The City of Dasmariñas is one of the fastest growing cities in the Province of
Cavite. It has a land area of 90.1 square kilometers (34.8 sq. mi) and is located
30 kilometres (19 mi) south of Manila. The growing congestion and outward
urban expansion of the Metropolitan Manila Area has led to rapid development
of the city. This inevitable growth is manifested by the influx of industries, the
presence of large educational and health institutions, and the growing number
of subdivisions accommodating its growing population.
City of Dasmariñas is also the University capital of Cavite for it has the greatest
number of universities. Numerous commercial establishments and other
services-oriented businesses are located in the city and also have the greatest
number of hospitals in the province.
The first National Statistics Office (NSO) official census of population for the
municipality was conducted in the year 1903, recording a total population of
3,028. An actual population of 575,817 for the year 2010 was realized. The
projected population for the year 2020 is 873,644, almost a hundred-fold
increase over 109 years.
The municipality exhibited a significant population increase for the period 1975
to 1980 with an annual growth rate of 17.87 percent. This can be attributed to
the influx of urban families from Metro Manila to the resettlement areas of
Dasmariñas.
The year 1980 served as the benchmark for continuous population boom almost
doubling the municipal figures every calendar year. The presence of economic
catalyzers such as institutional, commercial and industrial establishments had
contributed much to the existing demographic profile of the area.
The City has a population of 556,330 for the year 2007 and a population
increase of 3.38 percent was realized after the period of three years which gave
an actual population of 575,817 for the year 2010. The City has a current
population of 659, 019 based on National Statistics Office (NSO) census and
have been considered as the most thickly populated and now being identified
as the 11th largest City.

In local government, city hall is the chief administrative building of a city, town
or municipality. It usually houses the city council, its associated departments,
offices, agencies and the government employees. It also serves as the base of
the mayor of the city. The local government may endeavor the city hall to
promote and enhance the quality of life of the community by providing basic
services. Basic services refer to services that residents of the city expect the local
government to provide in exchange for the taxes which the citizens pay. These
services may include the following;
Growth in population also means the increase in challenge for the local
government unit in providing public services for its citizens. The city hall can no
longer provide quality public services when congestion occurs. Due to the
increase of people who visits the city hall with different objectives, it cause
overcrowding, disorder, confusion, discomfort, noise, unproductivity, slow
transactions, disorganization and can no longer meet the public demand.
These are the reasons of the researchers to propose a new city hall for the city of
Dasmariñas. The existing city hall is already suffering from congestion and heavy
traffic because it is surrounded by different establishments that accumulate
large amount of people. People who transact with frontline government offices
often have to endure long lines even before they could get to a transaction
window. The city hall is lacking of parking areas, open spaces, landscapes,
waiting areas, storage rooms and etc.
