, fees and other charges.
6.3 Determine Permit Number format. Either reset per year or continuous
6.4 Establish due dates for schedule of payments of each Tax, fees and other charges.
6.5 Prepare test data to be used for testing your installed system.
5. Use sample data to test and verify if reference data, specially the Tax, Fees and other charges together with
Reference-General settings are configured correctly as a result of the print-out documents of from your
system.
F. System Implementation (one of the possible option for implementation) for further review and evaluation
1. From your observations and experiences with testing and using sample data, improve and perfect the
reference data, specifically the Tax, Fees and Other Charges and Reference-General Settings. These should
be configured correctly as shown by the print-outs from your system.
2. Phase 1 of implementation, build up of 2007 business permits (all business permit should be encoded as
new). Should be completed by December. 2007
3. Update records of 2007 business permits (re-assessment, payment, retirement)
4. Phase 2 of implementation, is the actual real-time build up of 2008 transactions new business permit.

1. DEFINITIONS
“Original Program” means the original version of the software accompanying this Agreement as released by the
National Computer Center, including source code, object code and documentation, if any. This pertains to the
electronic Business Permit and Licensing System of the National Computer Center.
“Work based on the Original Program” means any work containing the Original Program or any portion of it either
verbatim or with modifications and/or translated straightforwardly into another language.
“Recipient” means anyone who receives the Program under this Agreement, including all Contributors.
“Covered Code” means version of the Original Program or subsequent versions to which the terms of this
Agreement applies
“Local Government Unit” means the political subdivision of the State headed by a mayor or governor such as
cities, municipalities and provinces that are beneficiaries of the eLGU project.
“Licensor” means the National Computer Center and its assignees.
“Licensee” means the party who receives the eBPLS and has expressed acceptance of the terms of this license
agreement.
"Use" means an act of copying, editing, modifying, incorporating, distributing, and executing (or running) the
Original Program or a subset thereof, or any Work based on the Program. A Use of the Program or its subset or any
Work based on the Program in an application program or any Executable is defined as having these programs make
application programming interface (API) calls in any Larger Work to the Program or any portion of it in any form,
regardless of whether the Program or any portion of it is compiled and included in the Executable, or the Program as
a whole or any part thereof or the Larger Work reside in a shared library, loadable module, or dynamic link library
(DLL), and regardless of whether the application programs and the Program run on the same central processing unit
(CPU) or on separate CPUs via bus, interconnection, or network. Whether the shared library, loadable module, or
DLL containing any portion or form of the Program has been obtained separately from users exempt from
Commercial Use license fees is irrelevant to the determination of Commercial Use status of an application program.
Creating objects out of eBPLS classes or using their methods is considered to be a use of eBPLS API.
"Commercial Use" means any Use, as defined in the previous paragraph, of the Original Program or for which any
payment, profit or financial gain is sought directly or indirectly, regardless of whether the payment or gain is
actually realized, and regardless of whether it is realized immediately or in the future (or in the past, if it is possible).
The following examples are considered as instances of Commercial Use (this is not, however, an exhaustive
enumeration):
(a) Use of the Original Program or a subset thereof in another work, modules or plug-ins, shared libraries, loadable
modules, dynamic link libraries (DLLs) that are sold or licensed commercially in accordance with the definition of
Commercial Use as defined in this License.
(b) Deployment of the Original Program or a subset thereof in another work on an Internet or Intranet for server-side
applications including, but not limited to, Commercial Uses as a part of World Wide Web services, or as a
downloadable plug-in or applets in Web browser or any client application.
(c) Use of the Program or a subset thereof in an application program used in any business-related activities,
including but not limited to industrial or laboratory testing, production or process control, product research and
development, factory automation, quality and inventory control, report generation, production planning and
executive or any level of decision making.
"Payment" (that you receive in the context of Commercial Use) means any form of monetary payment, securities
and certificates of deposits, rights to exercise options for future financial gain, payment in employee or any form of
benefits, promise or delivery of services, settlements of legal or commercial disputes, tangible materials and
anything or right of financial value now or in the future. Direct payments include, but are not limited to, a payment
for a copy of the Program or Larger Work, or for services or acts of using, modifying, developing or deploying the
Program or Larger Work. Indirect payments include, but are not limited to, inclusion of the Program or Larger Work
as a "no charge" or free "bundled" item in connection with services or product for which a payment is made. For the
purpose of this License, a single instance of Commercial Use for a product or a service classifies the entire use for
that product or service as Commercial Use, even if all other instances of uses are offered free of charge.
