AFFIDAVIT

I, MANUEL MEJORADA, Filipino citizen, of legal age, single/married

to (Insert Name of Spouse if any), and a resident of
______________________________________________, after having been
duly sworn in accordance with law, hereby depose and say:

That Iloilo City Mayor Jed Patrick Mabilog is guilty of Grave Misconduct,
Serious Dishonesty and Conduct Prejudicial to the Best Interest of the
Service;

That the increase in his net worth is largely due to his wife’s income as
a controller in Canada and other acquired properties and that he was not
able to present evidence of such income and properties;

That Mabilog’s income as a public official and even as a businessman

would not be able to justify the increase net worth in his 2012 Statements of
Assets, Liabilities and Networth (SALN) was PhP 59.358M and in 2013, his
networth grew to PhP 68.341M;

That President Rodrigo Duterte addressed former Mayor Jed Patrick

Mabilog in public through a speech tagging him as a “narcopolictician”
operating in the most “shabulized” Province of Iloilo;

That after Duterte named him, Mabilog held a press conference and
insisted that he implemented anti-illegal drug programs in his city to support
the government’s campaign;

That the accomplishments and several awards received by Mabilog,

however, could not stem the allegations of corruption. Complaints of
corruption against the city mayor have piled up since 2015;

That in 2016, the Office of the Ombudsman in the Visayas

recommended the filing of charges against him for unexplained wealth,
which From P16.51 million in 2006, a lifestyle check revealed that Mabilog’s
net worth shot up to more than double at P44.45 million when he was vice
mayor in 2007;

That Mabilog faced a graft complaint for entering into a contract with
3L Towing Services for the city’s towing services. Then councilor Plaridel
Nava alleged that he co-owned the company and violated Section 3 of the
R.A. 3019 Anti Graft and Corrupt Practices Act;

That Mabilog allegedly employed his services to perpetuate and

consummate his illegitimate, immoral, dishonest and underground acts and
transactions with private groups and corporate personalities doing or
intending to do business in the city of Iloilo by using his power and influence
as the chief executive of the city government;

That Mabilog is found guilty of serious dishonesty relative to his

unlawful acquisition of wealth. Accordingly, he is meted penalty of dismissal
from the service with cancellation of civil service eligibility, forfeiture of
retirement benefits, and perpetual disqualification from holding public office
and bar from taking civil service examinations;

I herein attest to the truthfulness of the foregoing facts.
