The growth of the tourism sector in Indonesia reaches 25.68% in 2018. Indonesia ranks the 9th

WTTC (World Travel and Tourism Council). Indonesia ranks 7th in the"Top-10 Countries Best in

MY ACCOUNT destination countries. In 2019 from the tourism sector, the

government set the number of international tourist arrivals to reach 20 million and foreign

by 20 billion US dollars or equal to Rp 2.8 trillion.
Objective:

The dynamics of the strategic policy pursue rapid change, acceleration, complexity, and innovation

in the tourism sector. To support President and Vice Presiden Vission and mission, thus Ministry of
Health creates new health tourism innovation with a paradigm, concept, model, method, and values.

Health Tourism is a new opportunity to multiple country's foreign exchanges and increase Indonesia

regional and global productivity and competitiveness.

Method:

The paper material was prepared using non-experimental qualitative methods, expert consultation,

public discussion, and trail travel pattern testing.

Result:
This Health tourism development policy paper raised by the Center for Analysis on Health

Determinant, Ministry of Health has become a reference for the Health Tourism Development Task

Force team in developing a policy framework, as well as the grand direction and implementation
strategies that guide the implementation of Indonesia's health tourism program. The

implementation of health tourism is carried out through four clusters namely medical tourism,

wellness and herbal tourism, sports tourism, and health scienti c tourism using the Penta helix

scheme.
Conclusion:

The policy recommendation from this analysis is that Indonesia needs to establish national board

health tourism as an institutionalization of its implementation strategy and to revise the Minister of
Health's regulation on Medical Tourism Organization to broadly regulate medical tourism, wellness

& herbal tourism, sports tourism, and health scienti c tourism.