2. GRANT OF RIGHTS
Redistribution and use of the binary form of eBPLS with or without modification is permitted under the following
conditions:
a.) This license agreement must accompany the distribution of the Original Program or Work based on the Original
Program.
b.) A non-LGU recipient must obtain an expressed permission from the NCC and its assignees for said distribution
and subject to the terms and conditions that may be specified in the permission.
c.) If the distribution is through a third party, it must be accompanied by an expressed permission from the NCC
authorizing the third party to distribute the Original Program or Work based on the Original Program.
d.) The recipient may customize eBPLS, thus creating a Work based on the Program, provided that changes are
documented and must retain all copyright notices on the source code. The recipient that made the modification shall
provide NCC with the hard copy of the documents on which modifications were made. You must cause the system
to display these notices during execution of the Original Program or Work based on the Program. The recipient shall
furnish the NCC a copy of the Work based on the Program including its source code. The recipient that created the
Work based on the Program is presumed to have the appropriate licenses in the use of any external or non free
technologies upon which the Work based on the Program depends.
e.) The NCC may publish new versions (including revisions) of this Agreement from time to time. Each new version
of the Agreement will be given a distinguishing version number. The Original Program or Work based on the
Original Program may always use the license under the terms of the version of the Agreement under which it was
received. In addition, after a new version of the Agreement is published, Contributor may elect to distribute the
Program (including its Contributions) under the new version. No one other than the NCC has the right to modify this
Agreement.
f.) Commercial use of the Original Program must be accompanied by this Agreement and expressed permission from
the NCC. Terms and conditions contained in the expressed permission shall apply.
g.) The original version of this subject software may not be copied other than for the purpose/s herein stated with
proprietary notices retained by NCC, and thereafter may not be recopied, reproduced or otherwise redistributed to
unauthorized third parties. Nothing contained herein shall be construed as conferring by implication, estoppel or
otherwise any license or right to the party-LGU, except under those terms specified herein.
h.) NCC reserves the right to withdraw the software and deprive the PARTY LGU the use thereof in case of
unauthorized use and distribution of the software to non-LGUs at the instance of the PARTY LGU.
3. LIMITATION OF LIABILITY
THIS SOFTWARE IS PROVIDED BY the National Computer Center "AS IS" AND ANY EXPRESS OR
IMPLIED WARRANTIES, INCLUDING, BUT NOT LIMITED TO, THE IMPLIED WARRANTIES OF
MERCHANTABILITY AND FITNESS FOR A PARTICULAR PURPOSE ARE DISCLAIMED. IN NO EVENT
SHALL THE National Computer Center or its assignees OR CONTRIBUTORS BE LIABLE FOR ANY DIRECT,
INDIRECT, INCIDENTAL, SPECIAL, EXEMPLARY, OR CONSEQUENTIAL DAMAGES (INCLUDING, BUT
NOT LIMITED TO, PROCUREMENT OF SUBSTITUTE GOODS OR SERVICES; LOSS OF USE, DATA, OR
PROFITS; OR BUSINESS INTERRUPTION) HOWEVER CAUSED AND ON ANY THEORY OF LIABILITY,
WHETHER IN CONTRACT, STRICT LIABILITY, OR TORT (INCLUDING NEGLIGENCE OR OTHERWISE)
ARISING IN ANY WAY OUT OF THE USE OF THIS SOFTWARE, EVEN IF ADVISED OF THE
POSSIBILITY OF SUCH DAMAGE. Support is subject to a separate agreement with the NCC.
Recipient agrees that eBPLS does not include updates and upgrades which may be available at the National
Computer Center under a separate support agreement.
5. TERMINATION
Recipient’s rights under this agreement shall terminate if it fails to comply with any of the material terms or
conditions of this Agreement. If the recipient’s rights under this agreement terminate, recipient agrees to cease use
and distribution of the program as soon as reasonably practicable.
6. PROPRIETARY RIGHTS
All intellectual property rights in the Program and documentation manuals are owned by the National Computer
Center and are protected by law, including but not limited to Philippine Copyright as well as other applicable laws
and international treaty provisions. All rights in the Original Program not expressly granted under this Agreement
are reserved.
The eBPLS uses software the distribution of which is covered by their respective license agreements provided by
their trademark owners. Use of external libraries, framework and the like that are part of the eBPLS shall be
governed entirely by the terms and conditions of such license. By accepting this license agreement, you are also
accepting the additional terms and conditions, if any, set forth therein.
