This request fo Expression of Interest follows the General Procurement Notice for this
project that appeared i United Nations Development Business Issue no. wB 97-670106 published
on22no December 200

The Gove of Telangana (GoT) through Govemment of India has received financial
assistance in the form a Loan from the International Bank for Reconstruction and Development
(the Bank) for the Sector Project. Part of this financial assistance is being applied towards
implementation of , Institutional and Policy Development (SIPD) component, which
includes establishment a Road Asset Management System (RAMS) for the State's Roads and
Buildings Department. In this regard, part of the loan will be used to finance ,,Consultancy
Services to establish MS, provide software licenses and provide the software/system as a service

for two years "under SIPD component in the State of Telangana.

Obiectives:
The objectives of these consultancy services are:

1.Review and update annual comprehensive road inventory and condition data, identify
any data and collect the required data;
2. Establish implement, a web enabled GIS based RAMS for the core and non-core
road in RBD Headquarters and Divisional field offices;
J. Input the idge/CD inventory, pavement condition, layer thickness and CBR
values by , historical maintenance, traffic volume, axle load and other
required into the system:
 4. Generate lti-year rolling program for both road improvements and maintenance'
linked to plan and non-plan budgets through the system;
5. Instituti ize the R:\MS and build capacity within TRBD to sustain its use. This
shall i transfer of skills and procedures to 25designated staff in the RBD/CRN;
6, Support t itioning of the software/services to a cloud/platform/vendor designated
by the as and when required.

The Roads Buildings Department, State Roads & CRN, Government of Telangana

now invites eligible Itants to indicate their interest in providing the services. Interested

consultants must Pro ide information in the enclosed formats (Annexure-I) as part of EOI
indicating that they qualified to perform the services (brochures, description of similar
assignments, experi in similar conditions and overall availability of required skills).

Consultants may to enhance their qualifications. The "Association" may take the form
of a joint venture ( ith joint and several liability) or of a sub-consultancy. The form of

"Association" must c ly be mentioned by the firms while expressing interest.

A consultant ill be selected based on QCBS in accordance with the procedures set out in
